War in Ukraine today: latest news, October 23, 2022 (photo)

 It has been the 242nd day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm: 

The enemy is trying to hold the ground in the temporarily occupied territories, focus efforts on restraining the actions of the Armed Forces of Ukraine and launch the offensive towards Bakhmut and Avdiivka. 

To maintain military operations in Ukraine, the russian federation continues to complete units at the expense of mobilized persons and removes military equipment from storage.

Ukrainian defenders repelled the enemy attacks in the area of settlements of Bakhmut, Klishchiivka, Novomykhailivka, Marinka, Nevelske, Pervomaiske and Avdiivka, Donetsk oblast. 

The enemy fires at the positions of Ukrainian defenders along the entire contact line and conducts aerial reconnaissance. The enemy launched missile and air strikes on critical infrastructure and civilian housing by violating the norms of International humanitarian law, laws and customs of war.

In total, during the day, the occupiers inflicted 2 missile and 25 air strikes, carried out about 30 attacks from multiple launch rocket systems. 

Enemy strikes targeted civilian infrastructure facilities in Mykolaiv, Zaporizhzhia and Novotavrycheske, Zaporizhzhia oblast.

Towards Volyn and Polissia, the situation has not changed significantly. There remains the threat of missile and air strikes on Ukrainian critical infrastructure from the territory of the republic of belarus, in particular, using Iranian-made strike UAVs.

In other directions, the enemy fired towards:

Kupiansk and Lyman from mortars, barreled and rocket artillery in the areas of Yampolivka, Kamianka and Bilohorivka;

Bakhmut from tanks, mortars, barreled and rocket artillery, in the areas of Bakhmutske, Bakhmut, Klishchiivka, Ozarianivka, Opytne, Soledar and Yakovlivka of Donetsk oblast;

Avdiivka and Zaporizhzhia from tanks and artillery of various types, in the areas of Avdiivka, Pervomaiske, Nevelske, Vodiane, Novomykhailivka, Marinka, Prechistivka, Novopil, Novosilka and Zaliznychne.

Towards the South Buh, the enemy shelled the military and civilian infrastructure of settlements near the contact line. Nikopol and Illinka, Dnipropetrovsk oblast, suffered from the fire of rocket and barreled artillery.

The russian military command has problems with the material support of mobilized citizens. Thus, towards Kherson, the mobilized russian servicemen have poor equipment, most of them do not have military shoes and other elements of clothing and equipment.

It is known that the mobilized personnel of the russian occupation forces are sent to war due to the operational situation. The command does not take into account the level of their training. Thus, the russian military leadership is trying to keep the front line. Due to the weak interaction, there are frequent cases of so-called ‘friendly fire’ between enemy units.

According to the updated information, the destruction of enemy personnel and equipment for October 22 was confirmed. In the area of Enerhodar, as a result of fire damage, 4 D-30 howitzers, 3 trucks with ammunition, up to 50 enemy servicemen were eliminated, and about 40 more were wounded. In one of the directions, 2 units of the enemy’s Hurricane MLRS were struck, along with the combat crew.

Aviation of the Defense Forces inflicted 6 strikes. The defeat of 6 buildups of weapons and military equipment of the enemy was confirmed. To date, air defense units have shot down twelve Shahed-136 UAVs.

Rocket troops and artillery struck a control point, five buildups of manpower, weapons and military equipment, an ammunition depot and an enemy anti-aircraft missile system.

Energy Minister Herman Halushchenko says that due to russia’s full-scale invasion, Ukraine lost 90 % of wind and about 40-50 % of solar energy. The majority of the green energy sources were located in the south, its losses are now the largest. Halushchenko also added that in 2019 and 2020 there was a rapid growth of green energy in Ukraine, its share was 10-11%. 

Mayor Dmitry Orlov reports that the occupied city of Enerhodar, Zaporizhia oblast, is on the verge of a humanitarian catastrophe. The city has no energy and water supply and there are no prospects for launching heating. Constant enemy shelling destroys residential buildings and power grids. There has been no gas in most parts of the city for almost six months.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russia shelled Kamianka village of Izium district and villages of the Kupiansk region with artillery and mortars.

The UN Commission published cases of crimes committed by the russian federation during the occupation of Kharkiv oblast in February-March 2022 in a written report on the crimes committed by russian troops in Ukraine. It concerned rape and extrajudicial execution. The commission documented the testimony of two people about an execution that took place in Vesele settlement, Kharkiv region, when soldiers of the russian armed forces beat and shot to death a man they pulled out of a bus. In the region, the commission is also investigating two cases of repeated rape, in particular, “…for over three months, a soldier of the russian armed forces allegedly raped a teenage girl.”  The commission recorded destruction as a result of russian shelling in Kharkiv, damage to the hospital in Izium, etc.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that the enemy shelled Vovchansk and settlements of Chuhuiv and Kupiansk regions.

A fire broke out in two private buildings and an industrial facility in Vovchansk as a result of shelling. There were no casualties.

According to the Regional Center for Emergency Medical Care, a 66-year-old man was hospitalized with injuries in the Kupiansk region.

Mine clearance of the de-occupied territories of the oblast continues. Pyrotechnic units of the State Emergency Service defused 803 explosive ordnance.

Donetsk oblast

Ukrainian troops continue to repel russian attacks towards Avdiivka and Bakhmut.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 2 civilians in Klishchiivka and Torske. In addition, law enforcers found the bodies of 4 civilians who died during the occupation: 2 in Dibrova and 2 in Ozerne. Another 9 people were injured yesterday.

At night, russians targeted different frontline areas from Avdiivka to Lyman.

Towards Donetsk, Avdiivka suffered the most. Overnight, russians shelled the city 6 times with artillery and multiple rocket launchers. No information on casualties has been received so far, the extent of destruction is being established.

Towards Horlivka, Bakhmut, Soledar and Toretsk communities were under fire. Bakhmut was shelled at dawn: russians hit an entertainment center, a private house was also damaged. In the Soledar community, 3 houses in Paraskoviivka were damaged – no casualties.

Towards Lysychansk, massive shelling of the Lyman community continues. Mainly Torske and Zarichne are under fire, there were also two hits on Lyman. One person was killed.

A rescuer was killed during de-mining of Sviatohirsk. The tragedy happened this morning. An ordnance detonated, the type of which has not yet been established.

Three people were killed as a result of night shelling of Kurdiumivka, the Toretsk community. Artillery shells destroyed two houses. A couple died under the rubble of one of them, another man – in a fire in his house.

In the morning, russians shelled Bakhmut with artillery. They hit the local multi-profile hospital for intensive care. No one was injured, but the building was partially destroyed: the roof and walls damaged, windows broken.

Luhansk oblast

The day before, a russian attack on Bilohorivka was repelled once again. The invaders shelled Stelmakhivka with mortars, barrel and rocket artillery.

Aviation of the Defense Forces launched 17 strikes. 15 buildups of weapons and military equipment, two positions of enemy anti-aircraft missile systems were hit.

Air defense units shot down a Ka-52 helicopter and three Orlan UAVs.

Rocket and artillery forces hit three control posts, six  buildups of manpower, weapons and military equipment, an ammunition depot and five other important enemy targets, including one radar station.

At one of the enterprises in Kreminna, the mobilized, who refused to fight, are kept in custody. According to open sources, only in the 488th motorized rifle brigade about 70% of mobilized men refused to fight after arriving at the frontline. Some of them escaped, the rest are being kept under guard and psychologically pressured to return to the battle.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that in the north of Luhansk oblast the cases of blackmailing the population by the invaders by cutting off the electricity supply became more frequent, forcing some people to leave their homes. At the same time, in Sievierodonetsk they are making lists of people willing to move into someone else’s house. The administration offers apartments with all conditions.

What is happening now in the north of Ukraine

Kyiv oblast

Prime Minister of Ukraine Denys Shmyhal said that the German air defense system IRIS-T provided to Ukraine has already saved many lives in Kyiv oblast. According to him, Ukraine urgently needs ammunition for IRIS-T, but additional batches of missiles are still being manufactured.

Head of the Kyiv Regional Military Administration Oleksii Kuleba reported that only based on the official data, during the occupation of Kyiv oblast, the invaders illegally transported 147 civilian Ukrainians to the territory of belarus and russia, 43 civilians from the oblast are in captivity, 89 people have been abducted and their fate is unknown. According to Kuleba, deportation and abduction of people is another crime committed by russians against Ukrainian civilians, which the whole world should know about.

According to the KCSA report, 30% of houses in Kyiv have been provided with heating and it will take about a week to keep all the city residents warm. If needed, the city authorities plan to use mobile boiler houses, which are expected to be delivered in a month and a half.

According to Irpin Mayor Oleksandr Markushyn, the International Committee of the Red Cross is replacing roofs in three apartment buildings in the town. The works are carried out in accordance with the memorandum signed last week.

Mayor of Irpin Oleksandr Markushyn reported that the players of Mykolaiv football club “Vast” will train at the local Champion stadium in Irpin. Due to constant shelling of Mykolaiv, the team could not train and play football games at the home stadium. The athletes moved to Kyiv oblast together with their families.

IKEA provided humanitarian aid to IDPs from the war zone in the Studenykivka community. This time the company donated EUR 1.7 million to humanitarian projects in Ukraine. With the assistance of international organizations, 197 displaced persons from Donetsk, Sumy, Kharkiv, and Kherson oblasts have received all necessary supplies to equip their homes.

Zhytomyr oblast

The mayor Serhiy Sukhomlyn informed that heating has been supplied to 905 out of 950 houses in Zhytomyr. According to him, by the end of the day, utility services plan to connect heating in almost the entire city.

The Zhytomyr city council plans to allocate more than UAH 50 million from the reserve fund for the purchase of high-power generators at an extraordinary session. Using these funds, the city plans to purchase a large number of generators with a capacity of 150 to 800 kW, arranging a backup system to support the work of the water utility and the heating company.

Almost 45K internally displaced persons have applied to medical institutions of Zhytomyr oblast since the beginning of the war. The Department of Health of the Zhytomyr RMA reminds that internally displaced persons can be admitted to any health care institution of their choice. Each medical institution will provide primary or emergency medical care.

The Zhytomyr military hospital received expensive surgical medical equipment worth over EUR 10K. This aid was provided by the Citizens charitable foundation under the coordination of the Logistics Forces Command of the Armed Forces of Ukraine.

Sumy oblast

Within the past 24 hours, the enemy opened fire using mortars, MLRSs, and barrel artillery on the border areas of Sumy oblast. The territories of Yunakivka, Esman, Shalyhine, Seredyna-Buda, Putivl, and Bilopillia communities were under enemy fire.

A school, a kindergarten, a village council building, a water tower, and a monument were damaged as a result of the shelling. Streets and vegetable gardens in the villages were destroyed; residential buildings and power lines damaged. A 68-year-old woman sustained shrapnel wounds in the Seredyna-Buda community and was taken to hospital.

Dmytro Zhyvytskyi, Head of the Sumy Regional Military Administration, reported that the heating season has started in 13 communities of Sumy oblast. In 19 communities, including Sumy, heating is supplied only to social infrastructure facilities, such as kindergartens, schools, hospitals, boarding schools and other social protection institutions.

Repair of a steam boiler at the Okhtyrka TPP damaged by russian shelling is being completed, but power generation will not be possible this year. The heating season in the city will begin no earlier than November. Around 8,400 households were connected to the Okhtyrka TPP before its destruction. This power plant provided power to 67 budgetary institutions and more than 150 private companies.

140 apple trees were planted in one of the forestries of Sumy oblast by children together with law enforcement officers, border guards, and soldiers. They joined the Creating Forests Together campaign under the state program Green Country.

Chernihiv oblast

Denys Shmyhal, Prime Minister of Ukraine, paid a working visit to Chernihiv oblast. He inspected infrastructure facilities that are being rebuilt after russian attacks and awarded volunteers. He noted that the government has allocated over UAH 635 million to reconstruct infrastructure facilities in Chernihiv oblast. According to the Ministry for Communities and Territories Development, works on 124 facilities have been fully completed.

The Chernihiv Public Committee for Human Rights Protection conducts free training to improve the quality of services for citizens affected by hostilities and internally displaced persons. They launched a series of training sessions for volunteers, representatives of NGOs, and international organizations.

The State Emergency Service of the region reported that mine clearance works continue in Chernihiv oblast. These works are carried out by sappers of the Chernihiv HQ, the EOD unit from Kirovohrad oblast, the military, and several international organizations. Rescuers urge Chernihiv residents not to go to the forest, not to use field roads and be careful when visiting Kordivka, where they often find “dangerous remnants” – engines from Uragan and other multiple launch rocket systems.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Head of the regional council Mykola Lukashuk,  the enemy attacked the Nikopol region with heavy artillery and multiple launch rocket systems at night.

The Marganets community came under attack. People are unharmed.

According to Head of Dnipropetrovsk Regional State Administration, Valentin Reznichenko, the russians shelled Nikopol again in the morning. Five people were injured. Two of them were traveling in a car when a russian projectile exploded nearby. Houses, a kindergarten and several private enterprises were damaged in the city.

In Dnipro, extreme sportsman Dmytro Hrunskyi set a Ukrainian record in the nomination “The heaviest train drawn with the neck”. Using a rope around his neck, he drew a subway car weighing 32.5 tons for 11.5 meters. The record is dedicated to the struggle of the Ukrainian people against the rf and in support of fundraising for the Armed Forces.

Vinnytsia oblast

The books and magazines in the Russian language, as well as paper boxes, are collected in Zhmerynka, Vinnytsia oblast. The money raised from waste paper is used for potbelly stoves for the Armed Forces.

Trench candles for the defenders are made together with teachers by the eleven-graders of the Olianytskyi Lyceum of the Trostyanets territorial community in Vinnytsia oblast. The students make candles during technology lessons, breaks, and sometimes after classes.

Kirovohrad oblast

According to the information provided by the head of  the village of Onufriivka, Kirovohrad oblast, Vitalii Bereza, the debris of a russian missile damaged almost 50 houses, a state administration building, and a school there. According to him, there were no casualties. A commission was created to examine damaged apartments and administrative buildings. Four houses suffered significant destruction, roofs and windows were damaged. In the buildings of the state administration, school, and apartment buildings, glass was beaten off the windows.

Poltava oblast

Head of the regional center for public health, Nina Durdykulyieva informed that all hospitals of Poltava Oblast were provided with generators in case of power outages. The equipment was purchased, due to the money from the regional budget and received from international partners.

Mykola Bilokin, a researcher at the Poltava Museum of Heavy Bomber Aviation reported that the institution expanded the exhibition of russian destroyed military equipment. They added a turret from an amphibious assault vehicle, part of a missile, fragments of a helicopter, as well as military equipment.

Cherkasy oblast

According to Mayor of Uman, Iryna Pletniova, some of the communities of the Uman region are still without electricity due to the shelling. Also, due to the damage to the substation in Uman, electricity will be supplied according to the two-hour schedule. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The occupying forces attacked the city of Zaporizhzhia using drones (previously, “Shahed-136”) and surrounding settlements using S-300 missiles. One of the drones hit a public building in the regional center. According to preliminary information, there are no victims. One of the villages of Zaporizhzhia region was also shelled by rockets. As a result of the impact of three S-300 rockets, private houses and school premises were damaged.

According to the General Staff, 5 units of weapons and military equipment were destroyed and about 100 servicemen were injured in Zaporizhzhia oblast. Information about the killed occupiers is being clarified.

G7 countries condemned the repeated abduction of the Zaporizhzhia nuclear power plant leadership and staff by the russian military. The G7 is concerned about the seizure and militarization of the ZNPP, which poses a threat to the safety of the plant, its personnel and the entire region. The Group of Seven demands the immediate release of the detainees and calls on the russian federation to immediately return full control over the ZNPP to its rightful sovereign owner — Ukraine.

President of Ukraine Volodymyr Zelenskyy called on international partners, the UN and the IAEA not to limit themselves to calls, but to set conditions for the russians regarding the urgent withdrawal of russian troops from the territory of the Zaporizhzhia NPP, located in the temporarily occupied Enerhodar.

The Security Service of Ukraine detained Viacheslav Bohuslaiev, the president of the Zaporizhzhia plant Motor Sich and the head of the Department of Foreign Economic Activities. They are accused of collaborating and aiding the aggressor state.

The managers of the plant are suspected of supplying military goods for russian attack aircraft. According to the investigated information, they acted in collusion with representatives of the russian corporation Rostech, one of the main producers of weapons for the armed forces of the russian federation. The resulting products were used by the occupiers to manufacture and repair russian attack helicopters, which were massively used for a full-scale invasion of Ukraine.

Mykolaiv oblast

At night, the enemy massively attacked the south of the country with Shahed-136 attack drones. Air defense forces destroyed 14 barrage ammunition items over Mykolaiv oblast. Three enemy drones damaged a critical infrastructure facility in the Mykolaiv region. 

The enemy struck the residential quarters of Mykolaiv and the Halytsyniv community with anti-aircraft guided missiles of the S-300 system. The rockets hit the multi-apartment buildings, and the heating line was damaged. Five residents of the houses were injured. Also, a warehouse building was destroyed. A fire broke out at the scene. It was quickly extinguished by units of the State Emergency Service. One civilian employee was injured.

On October 22, a charity fair was held in the city of Pervomaisk. The participants collected almost UAH 50 thousand for the Armed Forces of Ukraine. The collected money will be used to buy a four-wheel drive minibus for the combat brigade defending Mylolaiv. Also, during the event, waste paper, old soviet propaganda literature was collected. In total, 828.5 kg of recycled materials were gathered.

Odesa oblast

There are 3 carriers of high-precision cruise missiles with 24 Kalibrs on board ready to use missile weapons in the waters of the Black Sea. The total number of enemy ships in the Black Sea is 10 ships and boats, including 2 large amphibious ships. All of them continue maneuvering along the southern coast of Crimea.

Due to the fact that russia is delaying the implementation of the “grain initiative”, the ports of Odesa recently reduced operation to 20-30% of what was possible. On October 23, six ships with more than 124K tons of agricultural products for the countries of Asia and Europe left the “grain corridor” from the ports of Odesa, Chornomorsk and the port “South”.

On October 22, the heads of farms from the Oknia community, Odesa oblast, handed over another batch of cars for the needs of the Armed Forces. This was reported by the Odesa RMA. They bought cars for the defense forces of Odesa.

Since the beginning of the full-scale war, about 400 nets have been woven and handed over to the military by volunteers of the Odesa Dream of Free People center. This is 10 thousand square meters of fabric to save fighters’ lives and equipment. From 20 to 40 people make nets in the center.

Kherson oblast

The situation towards the South Buh is tense and complex, but it is fully controlled by the Defense Forces. The enemy continues to conduct defensive actions and tries to hold the occupied lines. During the night, the enemy fired at our forces using aircraft, MLRS, barrel artillery and mortars along the entire contact line. Territorial communities of the Beryslav region were also shelled.

Ukrainian defenders shot down 2 enemy Alligator helicopters and launched 5 airstrikes on buildups of weapons, equipment, manpower and air defense systems.

The Kherson city military administration developed instructions for residents on how to act if the russian military blows up the Kakhovska HPP. The city authorities reported that in the event of the Kakhovska HPP dam damage, the city of Kherson will begin to flood in two hours.

2.5 K residents from 38 liberated settlements of Kherson oblast received financial assistance in the amount of UAH 1,200 from the International Committee of the Red Cross. Payments in the amount of UAH 2,200 from the International Organization for Migration also began. Almost 1,500 residents of the liberated Kherson and Donetsk oblasts have already received the assistance of more than UAH 3.2 million.

Latest news for today in the western regions of Ukraine

Volyn oblast

The RMA reported that Volynoblenerho repair crews continue working. As of now, power supply has been restored to 91K consumers in the oblast. All possible backup power schemes are used.

Lidia Zaslavska, the chief specialist of the education department of the city council, said that due to the lack of power supply, the Kovel city council canceled classes in community schools for a week. In Lutsk, it was decided not to suspend the educational process.

Zakarpattia oblast

The family of a soldier from Mukachevo who died in the war received help from the Hungarian consulate. Sandor Varga became the eighth fallen soldier with Hungarian roots. A scout of the 128th Mountain Assault Brigade died on October 5 while performing official duties.

Ivano-Frankivsk oblast

Mayor of Ivano-Frankivsk, Ruslan Martsinkiv, said that aid to the military was transferred from Ivano-Frankivsk to the front. The logistics center works around the clock to ensure that soldiers on the front lines receive the necessary items and news from home. Frontova Poshta delivers all parcels to their addresses, even if volunteers have to risk their lives for this.

Lviv oblast

For 22 days, on a bicycle, the deputy of the Lviv Regional Council, Mykola Ishchuk, made a pilgrimage to the grave of St. Jacob in the Spanish city of Santiago de Compostela. The purpose of Mykola Ishchuk’s bike ride is to raise funds for treatment and rehabilitation of military personnel.

The City Museum (MuMi) and the Department of Education of the Lviv City Council plan to hold a series of meetings with students and their parents to discuss children’s safety. The pilot event with the parents of Lviv Lyceum students was held. The participants got acquainted with the MuMi project Go for a Walk and talked about safety with representatives of the police and the city hall.

Rivne oblast

In Rivne, an extraordinary meeting of the Technological and Ecological Safety and National Emergency Committee on liquidating the consequences of the missile attack was held. The commission decided to ban the use of street sign lighting and to send students to autumn vacation. Kindergartens are working as usual. In cases where there is no water or power supply in the institutions, the decision will be made additionally.

Head of the RMA, Vitalii Koval, announced that 16 824 consumers remain disconnected from the power supply as a result of the missile strike. About 30% of the capacity is not enough to meet consumers’ usual needs.

Head of the Rivne RMA, Vitalii Koval, said that centralized power supply has been fully restored in medical institutions of Rivne oblast. He added that during short-term outages, generators were connected.

As a result of missile attacks, 9 buildings were damaged on the territory of the Rivne district. These are residential, commercial and administrative buildings.

Rivne oblast sent five buses to Dnipropetrovsk oblast to help the city of Dnipro overcome the shortage of buses after the russian attack on the local ATP.

Ternopil oblast

The President of Ukraine honored a military man from Ternopil oblast. Gun commander, junior sergeant Roman Dovhaliuk from the 44th separate artillery brigade was awarded with the Order For Courage III degree.

Khmelnytskyi oblast

Approximately 20% of consumers in the Shepetivskyi region or less than 1% (5.5K people) in the Khmelnytskyi oblast remain without electricity. In Khmelnytskyi, power supply has been restored by 96%, water supply – by 100%.

The 14-year-old girl Alehra from the town of Bensheim (Germany) did not remain indifferent to the war in Ukraine. She asked for help from her father, an entrepreneur, who, together with Bensheim firefighters, handed over a fully equipped fire engine to Khmelnytskyi State Fire and Rescue Unit No. 2.

Chernivtsi oblast

Deputy of the Chernivtsi City Council, Mykhailo Yarynych, submitted his credentials. The reason is service in the ranks of the Armed Forces.

The Chernivtsi Regional Council reported that Andrii Anosov, a doctor from Bukovyna, was awarded with the honorary badge of the Commander-in-Chief of the Armed Forces of Ukraine For Saving Life.

Two defenders from the Sokyrian region were posthumously awarded with the Order For Courage III degree. Senior soldier Mykhailo Yazhuk and soldier Maksym Kravets were killed while performing combat missions in July in Donetsk oblast.

In the city of Lovran (Croatia), where the outstanding Ukrainian poet and public figure Ivan Franko rested in 1909 a monument was erected. The symbolic sculptural composition The Poet and the Bird embodies the life and creative path of Ivan Franko. The project of the monument was developed by a working group from the Lviv RMA.
