It has been the 232nd day of the Ukrainian resistance to the russian military aggression.

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm: 

The aggressor continues to focus its efforts on trying to reach the administrative border of Donetsk oblast, as well as to hold the occupied areas of Kherson, Kharkiv, Zaporizhzhia and Mykolaiv oblasts. The enemy continues to resist, brings up reserves, and conducts mobilization.

The enemy fires at our defenders’ position along the entire contact line, erects defensive constructions in some directions and conducts aerial reconnaissance.

The enemy continues to target Ukraine’s critical infrastructure and civilian facilities. In particular, facilities and civilians of the settlements of Nalyvaikivka in Kyiv oblast, Mykolaiv and Nikopol were affected. The enemy used cruise, aviation, anti-aircraft guided missiles and unmanned aerial vehicles of Iranian production to launch strikes. 

In total, the occupiers inflicted 1 missile and 15 air strikes, fired from MLRS 22 times. 

Towards Volyn and Polissia, the situation did not significantly change. The republic of belarus continues to comprehensively inspect and examine their armed forces and conducts military drills. The territory of Ukraine is still exposed to the threat of missile and air strikes from the air space and territory of belarus.

In other directions, the enemy fired towards:

Siversk, from mortars and barreled artillery in the areas of Atynske and Velyka Rybytsia;

Sloboda Ukraine, from mortars, barreled and reactive artillery, in the areas of Hrianykivka, Hatyshche and Strelecha; 

Kramatorsk, from tanks and artillery of various types, along the entire line of contact, namely the settlements of Bilohorivka, Terny and Yampolivka;

Bakhmut, from tanks, mortars, barreled and reactive artillery, in the areas of Bakhmut, Bakhmutske, Zelenopillia, Soledar, Maiorsk, Ivanhrad and Yakovlivka;

Avdiivka, from tanks and multi-caliber artillery, in the areas of Marinka, Nevelske, Pervomaiske and Zolota Nyva.

Towards Novopavlivka and Zaporizhzhia, the enemy did not conduct offensive actions. The settlements of Stepnohirsk, Orikhiv and Komyshuvakha were shelled.

Towards the South Buh, Nikopol was subjected to shelling from multiple launch rocket systems.

The russian occupiers continue to take Ukrainian children from the temporarily occupied territories. According to available information, since the beginning of October, about 170 children have been taken out of the city of Kherson.

Representatives of the enemy’s private military companies continue to recruit prisoners for the war on the territory of our country. According to available information, on October 11-12, 385 prisoners were recruited in correctional colony No. 16 in the city of Salavat of the Republic of Bashkortostan.

The enemy suffers losses on a daily basis. Aviation of the Defense Forces inflicted 19 strikes. Destruction of more than 13 buildups of weapons and military equipment, and 6 anti-aircraft missile systems of the enemy was confirmed. In addition, our air defense units shot down 8 UAVs, six of them being “Shahed -136”.

Rocket troops and artillery hit 2 control points, 3 buildups of manpower, weapons and military equipment and 2 ammunition depots.

Besides, the fire damage of two enemy military facilities in the area of the settlement of Burchak, Zaporizhia oblast, inflicted a day earlier was confirmed. The occupiers’ losses are being clarified.

The Office of the President announces that Ukraine managed to return another 20 prisoners of war from captivity. Among them are 14 soldiers of the Armed Forces of Ukraine, 4 territorial defense fighters, one National Guard and a soldier of the Navy. The occupiers held prisoners in Olenivka and in the temporarily occupied territories of Zaporizhzhia and Kherson oblasts.

The Parliamentary Assembly of the Council of Europe voted in favour of a resolution recognizing russia as a terrorist regime. This was announced by Chairman of the Verkhovna Rada of Ukraine Ruslan Stefanchuk. The PACE resolution recognizes the need to provide Ukraine with weapons, supports the creation of an international tribunal and opposes russia’s stay in the UN Security Council.

At the PACE session, President of Ukraine Volodymyr Zelenskyy stated that Ukraine has only 10% of air defense systems of its total need. He also stressed that Ukraine resists russia, which dominates our country both in terms of military equipment and in the number of missiles launched. Therefore, Ukraine wants to have more air defense to protect its own sky.


Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russian troops continue shelling Kharkiv oblast with artillery. The invaders targeted Buhruvatka, Chervona Zoria, Dvorichna, Hrianykivka, Nova Vovcha, Strilecha and Udy.

Referring to the Ministry for Integration of the Temporary Occupied Territories, 150 Starlink sets were delivered in the region, part of which is for mobile operators and internet providers. 

In Kupiansk, three shops were on fire as a result of russian shelling. There were no casualties.

Kharkiv Mayor, Ihor Terekhov, said that in the evening, the invaders attacked Kharkiv at least 2 times. In some areas, there are problems with electricity.

Yesterday the enemy continued terrorizing civilians by shelling settlements not far from the contact line and the border with russia.

Vovchansk as well as settlements of Bohodukhiv, Chuhuiv, Kharkiv and Kupiansk regions were under enemy fire.

Based on the information provided by the Center for Emergency Medical Care, a 62-year-old man in the Izium region and a 52-year-old man in the Kupiansk region were hospitalised with injuries. 

Pyrotechnic units of the State Emergency Service continue de-mining the region. 523 explosives were defused. Two workers aged 21 and 28 were killed by running over a mine during road operations. In addition, 55-year-old and 62 year-old men got injured by tripping over a mine. 

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that districts near hostility sites will get free wood to warm their houses in the winter. He claimed that the government of Ukraine approved the allocation of  UAH 66,7 m for the purchase and delivery of wood for the residents. People whose accommodation was damaged due to shelling and socially vulnerable groups of society will be first to get this assistance. 

Electricity supply was restored for 10 K people in Izium and 4K civilians in Kupiansk. In Balakliia, electricity is almost back – 15 K residents are now with power. 

Donetsk oblast

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the russians killed 7 civilians in Avdiivka. In Lyman, 4 more killed civilians during the occupation were found. Another 13 civilians were injured yesterday. 

Overnight, the russians shelled frontlines in Bakhmut and Pokrovsk regions.

In the Pokrovsk region, the Kurakhove community suffered the most: Hannivka was shelled 2 times, Illinivka – 4 times. 5 buildings and power supply were damaged. There were isolated hits in the old part of Avdiivka. There were no casualties.

 In the Bakhmut region, the russians shelled the outskirts of Soledar, Svitlodarsk and Toretsk communities. There was no information on casualties and damage.  

First Deputy Head of the Bakhmut City Council, Oleksandr Marchenko, reported that russian troops launched two strikes on the city. A building of the central station, an amusement park and a catering facility were damaged.  There were no casualties. He added that the situation in Bakhmut is quite intense. The city is shelled chaotically daily.

Enemy units started to receive orders from senior leadership about temporal ceasefire. According to the General Staff, the main reason for that is the extremely low moral and psychological state, numerous desertions among the mobilised and non-compliance with combat orders.

In de-occupied territories, civil infrastructure was destroyed. In almost 50 settlements in Lyman and Svaitohirsk community more than 80% of the housing fund is destroyed, especially private buildings that cannot be rebuilt.

 Head of the Donetsk RMA, Pavlo Kyrylenko, informed that by last morning, the number of injured as a result of the shelling of a market in Avdiivka had risen to thirteen.

A Ukrainian drone eliminated a russian drone in the skies over Donetsk oblast.

Mariupol Mayor’s Councillor, Petro Andriushchenko, reported that in the russian-occupied city, the ‘administration’ made public a list of properties of Mariupol residents, which the occupation authorities are going to recognize as their own. More than 700 apartments are going to be assigned.

Luhansk oblast

The aviation of the Defence Forces of Ukraine launched 32 strikes. More than 25 buildups of weapons and military equipment and 7 anti-aircraft missile systems were hit.

In addition, our air defence units shot down 4 enemy helicopters and 26 UAVs.

Yesterday, rocket forces and artillery of Ukraine hit 6 control posts, 7 buildups of manpower, weapons and military equipment and 4 ammunition depots. Enemy artillery positions, electronic warfare and other military targets are also under attack.

The invaders’ attacks were repelled in Bakhmut, Bakhmutske, Ivanivka and Marinka settlements.

The russians shelled with various types of weapons the following settlements:

  • in Bakhmut direction – Bakhmut,  Bakhmutske, Maiorsk, Niu-York, Soledar, Yakovlivka, Zalizne and Zelenopillia;
  • in Kramatorsk direction – Bilohorivka, Hrekivka, Novoiehorivka, Serebrianka, Spirne, Terny, Torske, Yampolivka and Zarichne.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that officially, we can still speak about the liberation of seven settlements: there is no easy access to these villages because the invaders keep shelling them with tanks and rocket artillery. He also noted that Hrekivka was hit with tanks.

What is happening now in the north of Ukraine

Kyiv oblast

The Makariv community of the Bucha region came under the attack of Iranian kamikaze drones of the russian army. As reported by Head of the Kyiv Regional Military Administration Oleksii Kuleba, there were three attacks on infrastructure facilities. As a result of the strikes, a fire broke out. A total of 43 people and 12 units of equipment of the State Emergency Service were involved in its extinguishing.

IAEA Director General Rafael Grossi arrived in Kyiv by rail to meet with Ukrainian Minister of Foreign Affairs Dmytro Kuleba and continue discussions on the nuclear safety zone around the Zaporizhzhia Nuclear Power Plant.

Kyiv Mayor Vitalii Klytschko took part in an online meeting of Eurocities Association mayors with President of the European Commission Ursula von der Leyen. Klytschko emphasized that the massive attack on the capital on October 10 once again proves russia’s intention to destroy critical infrastructure, intimidate Ukrainians, and commit genocide of the Ukrainian people.

As reported by Ukrenerho, the power supply has been stabilized in Kyiv and central regions. However, Ukrainians are still urged to limit the use of electrical appliances in morning and evening hours to reduce the load on the grid and make the work of power engineers easier.

According to the report by Head of Kyivzelenbud Oleksii Korol, Taras Shevchenko Park’s losses make over UAH 2 million due to russia’s missile strikes on the capital’s center on October 10. Trees, lawns, and a playground were destroyed.

Kyiv’s Mayor Vatalii Klytchko said that about 200 road builders and transporters, as well as more than 60 members of the Kyiv rescue service were eliminating the consequences of the russian shelling in the intensive mode and extremely difficult conditions. More than 40 special vehicles were engaged in the work.

Medical professionals of Kyiv oblast completed the training on providing emergency medical care at the early hospital stage. 16 doctors and 24 nurses from healthcare institutions of Brovary and Boryspil attended the training.

According to the Kyiv City State Administration, the Aid Center for IDPs from Kramatorsk opened in Kyiv. This is the second hub created in Kyiv for IDPs: the first one was opened for Mariupol residents. The Center deals with registration of residents and provides assistance with employment, information and counseling services of a lawyer and a psychologist, and distributes humanitarian aid. There is also a children’s center.

Near Babyntsi, Russian servicemen mined a beehive – two grenades were tied to each other and fixed inside. It was supposed to be triggered by opening the lid, but the bees flooded the fuses with honey, saving themselves and the owners who returned home after the occupation.

Zhytomyr oblast

According to Oleksii Sheketa, Head of Zhytomyroblenerho, emergency power cutoffs were introduced in Zhytomyr oblast. Power supply is limited primarily in the northern part of the oblast, namely in Korosten, Ovruch, Narodychi, Olevsk, and Luhyny.

Repair works continue in three educational facilities of Zhytomyr affected by russian shelling – windows damaged by the blast wave are being replaced. The classes were in progress in Zhytomyr college at the time of the missile strikes. However, students and teachers were in the shelter and were not injured.

The Zhytomyr Humanitarian Hub handed over 320 IFAKs (individual first aid kits) to Ukrainian paratroopers. Each IFAK includes hemostatic agents, tourniquets, bandages, wound care products, and almost 20 other medical components to provide first aid. The cost of one first aid kit is 100-110 USD.

Sumy oblast

Dmytro Zhyvytskyi, Head of the Sumy RMA, reported that the enemy launched 12 attacks and fired more than 100 shells on the settlements of the oblast. Myropillia, Seredyno-Buda, Khotin, Shalyhine, and Bilopillia communities were under fire.

Within three days, 3 power plants were destroyed in Sumy oblast due to russian shelling. According to the Regional Military Administration, emergency cut-offs continued during the day, but the power system of the oblast was restored. Currently, elevators in apartment buildings have resumed operation, and street lighting is planned to be restored tomorrow.

According to the State Emergency Service, 7,086 different types of enemy ammunition were disposed of in Sumy oblast. Currently, EOD teams are actively clearing the territory of the combat area in the village of Hradske, Okhtyrka region, from explosive hazards. Once again, rescuers are urging the citizens not to drive to the roadside and not to ignore mine danger signs.

Another bridge crossing in the Konotop region, which had to be destroyed to stop the enemy in the beginning of the war, has been restored. According to the Sumy Regional Military Administration, the bridge was repaired quickly and efficiently by the State Special Transport Service. Funds for the materials were allocated by the Popivka community.

Despite the consequences of the occupation, the Trostyanets community creates a collective IDP aid centre. According to the U-LEAD with Europe Programme, the community hosts more than 1.2K IDPs and is looking for resources for their settling and integration.

Chernihiv oblast

According to the reports by the State Border Guard Service of Ukraine, the border communities of Chernihiv oblast came under enemy fire again. Enemy UAVs dropped 2 explosive devices on the territory of the Novhorod-Siversky community, and there were 6 mortar strikes on the territory of the Semenivka community.

The State Border Guard Service (SBGS) reported on shelling, reconnaissance, and drones in Chernihiv oblast near the border with russia and belarus. The border guards are now involved in the defense of the northern borders. They are under constant shelling by russian artillery and actively preparing for possible attempts of the enemy offensive.

Vyacheslav Chaus, Head of the Chernihiv Regional Military Administration, informed about the online meeting with representatives of the French organization ‘Electriciens sans frontières’ where they discussed cooperation in restoration of energy in the oblast and the heating season. The participants mentioned the possibility of assistance in restoration of the Chernihiv TPP, the facilities of which were either damaged or destroyed as a result of shelling by the russians in spring.

The Talalaivka community purchased 15 sets of chainsaws for the Armed Forces of Ukraine. The funds were raised at the charity fair dedicated to the Day of the Village. This is the second charity fundraiser. At the first charity marathon – Strong. Unbreakable. Free – more than UAH 125K was raised and transferred to the Serhiy Prytula Charitable Foundation.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Attacked with heavy artillery and Grad MLRS, Nikopol region is gegularly terrorized by the russian occupying forces. Head of the regional council Mykola Lukashuk says that during the night, Nikopol was under anti-aircraft fire several times in a row. As a result of the shelling, one 59-year-old man was wounded, he is under medical supervision. In the city, almost three dozen residential buildings, a hospital, a museum, kindergartens, a cathedral building, a factory, gas furnaces and transmission lines were mutilated. Several thousand families are still without electricity. A fire broke out in a private house. Two buildings were destroyed. The Marganets community was also shelled. 

Vinnytsia oblast

Another relocated enterprise, Anabel Arto from Kharkiv started working in Vinnytsia.  The owner of the sewing workshop Anastasia Dulina said that it moved to the city at the end of the summer; it was their second relocation due to the war. Part of the equipment was transported. Another part, as well as the staff, remained in Kharkiv, where military and household clothes are sewn. 

Ukraine. War and Resistance: Vinnytsia Museum announces a photo exhibition about the full-scale Russian invasion. A series of works by American and Ukrainian photographers was presented which was devoted to heroism of Ukrainian defenders, resistance of the civilians and the war crimes of the russian military.

Kirovohrad oblast

Head of the Kirovohrad Regional State Administration Andrii Raikovych says that at night, 75 more residents of Donetsk oblast arrived at Kirovohrad oblast due to the mandatory evacuation. 15 of them are children. They were sheltered by Hanniv and Zlyn communities. 

In Kirovohrad Oblast, the regional branch of the Red Cross Society handed over household appliances to 12 family-type children’s homes, four hospitals, a special school, a boarding house, a Kropyvnytskyi social hostel and a center for the temporary stay of the homeless. According to Head of the organization Valerii Yurchenko, 20 refrigerators, 25 microwave ovens, 24 washing machines and 4 freezers were distributed from June to October.

Poltava oblast

Two Ukrainian planes crashed in the Shyshatska community. Details are not disclosed. Dmytro Lunin, Head of Poltava RMA, announced this on October 13 during a video conference. According to him, there are no casualties  among the civilians.

Cherkasy oblast

 Azov regiment soldiers` families from  Cherkasy opened a photo exhibition of fallen soldiers. Oksana Kotsukon, the mother of the fallen fighter, said that the aim is not to forget the cost of victory.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Once again, the enemy hit Zaporizhzhia and nearby settlements with rockets. Residents of the Polohy and Vasylivka regions were also targeted by the occupiers. There are casualties among the civilian population.

Over the past day, police officers registered 37 reports of destruction. Last night, the regional center and suburbs of Zaporizhzhia were hit by missile fire. Residential and civil infrastructure and nearby settlements were damaged. In addition, the aggressor used anti-aircraft missiles and artillery against civilians of Stepnohirsk, Prymorske, Kamianske, Stepove, Shcherbaky, Orihiv, Huliaipoel, Zaliznychne, Preobrazhenka, Dorozhnianka, Charivne, Novodanylivka, Poltavka, Malynivka, Olhivske, Bilohiria, Novoandriivka, Novoiakovlivka .

The police recorded more than a dozen destroyed houses in Orihiv. A resident of Preobrazhenka suffered fatal shrapnel injuries as a result of russian shelling. Other citizens who were injured during the shelling were taken to hospital.

Another dead person was found under the rubble in a high-rise building destroyed by a rocket attack on October 9. The total number of people killed as a result of the attack on this high-rise building has reached 13 people

Pavlo Kotin, President of Enerhoatom reported  that statements by the russians that the Zaporizhzhia nuclear power plant, located in the temporarily occupied Enerhodar, will need russian nuclear fuel are untrue. There are sufficient reserves of fresh nuclear fuel at the ZNPP. He noted that it takes about three years just to prepare for the transition from one supplier to another.

Zaporizhzhiaoblenergo reports that Zaporozhzhia power grids are to withstand the load in winter with the centralized heating on. If electricity is the only source of heat, a heavy load on the power grid will cause their damage. Currently, the city  is100% ready for the autumn-winter, although in war conditions, it is impossible to guarantee uninterrupted energy supply.

Mykolaiv oblast

At night, 8 S-300 missiles hit the civil infrastructure objects and residential quarters of Mykolaiv. The administrative building of the educational institution and the shuttle station were damaged. A dead employee was retrieved from under the rubble. Two floors of a five-story residential building were completely destroyed. A child was found under the rubble, he died in hospital. The search for seven more residents continues. Elimination of the consequences of the enemy attack continues.

In the middle of the night, the enemy attacked the southern regions from the sea with Sahed-136 kamikaze drones. Air defense forces shot down 2 drones over Mykolaiv Oblast.

In Mykolaiv, on the night of October 13, one of the russian missiles hit the rescue station of the State Emergency Service. Lifeguard Pavlo Katsan died while on duty.

On October 12, Bereznehuvate and Kutsurub communities were under enemy fire. The police documented nine damaged private residential buildings, vehicles, and farm buildings.

Missile and artillery units of the Defense Forces continue to fire at enemy positions, its manpower and equipment buildups. In particular, artillery strikes were carried out on the deployment point of the enemy’s mortar and MLRS batteries in Mykolaiv Oblast.

Thanks to the help of international organizations, namely IOM Ukraine and the Global Empowerment Mission, the Department of Culture, Nationalities and Religions received building materials for preparing cultural institutions for the winter period. The provided OSB plates are being used to insulate buildings damaged by russian shelling. First of all, this concerns the Mykolaiv Academic Art Drama Theater.

On October 9-10, a delegation of prominent figures of the Czech Republic visited Mykolaiv and Mykolaiv oblast. During the trip, the delegation from the Czech Republic traveled through Mykolaiv, visited the Mykolaiv International Airport, and the zoo. 10 thermal image cameras, 8 drones and some tactical first-aid kits were handed over to Mykolaiv Oblast.

Odesa oblast

Air defense forces destroyed a Kalibr type missile over Odesa oblast. The enemy attacked Ukraine from the waters of the Black Sea.

In the middle of the night, the enemy attacked the southern regions from the sea with Sahed-136 kamikaze drones. Air defense forces shot down 4 drones over Odesa oblast.

The enemy ship group in the Black Sea consists of 12 ships and boats maneuvering along the Crimean coast. There are 5 enemy large amphibious ships and 2 cruise missile carriers with a total salvo of 16 Kalibre missiles.

The Ukrainian Sea Ports Authority reported that six ships with 154K tons of agricultural products left the ports of Odesa oblast via the “grain corridor” for the countries of Asia and Europe. 

Kherson oblast

The situation in the South Buh area remains complex, but under control. Fighting continues. The enemy continues defensive actions at newly occupied positions after the retreat and launches rocket and artillery strikes at the positions of our units.

The enemy carried out assaults towards Kostroma and Sukhyi Stavok with forces up to a platoon. Having suffered losses, the enemy retreated.

In the evening, the enemy, with forces up to a motorized rifle platoon, carried out offensive actions against our positions. Supported by the mortar battery, the enemy was hit, and retreated to the previously occupied positions.

4 times the enemy attacked our units and civilians along the front line from the air.

Our aviation launched 14 strikes on the enemy air defense systems and on the enemy’s buildups of  weapons, equipment and manpower.

Russian troops once again shelled populated areas in the Beryslav region. The army of the russian federation attacked the civilian population with heavy artillery and drones. Civilian objects were destroyed and damaged: residential buildings, an elevator and warehouses with agricultural machinery. Local residents were injured. Houses and commercial buildings caught fire due to the impact of projectiles.

In the temporarily occupied Chaplynka, a 62-year-old man was found dead with signs of a violent death after he was abducted by the russian military. The circumstances of the crime are being investigated.

While working in the recently de-occupied territories, the police discover new facts of war crimes committed by the russian military. During the occupation of Visokopylla, russian servicemen shot dead two local residents.

Latest news for today in the western regions of Ukraine

Volyn oblast

Ten quarter Lutsk boiler houses were modernized by specialists of the French company ENERTEX as part of the cooperation of the Lutsk City Council, Lutskteplo and the European Bank for Reconstruction and Development.

Four Volyn communities were given mobile digital suitcases for the Administrative Service Centre. Mobile Suitcases are designed to provide administrative services in remote settlements of the oblast, which is especially relevant during the war.

45 Volyn schools will receive $3K each to repair and improve the educational process. Assistance will be provided by the United Nations International Children’s Emergency Fund (UNICEF).

Zakarpattia oblast

The delegation of the Uzhgorod City Council is participating in the German-Ukrainian partnership conference, which is ongoing in Augsburg. Strengthening German-Ukrainian relations in general and at the municipal level is the key goal of the fifth German-Ukrainian partnership conference.

On the initiative of the First Lady of Ukraine, a shelter for single mothers with children was arranged  in the Berehyv region. During the working trip, Head of the Zakarpattia RMA, Viktor Mykyta,  inspected ongoing works at the facility.

The Zakarpattia RMA reported that since the war began, an independent international medical humanitarian organization Doctors without Borders has been working in Ukraine – Zakarpattia and Ivano-Frankivsk oblasts.

Ivano-Frankivsk oblast

Head of the community Bohdan Kobylanskyi  reported that during the air alert over the Horodenkiv community in Ivano-Frankivsk oblast, the air defense system was triggered.

RMA representatives took part in the online meeting Social Protection, Granting Separate Statuses to Defenders of Ukraine and their Family Members, Family Members of Fallen/Deceased Defenders of Ukraine, which was organized by the committee on social policy and protection of veterans’ rights of the Verkhovna Rada of Ukraine.

Head of the RMA, Svitlana Onyshchuk, reported that in order to ensure the safety of citizens, holding mass events on the territory of the oblast is possible only with their written coordination with local self-government bodies.

As part of the Ukraine Crisis – Regional Humanitarian Response project and with the support of Global Affairs Canada, Ministry of Foreign Affairs of Denmark – DANIDA, RTL-Foundation, SOS Children’s Villages provides a baby package for women who currently live in Ivano-Frankivsk oblast, have the status of IDPs and raise children aged 0 to 6 months.

In the village of Rosohach in the Horodenkiv region, a unit of the volunteer fire brigade was opened. This unit was created thanks to participation in the project Firefighters: Improvement of Civil Protection in Ukraine at the Local Level of the International Solidarity Fund of Poland in Ukraine within the framework of the U-LEAD with Europe program.

Representatives of the Suceava regional bureau of cross-border cooperation (Romania) brought 100 sets of school supplies for lyceum students to the Bolehiv lyceum.

Lviv oblast

Head of the RMA, Maksym Kozytskyi, announced that during the air alert, russia fired 6 missiles over Lviv oblast. Four enemy missiles were shot down by air defense forces, the other two hit a military facility in the Zolochiv district. This is a repeated hit on this object. Military property was destroyed, there were no victims.

From the first days of the war and as of October 13, warning signals in Lviv oblast reported 207 air alarms.

Since August, 10 consultation and coordination centers have been operating in all regions of Lviv oblast. Over 100 psychologists are involved to provide psychological support to IDPs. Over 3K IDPs have received assistance so far.

The Minister of International Development of Canada, the former Minister of National Defense of this country, Harjit Singh Sajjan, is in Lviv oblast to discuss security and socio-economic situation in Lviv oblast.

The Consulate General of the Czech Republic in Lviv sent humanitarian aid to Ukrainian fighters. Namely, clothes, shoes, raincoats, sleeping bags, etc.

Mayor of Lviv, Andrii Sadovyi, called on the residents of the city to arrange heating points with wood stoves in their houses. And also keep a constant supply of water.

Workers of the food industry of Lviv oblast sent humanitarian aid to the soldiers of the 103rd separate brigade of the Territorial Defense Forces of the Ukrainian Armed Forces. Namely, 1,600 kilograms of food (canned food, cereals, sweets, etc).

Metropolitan of Lviv and Sokal of the Orthodox Church of Ukraine Vladyka Dimytrii (Rudiuk) visited the branch of the Hrushkiv psychoneurological boarding school and the Pidbuzy geriatric boarding house. The Metropolitan brought humanitarian aid to these institutions, purchased with the financial support of International Orthodox Christian Charities. A drying cabinet, televisions, irons and electric kettles were provided for the wards of the Hrushkiv boarding school, and a freezer was brought to Pidbuzh.

Head of the Lviv RMA, Maksym Kozytskyi, received a commemorative sign from the State Service for Special Communications and Information Protection of Ukraine. Head of the regional administration of the State Special Forces, Serhii Zhuk, thanked the head of the Lviv RMA for his assistance.

Rivne oblast

Head of the Rivne RMA, Vitalii Koval, announced that during the air alert in the north of Rivne oblast, an enemy target was shot down.

Mayor of Rivne, Oleksandr Tretiak, reported that in the city, there was a report about the mining of three malls. Special services conducted an inspection. No explosives were found.

Head of the Rivne RMA, Vitalii Koval, reported that among the 20 prisoners released, there is a military man from Rivne oblast. Dmytro Polovyana, born in Kvasylov, is a military scout.

Support schools of Rivne oblast will receive assistance from UNICEF in the equivalent of 3K dollars. In Rivne oblast, 34 educational institutions have this status. Over 17K students study there.

On October 14, rebel soldiers will be honored at the memorial in the Hutvin tract in Kostopil region. This is where the history of the Ukrainian Insurgent Army began.

Ternopil oblast

Head of the RMA, Volodymyr Trush, announced that in Ternopil oblast, air defense systems shot an enemy target. 

In Ternopil, there was a report about the mining of the Novus Mall. Special services conducted an inspection. No explosives were found.

Mayor of Ternopil, Serhii Nadal, reported that in the city, elevators in high-rise buildings have resumed operation.

The RMA reported that in Ternopil oblast, only 50% of street lighting will be on before the curfew.

Khmelnytskyi oblast

Tenders for the purchase of generators worth over UAH 20 million were announced in Khmelnytskyi oblast. Generators will ensure safe operation of critical infrastructure in case of power supply problems.

On the territory of the State Fire and Rescue Department in the city of Khmelnytskyi, an avenue of fruit trees was planted in honor of the fallen firefighter Petro Sybiha. This will be the Alley of Defenders of Ukraine.

Chernivtsi oblast

Head of the RMA, Ruslan Zaparaniuk, announced that in Chernivtsi oblast, air defense shot down an enemy target during the air raid.

The Chernivtsi City Council reported that the city received two Starlinks. They were transferred to children’s and central hospitals.

The Chernivtsi Emergency Medical Center reported that in Bukovyna, 30 ambulance drivers became emergency medical technicians. Now they can also provide emergency aid to patients.

The Department of Social Protection of the Population of Chernivtsi oblast reported that in Bukovyna, an event for resettled women was held. About a hundred IDPs living in collective centers of Chernivtsi oblast took part in it.

The UN General Assembly approved a resolution condemning the annexation of Kherson, Zaporizhzhia, Luhansk and Donetsk oblasts. 143 countries out of 193 voted “in favour”.

The Parliamentary Assembly of the Council of Europe adopted a resolution recognizing the russian regime as terrorist. The document states that russia’s presence in the UN Security Council is not legal, i.e. there are no legal grounds for russia to be in the organization.

Ukraine received the second tranche of EUR 550 million as part of the emergency response package from the European Investment Bank for EUR 1.59 billion.

Prime Minister Denys Shmyhal, announced that Ukraine received $1.3 billion in additional emergency financing from the International Monetary Fund. The funds will be used to strengthen the country’s defense capability, pay pensions, finance social programs and support the economy.

Head of the US Defense Ministry, Austin, stated that the US will provide Ukraine with air defense systems as soon as possible.

The Ministry of Defense of the Federal Republic of Germany reported that in the coming weeks, Germany will deliver another batch of weapons to Ukraine: self-propelled howitzers Panzerhaubitze 2000 and multiple rocket launchers Mars-2.

Great Britain will provide Ukraine with medium-range AMRAAM missiles for NASAMS. Hundreds of additional missiles for air defense of other types, a large number of unmanned aerial vehicles and 18 more howitzers will also be transferred.

Lithuania will transfer Panzermörser M113 self-propelled mortars based on the American M113 armored personnel carrier to Ukraine; the mortar has a 120-mm caliber and an updated digital guidance system.

The Ministry of Defense of the Netherlands, announced that the country will transfer anti-aircraft missiles worth EUR 15 million to Ukraine to strengthen the defense of the sky.

Canada announced a $47 million aid package to Ukraine. The package will include 500K units of winter military clothing, $15.2 million worth of artillery shells, and $2 million worth of satellite communications.

Denys Shmyhal reported that the EU provided Ukraine with an additional €550 million to repair the energy infrastructure.

The Czech Republic will allocate €20.2 million for assistance to Ukraine over three years. According to Minister of Foreign Affairs, Yan Lypavskyi, a total of EUR 60.6 million will be used to provide humanitarian and stabilization aid to Ukraine.

Minister of Defense of Ukraine, Oleksii Reznikov, and Minister of Defense of France, Sebastien Lecornu, signed the Agreement on the provision of grants to Ukraine in the security and defense sector. The agreement allows France to supply weapons to Ukraine.

Switzerland imposed sanctions on 30 people involved in pseudo-referendums in the occupied territories of Ukraine.

The Department of Transport of Estonia announced that vessels registered in the russian register are deprived of the right to enter Estonian ports.

From October 25, the Czech Republic will ban the entry of russians with tourist and student visas.

10K Ukrainian soldiers have completed military training in Great Britain and are returning to Ukraine. This is the second group of servicemen who have completed their training in Great Britain.

The EU ambassadors agreed to create a military mission to provide assistance to Ukraine. On October 17, the foreign ministers will approve its creation.

On the eve of the meeting of NATO countries at the headquarters in Brussels, the ministers signed a statement on a joint system of protection against ballistic missiles and air threats. The initiator of the statement is German Chancellor Olaf Scholz. It was supported by Belgium, Bulgaria, the Czech Republic, Estonia, Finland, Norway, Lithuania, Latvia, Romania, Slovakia, Slovenia and the Netherlands.

Head of the Office of the President of Ukraine Andrii Yermak had an online conversation with Head of the Office of the President of the European Commission, Bjorn Seibert. They discussed financial support for reconstruction and macro-financial assistance to Ukraine.

The EU agreed not to recognize russian passports issued in the occupied territories of Ukraine and Georgia.

EU Commissioner for Internal Affairs, Ylva Johansson, stated that the EU will extend temporary protection for Ukrainian refugees for another year.

IAEA Director General Raphael Grossi intends to meet with Volodymyr Zelenskyy again this week to discuss the situation around the ZNPP.
