War in Ukraine today: latest news, October 28, 2022 (photo)

It has been the 274th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm: 

The enemy is attempting to hold the positions in the temporarily occupied territories, focus its efforts on restraining the actions of the Armed Forces of Ukraine in some directions, and continue offensive operations towards Bakhmut and Avdiivka. 

The enemy fires at Ukrainian defenders along the entire contact line and conducts the aerial reconnaissance. By violating the norms of the International humanitarian law, laws and customs of war, the enemy fires at civil infrastructure and civilian homes. 

The enemy launched 3 missiles, 14 air strikes and made 50 multi rocket launcher attacks.

30 settlements in Kharkiv, Donetsk, Kherson and Mykolaiv oblasts were struck. 

The situation did not significantly change towards Volyn and Polissia. The republic of belarus continues to support the russian armed aggression against Ukraine. The territory of Ukraine is under the threat of missile and UAVs attacks. 

The enemy fires towards:

Siversk from mortars, barrels in the area of Ryzhivka, Ukrainske and Fotovyzh, Sumy oblast; 

Sloboda from mortars, barrels and rockets in the area of Vilkhyvatka, Vovchansk, Dvorichna, Krasne and Starytsia; 

Kupiansk and Lyman from mortars, barrels and rockets in the area of settlement of Nevske, Bilohorivka, Stelmakhivka and Yampolivka; 

Bakhmut from tanks, mortars, barrels and rockets in the area of settlements of Bakhmut, Yakovlivka, Klischiivka, Soledar and Maiorsk; 

Avdiivka from tanks and various types of artillery in the area of settlements of Vodyane, Pavlivka, Mariinka and Vesele; 

Towards Novopavlivka and Zaporizhzhia, the enemy did not launch any offensive operations. They fired at the Ukrainian defenders’ position and civil infrastructure in over 25 settlements along the contact line. 

Over 25 settlements were attacked towards the South Buh. The enemy is erecting the defensive constructions. They conducted aerial reconnaissance with  UAVs by making 30 sorties.

The so called evacuation from Kherson oblast is underway. The occupiers gave locals in Kachkarivka two days to leave their dwellings and evacuate. The additional check points were set up on the way to the temporarily occupied Crimea where civilians are thoroughly verified and examined. 

Newly mobilized russian soldiers arrived at the settlements of Chervony Maiak, Novoraisk and Zmiivka.  

The invaders have intensified filtration measures in the settlement of Velyka Bilozerka, Zaporizhzhia oblast. 

Based on the verified data, the enemy’s manpower and equipment were struck in the temporarily occupied territories. The Ukrainian artillery forces destroyed the ammunition depot, 5 trucks loaded with weapons and 3 D-30 cannons. 110 russian soldiers were wounded in the settlements of Tokmak, Molochansk and Kinski Rozdory. The toll of the enemy’s losses is thoroughly hidden. 

Ukrainian aviation launched 24 strikes. 20 areas of buildup of weapons and equipment and 4 locations of anti missile and anti aircraft systems were hit. 

The rocket and artillery forces of Ukraine struck the command point, 6 areas of buildup of manpower, weapons and equipment, 4 ammunition depots and other key enemy targets.


The President of Ukraine Volodymyr Zelenskyy informed that 30 drones were launched within 2 days. Ukrainian air defense forces shot down 23 drones. They also brought down the X-59 cruise missile, two K-52 attack helicopters and the Su-25 fighter jet. President also added that since the large-scale war began, russia launched 4.5K missile attacks and over 8K air attacks. 

Kyiv Mayor Vitalii Klychko informed that it will take 2-3 weeks to regulate the power supply in Kyiv. Сurrently, the energy shortage is about 20-50%. This balance depends on consumption, peak load and other factors. Ukrenergo is applying emergency power cuts in all regions. Local authorities are making every effort to ensure a stable power supply.  

According to the spokesman of the State Border Service of Ukraine, Ukrainians did not flee the country en masse. The opposite trend of passenger traffic reduction up to 75K people per day is observed. In total, around 80-90K Ukrainians cross the border in both directions on average daily. 

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff, russian troops shelled 6 settlements: 4 of them – from their territory, another 2 – from the temporarily occupied territories of Ukraine. They targeted Dvorichna, Krasne, Starytsia and Vovchansk.

In the afternoon, russians launched a missile strike on de-occupied Kupiansk. A S-300 missile landed near an apartment building, the windows of the building were broken, there were no casualties.

Also, a fire broke out in a nine-storey residential building in Saltivka. Nine people were rescued. No one was injured.

The Center for Emergency Care in the evening reported that the invaders attacked the ambulance station in Dvorichna, where the ambulance crews are located. There are no casualties.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that russian troops continued shelling the settlements close to the contact line and the border with russia.  Okhrimivka, Starytsia, Vilkhuvatka and Vovchansk settlements of Chuhuiv and Kupiansk districts were attacked. The invaders also attacked Druzheliubivka and Petro-Ivanivka in Izium and Kupiansk districts with tanks, mortars, barrel and rocket artillery.

There were no casualties as a result of hostile attacks.

Mine clearance continues in the liberated territories. Pyrotechnic units of the State Emergency Service defused 247 explosive devices.

The Ministry of Economy claimed that during the invasion, 218 enterprises left the region. Most of them moved to Lviv oblast. 20 enterprises that applied for relocation, refused to move and one returned to Kharkiv.

Balakliia City Council said that a temporary bridge made of a 36-meter easily installed metal structure, provided to Ukraine by the Czech Republic, was erected in de-occupied Balakliia.

Donetsk oblast

People’s Deputy of Ukraine, Dmytro Lubinets, reported that a thousand new graves appeared at the cemetery in occupied Mariupol, and the mass grave at Staryi Krym cemetery is growing.

The enemy shelled 12 settlements yesterday: Avdiivka, Bakhmut, Bakhmutske, Berdychi, Chasiv Yar, Karlivka, Kurakhove, Pivnichne, Velyka Novosilka, Toretsk, Zalizne and Zoria. Also russian troops destroyed and damaged 20 civilian objects.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 4 civilians: 3 in Bakhmut and 1 in Sviatohirsk. In addition, law enforcers found the bodies of 5 civilians killed during the occupation in Shandryholove. Another 9 people were injured yesterday.

First Deputy Head of Bakhmut City Council, Oleksandr Marchenko, said that yesterday russian troops shelled the humanitarian aid point.

At night and in the morning russians continued shelling settlements on the frontline.

There were no casualties in Donetsk direction. Krasnohorivka, Maksymilianivka and Marinka of Marinka community were under fire at night. Avdiivka was shelled several times in the morning.

In Horlivka direction, Soledar, Svitlodarsk and Toretsk communities were shelled. In Toretsk community, a house in Pivnichne was damaged, shelling of the outskirts continues. In Soledar community at night there were isolated hits near Bakhmutske, Rozdolivka and Yakovlivka. In Svitlodarsk community, it was loud at Maiorsk station. There were no casualties.

In Lysychansk direction, it was another restless night in Torske and Zarichne of Lyman community. Information about the casualties and the extent of destruction is being clarified.

Based on the information provided by the Security Service of Ukraine, military counterintelligence officers discovered and destroyed a camouflaged russian drone electronic warfare complex.

Donetsk Regional Deputy Head of the Media Department of the State Emergency Service of Ukraine, Viktor Seromakh, said that in Sviatohirsk, rescuers found a body under the rubble of an apartment building.

Luhansk oblast

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that for three days there have been no russian troops in Karmazynivka, Miasozharivka and Nevske villages, but regional authorities cannot get there yet. The shelling is too intense. He noted that the settlements closest to the front are shelled with tanks and artillery. According to the General Staff, Nevske was under fire yesterday. The village was completely destroyed.

The aviation of the Defense Forces of Ukraine launched 29 strikes. 21 concentration areas of manpower, weapons and military equipment, 3 strongholds and 5 positions of anti-aircraft missile systems were hit. Air defense units shot down 2 Ka-52 helicopters and one Su-25 attack aircraft.

Ukrainian rocket and artillery forces hit 4 buildups of manpower, weapons and military equipment and 1 ammunition depot.

The invaders’ attacks in Andriivka and Bilohorivka were repelled. The enemy targeted Makiivka and Nevske villages in Kupiansk and Lyman directions.

According to Defence Intelligence of Ukraine, during the operation to liberate Nevske, Ukrainian troops killed 34 invaders and captured three. The village was liberated on October 23.

The Eastern Group of Forces Councillor, Serhii Cherevatyi, reported that Svatove – Kreminna highway is under Ukrainian control.

What is happening now in the north of Ukraine

Kyiv oblast

1 367 bodies of killed Ukrainian citizens have already been exhumed in Kyiv oblast. This was announced by the head of the police of Kyiv oblast, Andrii Nebytov. 200 bodies remain unidentified, but their DNA has been collected and entered into a database. 286 people went missing during the hostilities in the Kyiv oblast: 36 women, 245 men and 4 children. Their fate remains unknown.

To eliminate the consequences of yesterday’s russian terrorist attack, energy companies are forced to limit the supply of consumers. Over the past 24 hours, more than 500K consumers had their power cut off in Kyiv oblast. More than a million Kyiv residents have been left without electricity.

The capital’s energy supply system operates in emergency mode due a significant deficit of electricity – from 20 to 50%. Therefore, the electricity supply will be temporarily turned off in all districts of the capital. The city’s pedestrians are urged to take into account the circumstances of the street lighting shutdown and to take care of their own safety.

“Ukrenergo” specialists plan to eliminate the deficit caused by the attacks of the russian military on critical infrastructure facilities within 2-3 weeks.

In Kyiv, more than 40 streets, alleys and squares, whose names are related to russia and the Soviet past, were renamed. Streets named after Ivan Drach, Golda Meir, Kuzma Skryabin Lane, Chornobayivska Square and Maksym Levin Street, a photojournalist killed in March 2022 near Kyiv, appeared in the capital. New names for streets, alleys, boulevards, avenues and squares of the capital were chosen by the citizens of Kyiv by electronic voting.

In Bucha, 10 Mavic 3 drones were purchased at the expense of the local budget and handed over to the Ukrainian military in the hottest spots of the country. The city council reported that UAH 1.2 million was allocated to purchase drones from the city budget.

The mayor of Irpin Oleksandr Markushyn said that starting next week, the heating season in the city will begin. According to him, heating points will start operating in the community, where locals can warm up with hot tea and charge their gadgets every day.

Representatives of the Iranian diaspora in Ukraine went to a peaceful protest in Kyiv as a sign of solidarity with the people of Ukraine. They came out to say that they are against Tehran’s military aid to its russian partners. According to the organizers, all the people who gathered in the square came from Iran and could have lived anywhere, but decided to live in Ukraine because they love it and will support it.

Zhytomyr oblast

Zhytomyr RMA reported that 21 heating points will be installed in the city. Some of the heating stations have independent boiler rooms using alternative fuel, also generators with a capacity of 30-40-50 kW were purchased.

The requiem exhibition “Angels of Sport”, dedicated to Ukrainian athletes who died in the war with russia took place. It showcases photos of athletes who refused star pedestals, went to fight for their native land and died for it. Among the photos were the faces of very young athletes who died due to russian shelling.

Sumy oblast

Head of the Sumy RMA, Dmytro Zhivytskyi announced that yesterday the enemy again attacked Znob-Novgorodske and Velika Pysarivka communities. 16 mortar attacks and 8 attacks from the AGL were made. They also opened fire from machine guns.

The occupiers struck 100 times on communities in Sumy oblast. 7 private houses and a power line were damaged.

In Shostka, there will be a heating station, which locals have installed in the basement of one of the residential buildings. Local authorities provided emergency sources of heat and electricity supply and other necessary equipment for this purpose.

Olga Butova, deputy of the Putivl City Council, joined the Armed Forces of Ukraine. She announced this on her Facebook page. Previously, the woman was a volunteer. She provided humanitarian aid to the residents of the community and the military.

The National Security and Defense Council reported that Ukrainian broadcasting has been fully restored in the de-occupied Sumy oblast. It has also completed in the territories of Chernihiv oblast liberated from the occupiers.

In Konotop, they are working on the “Social Hostel” project. The community continues to equip compact living spaces for internally displaced persons. Work is currently underway to restore heating systems. The project is implemented as part of the Humanitarian Solidarity Grant Program.

Ukrzaliznytsia has updated the train schedule. Now two new trains will run through Sumy oblast. A new experimental connection between unblocked northern Sumy oblast, the capital and Vinnytsia oblast is the Zhmerynka – Khutir-Mykhaylivskyi train. The “pre-war” route has also been restored: Kharkiv – Uzhhorod, which now passes through Sumy again.

The Okhtyrka City Council reported that the city received help from the Luxembourg Red Cross in the form of window structures: 532 windows will be installed and 54 broken glass units will be fixed in 172 houses. The Red Cross will also provide 203 households with necessary building materials.

The volunteer construction battalion “Dobrobat” from the city of Romny helps to dismantle the rubble of the Okhtyrka City Council. 18 volunteers take part in liquidation of consequences of russian aggression in Okhtyrka. The city government expressed deep gratitude to all helpers.

Chernihiv oblast

The “North” operational command reported that the occupiers continued to inflict damage on border communities of Chernihiv oblast. They shelled the village of Hai with a 120-caliber mortar three times. There are no victims and destruction.

The spokeswoman of the Chernihiv border detachment Galina Shekhovtsova reported that the enemy attacked the territory of the Novgorod-Siverskyi community with mortars. Three enemy mines flew from the russian village of Pohar. There are no casualties.

The mayor of Nizhyn, Oleksandr Kodola announced that the city is going to buy potbelly stoves for 650K hryvnias. It is planned to purchase about 200 stoves 100 of which will be a strategic reserve due to the difficult situation with energy. The second half of them will go to the needs of the Armed Forces.

In the Bobrovitsa district of Chernihiv, volunteers are restoring the windows of houses damaged by russian shelling. The members of the public organization “Desna” collected 200K hryvnias for this project. 9 houses are planned to be repaired within a week.

A resident of Chernihiv oblast received a micro-grant for production of fuel pellets. This was reported by the Chernihiv Employment Service. Anastasia Yerko from the village of Ploske developed a business plan to produce pellets, which should become alternative substitutes for natural gas. “Pellets are one of the most profitable types of fuel. They are environmentally friendly, affordable, efficiently produce heat and have a minimal amount of waste, and the ash from them can be used as compost,” the report says.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to the Head of the regional council Mykola Lukashuk, the enemy shelled Nikopol region with anti-aircraft missiles at night. The threat of shelling remained there from yesterday evening until the very morning, notably for more than 8 hours. Marhanets, Chervonohryhorivka and Nikopol communities were hit.

A fire broke out in the Chervonohryhorivka community as a result of the shelling. One house was destroyed, 4 damaged. The power line was also affected. About a thousand households are left without electricity.

In Nikopol, about ten residential buildings, farm buildings, and power lines were damaged.

Dnipro received six more large passenger buses to replace the ones destroyed as a result of a rocket attack on the city on the night of September 30.

Vinnytsia oblast

The Vinnytsia enterprise of the blind people makes warm clothes for soldiers. Together with another local company of a similar profile, they produce warm fleece sweaters in khaki color. Having started in the beginning of October, they have already made 120 sweaters.

VinSmart Center is holding a charity event to collect cans and leftover candles, wax, and paraffin to make trench candles.

Kirovohrad oblast

Kirovohrad Regional Council purchased necessities and clothes for wounded soldiers who are being treated in Kirovohrad region.

In Kropyvnytskyi, a rehabilitation center “IRtsinka” was opened for children of military personnel with a sensory room, kitchen – laboratory, professional assistance of defectologists and rehabilitators. The center combines various types of activities for children.

Poltava oblast

In Poltava oblast, 500 items of winter clothing, purchased using the funds of the regional budget, were sent to the 116th brigade of the Territorial Defense. Providing the military with warm clothing is one of the priorities.

According to Dmytro Lunin, Head of the Poltava Regional State Administration, volunteers sent three cars to soldiers in Poltava oblast. One of them is an ambulance purchased by the French. It will be taken to Kharkiv with humanitarian aid, namely first-aid kits and medicine, wheelchairs and motorized pumps.

Cherkasy oblast

Relying on the information provided by the Department of Social Policy of the city council, an integration hub for social adaptation of internally displaced persons is being created in Cherkasy.  To implement this project and create a hub for the social policy department,  premises of the former committee of the population self-orientation “Lisovyi” was allocated to this end.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The enemy shelled Zaporizhzhia oblast 80 times, 56 of them – on peaceful towns and villages. As a result of russian armed aggression, dozens of infrastructure facilities were destroyed in 20 settlements, 1 person was killed, and 3 others were injured.

On October 27, russian servicemen struck Orikhiv, Huliaipole, Zaliznychne, Olhivske, Charivne, Chervone, Mala Tokmachka, Dorozhnianka, Novodanylivka, Uspenivka, Novoandriivka, Novopavlivka, Bilohiria, Shcherbaky, Preobrazhenka, Poltavka, Stepove, Kamianske, Stepnohirsk, and Mali Shcherbaky

A local resident suffered thermal injuries in Novopavlivka, Polohy district. The woman received burns at home as a result of explosion of a gas cylinder hit by artillery shelling.

According to the General Staff, 8 units of weapons and military equipment of various types were destroyed and up to 120 servicemen were injured in Zaporizhzhia oblast over the past few days.

The Director General of the IAEA, Raphael Grossi, considers the Zaporizhia nuclear power plant in the temporarily occupied Enerhodar to be Ukrainian, despite russian claims of gaining control over the plant. He believes that possible confusion in the chain of command could negatively affect nuclear safety. According to him, Ukrainian personnel continue to operate the station, but currently more russian specialists work there, and important decisions must be approved in moscow.

The russian occupiers officially introduced censorship in the temporarily occupied territories in order to deprive local residents of freedom of communication and access to truthful information. According to the Mayor of Melitopol, Ivan Fedorov, the occupiers can take mobile phones of locals for inspection. They will check with whom a person communicates, what watches on the Internet. If they discover a subscription to Ukrainian public channels, the locals will be fined or thrown “into the basement”.

Russians announced that from October 30 they will consider all residents of the temporarily occupied territories of Ukraine, including in Zaporizhzhia oblast, to be citizens of russia “automatically”. This was announced by the mayor of Enerhodar Dmytro Orlov.

The russian military is trying to prevent evacuation and is releasing only women, children and the elderly. Despite this, 131 people, including 24 children, were able to leave the temporarily occupied territories.

Mykolaiv oblast

Mykolaiv was under attack again. The enemy targeted 6 S-300 missiles at the city’s industrial and civil infrastructure objects. The administration building of the State Labor Department was destroyed. A multi-story new building, other residential buildings and a nearby parking lot were damaged. The bakery was also damaged. One person received minor injuries.

Yesterday, October 27, the enemy struck the Ochakiv aquatory and the outskirts of Inhulka community. There are no casualties. Shelling of the territory and nearby settlements of the Bereznehuvate community continues. Information on affected and damaged residential buildings is being clarified.

As of October 28, there are 420 people injured by russian shelling in Mykolaiv hospitals. This was reported by the Mykolaiv Regional Council.

Odesa oblast

The enemy group in the Black Sea consists of 9 ships. Two surface and two underwater missile carriers with 24 Kalibr missiles on board are on combat duty.

The military shot down two drones in Odesa oblast when receiving a message from people through the “ePPO” application. This was reported by the South Air Command.

On October 28, six ships with 180K tons of agricultural products left the ports of Odesa through the “grain corridor“. They head to the countries of Africa, Asia and Europe. One of the ships LINA bulker left the port with 25K tons of corn for Egypt.

The military has adopted an algorithm for submitting documents for sailors who want to go abroad. To travel abroad, seafarers must obtain confirmation from the shipping administration on the validity of the documents. Within seven days, a person must contact collection centers, and only then, without set deadlines, must contact the border service. The permit;s validity period is given at the discretion of the territorial collection centers.

Kherson oblast

The situation in the South Buh direction has not changed significantly. The enemy is on the defensive and tries to hold the occupied lines.

The operation of medical institutions with the deployment of additional beds, due to the large large number of wounded occupiers was intensified in the temporarily occupied territory of Kherson oblast.

The occupiers are strengthening their units on the right-bank part of the temporarily occupied Kherson oblast with mobilized military personnel numbering up to 1K people. According to standard practice, the army of invaders resettles its personnel in the homes of local residents who evacuated from those territories.

The so-called “evacuation” from the temporarily occupied territory of Kherson oblast continues. Considerable attention is paid to appropriating medical equipment and property of, as the occupiers say, “nationalized” enterprises. Thus, from the settlement of Bilozerka, the equipment of the local hospital is taken to the cities of Skadovsk and Henichesk.

The police opened 36 criminal proceedings on the facts of war crimes committed by the russian army in Kherson oblast. Once again, russian troops shelled populated areas of the Beryslav district. Private houses, farm buildings, shops, agricultural machinery and road surface were damaged. There are victims among the civilian population.

Russian military seized cars from the local population and moved into houses without permission in Henichesk and Beryslav districts.

The russian military kidnapped a 31-year-old man for his pro-Ukrainian position in the Tavriyskyi microdistrict, Kherson city. Currently, there is no contact with him and his whereabouts are unknown. During the occupation, the russian military killed a local resident in the village of Biliaivka.

The Kherson State Maritime Academy supported the 59th Separate Motorized Infantry Brigade named after Iakiv Handziuk. Fund collection was initiated by the team and cadets for defenders who are currently liberating Kherson oblast. As a result, 94 thousand hryvnias were collected. The academy purchased two quadcopters, a laptop, a mobile phone, etc. for the air reconnaissance unit using the collected funds. The Trade Union of Maritime Transport Workers of Ukraine joined the charity collection, thanks to which three more tablet computers were purchased.

Latest news for today in the western regions of Ukraine

Volyn oblast

The Lutsk City Council sent a Starlink satellite communication system, sleeping bags, first aid kits, clothing, food, etc. for the fighters of the 14th Separate Mechanized Brigade.

The Volyn regional center of emergency medical aid and disaster medicine reported that in Lviv nine out of 30 new unique all-wheel drive Toyota Land Cruiser J78 off-road vehicles were sent to medics working in difficult conditions for the disaster medicine service of emergency medical assistance of Ukraine. One of them was received by the team of the VOCEMDMK enterprise.

Mayor of Novovolynsk, Borys Karpus, announced that defender Alina Panina, who was captured in Mariupol, has returned to Volyn.

Zakarpattia oblast

Director of the Zakarpattia Universal Scientific Library Olena Kanyuka said that over 9K books in russian were removed from the funds of the institution. According to her, written-off books are handed over for waste paper, and new Ukrainian editions are bought with the money received.

In Uzhhorod, on the basis of the training center, training on pre-medical care for victims in the conditions of military operations was launched. The rescuers practiced how to stop bleeding, perform cardiopulmonary resuscitation, restore patency of the airways, and provide assistance in cases of shock.

Ivano-Frankivsk oblast

On the basis of the educational and training department of the Regional Clinical Center of Emergency Medical Aid and Disaster Medicine, training of specialists of emergency medical aid teams under the program Advanced Resuscitation Measures and Tactical Medicine was completed. They lasted 2 months. The training was conducted by employees of the Warsaw Medical University, the Polish Aviation Medical Service and medical rescue.

Head of the Ivano-Frankivsk RMA, Svitlana Onyshchuk, announced that from Ivano-Frankivsk oblast, a car was sent to the border guards of Kharkiv oblast.

Humanitarian aid, namely blankets, hygiene products, provided by international benefactors, was sent to the displaced persons in Kalushchyna. 

Lviv oblast

Lviv oblast is 100% ready for the heating season. Taking into account the enemy’s actions, preparations are being made to respond in emergency situations. Stationary heating points are being deployed in the oblast. The previous number was over 400 to accommodate 70k people at the same time.

The Royal 24th Separate Mechanized Brigade of Lviv oblast received financial assistance in the amount of over UAH 1 million. The funds were donated by Ukraine’s largest CF Return Alive. These funds helped equip the brigade with walkie-talkies, quadcopters, laptops, etc.

9 out of 30 new vehicles for the Disaster Medicine service of the Emergency Medical Aid of Ukraine arrived in Lviv. This is the first convoy. In total, Ukraine will receive 100 unique off-road vehicles that will serve medics. Toyota Land Cruiser J78 cars were purchased thanks to the Swiss CF Free Ukraine and international partners with the support of the Ministry of Health of Ukraine.

Secondary education institutions, boarding schools and institutions of professional technical education of Lviv oblast will receive almost 2.5K Chromebook laptops. The equipment was transferred within the framework of cooperation between the Ministry of Education and Science of Ukraine, companies Google and the United Nations Educational, Scientific and Cultural Organization (UNESCO).

A group of volunteers from the Italian city of Modena visited Novy Rozdol. They brought humanitarian cargo, namely medicines. They met IDPs who are being treated in the city hospital.

The Association of Rotary Clubs of Poland sent humanitarian cargo for the Dobre Sertze and Native Home orphanages. Humanitarian aid includes power generators and food.

In the Yavoriv district, 58 stationary heating points were installed. They are being installed to prepare for the winter period to prevent cases of hypothermia.

The carriers of the region were recognized at Lviv RMA. They were awarded for their significant contribution to Ukraine’s defense capability during russian military aggression.

Rivne oblast

Head of Rivne RMA, Vitaliy Koval, gathered business leaders involved in alternative energy in the oblast. They discussed supporting the energy sector.

IAEA inspectors will visit Rivne NPP. They will check russian claims about the alleged preparation of a “dirty bomb” on it.

Head of Rivne RMA, Vitaliy Koval, offered to resume face-to-face education in schools of the oblast from October 31. Lessons will be scheduled from 10 a.m. to 3 p.m. to avoid power grid overload.

A charity event was organized at the Hvizdivska gymnasium in Korechchyna Help the wounded fighter. As a result, students, parents and school staff collected UAH 10K and food for the soldiers who are currently being treated in Rivne.

Ternopil oblast

The police received a report about mining of a vocational school in the village of Kvasyliv and the Ternopil City District Court. The relevant services sent to verify this fact did not find explosives.

The Ternopil City Council signed the Partnership Agreement between Ternopil and the Polish city of Suwalki.

In the village of Trybuhivtsi, a reconstructed dormitory was opened for citizens who were forced to leave their homes as a result of the russian invasion. The rooms have everything  for a long stay. The building is designed for 400 people.

In the Chortkiv primary health care center, installation of a modern generator on solar panels of the German-Slovenian production Alpha Outback Energy — SPC III 5000-48 with a capacity of 5 kW has begun.

Khmelnytskyi oblast

In the City Council, a meeting of the Executive Committee was held. They discussed the purchase of generators for management structures of social protection of the people,  transfer of humanitarian aid, etc.

There were emergency power outages in Khmelnytskyi oblast during the day. Currently, all settlements in the oblast are powered.

Chernivtsi oblast

The Police of Chernivtsi oblast reported that almost 20 tons of products were brought by Bukovyna policemen to the residents of Kharkiv oblast affected by the occupiers thanks to cooperation with the CF Bread Of Life UA.  

Mayor of Chernivtsi, Roman Klichuk, announced that 8 premises were transferred for adaptation for IDPs. In addition to the YaMariupol center, a center for assistance and consultation of all IDPs is currently in the process of opening.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Minister of Finance, Serhii Marchenko, reported that Ukraine expects new tranches of macro-financial aid from the EU: €2.5 billion in November and 0.5 billion in December.

Minister of Defense of the US Lloyd Austin, stated that the US plans to send NASAMS systems to Ukraine in early November.

The Pentagon presented the new US defense strategy, in which russia was called a “threat”.

Director General of the International Nuclear Energy Agency, Rafael Grossi, informed that this week IAEA inspectors will examine two places in Ukraine following a written request from the government.

Boris Johnson plans to create an organization to support Ukraine and rebuild the war-ravaged economy.

Rishi Sunak announced declassification of MI6 documents on the Kremlin’s agency in Europe, including Ukraine.

Ukraine made the first test supply of electricity from Slovakia. The actual import with a capacity of 1 MW was carried out by the state energy trader Energy Company of Ukraine.

The operator of the electricity transmission system Litgrid reported that Lithuania will give Ukraine equipment worth 100K euros to repair power plants and gas pipelines damaged by russian shelling.

The authorities of Estonia will deprive russians and belarusians of weapons permits from December 1.

Norway introduced a new package of sanctions against persons who participated in “referendums” in the temporarily occupied territories of Ukraine.

Ukrainians will be able to stay in Azerbaijan indefinitely. As reported by the State Migration Service of the country, previously citizens of Ukraine could stay in Azerbaijan for 90 days.

American astronaut Scott Kelly became the ambassador of the fundraising platform UNITED24. He will develop the Medical assistance direction. His first project will be a collection of funds for class C ambulances.

Within two years, the Bayraktar plant will be built in Ukraine. General Director of Baykar Haluk Bayraktar said that the architectural project is ready.

The founder and Head of the Ukrainian Volunteer Service, Anna Bondarenko, delivered a speech at the closing of the 11th Global Assembly of the World Movement for Democracy. The event took place in Taipei, Taiwan, where about 300 activists, experts, politicians and donors from 70 countries of the world gathered.

In the Czech Republic, a new piece of art appeared on the Ministry of Internal Affairs building in Prague: putin in a body bag between the flags of the Czech Republic and Ukraine. According to Head of the Ministry of Internal Affairs of the country, Vita Rakushan, the installation is aimed at making people understand who is a friend, and who, on the contrary, is the enemy.
