War in Ukraine today: latest news, October 20, 2022 (photo)

 It has been the 239 th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 18.00: 

The enemy holds the ground on the temporarily occupied territories, focuses its efforts on restraining the actions of the Armed Forces of Ukraine in some directions, and continues to launch offensive towards Bakhmut and Avdiivka. 

The enemy fires at the Ukrainian positions along the contact line, erects defensive constructions in some directions and conducts aerial reconnaissance. By violating the norms of the International humanitarian law, customs and traditions of war, the enemy is hitting the critical infrastructure and civilian housing.

The enemy launched 3 missiles and 20 rocket strikes, 20 multi rocket launcher hits. 

20 settlements, notably Terny, Bakhmut, Vuhledar, Komyshuvakha, Donetsk oblast, were affected. 

The enemy once again launched the barrage attack using Iranian drone kamikazes on civilian infrastructure of Ukraine. 15 out of 20 drones were shot down by the Armed Forces of Ukraine. 

The situation did not change significantly towards Volyn and Polissia. The republic of belarus is supporting the russian armed aggression. The territory of Ukraine is still under the threat of missile strikes and use of attack UAVs. 

In other directions, the enemy fires towards:

Siversk with mortars, barrels in the area of Mykolaivka and Kostobrodov, Chernihiv oblast. The enemy used UAVs with combat cargo;

Sloboda with mortars, barrels, rockets, in the area of Dvorichne, Krasnohorivka and Strilecha. UAVs with combat cargo were spotted; 

Kupiansk and Lyman with mortars, barrels and rockets in the area of Zariche, Bilohorivka, Torskw, Terny, Yampolivka;

Bakhmut and Avdiivka with tanks, mortars, barracks and rockets in the area of Bakhmut, Soledar, Zelenopillia and Yakovlivka. 

The enemy did not conduct any active offensive actions towards Novopavlivka and Zaporizhzhia. The enemy struck the positions of the Armed Forces of Ukraine and civilian infrastructure in 35 settlements along the entire contact line.

30 settlements towards the South Buh were affected. The enemy launched various UAVs 40 times to conduct aerial reconnaissance. 

The military and political russian leadership is completing the partial mobilization. However, russian citizens are being forcibly handed over draft notices. Mobilized soldiers are being stationed at the premises of the 27th separate motorized brigade in Mostrengen, Moscow region for medical examination. The russian officials faced significant challenges during the mobilization campaign. 

The occupying forces are drafting men in the temporarily occupied territories into military service. The locals in some directions are being evacuated at the same time.

Ukrainian aviation launched 6 strikes. 2 areas of buildup of weapons and equipment, 2 command points, 2 locations of anti missile and anti aircraft system of the enemy were affected. Air defense forces of Ukraine shot down 15 Shahed-136 UAVs. 

The rocket troops and artillery hit the command point, 2 areas of buildup of manpower, weapons and military equipment and 2 ammunition depots. 

Deputy Minister of Defense of Ukraine Hanna Maliar informed that 200K russian soldiers were mobilized. “This is about 66% of the declared number that they planned to draft into military service. Based on the available information, 107 battalions are being reinforced, 24 reserve and regular regiments and battalions are being formed totalling 146K soldiers. Due to the accelerated pace of mobilization, the enemy faces challenges with barracks, training facilities, equipment and inventory supplies for mobilized soldiers, as well as qualified military trainers”, she added. 

The Institute of the Study of War reports that russia forcibly evicts Ukrainians from occupied territories. Relocation of locals from the right bank of the Dnipro is covertly intended for deporting the majority of Ukrainians to russia under the guise of security. The analysts also claim that russian authorities can continue putting pressure on evacuated Ukrainians to draft them into military service. 

Recent war events in the east of Ukraine

Kharkiv oblast

Referring to the General Staff of the Armed Forces of Ukraine, the invaders’ troops continue shelling to regain lost territory in the northeast of Kharkiv oblast. Ukrainian forces repelled russian attacks north of Kupiansk near Dvorichna village on October 19. 

The Institute for the Study of War reported that according to the statement of the russian Defense Ministry, russian troops struck Ukrainian checkpoints and concentrations of manpower and equipment throughout the region. 

Russian federation continues shelling villages of Derhachi community, which are also near the border. Yesterday russian troops shelled Hoptivka, Hraniv, Kozacha Lopan, Tokarivka and Veterynarne from the territory of Belgorod.

Head of Zolochiv community, Viktor Kovalenko, said that in the morning, russians struck Ivashky with helicopters. A man born in 1991 was injured. He was taken to the regional hospital.

Kharkivoblenerho said that on October 20-21, the amount of electricity consumption for legal consumers in the region is limited. Power engineers asked residents to limit the consumption of electricity from 7 am to 10 pm. This is especially true for high-power electrical appliances: washing machines, irons, electric heaters, electric kettles, dishwashers.

Ukrainian poet, writer, musician and volunteer Serhii Zhadan was awarded the Polish Sergio Vieira de Molla Prize. Since the first days of the large-scale invasion, Serhii was volunteering in his native Kharkiv, helping both civilians and military. The prize is dedicated to human rights issues. The writer said that the financial reward (10K PLN) will be invested in the defence of Kharkiv.

Donetsk oblast

According to the telegram channel of Donetsk Regional Military Administration, on October 19, russians killed 1 civilian in Zarichne. In addition, law enforcers found the bodies of 12 civilians killed during the occupation: 8 in Lyman, 2 in Novoselivka and 2 in Sosnove. 5 people were injured yesterday. It is currently impossible to establish the exact number of victims in Mariupol and Volnovakha.

Referring to the State Emergency Service of Ukraine, as a result of artillery shelling, the roof and ceiling of a private residential building in Bakhmut caught on fire.  Rescuers of the 8th State Fire and Rescue Unit arrived at the scene. According to preliminary information, there were no casualties.

The National Police of Ukraine reported that exhumation has been completed at the site of the largest mass grave in Lyman. Two mass graves were discovered, where the bodies of 111 civilians and 35 soldiers of the Armed Forces of Ukraine were found. Exhumation from individual mass graves continues. The dead were buried in trenches, some of the graves are unmarked.

In occupied Donetsk on the night of October 20, the administration building of Voroshylov district was under fire. There was a direct hit, the blast wave broke the glass of the building. The building is located near Lenin Square and the so-called administration of the head of the “Donetsk People’s Republic”, Denys Pushylin. Eyewitnesses in social media reported two powerful “hits”.

The terrorist organization “donetsk people’s republic” started issuing russian passports directly on the temporarily occupied territory. Before that, russian-occupied territories of Ukraine only accepted documents and applications, but it was possible to receive passports only in russia. But Mariupol is not on this list. Instead, the invaders opened the point in Manhush.

Mariupol Mayor, Vadym Boichenko, reported that the invaders want to mobilize up to 10K residents of Mariupol. They can take away people’s property and cars. The enemy closed the road to Zaporizhzhia. Mariupol residents have only one opportunity to leave – through the territory of russia, then through European countries they can return to Ukraine.

Luhansk oblast

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that russians shelled Hrekivka, Kovalivka, Nadiia, Novoiehorivka and Novoliubivka settlements with various types of weapons. On October 19, units of the Defence Forces of Ukraine repelled the invaders’ attack near Bilohorivka. As of October 20, heavy hostilities are ongoing towards Kreminna and Svatove.

The aviation of the Defence Forces launched ten strikes. Six concentration areas of weapons and military equipment, four positions of the anti-aircraft missile systems were hit. Air defence units shot down six cruise missiles, a Ka-52 helicopter and sixteen UAVs, including fourteen Iranian-made Shahed-136s.

Most of the buildings in Popasna and Stelmakhivka were destroyed by the invaders. In the villages along the front line, partially mobilized russians are evicting residents from their homes, Nyzhnia Duvanka and surrounding settlements are overcrowded with mobilized soldiers. After yesterday’s order of Putin, the invaders are now officially unleashed, they will mobilize everyone, take away property and cars “for the needs of the front”.

According to the Luhansk Regional Military Administration, russians do not allow collaborators to go further than Stanytsia Luhanska. This is where they are looking for accommodation for them in empty buildings. There, the so-called “Ministry of Construction of the Luhansk People’s Republic” is forming a maneuverable housing fund for refugees. The fund will be created exclusively through opening residential premises in which no one lives.

What is happening now in the north of Ukraine

Kyiv oblast

Swiss President Ignatius Cassis visited Kyiv to discuss further cooperation in response to russian terror. Volodymyr Zelenskyy reported they considered the possibilities of Switzerland’s assistance to support digitization and restoration of telecommunication systems in the newly de-occupied territories of Ukraine.

Kyiv RMA reported that about 3K social infrastructure facilities and housing complexes have been rebuilt in Kyiv oblast. The work is underway at more than 1 500 facilities. Restoration funds are allocated from the reserve fund of the state budget. International organizations and foundations are also involved in reconstruction of the oblast.

Restrictions on the use of electricity are being introduced in Ukraine. Schedules of rolling blackouts have been developed for Kyiv as well. Energy experts reported that the outage will last no more than 4 hours for each customer.

The KCSA reported that buses will be used on most trolleybus routes to save electricity in Kyiv. The list of routes where transport will be replaced can be found on the website of city authorities.

A modular town will soon appear in the village of Horenka for citizens who lost their homes as a result of the russian armed aggression. As reported in the Hostomel settlement military administration, the preparatory stage for installation of six sections of modular houses is currently being completed. Construction installation is to begin at the end of October.

Kyiv residents are appealing to officials to restore a historic building in downtown Kyiv, hit by a russian kamikaze drone. The petition was registered on the website of the Kyiv Council. The building, which is an interesting example of Kyiv brick style of the early 20th century with Gothic elements, lost part of the residential section, but the rest remained. A construction and technical examination will determine whether the house is subject to restoration.

The “Siaivo Knyhy” bookstore, together with caring citizens, collected 45 tons of books for waste paper and further processing. The funds received are intended for purchase of a car for the Armed Forces, which will be sent to Kherson oblast.

Kyiv Zoo is actively preparing for winter. Several hundred animals saved from the war were sheltered there. As noted by the employees of the capital zoo, it would be impossible to provide full care without caring citizens involvement. Funds for animal maintenance are collected thanks to charitable contributions.

Zhytomyr oblast

In Zhytomyr oblast, they are preparing to apply emergency shutdown schedules for enterprises and household consumers. The list of settlements and streets that may be de-energized in case of peak loads and lack of power in the power system is published on the Zhytomyroblenergo website.

The operation of electric transport in Zhytomyr has been stopped until the end of the week. Instead, the bus traffic for passenger transportation has been extensively used. According to the mayor of the city Serhiy Sukhomlyn, this is done in order to save electricity and prevent hourly electricity supply to the city’s residents.

Heat supply in Zhytomyr will take place according to schedule, heating will be turned on from 11:00 p.m. to 7:00 a.m. In addition, the city council plans to purchase superpower generators that will ensure uninterrupted operation of the city’s vital utility companies.

Despite the war, Andrushiv community managed to complete the construction project of new purification plants. As reported in Zhytomyr RMA, the project, which is extremely important for the community, was financed by the state, the regional budget and the community. In total, the cost of the project amounted to more than UAH 14 million.

Ukrainian rock musician Oleh Skrypka visited Zhytomyr with a concert in support of the Armed Forces of Ukraine. The performance was organized in a safe place, in the Shultz brewery bomb shelter, where the locals could listen to patriotic songs and help the Ukrainian defenders.

Sumy oblast

The fourth day of emergency and search operations in Romny district at the civilian infrastructure facility after the enemy rocket attack on October 17 continues. 65 experts from the State Service of Ukraine are working at the scene under the pouring rain.

Representatives of local communities, the police and the regional military administration congratulated the 5th border detachment on their 30th anniversary. Head of the Sumy community, Oleksandr Lysenko, expressed his gratitude to the defenders for their courage and courage and awarded them certificates of honor.

JSC “Sumyoblenergo” introduced schedules of emergency power outages in Sumy oblast on October 20. The decision was made due to a shortage of capacity in the energy system of Ukraine. This measure aims to avoid large-scale accidents in power networks.

The local rehabilitation center continues to provide assistance to children with disabilities in Okhtyrka. Despite the martial law, doctors carry out rehabilitation measures, including physical therapy and massage for children with musculoskeletal disorders. Now medical services are provided at home, at the place of residence of patients.

Chernihiv oblast

The Chernihiv border detachment reported that two communities in the border regions of Chernihiv oblast, Novhorod-Siverskyi and Semenivka, were attacked yesterday. The occupiers attacked the Novgorod-Siverskyi community with mortars. The border village of Pagar was shelled. Three explosives were dropped on Semenivka from an unmanned aerial vehicle.

The border village of Senkivka was also shelled. Mortars and an automatic grenade launcher were used.

In the morning, the occupiers shelled Mykolaivka. Probably 120-caliber mortars were used, 5 hits were recorded.

The “North” operational command reported that the russian army fired at the border settlement Kostobobriv, probably with 82-caliber mortars.

Another victim of yesterday’s rocket fire in Chernihiv was hospitalized. A man was injured at one of the city’s enterprises due to debris from a downed rocket. He was taken to the regional hospital in a moderate condition.

A book on the history of the village of Kuchynivka was presented in the village. Local expert Nina Mokrosnop collected bits and pieces, systematized all mentions of the village, by compiling the book “Kuchynivka: Time and People”. According to the author, the initiators were the residents of the village who wanted to learn more about its history.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

The head of the regional council Mykola Lukashuk reported a night enemy attack on Kryvyi Rih district. They hit  industrial and energy facilities. There is destruction. There were no casualties. 

According to the head of the Regional State Administration Valentyn Reznichenko, the SSU revealed a bot farm working for the enemy. Criminals created almost 10,000 fake accounts in social networks to spread pro-russian propaganda in Ukraine and Western Europe. One of the criminals, an IT worker from Dnipro, is sentenced to 10 years in prison. 

Vinnytsia oblast

Vinnytsia City Council reported that internally displaced persons with disabilities can use the Transportation Service for people in wheelchairs free of charge. It is provided for people with disabilities of groups I and II, who have diseases of the musculoskeletal system, and live within the Vinnytsia community. 

The presentation took place at the Museum of Ukrainian stamps named after Yakov Balabana, who has finally started working and is ready to welcome guests.

​​​​In Vinnytsia, an exclusive postage stamp with a “fighter goose-pilot” was presented. In addition, the launch of a charity auction for the sale of the block of stamps “Fighting Goose Pilot. Guardians of the Ukrainian Sky”, which will last until October 22, was announced. The raised funds will be used to purchase winter sleeping bags for Ukrainian soldiers on the front line.

Kirovohrad oblast

At Kropyvnytskyi, military aid center “Together we are strong” bed linen, gloves, mattresses and thermal clothing for soldiers of the Armed Forces of Ukraine are made. 

Poltava oblast

Dmytro Lunin, the head of the Poltava Regional State Administration, informed about humanitarian aid received from UNICEF. This equipment is infusion and aspiration pumps, ECG recorders and portable ultrasound machines, as well as 30 pallets of hygiene products, powder, soap, antiseptics, detergents, containers for collecting water. It will be provided to medical institutions of Poltava oblast.

Cherkasy oblast

According to the head of Cherkasy State Administration Ihor Taburets, Cherkasy continues to receive internally displaced persons. At night, an evacuation train from Donetsk oblast arrived. These are people, mostly the elderly, whose life was destroyed by the russian occupiers. They got psychological support and helped to get to their new homes.

The Cherkasy resident was convicted for justifying russian aggression against Ukraine, but he was given a probationary period because he started blogging and exposed the consequences of the war.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The police received 19 reports about the destruction of citizens’ houses and infrastructure facilities as a result of shelling by russian military personnel.

An electric substation in the Zaporizhzhia district was damaged during artillery shelling. Rescuers of the State Emergency Service localized the fire.

Terrorists once again attacked territorial communities of Polohy district with barrel and rocket artillery. Dozens of houses and apartments of civilians were destroyed. The russian military damaged the premises of a kindergarten in Orikhiv.

In general, Zaliznychne, Olhivske, Novoandriivka, Shcherbaky, Bilohiria, Dorozhnianka, Malynivka, Chervone, Poltavka, Novodanylivka, Mala Tokmachka in Polohy district, Stepove, Kamianske, Stepnohirsk, Vasylivka district came were attacked. Three people were killed, one more was injured.

This morning, the enemy attacked the village of Komyshuvakha. The occupier used S300 missiles. As a result of the impact, a two-story apartment building was destroyed. There are no casualties. The local school for social rehabilitation was also destroyed.

According to detailed information from the General Staff, up to 150 servicemen were injured and about 15 pieces of weapons and military equipment were destroyed in Zaporizhzhia oblast.

As of October 20, there is no mobile connection in Orikhiv. Two days ago, an enemy shell hit the central cellular base. The amplifier and switching units were damaged.

Currently, a part of Enerhodar remains without electricity after enemy shelling. Water supply has been restored. There are no injured civilians. Also, the occupiers are leaving Enerhodar, taking equipment and other property with them. Mayor Dmytro Orlov reported about it.

Mykolaiv oblast

At night, the enemy attacked Mykolaiv oblast with kamikaze attack drones. Ukrainian defenders destroyed 14 enemy drones. 4 drones targeted one of the city’s educational institutions. Another drone fell on closed private territory. As a result of the hits, two fires broke out in open areas, which were quickly extinguished. There were no victims.

In the morning, the occupiers again used S-300 anti-aircraft systems. Mykolaiv and nearby settlements were attacked. A hit to the former car market was recorded. There were no human losses.

The enemy fired mortars towards Ochakiv port, its water area and along the recommended sea routes.

Shelling of the territory and nearby settlements of the Bereznehuvate community continues. Information on victims and damage is being clarified.

During the day of October 19, the armed forces of the russian federation damaged or destroyed four electricity supply facilities in Mykolayiv oblast. In total, the russian army has damaged and destroyed 720 electricity supply facilities in Mykolayiv oblast since the beginning of the full-scale war.

In Mykolaiv on October 20, the number of electric vehicles on city routes was reduced by 60 percent. The appropriate solution was made to reduce electricity consumption.

Odesa oblast

The total number of ships of the enemy in the Black Sea is 7 ships and boats, including 2 large landing craft. One surface-to-surface missile carrier equipped with 8 Kalibrs is ready to use missile weapons.

The russian army launched 221 kamikaze drones in the southern regions of the country. Ukrainian defenders shot down more than 80% of them — 184 Shakhed drones, instead 37 hit the targets. This was reported by the press center of the South Defense Forces.

In Odesa oblast, schedules for limiting the consumption of electric energy have been developed. Their main purpose is to stabilize the country’s energy system. The specified schedules provide for the independent, voluntary termination of electricity consumption by enterprises and do not provide for forced shutdowns. The introduction of energy consumption limitation schedules does not yet concern the population.

On the morning of October 20, five barges left Izmail for the Middle Danube. The motor ship Captain Zhydkov set off on a voyage to the port of Smederevo. The caravan consisted of five barges loaded with coal ores and coal. This supply line will transport Ukrainian iron ore raw materials for metallurgical production in Serbia.

Kherson oblast

According to President Zelenskyy, the russian occupiers mined the dam and units of Kakhovska HPP. By blowing up the dam, more than 80 settlements, including Kherson, will be in the flood zone. The explosion of the Kakhovska HPP may leave the Zaporizhzhia NPP without water for cooling.

The situation in the South Buh operational zone is tense, but controlled by the Defense Forces. The enemy continues to attack critical infrastructure facilities throughout the territory of Ukraine, using man-made blackmail, exerting psychological pressure on the civilian population in the rear regions and the occupied Kherson oblast, where they forced people to evacuate.

Our units are active along the entire front line, the enemy takes defensive measures and reformats units. The occupying forces suffer from a lack of logistics. They are looking for ways to engineer fortification of positions with improvised materials, by robbing local residents, collecting building materials, and reinforced concrete pillars. The enemy mined territories to complicate the advance of our troops.

Enemy army aviation helicopters and a pair of Su-25 attack aircraft launched 4 airstrikes near Nova Kamianka and Tryfonivka in the north of Kherson oblast. There are no losses.

The attack aircraft of our Air Force launched 6 airstrikes on deployment points of the Buk-2M, TOR, and PANTSIR anti-aircraft missile complexes, and a pair of Mi-24 and Mi-8 helicopters attacked the enemy’s manpower and equipment buildup near Liubomirivka. More than 440 firing missions were carried out by the missile and artillery units. 2 ammunition depots were destroyed in Beryslav district.

Power supply was restored in four villages on the territory of the de-occupied Kherson oblast. Nova Kaluha, Chervona Liudmylivka, Butsivske and Novopavlivka were without electricity for more than half a year. Now electricity supply has been fully restored in three villages, in Novopavlivka – partially.

Using media sources, russian authorities are probably attempting to justify the planned withdrawal of the russian army from the territory of Kherson oblast. The Institute for the Study of War reports that the enemy is preparing an information field for an attack on the Kakhovska Dam under a false flag. 

The occupying authorities plan to use the housing of the people who are leaving. Everyone who is “evacuating” must specify the address of their last place of residence.

Law enforcement officers found the bodies of the owners of the apartment with signs of violent death in de-occupied territory in one of the settlements of Beryslav district. The regional prosecutor’s office has started a pre-trial investigation. The investigators established that russian soldiers who lived next door to the deceased during the occupation of the settlement were involved in the death of the couple.

Latest news for today in the western regions of Ukraine

Volyn oblast

Rescuers, together with representatives of the civil protection of Volyn locals, conducted training on evacuation of the population in the event of an emergency situation of a radiation or nuclear nature on the territory of Manevytsk community.

Head of the Volyn RMA, Yurii Pohuliaiko, together with energy workers and heads of district military administrations, held a meeting of the Regional Defense Council. They discussed the energy situation in Volyn.

Zakarpattia oblast

Head of the RMA, Viktor Mykyta, held a meeting with heads of district military administrations and mayors of the largest cities of Zakarpattia. They discussed how to minimize the use of electricity.

RMA reported that in Zakarpattia an Anti-Crisis Headquarters was opened. It was designed to promptly coordinate the actions of communities and responsible structures in the event of emergency situations.

The Regional Defense Council introduced restrictions on consumption of electricity for entrepreneurs in the period from 7:00 a.m. to 11:00 p.m. Individuals were also recommended to limit household electricity consumption.

The RMA reported that the CF VISA will help build an elevator in the Regional Military Hospital.

Ivano-Frankivsk oblast

In RMA, a working meeting with representatives of the CF SOS Children’s Towns “Ukraine and the Swiss organization for helping children Terra des homes was held. They discussed aid to IDPs.

Head of RMA, Svitlana Onyshchuk, held an online meeting with the heads of district military administrations. They discussed the arrangement of bath and laundry facilities for soldiers who are currently at the front.

The Carpathian Hero Myroslav Kryl received the highest award, the medal For services to Carpathians.

Lviv oblast

Head of Lviv RMA, Maksym Kozytskyi, announced that the curfew duration has been reduced in Lviv oblast. The curfew is now from midnight to 05:00. During this time, it is forbidden to be outside without a special pass and an identity document.

The city council reported that Lviv schools decided to postpone autumn holidays for children to study when it is still warm outside, and to partially save electricity.

The Lviv City Council held a meeting with the Consul General of the Czech Republic in Lviv, Davyd Novy to discuss humanitarian support.

In RMA, a meeting with the Head of the Accounting Chamber of Ukraine, Valery Patskan, was held. They discussed strengthening cooperation and effective use of state budget funds.

Spanish canine experts visited border units in Lviv oblast. They shared their achievements in the field of training and attracting service dogs.

The educational institution of Sudovovyshnya community hosted a charity festival of Ukrainian cuisine. Students collected UAH 24K. All proceeds were given to local volunteers to help the Armed Forces.

Lviv doctor Hnat Herych spoke at the largest congress of surgeons in the world, Clinical Congress 2022 in the US. Head of the surgical department of the First Medical Association of Lviv told what kind of military wounds Ukrainian surgeons have to work with.

The Superhumans Center will start operating in the oblast in a few months. It will be a specialized clinic for prosthetics, reconstruction and rehabilitation of people who suffered as a result of the military actions of the russian federation on the territory of Ukraine. A training center will operate at the clinic, where Ukrainian specialists will be trained by the best medical specialists from around the world. Over 100 doctors from the US and the EU will be involved.

The Lviv Theater named after Lesya Ukrainka actively conducts international theater activities and talks about realities of Ukrainian theater during the war. In October, the theater took part in the Ukrainian program of the Ürbang festival of performing arts in Cologne (Germany).

Rivne oblast

Mayor of Rivne, Oleksandr Tretyak, announced that in Rivne, notice was received about a possible mining of a mall. Special services arrived at the scene.

Head of Rivne RMA, Vitaly Koval, held an urgent meeting of the Defense Council of the oblast. Its purpose is to reduce the use of electricity in the oblast.

RMA reported that the use of electric transport will be limited by 50%.

Rivne will receive 1.5 million euros for thermal modernization of kindergartens. The help will come thanks to the Northern Environmental Finance Corporation.

The Rivne Regional Clinical Hospital named after Yuriy Semenyuk received a modern ambulance. Such humanitarian aid was made possible thanks to the US medical community.

In Rivne, an unfinished building on Drahomanov Street will be converted into temporary housing for IDPs. To this end, grant funds will be attracted within the framework of the project Promoting the development of social infrastructure.

Specialists of the Luhansk Medical University will check the eyesight of IDPs and low-income residents of the region for free at the Rivne Regional Clinical Hospital named after Yuriy Semenyuk.

Ternopil oblast

In Ternopil oblast, a schedule for limiting electricity consumption and power supply for industrial consumers was introduced. The lighting of billboards and street lighting will be turned off.

Heating stations are starting to be installed in the region. There should be drinking water and alternative types of access to electricity.

The project Security specialist in the educational environment was launched in Ternopil oblast. Now every school will have a specialist who will teach what to do in case of emergency and how to protect yourself.

Heads of the Main Department of the State Emergency Service in Ternopil oblast, the Main Department of the National Police, the Department of Education and Science of the Ternopil oblast and representatives of the Veliko Birkiv Territorial Community signed the Memorandum of Cooperation and Partnership.

The President of Ukraine, Volodymyr Zelenskyy, honored a military man from Ternopil oblast with a state award. Vasyl Sobchak was awarded the Order For Courage III degree.

In Ternopil, a stamp with a portrait of the commander of a hundred of the Ukrainian insurgent army, Mykola Kutran, was defaced. They were extinguished in the Museum of the National Liberation Struggle of Ternopil Oblast for the 80th anniversary of the creation of the UPA army.

Khmelnytskyi oblast

The Khmelnytskyi student handed over UAH 70K to the Armed Forces of Ukraine. The eighth-grader raised 25K himself, and his parents added 45K. Volunteers of the NGO Defense – Association of Volunteers presented the boy with a trophy weapon and a flag. The money raised will be used to purchase a drone for the marines.

Chernivtsi oblast

Communal institutions in Bukovyna can accommodate about 2K IDPs. This was discussed during an online meeting chaired by Deputy Minister of the Ministry of Reintegration Oleksiy Borodai, in which representatives of the Chernivtsi RMA took part.

The city council reported that street lighting will be turned off in Chernivtsi from 8:00 p.m. to 7:30 a.m.

Training of emergency response services was conducted in Chernivtsi. Rescuers, together with police officers and medics, improved the skills of behavior during various emergency situations on the roads.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The Ministry of Defense reported that the IRIS-T anti-aircraft missile complex, supplied by Germany, was put on combat duty.

The European Commission announced that the EU will increase humanitarian aid to Ukraine by 175 million euros in view of the “big challenges” that may arise in the winter.

Minister of Defense of the Czech Republic, Yana Chernokhova, announced a new military aid package for Ukraine worth 22 million kroner.

Minister of Foreign Affairs, Dmytro Kuleba, announced that the EU countries will provide Ukraine with almost 600 units of energy equipment. Next week, the first deliveries of energy equipment from Italy, France, Lithuania, Finland, Germany and Poland will arrive in Ukraine.

Minister of Infrastructure of Ukraine, Oleksandr Kubrakov, US Secretary of Transportation, Pete Buttidge, and US Secretary of Commerce, Gina Raimondo, signed a joint statement supporting Ukraine’s infrastructural stability and its restoration through enhanced bilateral cooperation.

IKEA will allocate 1.7 million euros to support humanitarian projects in Ukraine. Namely, the arrangement of modular houses of the Balbek bureau Re: Ukraine Housing initiative, assistance to centers for IDPs, etc.

Olaf Scholz announced that Germany wants to prepare a full Ukrainian brigade of up to 5K soldiers by spring.
