War in Ukraine today: latest news, October 25, 2022 (photo)

It has been the 244th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm: 

The enemy is trying to keep the temporarily captured territories, focusing efforts on restraining the actions of the Defense Forces in certain directions, at the same time, the enemy attempts to conduct offensive actions towards Bakhmut and Avdiivka.

The enemy is shelling the positions of our troops along the contact line, erecting defensive constructions in some directions and conducting aerial reconnaissance.  By violating the norms of International Humanitarian Law, the laws and customs of war, it continues to strike critical infrastructure and homes of the civilian population.

The enemy launched 3 missile and 11 air strikes, more than 25 multi-rocket launcher attacks.

Over 25 settlements suffered from enemy strikes, namely Nikopol, Dnipropetrovsk oblast, Bakhmutske and Vugledar, Donetsk oblast, and Nova Kamianka, Kherson oblast.

The situation did not significantly change towards Volyn and Polissia.  The republic of belarus continues to support the armed aggression of the russian federation against Ukraine, providing its infrastructure and airspace. The territory of Ukraine is exposed to the threat of missile and air strikes, launch of attack “Shahed-136” UAVs from the territory of belarus. 

In other directions the enemy fired towards:

Siversk with mortars and barrel artillery, in the area of  settlements Senkivka and Kamianska Sloboda of Chernihiv oblast and Rozhkovichi, Basivka and Popivka of Sumy oblast. Enemy used shock UAVs; 

Sloboda with mortars, barrels and rockets, in the areas of Dvorichna, Krasne, Ohirtseve and Strelecha;

Kupiansk with mortars, barrels and rockets, in the areas of settlements Vishneve, Kislivka and Stelmakhivka; 

Lyman with mortars, barrels and rockets, in the areas of settlements Novoyehorivka, Terny, Zarichne and Yampolivka;

Bakhmut with tanks, mortars, barrels and rockets in the areas of settlements Bakhmutske, Ivangrad, Bilogorivka, Mayorsk, Soledar and Opytne;

Avdiivka with tanks, mortars, barrels and rockets in the areas of Avdiivka, Vodyane, Krasnohorivka, Maryinka and Pervomaiske.

Towards Novopavlivsk and Zaporizhzhia the enemy did not conduct active offensive actions. rf shelled the positions of the Defense Forces and civilian infrastructure in the areas of over 20 settlements along the entire contact line.

Toward the South Buh, over 30 settlements were damaged by fire. The enemy tried to improve logistical support. Russian occupiers continue to mine areas along the coastline of the Dnipro River. They are trying to restore the affected pontoon-bridge crossings. The enemy made up to 55 sorties of UAVs of various types to conduct aerial reconnaissance.

The russian military and political leadership are replacing the personnel of units suffering losses on the territory of Ukraine. In the temporarily occupied settlement of Khrustalnyi, Luhansk oblast, “mobile groups” detain and transport all men to the military commissariat. According to available information, another batch of prisoners came from russia to Stanytsia Luhanska to replenish units of private military companies. The local so-called “law enforcement officers” are forbidden to intervene in case of violations by the arriving mercenaries.

Another batch of russian servicemen has arrived in the settlement of Vovkivka to replenish the losses in Zaporizhzhya oblast. They chaotically move through the streets, looking for food and an opportunity to wash themselves.

According to the updated information, the consequences of the enemy’s fire damage have been confirmed. As a result of point strikes by the artillery of the Defense Forces, up to 30 occupiers were eliminated in the settlement of Kairy, Kherson oblast, and more than a hundred enemy servicemen remained under the rubble. In the settlement of Hornostaivka, after the detonation of an ammunition warehouse, the movement of a large number of ambulances was observed. Losses are carefully hidden by the enemy.

Aviation of the Defense Forces of Ukraine launched 15 strikes. 12 buildups of weapons and military equipment, a support point, as well as 2 positions of the enemy’s anti-aircraft missile systems were hit.  In addition, air defense units shot down a cruise missile.

Soldiers of rocket forces and artillery hit 8 buildups of manpower, weapons and military equipment, ammunition depots and other military targets of the enemy.

The real peace that will end the war in Ukraine is the return of Crimea. President of Ukraine Volodymyr Zelenskyy spoke about this during an online speech at the first parliamentary summit of the Crimean Platform. “Everything started with it (Crimea). Its return means the beginning of real peace. The russian potential for aggression will be destroyed to the core when the Ukrainian flag is back in its rightful place in the cities and villages of Crimea. Crimea must not be used as a bridgehead by russia. Then the world will feel that there will be no more losses, and people will feel that the world is becoming safer,” noted the President. He also proposed to create similar platforms for the de-occupation of Prydnestrovie and Abkhazia on the basis of the Crimean platform.

The Ministry of Economy reports that unemployed Ukrainians will be involved in the restoration of the country. Many Ukrainians are unemployed because of the war. The government has developed a mechanism for temporarily unemployed persons to be involved in socially useful works in the regions, eliminating the consequences of man-made, natural and military emergencies.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff, the russian federation shells settlements near Kupiansk and Vovchansk. At least seven settlements were under enemy fire.

Referring to acting head of the Kupiansk District Military Administration, Andrii Kanashevych, the Kharkiv Regional Military Administration reported that Ukrainian troops liberated Dvorichanske village. The General Staff of the Armed Forces of Ukraine did not confirm the liberation.

A park named after Kharkiv was opened in Berlin. It is located in the Steglitz-Zehlendorf district. Head of the district Maren Schellenberg noted that the name “Kharkiv Park” was given as a sign of solidarity with Kharkiv citizens. Steglitz-Zehlendorf is a twin district of the Kharkiv Industrial district since 1990. The new Kharkiv Park will also perpetuate the memory of 96-year-old Kharkiv resident, Borys Romanchenko, who survived a German concentration camp but was killed by russian shelling in his apartment in Pivnichna Saltivka on March 18.

The enemy continued terrorizing civilians. They targeted Kupiansk and Vovchansk cities, as well as settlements of Bohodukhiv, Chuhuiv, Izium, Kharkiv and Kupiansk regions. 

In Kupiansk, an administrative building was damaged due to the rocket attack, preliminary, with an S-300 missile. In the Dvorichna community, a residential building was damaged and a fire broke out. There were no casualties.

According to the Regional Center for Emergency Medical Care, a 34-year-old tractor driver was hospitalised with injuries in the Zolochiv community, the Bohodukhiv region. In the Kupiansk region, 3 people were injured and hospitalised.

De-mining of the liberated territories continues. Pyrotechnic units of the State emergency Service defused 455 explosive ordnance.

In the de-occupied Kupiansk, gas supply started. In liberated communities of Chuhuiv, Izium, Kharkiv and Kupiansk regions, natural gas was supplied to almost 2.3 K households. 

Based on the information provided by the Kharkiv City Council, city mayor, Ihor Terekhov, rewarded servicemen of Azov Kharkiv Special Operations Forces. The fighters received honorary certificates from the executive committee.

Donetsk oblast

According to the General Staff, russian troops shelled the liberated settlements, namely Berestove, Bilohorivka, Nevske, Stelmakhivka, Terny, Torske and Zarichne. The Armed Forces of Ukraine repelled enemy attacks near Bakhmut, Bilohorivka, Ivanhrad, Klishchiivka, Marinka, Nevelske, Soledar, Spirne and Verkhnokamianske.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 7 civilians in Bakhmut. Moreover, law enforcers found 3 civilian bodies killed during the occupation: 2 in Drobyshevo and 1 in Stavky. Another 3 people were injured yesterday.

The invaders continue shelling Bakhmut with mortars, Hrad MRLs and artillery. The railway technical school is still on fire due to the shelling.

Mariupol Mayor’s Councillor, Petro Andriushchenko, reported that russian invaders took more than 1300 children out from Mariupol. 126 apartment buildings and facilities are planned to be demolished by the enemy. A quarter in the Livoberezhnyi district will be completely taken down. 

Luhansk oblast

The Armed Forces of Ukraine continue the liberation of settlements. However, russians are mercilessly shelling the areas where they were recently based. The villages near Kupiansk and Lyman are under fire. The invaders are targeting Bilohorivka, Nadiia, Nevske and Stelmakhivka with tanks and artillery. The enemy attacks in Bilohorivka were repelled. In Lysychansk, russians are taking away the property of the residents.

Aviation of the Ukrainian Defense Forces launched more than 30 strikes. 22 buildups of enemy weapons and military equipment, 5 ammunition depots and 9 positions of  anti-aircraft missile systems were hit.

In different directions, our air defense units shot down 3 Ka-52 Alligator helicopters, a Su-24M bomber, 2 Orlan-10 UAVs and a Shahed-131 UAV.

Rocket and artillery forces hit 6 buildups of manpower, weapons and military equipment, 2 ammunition depots, an anti-aircraft missile system, a Zoopark radar system and 2 other important enemy targets.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that russian invaders continue to build the “Wagner line” in the occupied part of Luhansk oblast further from the frontline. They are fortifying the area near the temporarily occupied Hirske. They have also intensified the recruitment of people to begin the construction.

What is happening now in the north of Ukraine

Kyiv oblast

German President Frank-Walter Steinmeier arrived in Kyiv. This is his first visit since the full-scale russian invasion. He plans to meet with Volodymyr Zelenskyy and discuss the current situation in Ukraine.

Since the beginning of the full-scale invasion, almost 67K residents of Kyiv oblast have provided housing to internally displaced persons under the Shelter program. People from Kherson, Kharkiv, Donetsk, Luhansk, Zaporizhzhia, and Mykolaiv Oblasts found homes in all 69 communities of Kyiv oblast.

The KCSA reported that since the beginning of the year, almost 10K people have called the city round-the-clock helpline in Kyiv. The psychologists of the hotline provide help and consultations on any issues, but after the full-scale russian invasion, people began to call to express their feelings about the war, fear of death, and loss of their loved ones. 7,480 such appeals were received at the Center (6,216 – from women, 1,264 – from men).

According to the Kyiv Regional Military Administration, on October 26, all educational institutions of Kyiv oblast can continue studying in full-time and mixed formats of education. The situation in the oblast allows them to resume classes provided they have shelters.

The Kyiv City State Administration reports that the playground in Shevchenko Park, which was damaged as a result of missile shelling of the city by russia, has started to be renovated in Kyiv. The works are being carried out at the expense of the city budget, and it is planned to involve patrons in the modernization.

Detector Media debunked the fake that Ukraine is “hiding” the list of people killed in Bucha, as reported by the russian media with reference to the russian Foreign Minister. The lists of the people deceased were publicly available in the spring, they were published and periodically updated by the Information Center of the Funeral Service of the Bucha Town Council. According to local authorities, 76 residents of Bucha town and the Bucha region were buried unidentified.

Zhytomyr oblast

The regional police reported that law enforcement officers have initiated 1,193 criminal proceedings over war crimes committed by russia in Zhytomyr oblast. It is noted that 328 of those cases relate to violations of the laws and customs of war; in 787 cases, the enemy’s actions are qualified as an encroachment on the territorial integrity and inviolability of Ukraine

Land plots were allocated in Zhytomyr for construction of new houses for the citizens who lost their homes as a result of shelling by russian troops. This decision was adopted at the meeting of the City Council. The money for the construction is planned to be received from the European Commission, to which the relevant application has been submitted.

More than 30 people learned to recognize explosive items at the training Mine Awareness. Safety Rules and Principles of Operation, and also found how to behave in case of their detection. As part of the Civilian Preparedness Center project, this training was delivered in Zhytomyr by the military who participated in combat operations.

Aid for Kupiansk is being collected in Zhytomyr within the framework of the Together project. According to the locals, the strength of Ukrainians is in unity, so Zhytomyr citizens will support the residents of the eastern part of the country. They send bicycles, warm clothes, books, and messages with kind words.

Sumy oblast

The State Border Guard Service reported that over the past 24 hours, the enemy conducted attacks using mortars and barrel artillery along the border areas of Sumy oblast. Velyka Pysarivka, Shalyhine, Seredyno-Buda, and Krasnopillia communities were under the enemy fire.

The enemy army continues shelling the oblast from the territory of russia. According to the information provided by the ‘North’ Operational Command, the enemy conducted 7 attacks using 82-mm mortars near the settlement of Starikove. There were no losses among the personnel or damage to combat equipment.

The updated list of territories where hostilities continue includes 20 communities in Sumy oblast. The list was published on the website of the Ministry of Reintegration. The Putyvl urban community of the Konotop region and the Sad rural community of Sumy oblast were not included in the list this time.

The State Ecological Inspectorate of Sumy oblast reported that the environment suffered losses of more than 4.4 million UAH due to the russian missile strikes on October 10 on the energy facility in the Konotop region. Air pollution occurred due to an explosion at an infrastructure facility, which caused leakage and burning of more than 150 tons of transformer oil.

The building of the Okhtyrka City District Court, which was damaged by two russian airstrikes, was reopened. The building was restored at the expense of the state budget reserve fund.

Yampil volunteers are knitting warm winter clothes for fellow soldiers. A volunteer center was established in the local library, where volunteers also make ghillie suits and trench candles. Anyone willing can join the work, and those who do not have time to participate can donate the materials required.

Chernihiv oblast

The State Border Guard Service reported that the Horodnia community of Chernihiv oblast was under enemy mortar fire. The shelling was conducted from the area of Chornozemnyi Horodok, there were 5 explosions.

President of Germany Frank-Walter Steinmeier visited Koriukivka, Chernihiv oblast. During his visit, he was forced to stay in a bomb shelter for an hour and a half during an air alert syren. Steinmeier had a conversation with the locals in the shelter. He noted that this event gave a particularly clear picture of the conditions under which people live in Ukraine.

In Chernihiv oblast, decisions were made to arrange socially useful public works in Prylyky, Kozelets, and Dmytrivka communities. According to the Chernihiv Regional Military Administration, this is one of the ways to address the unemployment issue, as well as a significant contribution to the reconstruction of the affected areas of Ukraine. 47 people have already taken part in such works, over 30 more will join them soon.

Residents of Novyi Bykiv village of the Nova Basan community, who lost their homes due to the war, will live in a new modular town. This is the third town in Chernihiv oblast and the twelfth in Ukraine. All utilities are connected to these structures, the adjacent territory is landscaped, and a playground is set up. The modular structures were donated by the Government of Poland.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Head of the regional council Mykola Lukashuk, the enemy attacked the Nikopol region with Hrads and heavy artillery. They also directed a kamikaze drone. The Nikopol, Marganets and Myriv communities came under attack. People are unharmed. The enterprise, residential buildings, cars, and water supply were affected.

In Apostolovo, Dnipropetrovsk oblast, the consequences of Russian cruise missile strikes are being eliminated. In July, russians destroyed three educational institutions. School directors said that material losses exceed UAH 150 million. In total, russian troops completely or partially destroyed five educational institutions in the Kryvyi Rih region.

Vinnytsia oblast

The future sister city of Karlsruhe will help Vinnytsia with generators and tents for heating. Vinnytsia Mayor Serhii Morhunov discussed this issue with Mayor of Karlsruhe Frank Mentrup during a meeting within the framework of the German-Ukrainian conference.

More than UAH 4K were collected during a charitable open volleyball tournament in Vinnytsia. The money was raised to support internally displaced persons who live in one of the city’s schools.

​​Within the Together project, the Harmony Rehabilitation Center collects humanitarian aid for the residents of the de-occupied Balaklia. Residents of Vinnytsia  can bring warm clothes, blankets, heaters, sleeping bags and sweets. The first batch of aid to Balaklia is to be sent within a week.

Kirovohrad oblast

The Kirovohrad Military Administration informed about another evacuation train from Donetsk oblast. The village of Hlodosy sheltered 67 internally displaced persons, including 20 children.

Spokeswoman of Kirovohradoblenerho Olena Danylchenko informed about rolling blackouts from 07am to 11pm in Kirovohrad oblast. 

Poltava oblast

According to the information from the ‘East’ Air Command, a new combat unit of the Air Force of the Armed Forces of Ukraine in the eastern direction was formed in Poltava oblast. The regiment was formed to support troop groups, defend critical infrastructure facilities and other important state facilities in the east of Ukraine.

According to Dmytro Lunin, Head of the Poltava Regional State Administration, UNICEF delivered the largest shipment of humanitarian aid to Poltava Oblast during the war:  340 tons of various goods for the needs of more than half a million internally displaced persons and residents of the region worth $800K. Most of the cargo is for healthcare: from obstetric kits to portable ultrasound diagnostic devices. They will be distributed among 35 hospitals in the oblast. Also, the aid from the UNICEF includes school kits, diapers, highly nutritious cookies and protein.

Cherkasy oblast

In Cherkasy, an object similar to a mine and two cartridges were found in a garbage container. The police called an investigative team and explosives experts and secured the scene.

In Cherkasy, ​​the humanitarian hub from Popasna assists up to 250 Luhansk residents every day. Internally displaced persons are provided with food kits, clothes, hygiene products, and soon they plan to resume visiting the elderly.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The police received 23 reports of destruction in Zaporizhzhia oblast. Hulyaipole, Orikhiv, Preobrazhenka, Charivne, Dorozhnianka, Chervone, Novodanylivka, Poltavka, Novoandriivka, Malynivka, Shevchenkove, Uspenivka, Olhivske, Bilohiria, Novoandriivka, Zarichne, Prymorske, Mali Shcherbaky, Stepove, Kamianske came under enemy fire of the russian invaders. .

During the day, the occupiers shelled the territory of the Vasylivka region. Residential buildings in Prymorske suffered significant damage. A 12-year-old boy was injured during the shelling and taken to a children’s hospital.

Enemy shells damaged residential buildings and the adjacent territory in Orikhiv, Preobrazhenka, and Huliaipole. As a result of artillery shelling, a 58-year-old Huliaipole resident suffered shrapnel wounds.

According to the preliminary data, a car exploded in the temporarily occupied Melitopol, near the building belonging to the collaborators’ leader Yevhenii Balitskyi. There is a branch of the FSB of the russian federation in this building, as well as one of the headquarters of kremlin propagandists. This was announced by Mayor of Melitopol, Ivan Fedorov.

Internally displaced persons have the opportunity to receive consultative, medical and diagnostic assistance in the Unity Space of the Polohy district – Help is Nearby – in Zaporizhzhia. Doctors can consult not only IDPs from the Polohy district, but also from other regions of Ukraine. The Space cooperates with the Orikhiv multidisciplinary hospital and the Orikhiv center for providing primary health care.

Mykolaiv oblast

The enemy carried out attacks on the rear communities of the Mykolaiv region, where they damaged the panels of solar batteries. No losses are reported. The enemy attacked the Bashtanka region with a kamikaze drone. The drone hit open areas, without casualties.

On October 24, Bashtanka, Inhulske, Shyroke and Shevchenkove communities were under enemy fire. The police officers documented the damage to five private residential buildings, five trucks on the territory of a farm, premises of household buildings, a kindergarten and an educational institution.

The Mykolaiv Regional Military Administration informed that as of October 25, 90 settlements in Mykolaiv and Bashtanka regions remain without electricity due to hostilities. 6,611 consumers do not receive gas supply. 

On October 25, Mykolayivoblenerho started a stabilizing power blackout in Mykolaiv oblast. Power supply was cut off in more than 150 settlements.

According to the Ministry of Agrarian Policy and Food of Ukraine, farmers have already planted 3.6 million hectares of winter cereals. Mykolaiv oblast is one of the leaders. 150K hectares were sown there.

Odesa oblast

The enemy naval group in the Black Sea consisting of 12 ships is maneuvering in its usual area, hiding behind the Crimea. Two surface missile carriers with 16 Kalibres are on standby. There are also 3 large amphibious ships on duty.

On October 25, four ships with more than 107K tons of food for European countries left the ports of Odesa oblast. This was reported by the Ministry of Infrastructure of Ukraine.

Odesa oblast is one of the leaders among the regions in the sowing campaign. Farmers sowed 150K hectares with grain crops.

Workers of the Izmail ship repair plant construct potbelly stoves for the military of the Armed Forces of Ukraine. The factory manufactures mobile potbelly stoves, it takes two to three hours to make one. Soldiers in Luhansk, Kharkiv, Kherson and Mykolaiv oblasts have already received mobile stoves. Donetsk oblast is the next to receive them as well. Stoves are manufactured with the funds of a charity fund. The volunteers do not plan to stop production, they will do it as long as there is demand.

A generator will be installed at the Odesa railway station to ensure its uninterrupted operation. This is reported by Ukrzaliznytsia. The generator was provided by the Red Cross Society of Ukraine. In total, Ukrazalinytsia received 35 generators from a charitable organization.

Kherson oblast

The situation towards the South Buh remains tense with dynamic development in various directions. Defense forces control the situation. The enemy is conducting defensive actions to hold the captured territories and restrain the offensive of our units.

Twice that day, the enemy platoon and detachment tried to carry out offensive actions in two different directions. Under artillery fire and in the course of a shooting battle, they suffered losses and retreated.

The enemy’s aerial reconnaissance failed in the Beryslav region. An unmanned Orlan-10 spy was destroyed during the mission.

4 times enemy aircraft, both army and assault, struck positions along the contact line. Our anti-aircraft missile units shot down 3 Ka-52 attack helicopters during the combat day. The enemy tried to use a kamikaze drone on our positions in the Kherson region, but it was shot down.

Our aviation launched 5 airstrikes on the positions of enemy anti-aircraft defense, on the strong point and a buildup of enemy manpower, weapons and equipment. Rocket and artillery units carried out 246 fire missions, in particular, on mortar and artillery positions of the enemy.

13 targets of the occupiers in Kherson oblast were destroyed by the Kurt mobile unit of the 28th Mechanized Brigade and the National Guard unit. There are 2 warehouses with ammunition, a tank, MT-LB, 6 units of military vehicles, including 4 jeeps and 2 dugouts where personnel were hiding.

The russian army once again attacked the settlements of the Beryslav region. Peaceful villages were shelled by the enemy with rockets and artillery. The building of the preschool educational institution was damaged due to the impact of the projectile. There are killed and wounded among the local population. 

The police received reports from local residents of Beryslav, Skadovsk, and Henichesk regions, that russian soldiers were moving into their houses and apartments, at least 10 people per house. In the village of Bilozirka, representatives of the occupation authorities, with the forceful support of the russian military, seized the premises of the executive service. Every day the police receive reports from the recently de-occupied territories of looting by the russian military.

The russian military fired on a civilian car in Kherson oblast. The man and his 14-year-old son were killed. A 5-year-old child who was also in the car is in the hospital. This was announced by the Oleshky city mayor Yevhen Ryshchuk.

The occupiers actually stopped letting evacuation vehicles leave Kherson and Zaporizhia oblasts. They put up all kinds of obstacles: they demand licenses, use the fingerprinting procedure, check documents, phones, cars, etc. As a result, in almost a month, more than 1.3 thousand people were evacuated from Kherson oblast, and about 1.4 thousand citizens were evacuated from Zaporizhia oblast.

Latest news for today in the western regions of Ukraine

Volyn oblast

Volynoblenerho reported that in Volyn, the use of power supply for industrial consumers was limited. Restrictions were introduced to maintain balance in the power system and speed up the restoration of power grids.

In Hirka Polonka, in the Boratynska community, volunteers weave a kikimora, which they call “Hirkopolonki ghost”. Since August 1, when the Help a Warrior campaign started, more than 200 kikimoras have already been woven and handed over to soldiers.

Zakarpattia oblast

In the RMA, a meeting with Ambassador Extraordinary and Plenipotentiary of the State of Israel to Ukraine Michael Brodsky, Honorary Consul of Ukraine in Szeged, Hungary, Alex Rovt and Chairman of the Jewish National Fund in Ukraine Yonatan Ben Dor was held. They discussed establishing cooperation between the Embassy and the RMA, supporting projects for the development of the region’s economy, IDPs, and rehabilitation of military personnel who were injured in the combat zone.

Head of the RMA, Viktor Mykyta, visited Rakhiv and Tyachiv regions on a planned working trip, where the restoration of the railway connection between Ukraine and Romania continues. Viktor Mykyta met with Prefect of Maramures County Rudolph Stauder and Consul of Romania in Solotvyno Gratian-Florin Pirvu.

Mobile groups will operate in Zakarpattia to check compliance with power saving requirements. The groups will include representatives of the National Police, Zakarpattia Oblenergo, local self-government and others.

Ivano-Frankivsk oblast

Head of the RMA, Svitlana Onyshchuk, informs that rolling blackouts began in the oblast. They differ from the scheduled ones by their unpredictable start and duration. It is hard to specify settlements where blackouts will occur.

Lviv oblast

Head of the Lviv RMA, Maksym Kozytskyi, reported that rolling blackouts were introduced for the population in the oblast. They were introduced in all regions of the oblast and partly in Lviv, approximately 3% of the total capacity.

The Lviv City Hall, thanks to the taxes of the citizens, sent a batch of winter uniforms to the 125th Lviv Territorial Defense Brigade. The City Hall has already handed over a thousand sets of winter uniforms to the military.

The international non-governmental organization Save the Children donated 1K backpacks with stationery, namely, sketchbooks, notebooks, drawing albums and colored paper. The backpacks will be distributed among students of 65 educational institutions of the oblast.

German colleagues from Feuerwehr Delbrück visited the rescuers of Lviv oblast with a humanitarian mission. As humanitarian aid, Lviv emergency workers received an IVECO truck ladder, a Mercedes truck, a Mercedes Sprinter and a Volkswagen T4 car, firefighter helmets, uniforms, krags and components for Drager devices.

Rivne oblast

All settlements of Rivne oblast are electrified, but with temporary outages. Rivneoblenergo has developed a schedule of rolling blackouts in the settlements of all territorial communities of the oblast.

Mayor of Rivne, Oleksandr Tretiak, announced that if Rivne will have enough capacity to run boiler plants and start supplying heat to educational institutions from next week, the vacation will not continue. The city has almost 33K school-age children, about 3K of them are abroad.

In Rivne, a tent with an area of ​​over 500 square meters is being erected on Victory Square. It was provided by the organization Remar SOS. The tent is set up so that, if necessary, citizens and IDPs can warm up, charge their phones and power banks, and eat.

Children of military personnel who are conscripted during mobilization or are in voluntary formations of territorial defense will be fed free of charge in the Varas community. This decision was adopted by the Varas City Council.

Rivne oblast received humanitarian aid from Turkey, namely, food and hygiene products. The humanitarian cargo was handed over by the Baykar company, a manufacturer of aircraft that protect the airspace of Ukraine.

The Rokytniv community sent the car to the front line. Funds were collected at the fair, where residents sold their own baked goods, sweets, home-made food, and sang songs.

Ternopil oblast

Representatives of the Ternopil RMA took part in the online meeting with the Minister of Economy of Ukraine Yulia Svyridenko. They discussed the organization of socially useful activities under the martial law.

In some settlements of Ternopil oblast, there are frequent power blackouts. This is the order of the Ukrenerho company. The decision to disconnect power lines is made due to reduced grid capacity.

Head of the Ternopil RMA, Volodymyr Trush, noted that the load on the power system is increasing, so there are already 500 settlements without electricity in Ternopil oblast.

In eight communities of Ternopil oblast, heat has been supplied to hospitals, schools and kindergartens.

On the official page of McDonald’s it is announced that the fast food restaurant opened in Ternopil.

Khmelnytskyi oblast

From Khmelnytskyi, a drone was sent to the frontline fighters. The public association Union of TV and Film Industry Entrepreneurs purchased the unmanned aerial vehicle.

Chernivtsi oblast

Head of the Luhansk RMA, Serhii Haidai, announced that a humanitarian hub for displaced persons from Luhansk oblast was opened in Chernivtsi.

The Chernivtsi Regional Center for Disease Control and Prevention received a vehicle for transporting vaccines. The car was donated by the United Nations Children’s Fund (UNICEF).

The Department of Social Protection of the Population of Chernivtsi oblast reported that Bukovyna received additional funds for the rehabilitation of children with disabilities. It is about UAH 700K.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The European Bank for Reconstruction and Development (EBRD) will allocate up to EUR 3 billion during 2022-2023 to help Ukrainian businesses and the economy continue to function.

Minister of Community and Territorial Development, Oleksii Chernyshov, announced that Germany will allocate €20 million to Ukraine for the purchase of backup equipment that will help to be ready to respond to terrorist attacks on critical infrastructure.

President of the European Commission, Ursula von der Leyen, stated that the EU will allocate EUR 1 billion of emergency aid to Ukraine to restore energy supply.

The Armed Forces will receive 11 complexes of PUMA-LE drones worth over UAH 540 million. Drones will be purchased as part of the Army of Drones project by donating through the UNITED24 fundraising platform.

In Berlin (Germany), an International conference on the restoration of Ukraine has started. President of Ukraine Volodymyr Zelenskyy and Prime Minister Denys Shmyhal will take part in the conference.

From October 25, the Czech Republic prohibits the entry of russians with tourist Schengen visas. The Czech Republic joins the Baltic countries, Poland and Finland, which have already closed their borders to citizens of the russian federation.

President of Germany, Frank-Walter Steinmeier, arrived in Kyiv. This is his first visit to Ukraine since the beginning of the full-scale war. Ukrzaliznytsia put a bouquet of irises and spread out leaflets with the Iris-T air defense system in the railroad car in which Steinmeier was travelling. It is this system that Ukraine is waiting for from Germany.

During a working visit to Berlin (Germany), Prime Minister of Ukraine Denys Shmyhal met with the Vice-Chancellor, Federal Minister of Economy and Climate Protection of Germany, Robert Habeck, as well as with the Federal Minister of Economic Cooperation and Development of Germany, Svenja Schulze. They discussed russia’s shelling of Ukraine’s energy infrastructure, financial and technical assistance during the winter period.

The West is considering the idea of ​​restoring Ukraine at the expense of russia’s money in Western banks. “Our goal is not only to freeze, but also to seize russian assets,” said President of the European Commission, Ursula von der Leyen.

Minister of Foreign Affairs of the Republic of Taiwan, Joseph Wu, stated that Taiwan, together with Poland and the Czech Republic, plans to rebuild Ukraine.

Marshal of the Polish Sejm, Elzbieta Witek, reported that Poland is ready to accept a new wave of Ukrainian refugees.

Minister of Finance of Germany, Christian Lindner, supported increasing aid to Ukraine in 2023. According to Lindner, aid to Ukraine needs to be increased from about $800 million, currently included in the budget for next year, to at least $2 billion.

The new Prime Minister of Italy, George Maloni, announced that Italy will continue a reliable partnership with NATO and support Ukraine.

The first vice-president of the National Assembly of France, Valerie Rabeau, stated that in France, they emphasize the need to create a united front of support for Ukraine.
