War in Ukraine today: latest news, October 18, 2022 (photo)

 It has been the 237th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 18.00: 

The enemy is trying to keep the temporarily captured territories, focusing efforts on restraining the actions of the Defense Forces in certain directions, at the same time, the enemy attempts to conduct offensive actions towards Bakhmut and Avdiivka.

Units of the Defense Forces repulsed attacks of the occupiers in the areas of settlements: Ohirtseve, Kharkiv oblast;  Belohorivka, Luhansk oblast;  Novokalynove and Maryinka, Donetsk oblast.

The enemy is shelling the positions of our troops along the contact line, erecting defensive constructions in some directions and conducting aerial reconnaissance.  By violating the norms of International Humanitarian Law, the laws and customs of war, it continues to strike critical infrastructure and homes of the civilian population.

The enemy launched 9 missiles and 10 air strikes, more than 10 multi rocket launcher attacks.

Over 10 settlements suffered from enemy strikes, namely Kyiv, Zhytomyr, Kharkiv, Dnipro, Kryvyi Rih, Zaporizhzhia, Mykolaiv, Kurakhove, Donetsk oblast and Trikhaty, Mykolaiv oblast.  To this end, the enemy used cruise, aviation and anti-aircraft guided missiles. In addition, in one of the directions, the occupiers used 4 Iranian “Shahed-136” UAVs, 3 of them were shot down by the units of the Defense Forces.

The situation did not significantly change towards Volyn and Polissia.  The republic of belarus continues to support the armed aggression of the russian federation against Ukraine, providing its infrastructure and airspace. The territory of Ukraine is exposed to the threat of missile and air strikes, launch of attack “Shahed-136” UAVs from the territory of belarus. Covert mobilization of the belarusian armed forces continues under the guise of training sessions.  According to available information, measures are being taken to train operators of anti-aircraft missile systems and tank crews.

In other directions the enemy fired towards:

Siversk with barrel artillery, in the area of  settlement Yunakivka, Sumy oblast;

Sloboda with mortars, barrels and rockets, in the areas of Vovchanski Khutory, Hryhorivka, Komisarov, Ohirtseve, Staritsa, and Strelecha;

Kupiansk with artillery of various types, in the areas of settlements Berestov, Hryanikyvka, Dvorichna, Kamianka, Krasne, Kislivka, Kotlyarivka, and Stelmakhiv; 

Lyman with mortars, barrels and rockets, in the areas of settlements Bilogorivka, Grekivka, Zarichne, Kovalivka, Nadiya, Novoyehorivka, Olhivka and Torske.

Bakhmut and Avdiivka with tanks and artillery along the entire contact line. The settlements of Bakhmut, Soledar, Pervomaiske and Velyka Novosilka were directly affected.

Towards Novopavlivsk and Zaporizhzhia, the enemy fired with mortars, barrels and rockets at the settlements of Pavlivka and Prechistivka.

Toward the South Buh, the enemy tried to improve logistical support. They hit military and civilian infrastructure. Settlements along the contact line, including Vyshchetarasivka, Dnipropetrovsk oblast, were damaged by fire.

The russian military and political leadership is replacing the personnel of units suffering losses on the territory of Ukraine. Despite compiling a preliminary list of the russian critical infrastructure employees to be mobilized, heads of such enterprises still receive plans that they are forced to fulfill. Therefore, they send their employees to military commissariats.

Prisoners are recruited to military service to replace the losses in manpower. Since October, over half of the total number of fighters of “Wagner” private military company, notably 8K fighters, have been prisoners. 

Aviation of the Defense Forces of Ukraine launched 20 strikes. 13 areas of buildup of weapons and military equipment, a support point, as well as 7 positions of the enemy’s anti-aircraft missile systems were hit.  In addition, air defense units shot down 5 cruise missiles.

According to mayor of Kyiv Vitaliy Klitchko, energy supply facilities on the left bank were hit   as a result of the terrorist attack on Kyiv. Three employees of one of the critical infrastructure facilities were killed. Thousands of people were left without power and water.  As of 5 p.m., power and water supply were restored.

At the 83rd meeting of the UN Committee on Fighting Discrimination against Women, Deputy Minister of Internal Affairs Kateryna Pavlichenko informed that 43 criminal proceedings on sexual violence against the civilian population were opened. These crimes include those that have repeated episodes or multiple victims. Specialized mobile police teams will be created to detect cases of sexual violence in the de-occupied territories.

According to the press officer of the State Emergency Service of Ukraine Oleksandr Khorunzhy, about 45 rescuers were killed during Ukraine’s full-scale war with terrorist russia. More than 100 were injured. In general, about 7K rescuers are on duty and are ready to perform various tasks. Khorunzhy added that he “didn’t hear any complaints from any of the rescuers. Every rescuer, gritting his teeth and fists, is repulsing the russian aggressor.”

President of Ukraine Volodymyr Zelenskyy announced that russian occupiers have destroyed 30% of Ukraine’s power plants since October 10. He emphasized that this destruction caused massive power outages across the country.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, the invaders attacked seven settlements. The enemy tried to conduct an offensive near Berestove, Kupiansk region, but suffered losses and retreated. The Armed Forces of Ukraine repelled the attack of russian federation near Ohirtseve, Vovchansk community. The invaders are attacking the villages of Kupiansk and Vovchansk.

Minister of Internal Affairs Denys Monastyrskyi said live at the national marathon that over 600 bodies of those killed during the occupation were exhumed in Kharkiv oblast. He noted that in liberated territories, law enforcers find torture chambers, bodies of those killed there were taken out of the settlement by russians.

The Kharkiv Regional Prosecutor’s Office said that the number of those killed on September 25 as a result of shelling of a civilian convoy near Kurylivka village, Kupiansk region, reached 26 people. The body of a 19-year-old boy was found one and a half kilometers from the site. Thanks to caring passers-by, two children managed to escape, a boy aged 1.1 years and a girl who is 5.5 years old. Their parents died. Thanks to the prosecutors of Kharkiv oblast who appealed to the Ukrainian Red Cross Society, the children are safe and have already been returned to their families.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that around 8:30 am the enemy launched 8 missiles on Kharkiv from russian city of Belgorod. There were no casualties. One of these russian missiles was shot down by the air defense near Zhykhora. There are no destructions, debris of the downed missile was found in an open area near private buildings.

Kharkiv Regional Police Chief, Volodymyr Tymoshko, claimed that russia destroyed a warehouse with humanitarian aid in Kharkiv.

The invaders shelled the settlements of Chuhuiv, Kharkiv and Kupiansk districts near the contact line and the russian border with tanks, mortars, barrels and rocket artillery.

According to the Regional Center for Emergency Medical Care, a 64-year-old man was hospitalized with wounds in Kupiansk district. Yesterday, in Chuhuiv and Kupiansk regions two men, aged 74 and 67 years old, injured earlier, came to see a doctor.

Mine clearance continues. Pyrotechnic units of the State Emergency Service defused 1428 explosive ordnance.

Sakhovschyna community reported that more than 100K hryvnias were raised at the fair for a prosthesis for the injured soldier Volodymyr Hladkyi, who lost his leg in the battles in Kharkiv region. The fair was held on October 15. The money was transferred to the soldier’s account on October 17.

Donetsk oblast

The enemy troops shelled 16 settlements. There were casualties. A child was injured in Marinka community.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the invaders killed 6 civilians: 3 in Bakhmut, 2 in Kostiantynivka village, 1 in Orlivka. In addition, law enforcers found the bodies of 8 civilians killed during the occupation: 1 in Dibrova and 7 in Lyman. 8 people were injured yesterday.

Avdiivka and Bakhmut remain the hottest spots in the region.

The invaders were most active in Donetsk and Horlivka directions last night.

In Donetsk direction, Kurakhove was under fire, 1 person was killed and 4 injured. Private buildings and an infrastructure facility were damaged.

In the morning, russians also fired at Krasnohorivka, Marinka, Novomykhailivka of Marinka community and Avdiivka. There were no casualties.

In Horlivka direction, yesterday russians shelled Soledar, 2 people were injured. It was also noisy overnight in Bakhmut, Paraskoviivka, Rozdolivka and Vasiukivka. There were no casualties.

In Toretsk community, 1 person was killed in Kurdiumivka following a direct hit on the house. In addition, russians launched a missile strike on Toretsk. The consequences are being established.

Luhansk oblast

The aviation of the Defense Forces launched 22 strikes. 18 concentration areas of weapons and military equipment, a stronghold and 3 positions of anti-aircraft missile systems were hit. Air defense units shot down 3 cruise missiles.

Rocket forces and artillery hit the control post, buildups of manpower, weapons and military equipment, two air-aircraft warfares, artillery objects, one ammunition depot and other military targets of the enemy.

The invaders’ attacks were repelled in Bakhmutske, Berestove, Ivanhrad, Klishchiivka, Marinka and Pervomaiske settlements.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that Ukrainian artillerymen accurately hit the depots and control posts of the invaders. But he noted that the enemy brought a lot of equipment to the region and blew up several bridges. The enemy shelled de-occupied settlements with tanks, “Grad” and “Smerch” MRLs, equipment and took away equipment from hospitals and educational institutions.

The Luhansk Regional Prosecutor’s Office informed that in the temporarily occupied territory of the region, the invaders ran over the former prosecutor of Troitsk department, Serhiy Menzhynskyi. He died on the spot.

Based on the information provided by Luhansk Regional National Police, law enforcers registered information about the deportation of more than ten children. The police noted that they are establishing the whereabouts of three citizens with whom their relatives have lost contact.

Head of Lyman City Military Administration, Oleksandr Zhuravlov, announced that about 5K residents remain in the liberated Lyman. Not a single building has survived in the city, there is no light, water, or heating.

What is happening now in the north of Ukraine

Kyiv oblast

Two objects of critical infrastructure were damaged due to a missile attack by russian troops on the left bank of Kyiv. Three employees were killed at one of the facilities. As a result of the enemy strikes, power and water supply was limited in many houses on the left bank of the city, as well as in the Brovary and Vyshhorod districts of the oblast.

Technicians managed to complete work in 7 hours and connect customers using a backup power supply circuit. As reported by DTEK Kyiv Electric Networks, power was restored to 83K families in the capital. Power supply was also restored in Kyiv oblast.

In downtown Kyiv, search and rescue operations are ongoing in a residential building hit by a russian kamikaze drone. The mayor of the city, Vitaliy Klychko, said that the body of another resident was recovered from the rubble. He noted that this is already the fifth victim of russian bloody attack on the capital on October 17.

The capital authorities are ready to provide permanent or temporary housing for those who suffered from the russian attack. The residents of the building, destroyed by the russians, will be settled in hotels or hostels. According to Kyiv Mayor Vitaly Klychko, the damaged building cannot be restored.

A rally was held near the Iranian embassy in Kyiv due to the shelling of Ukrainian territory with kamikaze drones, which Iran supplies to russia. Next to the Iranian embassy, ​​the participants of the action threw stones from the house, hit by a drone on October 17. They also unfurled banners in English and Farsi calling for an end to killings and terrorism.

The Ministry of Environmental Protection and Natural Resources estimated the consequences of the October 10th rocket attack on the thermal power plant in Kyiv. Large-scale debris pollution of the open land plot occurred due to the explosion and fire at the thermal power station. The scope of damage to the environment from soil pollution is almost 21 million hryvnias.

The regional military administration reported that repair works of about 200 residential buildings have been completed in Kyiv oblast. 260 objects are being renovated. More than 800 objects have been registered. With the assistance of Caritas Kyiv CO, 3K houses, affected by russian aggression, will be repaired.

The State Emergency Service reported that pyrotechnicians of Kyiv oblast removed the warhead of an enemy rocket from the reservoir during an inspection of the water area by a group of underwater demining and special diving operations at the request of residents of Obukhiv district.

Zhytomyr oblast

The enemy fired at an energy infrastructure facility in Zhytomyr oblast. 11 settlements in the oblast were left without electricity because of the rocket strike. As reported by the head of Zhytomyr RMA Vitaliy Bunechko, the fire was extinguished by rescuers in three hours. Two people were injured, one of whom was hospitalized.

The city council reported that power has been partially restored, as well as the station operation of the first and second lifts of Vodokonal in Zhytomyr. All hospitals in the city were re-connected to power.

Zhytomyr general education institutions will continue to work in the usual mode: parents of students can choose the format of education – face-to-face, distance or mixed. On October 22, students of lyceums and schools will go on autumn vacation.

Hospitals and social services of Zhytomyr, Malyn and Ovruch will receive humanitarian aid thanks to cooperation with the organization “Hlibny Dim” and Dutch charitable foundations. The 22-ton cargo, worth almost 6 million hryvnias, consists of medical equipment, furniture, hygiene products, clothes and other goods.

Sumy oblast

Velyka Pysarivka, Krasnopillia, Shalygine, and Seredina-Buda communities were attacked. The enemy inflicted fire damage using air-launched missiles, MLRS, mortars and large-caliber machine guns. In total, more than 80 hits were recorded. A woman was injured, 6 private houses were damaged and fires broke out in three of them due to the artillery shelling of Seredyna-Buda.

In the Yunakivka community, two people were killed and one was seriously injured because of the  russian artillery shelling. According to the head of Sumy RMA, Dmytro Zhivytskyi, 10 explosions were heard during the day in the center of a civilian village near shops. Residential buildings, a dispensary, a boiler house and a power line were also damaged in the community.

The Sumy RMA reported that the russian military shelled populated areas of the oblast four times. They targeted civilians and civilian objects with mortars and artillery. 64 explosions were recorded.

A rescue building, a children’s gym, a civilian car and 5 buildings were damaged in Khotyn community. In Nova Sloboda – a cultural center, a school, a playground, and a power line.

According to the State Emergency Service, firefighters managed to eliminate a very complex fire with a high fire load, which occurred at the site of a rocket attack on a civilian infrastructure object in Romny region. It was possible to get three people alive from under the rubble. 178 rescuers and 26 pieces of equipment were deployed at the site. Emergency search operations continue.

Chernihiv oblast

The State Security Service reported that russian army continues to shell the border settlements. The russians shelled Horodnia community with 120 mm mortars. 7 hits were recorded.

The city’s education department reported that Chernihiv schools will work remotely until the end of the week due to the security situation. Preschool educational institutions will work as usual for the time being.

Renovation of the building in the center of Chernihiv, which houses the regional scientific lyceum and the Small Academy of Sciences for student youth, is ongoing. In February, it was heavily damaged by russian shelling. The dormitory and dining hall of the lyceum were also damaged. Funds to carry out the work were allocated from the reserve fund of the state budget.

Another batch of humanitarian aid from the Sauerland Hilfe Charitable Organization from Arnsberg arrived to Chernihiv oblast. As reported in the Chernihiv RMA, wheelchairs, hygiene products, bed linen were given to the Kozelets geriatric boarding house, and three multifunctional beds were given to the Korop Central Hospital.

A dormitory for displaced persons is being built in the Korop community. 2 200 people were forced to move to the community. The village council appealed for help to the charitable organizations Rotary Club Kyiv International and the Red Cross Society and received it within a week.

Angels created from shell casings became the lots of a charity auction in Chernihiv oblast, the first part of which was held in the Pryluky Sobor Rizdva Bohorodytsi. Its second part will be held online, anyone who wants to can join it. Proceeds will go to help the Armed Forces.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to the head of the regional administration Mykola Lukashuk, russian forces shelled Nikopol district.

Nikopol region was hit with heavy artillery and Grad MRLS. They attacked Pokrivsk and Myrivsk communities, where an agricultural enterprise and a power line were affected. There were no casualties. About a thousand households were left without electricity. There is no mobile communication due to damage to the tower. Also, air defense forces destroyed one enemy kamikaze drone at night. 

The russians hit the energy infrastructure facility in Dnipro with two missiles. The fire broke out. They were badly damaged. There was a blackout in some districts of Dnipro, Synelnikove and Vasylkivka. One of the pumping stations of “Dniprovodokanal” was de-energized. There are water interruptions on the left bank of the Dnipro city. According to the head of Dnipropetrovsk Regional State Administration, Valentin Reznichenko, air defense forces destroyed 4 russian missiles during the enemy attack on Dnipro.

Vinnytsia oblast

Vinnytsia City Council reported about another thermal imager was sent by the sports community of Vinnytsia to the defenders on the front line. The night vision device was handed over to Vinnytsia coaches of the Ukrainian National Academy of Sciences, who are currently defending the country. 

A resident of Vinnytsia who spread anti-Ukrainian publications on social media will be tried in Vinnytsia. The woman justified the temporary occupation of part of the territory of Ukraine and denied the armed aggression of the russian federation.

Kirovohrad oblast

Serhiy Prytula Foundation handed over a car and a drone to the 121st Separate Brigade of the Military Police.

In Pryiutivska community, a DJI Mavic 3 Fly More Combo quadcopter was purchased for aerial scouts of the Ukrainian army. Soon it will help the defenders detect and destroy enemy equipment.

Poltava oblast

Dmytro Lunin, head of the Poltava Regional State Administration, announced that servicemen of Lubny district will be provided with firewood for this heating period for free. 21 carriages of wood were delivered. Later, four more deliveries to other regions of the region are expected. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Tonight, the enemy attacked Zaporozhzhia again. Shahed UAV hit the infrastructure object, a fire broke out. One rocket hit a warehouse in one of the districts of Zaporizhzhia. In both cases, there were no casualties.

On October 17, around 4:30 a.m., enemy troops launched 6 rocket attacks on the city of Zaporizhzhia, infrastructure facilities were destroyed. Enemy fire damaged the premises of a kindergarten in the village of Uspenivka, Polohy district.

The enemy continues to destroy the homes of civilians and other civilian infrastructure in Zaporizhzhia district. As a result of enemy shelling of the village Tavriiske, a 12-year-old boy received shrapnel wounds. A large-scale fire broke out in the village of Novoiakovlivka as a result of artillery fire on residential buildings.

In total, 5 people were injured as a result of russian shelling of 25 settlements.

Due to the constant danger, part of the inhabitants of Zaporizhzhia have currently left the city. According to head of Zaporizhzhia RMA Oleksandr Starukh, approximately a quarter of the population evacuated outside the region, another quarter moved to villages and cottages.

The russian occupiers kidnapped two more workers of the Zaporizhzhia NPP and took them to an unknown destination. This was reported by Enerhoatom. Enrhoatom appealed to IAEA General Director Rafael Grossi and the entire world community to make efforts to free the ZNPP workers.

Zaporizhzhia oblast is preparing for the winter season. Currently, a mechanism to help households during the heating season is being developed: funds  are allocated to purchase firewood by communities and its free distribution to the population. Action plans are being developed separately in the event of a possible lack of heat and gas supply.

A list of heating points that will function in the premises of communal enterprises, hospitals, etc. has already been determined. Almost 150 generators were purchased with the help of international donors. They will be used for the uninterrupted operation of medical and other critical infrastructure facilities.

In the conditions of martial law, the labor market underwent significant changes. During January-September 2022, 36 700 registered unemployed people received a complex of various services and material support. It is 22.4% less than last year’s number. 6 900 people, including 439 IDPs and 99 ATO/OOS participants found work with the assistance of the employment service. As of October 1, 2022, 17 600 unemployed people were registered in employment centers of Zaporizhia oblast.

Mykolaiv oblast

At midnight, the enemy attacked Mykolaiv oblast with Shahed-136 attack drones. 5 barrage munitions were shot down by air defense forces.

In the middle of the night, the enemy launched a missile strike with S-300 anti-aircraft missile systems at Mykolaiv district. Due to damage to the critical infrastructure facility, the regional center was left without electricity, but everything was restored in the morning. The impact caused destruction of a two-story residential building. Rescuers recovered the body of a killed person from under the rubble. Multi-story residential buildings, a square and shopping pavilions were damaged in the Central district of the regional center.

The enemy continued to launch rocket attacks on Bereznehuvate community located near the frontline. 4 rockets of the “Smerch” MLRS were fired at agricultural territories. There were victims.

Kutsurub community along the coast was shelled with heavy artillery. There were no human losses.

The Turkish Foundation will build an outpatient clinic in Kobleve community. The memorandum of understanding and cooperation on implementation of the “Outpatient Clinic” project was signed by the president of the International Blue Crescent Development Assistance Fund “IVS” Redzep Yuker, the chairman of the board of “Bucak Relief” Artem Bulgaru and the Kobleve village head Volodymyr Panych.

Non-governmental organization “Dawn of Dreams” delivered a cargo with humanitarian aid for Mykolaiv oblast. Long-term food products, fruit, hygiene products and medical supplies will be sent to the territorial communities that have suffered the most damage as a result of кussian war crimes.

Odesa oblast

The enemy naval group in the Black Sea consists of 8 ships and boats maneuvering along the Crimean coast. There are 2 large amphibious ships and 2 cruise missile carriers, equipped with 15 Kalibr missiles, ready for use.

The International Medical Corps will install six wells in the hospitals of Odesa and the region. Four wells are planned to be installed in medical facilities in Odesa and two in Izmail. Also, the international humanitarian organization will contribute to equipping bomb shelters in two hospitals of the region and providing assistance to various types of medical facilities.

On October 18, four ships with almost 50K tons of food for Asian countries left the ports of Great Odesa. The sixth vessel chartered by the UN WFP is loaded in the port of Chornomorsk. Bulk carrier PANGEO will deliver 40K tons of wheat to the people of Yemen. The first 5 ships delivered more than 150K tons of wheat to Ethiopia, Somalia, Yemen and Afghanistan.

Kherson oblast

The situation in the South Buh direction is consistently difficult, but the Defense Forces hold the control and initiative. Units of the Defense Forces continue active combat operations to liberate territories and stabilization measures in already liberated settlements.

The enemy is trying to hold the defense and firing on the positions of the Defense Forces units in order to deter our offensive actions. Violating the norms of International Humanitarian Law and the laws and customs of war, it struck critical infrastructure and the homes of the civilian population. Attempts are underway to restore active traffic across the Dnipro River.

During the night, the enemy shelled our positions, communitiens lcated near the frontline, remote rear regions with the use of MLRS, barrel artillery and mortars. At midnight the enemy launched an air strike on our units positions in the Beryslav district using a pair of Mi-8 helicopters. There are no losses. The enemy attacked Velyka Oleksandrivka community in Beryslav district 4 times with army and attack aircraft.

In the morning our air force missile and anti-aircraft unit shot down an enemy Su-25 attack aircraft in the Beryslav district, Kherson oblast.

Artillerymen destroyed Grad MLRS and 3 ammunition depots  during the night.

The police documented 30 violations of the laws and customs of war by the russian army in Kherson oblast. As a result of shelling by the russian army of Beryslav district, the church, hangars with agricultural machinery, residential buildings, and the road surface were damaged.

The russian military is building fortifications in the Kherson oblast, and taking materials for this from local residents. This is reported by the General Staff of the Armed Forces of Ukraine. In Blahodatne, Kherson oblast, the russian military takes construction materials and metal constructions from private households of civilians to equip engineering fortifications.

In the village of Chulakivka, armed soldiers of the russian federation took away a service car from the territory of the medical dispensary, that served the needs of the residents. In the village of Bilozerka, armed russian soldiers seized two official vehicles from the territory of the Primary Health Care Center.

Prisoners serving their sentences in colonies on the temporarily occupied territory of Kherson oblast are offered to join the so-called “Volunteer Margelov Battalion” created by the occupation authorities. According to the available information, the occupation authorities face challenges with recruitment of volunteers. Prisoners, like the majority of local residents, refused to serve.

Collaborator Saldo recorded an appeal in which he announced the resettlement of residents of the temporarily occupied territory of Kherson oblast to the left bank of the Dnipro. He called it “voluntary displacement.” Saldo explains such actions as the probable danger of flooding the right-bank part of Kherson oblast due to the undermining of the Kakhovska HPP.

Volyn oblast

Mayor of the city, Ihor Polishchuk, reported that from October 20, heat will be supplied to the communal medical facilities of Volyn oblast, served by the Lutskteplo company.

During the large-scale exchange of prisoners, the doctor, Lutsk native, Ludmila Kravchuk and the border guard Alina Paninai returned home.

Representatives of the Lutsk City Council took part in events marking the 630th anniversary of the city of Chelm of the Republic of Poland. During the ceremony agreements on partnership and cooperation between Chelm, Ozurgeti (Georgia) and Mykolaiv (Ukraine) were signed.

The Lutsk City Council reported that 300 families who came to the Lutsk urban territorial community to escape the war received food and personal hygiene products.

In Lutsk, the stars of the national team of Ukraine among veterans, the joint team TamTam and FC Volyn played football to collect UAH 300K for vehicles for the soldiers of the Princely Brigade.

A mural about the war was presented in Novovolynsk. Young artists Maksym Plotnikov and Pavlo Moskal depicted miners, farmers and soldiers. In the center of the composition are colored portraits of medics who gave their lives saving others on the front line.

Zakarpattia oblast

20 large families of displaced people living in Uzhhorod and the region received humanitarian aid, namely slow cookers, blankets, travel personal hygiene kits for children and adults, etc. The aid was provided by the Uzhhorod city organization of the Red Cross Society. The kitchen appliances were purchased using the funds of the 1st level grant project thanks to the BraVo team.

Ivano-Frankivsk oblast

The RMA reported that since the war began, the oblast has received over 147K displaced people.

Head of the RMA, Svitlana Onyshchuk, reported that the company Prykarpattiaoblenergo, distributing power supply to consumers in Ivano-Frankivsk oblast, received a set of Starlink satellite Internet communication systems.

Lviv oblast

A coordination meeting of Lviv RMA officials with representatives of the UN Office for the Coordination of Humanitarian Affairs was held. They discussed accommodation of IDPs and preparation for the heating season.

During the Way of St. Jacob route, deputy Mykola Ishchuk met with Mayor of  Pamplona Enrique Maya and the community of Ukrainians in Spain. They discussed collecting donations. On September 30, Mykola Ishchuk went by bicycle from Lviv to the Spanish city of Santiago de Compostela to visit the grave of St. Jacob. The total distance of the cycling track is over 4K km.

11 vehicles and 20 drones were sent to the front line from Lviv oblast. They were handed over by Polish foresters as part of the 1K Freedom Cars initiative. All cars are equipped with food and medicine, drones are designed for military missions.

Orders were presented to relatives of servicemen from Lviv oblast who fell while defending the territorial integrity of Ukraine. Two soldiers were awarded the Order of Bohdan Khmelnytskyi of the 3rd degree, one – the Order of For Courage of the 2nd degree. The families of thirty-eight soldiers received the Order For Courage III degree.

The Lviv City Council reported that over 2K teaching staff in Lviv will take a course on providing pre-medical care. The training courses will be held in cooperation with the Malta Aid Service.

Rivne oblast

Three residents of Rivne oblast (Ruslana Vabishcheva, Elena Kryvtsova and Nina Kolosinska) were released from captivity during a large-scale exchange. Head of the Rivne RMA, Vitaliy Koval, reported that these are military medics from Varash, Goshchansk community and Kostopol.

The RMA reported that volunteers from Rivne oblast help the defenders. Trench candles for the front line are made in Ostrozh region, and products are regularly delivered to soldiers at the front from Rokytniv region.

Head of the Rivne RMA, Vitaliy Koval, announced that two ambulances as part of the initiative of the First Lady of Ukraine Olena Zelenska were transferred to Rivne oblast. These are Citroen Jumper type “C” ambulances, equipped with everything necessary to quickly and safely transport the seriously injured to the hospital.

President of Ukraine Volodymyr Zelenskyy awarded Dmytro Nikolaychuk, military man from the village of Verba in Duben region, with the Order of Bohdan Khmelnytsky III degree. When performing the combat mission, the soldier was injured and hospitalized.

Ternopil oblast

In Berezhany, Ternopil oblast, they created stamps with portraits of defenders – Vitaly Skakun, Maksym Rydzanich and Hero of the Heavenly Hundred Ustym Holodnyuk. In addition to the portraits of the Heroes, the block contains a photo of the city and a poem by the poet Vasyl Savchuk.

Khmelnytskyi oblast

The delegation from Khmelnytskyi visited the positions of the battalions of the Armed Forces, where compatriots are serving. The defenders were given a car, drones, warm things, and food. Right at the front lines, soldiers were presented with awards for their military service.

Head of the RMA, Serhiy Gamalii, presented the Steel Cross award from the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny to Ivan Antoniuk, a soldier of one of the Khmelnytskyi military units. The Defense of Khmelnytskyi medal was awarded to the son of defender Ilya Lazarev, as the soldier himself is currently on the front line. 

Chernivtsi oblast

The Main Department of the State Emergency Service of Ukraine in Chernivtsi oblast reported that the consolidated detachment of Bukovyna rescuers returned from Izium to Chernivtsi. The rescuers completed the tasks assigned. They carried out work on disassembly of damaged constructions of roofs, restoration work in residential buildings and provided the necessary assistance to the local population.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Ukraine received 2 billion euros of macro-financial assistance from the EU. Denys Shmyhal reported that this year Ukraine received 4.2 billion euros of macro-financial assistance from the EU, which significantly helped to strengthen the economic front of the state and withstand the fight against the aggressor.

Germany sent the first batch of Marder infantry fighting vehicles to Greece to replace the soviet BMP-1s available in Greece, so that they could be sent to Ukraine.

Minister of Defense of Ukraine Oleksiy Reznikov announced that Italy provides Ukraine with a new package of military aid “which will help significantly increase Ukrainian defense capabilities against russian aggression”. Details have not yet been disclosed.

The Ministry of Energy reported that Japan will help with equipment for restoration of damaged energy facilities.

The Parliament of Estonia recognized the russian regime as terrorist, and russia as a state sponsor of terrorism. 88 parliamentarians out of 101 voted “yes”. The deputies also supported the demand to deprive russia of the status of a permanent member of the UN Security Council and called on the West to increase aid to Ukraine.

Volodymyr Zelenskyy had a conversation with President of the United Arab Emirates Muhammad bin Zayed Al Nahyan.

The International Committee of the Red Cross for the first time named the russian-Ukrainian war not a “crisis in Ukraine”, but an international military conflict.

A joint statement by the Director of the US Office of Foreign Assets Control (OFAC), Andrea Gaki, and the Director of the UK Financial Sanctions Enforcement Office (OFSI), Giles Thomso stated that the US and Great Britain agreed to take cooperation on sanctions against russia to a new level. 

In Canada, additional sanctions were introduced against 34 russians involved in the spread of russian disinformation and propaganda.

As of October 18, no embassy has reported its intention to leave Ukraine in light of massive russian shelling, noted the spokesman of Ministry of Foreign Affairs Oleg Nikolenko.

The ceremony of the most prestigious football award Golden Ball was held in Paris. The best soccer player in the world, Alexia Putelias, received the award from UNITED24 ambassador Andrii Shevchenko. Shevchenko asked not to forget about the war and to support Ukraine.
