It has been the 279th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff of Ukraine as of 6 pm:   

Russian troops continue their armed aggression against Ukraine, they strike civilian infrastructure facilities.The russian army is trying to hold the temporarily captured territories, concentrates its efforts on restraining the actions of units of the Defense Forces of Ukraine, erects defensive lines and positions, and continues to conduct offensive actions in certain directions.

The transfer of personnel and military equipment of the russian army to equip units that have suffered losses, as well as the formation of new units and units, continues.

Russian military launched a rocket attack on civilian facilities in the settlement of Kivsharivka, Kharkiv oblast, carried out 26 airstrikes and 10 MLRS attacks on the positions of Ukrainian troops.

Ukraine is still under a threat of russia’s launching missile strikes against critical infrastructure facilities deep within its territory.

Towards Volyn and Polissia, the situation remains without significant changes. No signs of the formation of russian offensive groups have been detected.

The republic of belarus continues to support the armed aggression of the russian federation against Ukraine and provides its territory and airspace for launching missile and air strikes.

Russian units are conducting simulative and provocative warfare actions on the russian-Ukrainian border towards Siversk in the border areas of the Bryansk and Kursk regions. Russian troops fired mortars and barrel artillery, in particular in the areas of Yanzhulivka, Mykolaivka, Halahanivka of Chernihiv oblast and Vilna Sloboda of Sumy oblast.

Towards Sloboda, in the border areas of the Belgorod region, the russian army continues to hold groups of its troops. The enemy fired from tanks, mortars and barrel artillery in the areas of settlements of Strilecha, Hlyboke, Zelene, Starytsa, Ohirtseve, Vovchansk, Budarka, Ambarne of the Kharkiv oblast. In the areas of the settlements of Zelene and Budarka, russian military used attack drones.

The russian army is on the defensive towards Kupiansk and Lyman. They carried out shelling from tanks and the entire range of artillery in the areas of Orlianske, Kislivka, Kotlyarivka, Tabaivka, Pishchane of Kharkiv oblast and Novoselivske, Stelmakhivka, Myasozharivka, Makiivka, Nevske of Luhansk oblast, as well as Yampolivka, Torske, Ozerne of Donetsk oblast.

Towards Bakhmut and Avdiivka, the russian army continues to focus its main efforts on conducting offensive operations. The occupiers fired tanks, mortars, barrel and rocket artillery in the areas of Siversk, Verkhnokamianske, Spirne, Berestove, Bilohorivka, Yakovlivka, Bakhmutske, Soledar, Andriivka, Vodyane, Krasnohorivka, Maryinka, Novomykhailivka settlements of Donetsk oblast.

Towards Novopavlivka, russian soldiers fired artillery of various types at the positions of the Defence Forces of Ukraine and the areas of the settlements of Vuhledar, Neskuchne, and Prechystivka of Donetsk oblast.

Russia is on the defensive towards Zaporizhzhia. The enemy shelled from tanks, mortars, barrel and rocket artillery positions of the Defense Forces of Ukraine and areas of populated areas of Novopil, Donetsk oblast; Olhivske, Dorozhnyanka, Charivne, Hulyaipilske, Mala Tokmachka, Mali Shcherbaky of the Zaporizhzhia oblast, as well as Vremiivka, Chervone of the Kherson oblast. In the vicinity of the settlements of Novopil and Vremivka of Donetsk oblast, russian military used an attack UAV.

The russian army is conducting a positional defense in the Kryvyi Rih and Kherson areas. Artillery shelling of units of Ukrainian troops and settlements on the right bank of the Dnipro River, notably the city of Kherson, is ongoing.

On November 27, it was confirmed that russian troops’ manpower concentration areas were hit by fire in the settlements of Polohy, Tokmak, and Basan in the Zaporizhzhia oblast and Lutuhine in Luhansk oblast. The losses of russian troops amounted to 470 people wounded, about 50 units of military equipment of various types and ammunition storage were destroyed.

During the current day, the aviation of the Defense Forces of Ukraine carried out 9 strikes on the areas of concentration of personnel, weapons and military equipment, and the positions of the anti-aircraft missile complex of russian troops.

Following the meeting of G7 ministers of justice, including Ukraine, the Berlin declaration was signed. The parties agreed to closely cooperate to investigate the russian war crimes in Ukraine and bring to justice those liable. They also agreed to coordinate the investigators and prosecutors actions to avoid any duplication. The central national contact center to come after international criminals in every country will be created. The ministers of justice of Canada, France, Germany, Italy, Japan, Great Britain and the US, as well as the minister of justice and prosecutor of Ukraine, the EU justice commissar, prosecutor general of the International criminal court participated in the meeting. “We met for the first time. putin’s illegal and brutal invasion of Ukraine brought us to the new era. We have to counteract the historical injustice by showing our unity and decisiveness”, stated the meeting host, German minister of justice Marco Bushman.  

According to Rafael Grossi, the IAEA Director General, IAEA will ensure its presence at all nuclear plants of Ukraine. He also added that they continue their joint efforts with the Minister of Foreign Affairs Dmytro Kuleba to create the nuclear safety zone around the Zaporizhzhia NPP. 

According to the Prime Minister of Ukraine Denys Shmyhal, the power production in Ukraine currently covers 70% of consumption needs. Hence there is a shortage of 30% in the system. The power supply will be provided for 5-6 hours a day in residential houses. 

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russian troops shelled 12 settlements.

Head of the Kharkiv Regional Investigation Police Department, Serhii Bolvinov, reported that the invaders shot writer Volodymyr Vakulenko with a Makarov pistol. Investigators withdrew two bullets from the deceased’s body. The police know that Vakulenko’s body was lying on the street after the murder for more than a month. Izium Deputy Mayor, Volodymyr Matsokin, said that they want to rename one of the streets in honour of the writer killed by the invaders. The street is planned to be renamed in honour of Vakulenko within 30 days. The Old Lion Publishing House will reissue Volodymyr Vakulenko’s “Father’s Book” and will send all the profits from the sale of the collection to the family of the writer killed by russians.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that there are already 297 invincibility centres in the region, 40 of them are based on educational institutions. 72 centres were opened by the State Emergency Service of Ukraine in Kharkiv oblast.

He also noted the decision to continue the evacuation. The situation in some regions remains difficult. Kupiansk, Vovchansk and other settlements near the front line and the border with russia are under constant shelling.

The invaders continue to attack Kupiansk region. Private households, garages, cars were hit, several fires broke out. There were no casualties.

In Lyptsi community as a result of russian shelling, a fire broke out in an outbuilding.

In Izium region, a 40-year-old man received an explosive injury after stepping on an explosive ordnance on the roadside. His condition is average.

Pyrotechnics defused 64 explosive ordnance. Since the beginning of September, specialists have diffused more than 44K mines. Humanitarian de-mining in the region continues.

Referring to the Ministry of Culture and Information Policy, Kalush Orchestra donated more than UAH 300K to restore the Skovoroda Museum in Kharkiv oblast, destroyed by russian missile in May. The musicians raised the money by selling their double bass during a tour in the US and Canada.

Donetsk oblast

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that about 300K residents of Donetsk oblast already have heating in their homes. Gas supply and centralised heating are absent in frontline communities.

Russian troops shelled Lyman with multiple rocket launchers. One person was killed.

Head of Sloviansk City Military Administration, Vadym Liakh, claimed that the invaders shelled two micro districts.

Spokeswoman of the Donetsk Regional Military Administration, Tetiana Ihnatchenko, said that there are constant explosions in Bakhmut.

Anti-aircraft missile units of the Aviation Forces of the AFU shot down two russian aircraft in Bakhmut and Lysychansk directions on November 28.

Russians were shelling along the entire frontline at night and in the morning.

In Volnovakha direction, periodic artillery shelling of Vuhledar and its outskirts continues – without casualties.

In Donetsk direction, Kostiantynivka, Krasnohorivka and Marinka in Marinka community and Kurakhove were under fire. There were no casualties.

In Horlivka direction, 2 buildings were damaged: in Mykolaivka of Kostiantynivka community and Pivnichne of Toretsk community. Also the outskirts of Bakhmutske, Chasiv Yar, Paraskoviivka and Yakovlivka of Soledar community and Maiorsk station of Svitlodarsk community were targeted.

Head of the Donetsk RMA, Pavlo Kyrylenko, said that yesterday, russians injured one civilian in Torske.

Luhansk oblast

Yesterday, units of the Defence Forces of Ukraine repelled invaders’ attacks in Bilohorivka and Novoselivske. The enemy is focusing its main efforts on conducting offensive actions. They shelled Bilohorivka, Makiivka and Nevske in Lyman direction with artillery.

According to the Luhansk Regional Military Administration, russian deployment station was hit in Svatove, 20 servicemen were killed, 30 more injured. In the occupied territories of Luhansk oblast, the invaders organised nationalisation of property of agricultural enterprises. Specifically, in Bilokurakyne they continue to take away harvest and equipment from local agricultural companies.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that the Armed Forces of Ukraine are gradually advancing towards Kreminna and Svatove.

Evacuation from Luhansk oblast continues, people are taken to relatively peaceful territories. By agreement with international partners it is possible to send people with various diseases for treatment in Czech Republic. Now the list for departure is being formed. 

According to the General Staff, the Armed Forces of Ukraine hit an enemy base in Lutuhyne. There were many injured militants and destroyed equipment. Russians faced losses as a result of shelling that took place on November 27. Specifically, buildups of enemy manpower in Basan, Polohy and Tokmak in Zaporizhzhia oblast and Lutuhyne were struck. The enemy’s losses amounted to 470 injured, about 50 units of military equipment of various types and an ammunition depot were destroyed. 

The Luhansk Regional Military Administration said that groups will be set up in Luhansk oblast to carry out de-mining, deliver humanitarian cargoes and deploy, if needed, heating points in the liberated settlements. Currently, 12 settlements were liberated.

What is happening now in the north of Ukraine

Kyiv oblast

Ukrainian Defense Minister Oleksiy Reznikov and Slovenian Defense Minister Maryan Sharets met in Kyiv. It was about the security situation and military-technical assistance to the Ukrainian army.

Emergency power outages continue in Kyiv and Kyiv oblast. The situation caused by russian terrorist attacks on the country’s power system is difficult. Utilities continue to restore grids to return to scheduled stabilization shutdowns.

Mayor Vitaliy Klychko at the opening of the Kyiv Investment Forum in Brussels announced that more than 150 civilians, including four children have died in Kyiv since the beginning of the large-scale war. More than 678 facilities, including critical infrastructure, were damaged or destroyed due the russian terrorist attacks.

Kyiv concluded a declaration with 11 cities on joint efforts to rebuild the city and surrounding territories. These are Brussels, Paris, Rome, Helsinki, Poznań, Podgorica, Berlin, Lyon, Riga, Sarajevo and Vilnius. The cities agreed on mutual support in crisis situations and humanitarian and technical assistance. The capital also signed a memorandum with the European Investment Bank, which will help attract financial resources for the primary support of critical infrastructure.

The French city of Libourne and the city of Kaharlyk in Kyiv oblast became partners thanks to the “Bridges of Trust” initiative from the “U-LEAD with Europe” Program. This initiative is aimed at establishing cooperation between Ukrainian and European municipalities. Urgent needs of the Ukrainian population before the severe winter were discussed at the mayors’ meeting.

“Ukrinform” has opened a co-working space for journalists in its office, which has stable electricity supply, communication and free places to work. Journalists will have the opportunity to charge electronic devices, connect to the Internet, complete their tasks and send materials on time. In case of an air raid, there is a bomb shelter in the building.

Reporters Without Borders and the Institute of Mass Information recently announced that they are accepting applications from the media for power supply equipment. Only media working in Ukraine and suffering from power outages caused by russian shelling will be able to receive the equipment.

Irpin mayor Oleksandr Markushyn said that 74 wood-burning stoves for cooking and heating were delivered to Irpin from Germany. According to him, the stoves will be sent to associations of co-owners of multi-apartment buildings that do not have such stoves, in case of a long-term power outage in the city.

The Kyiv RMA reported that an alternative possibility of calling an ambulance in Kyiv is provided if the 103 phone number is unavailable due to communication interruptions. Residents of the city will be able to call medics using SMS messages, use backup landline numbers, send a letter to e-mail, and also contact the base point of emergency medical aid teams, police, emergency services and heating points.

The “Lingvocid” project was created to showcase the oppression of the Ukrainian language at various locations in downtown Kyiv. The memorial consists of a series of graphic plaques located within walking distance of each other and a smartphone application that connects them. The signs are located near schools, libraries, and churches and illustrate the bans on the Ukrainian language, books, and schools associated with these locations.

“Animal Red Cross” plans to open a heating station for animals in Irpin where civilians can charge phones, drink a hot drink, feed and warm a pet, and leave a four-legged friend by prior appointment. 

Zhytomyr oblast

Mayor of Zhytomyr Serhiy Sukhomlyn met with the US Ambassador to Ukraine Bridget Ann Brink to discuss how to eliminate the consequences of russia’s terror and the needs that Zhytomyr faced after enemy shelling of the infrastructure. The Embassy of the United States of America pledged to ensure the transfer of generators and transformers to Zhytomyr.

The oblast received a mobile laboratory with modern equipment for testing and diagnosing infectious diseases. Medical aid came from the US Government, with the financial support of USAID. Laboratory equipment allows several thousand tests of various complexity to be carried out per day.

Villagers blocked the local church in Singury near Zhytomyr. About a hundred residents gathered to demand the transition of the Church of the Exaltation of the Cross to the Orthodox Church of Ukraine.

The Regional Emergency Service reported that pyrotechnicians of Zhytomyr oblast received a quadrocopter from volunteers, which they will use during demining of territories throughout Ukraine. Currently, the pyrotechnic group of Zhytomyr oblast consists of 16 people performing a lot of tasks and joining the work in the south and east of Ukraine.

70-year-old Mykola Sheretun, a resident of the village of Ivankivtsi, Berdychiv region, built a generator in one day, and a mobile wood chipper, which he named “Bayraktar” in six days. He thought about creating a woodcutter, because it takes a long time to chop wood with an ax, and periodic power outages forced the man to make a generator. The man buys spare parts for his inventions at a metal depot, where people drop off scrap metal.

Sumy oblast

The SBGS reported that the Seredina-Buda and Hlukhiv communities of Sumy oblast were shelled. The enemy inflicted fire damage using mortars, grenade launchers and barrel artillery. More than 100 hits were recorded.

The head of the Sumy RMA reported that the enemy attacked the border of Sumy oblast. As a result of shelling of the Nova Sloboda community, an agricultural enterprise was damaged, three grain warehouses were destroyed, 2 tractors, 3 cars, windows and wires of the administration building were battered.

The russian military shelled the Vorozhba community with barrel artillery. At least 6 houses of local residents were damaged, and four were significantly destroyed. 30 hits were recorded.

Due to enemy shelling of the border, power lines were damaged in 4 communities of Sumy oblast – Yampil, Glukhivka, Krasnopillia, and Bilopillia. Residents of these settlements were left without electricity. Power engineers are working at the scene of damage.

Despite the war, Sumy oblast continues cooperation with 79 countries of the world. The regional military administration reported that more than 200 million dollars worth of products were exported this year. Agro-industrial and food products, machine-building produce have been exported.

The Sumy RMA reported that 124 educational facilities were damaged in Sumy oblast due to the russian aggression. Currently, the restoration of the infrastructure is underway. Construction crews repaired the college in Lebedyn using the state budget reserve funds.

The Sumy RMA reported that with the help of benefactors anti-drone rifles were sent to a separate rifle battalion and a volunteer formation of Sumy oblast. This is a special gun, which is essentially a means of electronic warfare. With its help an enemy drone can be brought down.

An exhibition of illustrations dedicated to the Victory opened in Sumy. Designer Maryna Melnyk presented her works in the KosTur gallery in Sumy. According to the author’s idea, the works should evoke a feeling of joy and victory. In her paintings, victory flies, runs, comes to us with great strides. Funds received from the sale will be transferred to the needs of the Armed Forces of Ukraine.

Chernihiv oblast

The SBGS reported that the Horodnia community of Chernihiv oblast was hit. 5 mortar hits were recorded.

The head of Chernihiv RMA Viacheslav Chaus said that the enemy is pursuing the strategy of massive missile strikes. The blackout might be quite likely. Last week alone, 8 settlements of Chernihiv oblast were shelled 11 times. 60 explosions were recorded.

Two batches of equipment received from international partners for placement at critical infrastructure facilities have been distributed to communities. The third batch of generators will arrive shortly. The uninterrupted power supply is being set up in modular towns.

In Chernihiv oblast, another russian soldier was sentenced to 11 years in prison. According to the SSU materials, the court issued a verdict in absentia on the fact of brutal treatment of civilians during the occupation of one of the villages of Nizhyn region. The investigation established that in March 2022, he and a group of other armed occupiers broke into a house in which a family with 4 minor children was located and attempted to sexually assault a 16-year-old girl while another held the adults at gunpoint, threatening to shoot them.

The Chernihiv RMA reported that restoration of the damaged infrastructure of the oblast has already been carried out at 80 facilities. Work is currently underway at the Chernihiv Lyceum communal facility, the center for social and psychological rehabilitation, and the building of the Chernihiv District Council. Major repairs of one of the transformer substations and the power transmission line are also underway.

The communities of Koriukivka, Sosnytsa, Mala Divytsa, and Sukhopolova communities are already using generators delivered to the regional military administration from international partners.

Tons of food supplies such as fresh vegetables and fruits, both canned and dried, etc. were recently delivered to the liberated Kherson from the Nizhyn religious community. Local entrepreneurs also took care of the most required medicines.

The Chernihiv Polytechnic National University opened educational hubs for students who do not have the opportunity to participate in the educational process at home. The educational institution reports that there is a shelter in the building where civilians can hide during the air raid. University rooms are equipped with computers, the Internet, and headphones with microphones.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Head of the regional council Mykola Lukashuk, production facilities of a private enterprise were destroyed by a four-missile attack the previous day. Automobile equipment was also battered. In Nikopol district, the occupiers fired twice during the night at Chervonohryhorivka community with heavy artillery and MRLS.

Vinnytsia oblast

Vinnytsia residents are collecting the second batch of aid for the liberated Balaklia, which has become Vinnytsia’s sister city as part of the “Together!” project. The aid contains warm things, books in Ukrainian language, stationery, toys, medicines for the elderly, warm blankets, musical instruments.

​​​​In Vinnytsia, a shelter was set up in kindergarten # 30, where more than 300 visitors of the kindergarten can hide. The basement was renovated and it can be used as the simplest shelter. Currently, it is well-equipped  and meets the requirements of the State Emergency Service.

Kirovohrad oblast

According to Head of the Kirovohrad Regional State Administration Andrii Raikovych, a  working meeting was held with Mr. Salim Moussa, head of the WFP office in Dnipro, and representatives of the UN Food Program.

Poltava oblast

Cereals, pasta, flour, tea, canned meat and fish are distributed in Poltava oblast to internally displaced persons living in the region. Together with the Federation of Employers of Ukraine and the company “Astarta-Kyiv” they prepared more than 2 thousand sets, 14 kg each.

According to Dmytro Lunin, Head of the Poltava Regional State Administration, volunteers and local authorities handed over four more cars to defenders. These are all-wheel drive diesel buses and SUVs. 

Cherkasy oblast

Iryna Pletniova, the mayor of Uman, informed about the critical situation with energy supply in the city due to the shutdown of power units of the Yuzhnoukrainsk NPP. According to her, there is not enough electricity even to power up critical infrastructure.

According to the head of the Cherkasy State Administration Ihor Taburets, Cherkasy region delivered another shipment of humanitarian aid to Kherson oblast. This time almost 215 tons of aid were brought to the Novovorontsovka TC. All regions of Cherkasy region joined  gathering of food, firewood, small pots, fuel and other necessities. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not changed significantly. The enemy concentrates its main efforts on holding the occupied borders.

Over the past day, the occupiers shelled civilian infrastructure in the settlements of Shcherbaky, Charivne, Malynivka, Zaliznychne, Mala Tokmachka, Mali Shcherbaky, Huliaipole, Dorozhnianka, Olhivske, Novodanylivka, Chervone, Novoandriivka, Stepove, Kamianske. The police received 16 reports about the destruction of houses (apartments) and infrastructure facilities as a result of shelling by russian military personnel.

During the previous week, the enemy carried out 442 strikes on the territory of Zaporizhzhia oblast. Three people were killed, and seven injured.

According to Oleksandr Starukh, the head of Zaporizhzhia RMA, 5,854 people, including 675 children, have left Zaporizhzhia for safer regions over the past seven days. 438 people, including 67 children, managed to evacuate from the occupied territories.

The General Staff reports that on November 27 Ukrainian military hit russian military personnel buildups in Polohy, Tokmak, and Basan, Zaporizhzhia oblast and Lutuhyne in Luhansk oblast. The losses of the enemy amounted to 470 people wounded, about 50 units of military equipment and ammunition storage were destroyed.

As of November 29, 97 invincibility centers are operating in Zaporizhia oblast. 22 mobile points have been deployed by the State Emergency Service. 1250 people used their services during three days. Currently, invincibility centres are designed for 8,000 people. However, in the event of a repeated blackout, another thousand additional places will be created.

Mykolaiv oblast

The restoration of residential buildings and utilities damaged by russian shelling is underway in Mykolaiv. As of November 29, 143 out of 244 destroyed roofs were repaired. Construction crews repaired 15 roofs and windows in 55 high-rise buildings during the week, from November 21 to 27.

In November 2022, Germany purchased and delivered 20 diesel generators, ten well pumps, and a mini-excavator for the restoration of damaged water mains to Mykolaiv oblast. This is reported by the Embassy of Germany in Ukraine.

Philanthropists from Great Britain handed over 240 boxes of food for the residents of Mykolaiv and the region. Aid is distributed to internally displaced persons and socially vulnerable residents.

Odesa oblast

According to the General Director of DTEK Odesa Electric Grid, Dmytro Hryhoriev, the transition to stabilization shutdowns according to schedules is not planned in Odesa oblast. This is possible only after the restoration of “some power facilities”, which will make it possible to connect the power grids. 

At the International Bureau of Exhibitions, President Volodymyr Zelenskyy together with the Ukrainian team presented Odesa’s candidacy for participation in the international technology exhibition Expo-2030. The Expo is an international exhibition that is a symbol of industrialization and an open platform for technical and technological achievements. It will last from April 26 to October 14 in 2030. Odesa became a candidate to host the Expo-2030 international technology exhibition before the start of a full-scale invasion. Now, the city remains one of the leaders. It will attract up to 30 million tourists and billions of investments.

Relatives of the crews of the boats “Sloviansk” and “Stanislav”, sunk by the russian army in the Black Sea in Odesa oblast, are asking the government and international organizations to make efforts to find the missing soldiers. This was announced during a briefing at the Media Center Ukraine — Odesa on November 29.

Kherson oblast

The occupiers are conducting positional defense towards Kherson. The enemy is shelling Ukrainian units and settlements on the right bank of the Dnipro River, including the city of Kherson.

During the day of November 28, the russians shelled the territory of Kherson oblast 21 times by hitting private and apartment buildings. The russian military shelled Darivka, Mykilske, Sadove, Tokarivka, Stanislav, Oleksandrivka, Inzhenerne and the territory near the UKRNIOZ. Residential districts of Kherson were attacked. The russian occupiers hit  Beryslav, Novokairy, Novoberyslav and Shliakhove in Beryslav district.

As of 2 p.m., russian troops shelled the Kherson community 8 times. Due to the shelling, fires broke out in some places, one person is under the rubble of the house.

Over the past day, the police opened 19 criminal proceedings regarding the war crimes committed by the russian occupiers in Kherson oblast. Kherson residents report that russian soldiers lived in their houses or districts. People find typical signs of their stay: garbage, gutted furniture, lack of household appliances, waste products in the rooms and leftovers from dry rations.

Houses, garages, outbuildings, warehouses, and farm equipment were damaged in Visokopillia, Myroliubivka, Novovoznesenske, and Liubimivka as a result of russian artillery shelling.

In the temporarily occupied village of Hornostaivka, russian soldiers stole office equipment from the building of the utility institution of the village council.

An electronic map of bomb shelters was created in Kherson. The map also shows the addresses of invincibility centers in Kherson oblast to warm up, recharge gadgets and use the Internet.

Latest news for today in the western regions of Ukraine

Volyn oblast

In Lutsk, the free balance of budget funds in the amount of UAH 500K will be used to strengthen the border line with belarus. In addition, the  A0959 military unit will be given UAH 300K for major repairs of the high-altitude equipment building.

In Volyn, a meeting of the commission on keeping cultural heritage and museum exhibits in the conditions of a long-term power outage was held.

In the Lutsk City Council, a meeting with the wives of the captured defenders of Azovstal was held. They discussed an information campaign to support prisoners and provide the necessary assistance to their families.

Starlinks will be installed in public places in Lutsk. UAH 500K is planned to be allocated from the city budget for the purchase of equipment to provide the population with mobile communication and the Internet.

In Lutsk, a campaign was launched in support of the captured defenders of Mariupol. The first posters supporting the prisoners have already appeared on seven LED screens in the city.

Zakarpattia oblast

The regional council reported that the CF Caritas of the Czech Republic allocated about EUR 1 million for the repair of premises for IDPs’ needs.

The shortage of electricity capacity in Zakarpattia exceeds 50%, at peak loads – over 70%.

During the week, the patrols of Zakarpattia will carry out exercises aimed at monitoring compliance with public safety.

Ivano-Frankivsk oblast

The Prykarpattiaoblenergo electrician brigade went to the South of Ukraine to restore the energy system destroyed by the war. This time, they are employees of VDEM-2 of the Pechenezhyn district of the line service.

Lviv oblast

In RMA, an online meeting with representatives of the charity organization Caritas in Poland, Germany, Austria, Norway, Lithuania and Italy was held. They discussed the directions of cooperation in the conditions of war.

A meeting of the management of the relevant departments of the Lviv RMA took place with the Consul General of the Czech Republic, David Novy, in Lviv and representatives of Czech companies. They discussed cooperation in the energy sector and health care.

Kindergartens and schools in Lviv oblast will receive about 1K routers and Internet access points to provide students and teachers with communication in shelters. This will be possible thanks to the Lviv IT Cluster.

At a meeting of the executive committee of the Lviv City Council, a list of locations for the sale of bakery products on the territory of the Lviv community was approved in the event of an emergency.

In Lviv, 50% of the cost of generators will be reimbursed to catering establishments and grocery stores from the city budget.

Rivne oblast

In the Rivne RMA, a meeting with heads of the largest networks of gas stations in Rivne oblast was held. They discussed providing gas stations with alternative sources of electricity.

There are 139 filling stations of large network gas stations in Rivne oblast. 76 of them already have generators.

Trolleybuses in Rivne are operating, but their number is reduced to 30.

Ternopil oblast

The RMA, together with international partners, presented the first communication platform in Ukraine for humanitarian support of communities of Ternopil oblast, welcoming people from  affected areas. Using this platform, local governments submit requests for their needs, and international donors, after considering the application, inform about the available resources.

In RMA, a meeting on cyber security of state executive bodies was held to consider the protection of critical infrastructure objects.

The CF Pokrova supplied 15 tonnes of humanitarian aid to Ternopil rescuers. The truck was sent to the units of the State Emergency Service, which are currently working in the east and south of Ukraine.

In Ternopil, the city council will compensate half of the cost of generators for the energy supply needs of multi-story residential buildings.

The Ternopil City Council reported that until the electricity situation stabilizes, all Ternopil schools will study during daylight hours until 4 pm.

To connect the children’s inhaler to the power supply, the parents brought the girl to the invincibility center in Ternopil.

Khmelnytskyi oblast

Khmelnytskyi received help for communal enterprises, namely a JCB excavator and three diesel generators with a capacity of 12 and 16 kW. The assistance was provided by the American agency USAID.

40 children of military personnel fallen when defending Ukraine went on a trip to France. This is the third group of children aged 10 to 17 who, thanks to the RMA’s cooperation with French friends and representatives of the non-governmental initiative European Shelter, have the opportunity to rest.

Chernivtsi oblast

The Khotyn community received help from the French city of La Couronne. Benefactors delivered multi-functional medical beds, tables for distributing medicines, electrical appliances, heaters, paints, construction equipment, etc.

A rally against the existence of the moscow patriarchate was held in Chernivtsi. Activists took to the streets of the city to call for a ban on the activities of the Ukraine patriarchate Church of the moscow patriarchate on the territory of Ukraine.

Head of the Swedish Foreign Ministry, Tobias Billstrom, announced the largest aid package. It included ground air defense systems, ammunition, vehicles, various winter equipment and uniforms, armored vehicles and 270 million euros. This is 100 million more than all previous ones.

Minister of Defense of Slovakia, Jaroslav Nagy, announced that Slovakia transferred infantry fighting vehicles to Ukraine.

Ukraine will receive a new aid package for the Ukrainian energy system from the US.

Estonia is preparing for shipment generators for Ukraine. Estonia is also looking for transformers that can be sent to support the power system damaged by russian attacks.

The ambassadors of the G7 countries discussed the support of Ukraine and the role of management in banks with Head of the National Bank Andrii Pyshny.

IAEA inspected the Chornobyl NPP. The State Nuclear Regulatory Commission reported that there were no comments from the inspectors.

The UN delegation visited liberated Kherson. The representatives reassured the residents of the oblast that humanitarian aid will be provided. 

Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olha Stefanishyna held a meeting with the Ministers of Foreign Affairs of Estonia, Latvia, Lithuania, Iceland, Norway, Sweden and Finland in an extended format. They discussed the available assistance to Ukraine from European partners and urgent further priorities.

Minister of Foreign Affairs of Lithuania, Gabrielus Landsbergis, called on his colleagues in the Alliance to provide tanks to Ukraine.
