What happened in Ukraine today:

Here is operational information of the General Staff as of 18.00:   

The enemy does not stop attacking civilian facilities and focuses its efforts on restraining the actions of the Defense Forces units, fortifies defensive lines and positions, and continues offensive actions in certain directions. There are attempts to replenish losses in personnel, weapons, ammunition, equipment and fuel and lubricants. The enemy continues to regroup troops in order to enhance units towards Lyman, Avdiivka and Novopavlivka.

During the day, the enemy launched 2 missile attacks on civilian targets in the city of Dnipro and carried out 4 MLRS attacks on the positions of our troops and populated areas.

Towards Volyn, Polissia, and Siversk, the situation did not change significantly, and there are no signs of the formation of enemy offensive groups.

Towards Sloboda, in the border areas of Belgorod oblast, the enemy continues to hold troops. In the vicinity of Kudiivka, Kharkiv oblast, the enemy used a strike UAV to attack.

The occupiers are conducting an active defense towards Kupiansk. Towards Lyman, the main efforts are concentrated on conducting offensive actions, shelling from mortars, barrel and rocket artillery in the areas of Berestove, Kupiansk, Kotliarivka, Tabaivka and Krokhmalne settlements of Kharkiv oblast; Novoselivske, Stelmakhivka, Makiivka, Ploshchanka and Dibrova in Luhansk oblast and Terny and Raihorodok in Donetsk oblast. Near Berestove, the enemy used a strike UAV to attack.

The enemy is trying to continue offensive operations towards Bakhmut and Avdiivka. The invaders fired artillery of various types in the areas of Bilohorivka, Soledar, Bakhmutske, Bakhmut, Opytne, Andriivka, Pervomaiske, Krasnohorivka, Mariinka and Novomykhailivka settlements of Donetsk oblast.  The army aviation forces attacked ​​Avdiivka. In ​​Niu York, an enemy UAV conducted a strike.

The enemy is conducting defensive operations in towards Novopavlivka and Zaporizhzhia, hitting Vuhledar, Prechystivka, Zolota Nyva, Vremivka in Donetsk oblast and Dorozhnianka, Huliaipole, Zaliznychne, Orihiv, Mala Tokmachka, Shcherbaky, Kamianske and Zeleny Hai in Zaporizhzhia oblast with mortars, barrel and rocket artillery. There were airstrikes on Vremivka of Donetsk oblast and Charivne in Zaporizhzhia oblast.

Towards Kryvyi Rih and Kherson, the enemy continues to enhance fortification and logistical support of advanced units and positions. There is continuous artillery shelling of our troops and settlements on the right bank of the Dnipro River. The entire range of artillery was used to shell the settlements of Kachkarivka, Chervonyi Maiak, Kostyrka, Zmiivka, Beryslav, Mykilske, Prydniprovske, Antonivka, Zelenivka, Muzykivka, Chornobaiivka of Kherson oblast and the city of Kherson.

Newly mobilized servicemen of the armed forces of the russian federation continue to  be trained in the temporarily occupied territory of Ukraine as well. In the village of Novopetrykivka of the Velykonovosylkivka region of Donetsk oblast, there are tactical exercises and training with small arms for the mobilized occupiers. At the same time, from November 22 to 23, in the settlement of Staromlynivka, all civilian houses were inhabited by mobilized invaders.

In the city of Polohy, located in the temporarily occupied territory of the Zaporizhzhia oblast, a place of detention of captured servicemen of Ukraine’s Defense Forces and civilians accused of cooperation with the security forces of Ukraine was discovered.

Units of rocket forces and artillery of the Defense Forces of Ukraine hit a command post, 9 buildups of personnel, weapons and military equipment of the enemy, as well as another important target of the occupiers.


Head of the President’s Office Andrii Yermak informs that 12 people were released from russian captivity. Among them are 4 Navy soldiers, 2 National Guardsmen, 2 border guards, 1 person from the TRo, and 3 civilians. In total, 98 Ukrainians were returned during the current week.

According to the Ministry of Digital Transformation, 73% of the mobile networks operate in Ukraine.  Power engineers and mobile operators are working to restore communication in all the regions.


Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, Chuhuiv, Dvorichna, Kozacha Lopan, Kupiansk and Lyptsi  were under russian fire.

The Kharkiv Regional Military Administration reported that around 10 am, the enemy shelled Vovchansk, Chuhuiv region, with multiple rocket launchers. Residential buildings, private cars, warehouses and shops were damaged. There were no casualties.

The press service of the Kharkiv Regional Prosecutor’s Office informed that three people were injured as a result of the morning shelling of Kupiansk. All the injured are elderly people.

Kharkiv was not shelled. The invaders launched missile and artillery strikes on the border areas of the region. Around 5 pm, russians hit Chuhuiv several times with S-300 missiles, there was damage to non-residential premises. There were no casualties.

After midnight, as a result of strikes on Kupiansk 6 garages caught on fire, no casualties.

Pyrotechnic units defused 297 explosive ordnance. The process of de-mining in Kharkiv oblast continues, the mine danger remains high. 

The body of a railway worker who was killed during the occupation was exhumed in Kupiansk-Vuzlovyi. According to the police, he was shot by the russian military.

The German MDR said that in Leipzig, a street was named in honour of the concentration camp prisoner Borys Romanchenko from Kharkiv, who was killed by russian shelling. The russian Embassy is located on this street.

Donetsk oblast

russians launched an airstrike on Chasiv Yar in the afternoon, three people were injured. Direct hits destroyed the entrance of a five-storey building, damaged an unfinished building and a warehouse.

Towards Volnovakha, there were periodic shelling of Vuhledar and the outskirts of the city. One building was damaged, there were no casualties.

Towards Donetsk, there were no casualties, but still some destruction. As a result of morning shelling in Kurakhove, a high-voltage network was damaged. In Avdiivka, a residential building was damaged.

Towards Horlivka, the night was relatively calm, there were only isolated attacks on the Soledar community: a house was damaged in Blahodatne, there was no destruction and no casualties in Bakhmutske and Paraskoviivka.

Towards Lysychansk, the shelling of Torske and Zarichne in the Lyman community continues: yesterday there were more than 70 hits. The number of casualties and the extent of destruction are being clarified.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that yesterday russians injured 4 civilians: 3 in Bakhmut and 1 in Kramatorsk.

The press service of the State Border Guard Service of Ukraine said that border guards destroyed an enemy observation post with mortars and killed two russian servicemen. The coordinates of the observation post of russian invaders were given to the border guards by the military of one of the brigades of the Armed Forces of Ukraine.

Luhansk oblast

The enemy is actively defending towards Kupiansk and Lyman. russians shelled Makiivka, Novoselivske,  Ploshchanka and Stelmakhivka with tanks and barrel artillery.

Based on the information provided by the General Staff of the Armed Forces in the morning report, russian troops are suffering heavy losses in Luhansk oblast. Hospitals in Antratsyt, Krasnyi Luch and Lutuhyne are filled with injured soldiers and morgues with the dead. Because of this, medical services for people in the occupied territories are becoming less accessible.

The Luhansk Regional Military Administration reported that russians are attacking near Bilohorivka around the clock – the Armed Forces of Ukraine are holding the defense on the ruins of the village. Our military is successful near Kreminna and Svatove. Ukrainian defenders are advancing in extremely difficult weather conditions.

Head of the Luhansk Regional Military Administration, Serhii Haidai, informed that liberated villages of Luhansk oblast continue to be under russian shelling. People are very unwilling to evacuate. There are about 30 people left in Makiivka and 150 in Nevske. According to him, military volunteers and representatives of the authorities bring humanitarian kits consisting of food and medicines to the freed villages.

Referring to the National Resistance Centre, the invaders are preparing thousands of children for deportation to russia under the guise of “medical care”. The enemy wants to deport more than 10 K children from the temporarily occupied territories to russia.

What is happening now in the north of Ukraine

Kyiv oblast

Prime Minister of Belgium Alexander De Kroo arrived in Kyiv to meet with President Volodymyr Zelenskyy. “One of the main issues we discussed today was the grain initiative. Belgium was the first country to support this initiative by funding humanitarian aid to countries that are in need and may face such challenges as famine,” said the President.

Heads of Government of Lithuania and Poland came to Kyiv. Ingrid Šimonite, Mateusz Morawiecki and Denys Shmyhal signed a joint statement in which they confirmed their readiness to intensify discussion in NATO on inviting Ukraine to accession talks and further strengthening military, financial and humanitarian assistance. In addition, Lithuania and Poland confirmed their participation in Ukraine’s restoration.

President Volodymyr Zelenskyy inspected a four-storey residential building damaged by a Russian missile in Vyshhorod. Also, the President visited the Points of Invincibility, which had started operating in the city.

Forensic experts have completed work at the site of the missile strike. Currently, teams are working there to inspect the destruction and record the need for construction materials for reconstruction. According to Oleksii Kuleba, Head of the Kyiv Regional Military Administration, all the residents are provided with medical care and temporary housing.

Oleksandr Pavliuk, Commander of the Kyiv Defense Forces, reported that the military, civilian engineers and builders are working to increase Kyiv’s defense capabilities and build up strong fortifications. They are arranging shelters and accommodation for personnel at platoon and company strongholds. Long-term firing facilities for defensive combat are also being installed.

130 K consumers in Kyiv are left without electricity. The Kyiv City Military Administration reported that during the next 24 hours it is planned to complete all the necessary works and supply electricity according to the stabilization power schedules.

Water supply has been fully restored in the capital. The launch of heat supply continues. Mobile communication is available in almost all areas, but it is possible to experience local problems in places without power supply.

According to Mayor Vitalii Klytschko, 400 heating points have been opened in Kyiv, Internet connection is provided in each of these points. Besides, citizens can warm up and charge their mobile phones at police stations or points set up by rescuers inside fire stations or in tents nearby.

Prague donates hundreds of pieces of equipment to provide heat and light for Kyiv and Mykolaiv. The capital will receive 400 heaters and 10 units, Mykolaiv – 226 heaters and 8 units. Also, medical equipment worth CZK 22 million will be delivered to the Public Health Center and the Ministry of Health.

The Riga City Council together with the Latvian charity foundation Ziedot.lv purchased 84 power generators and 100 industrial heaters for the needs of Kyiv. According to the Ambassador of Ukraine to Latvia Olexandr Mischenko, EUR 200 K was allocated from the budget of the Latvian capital. In this way, the sister city wants to help Kyiv residents get through the winter and eliminate negative consequences of russian shelling of the capital of Ukraine.

26 employees of the educational sector of Kyiv oblast were awarded by the Verkhovna Rada of Ukraine. These are educational workers who during the active hostilities did their best to save the lives of children, maintain educational material and technical base of their institutions, and after the de-occupation of the oblast made every effort to restore the educational process in their settlements as soon as possible. 

Zhytomyr oblast

Power engineers of Zhytomyr oblast managed to restore electricity supply to almost 400 K consumers. Critical infrastructure of the oblast is connected to the grid. After the national grid is balanced, electricity supply  will be resumed to residents of the oblast.

The Zhytomyr Regional Military Administration reported that during the power blackout, more than 2 K citizens received help from volunteers at heating points. 326 Points of Invincibility have been deployed to provide community residents with the most urgent needs in case of emergency. There is a doctor on duty who will be able to provide medical assistance.

Alert systems will be supplemented with remote mobile means independent of power supply in Zhytomyr Oblast. They will be used to notify residents of the oblast about the nearest Points of Invincibility in case of power blackout.

Commander of the anti-tank artillery division of “DPR” was sentenced to 12 years of imprisonment in Zhytomyr oblast. According to the regional SSU Office, the investigators documented his direct organization and coordination of subordinate militants’ armed resistance to the servicemen of the Armed Forces of Ukraine. Now he is in charge of organizing combat operations near Pisky (Donetsk oblast), more than a hundred militants are under his command.

Zhytomyr oblast commemorated the victims of three Holodomors that took place in Ukraine in the twentieth century. Several thematic exhibitions of archival materials were opened. The communities held memorial events in memory of the victims of the famines-genocide of 1921-1923, 1932-1933 and 1946-1947.

Sumy oblast

Dmytro Zhyvytskyi, Head of the Regional Military Administration, reported that two border communities of Sumy oblast were attacked from the territory of russia. The Znob-Novhorod community was shelled with grenade launchers – 70 shells were fired on the outskirts of one of the villages. The russian troops opened fire four times from MLRS at the Shalyhine community.

Hourly power outage schedules are applied in Sumy oblast: the 2-after-6-hour mode will be applied in the city of Sumy, and 2-after-2 – in the oblast. The Sumy Regional State Administration informed that emergency outages are also possible.

Police premises damaged by the russian air strike were restored in the Lebedyn community. One of the buildings was completely destroyed, the rest suffered significant damage. Dobrobat volunteers cleared the wreckage; the repair works were funded by the reserve fund of the state budget (UAH 970 K).

A Christmas tree was set up in Trostianets. Mayor Yurii Bova says that this event is extremely necessary and important for the city, which suffered from the occupiers and hostilities. The defenders are fighting today, so that children in the de-occupied territories can feel the joy of the New Year holiday.

Sumy rescuers received humanitarian aid from the International Red Cross and Red Crescent Organization. The benefactors donated 6 120 kV generators, and transport platforms for them to ensure operational mobility of SES units.

Chernihiv oblast

The State Border Guard Service reported that the enemy fired at the Semenivka community yesterday. The strikes were carried out from self-propelled artillery systems, and three explosions rang.

According to Viacheslav Chaus, Head of the Chernihiv Oblast Military Administration, representatives of 8 communities of Chernihiv Oblast received keys to school buses purchased due to educational subvention and co-financing from local budgets. 28 school buses in Chernihiv oblast were destroyed during the war. 

A field mechanized bakery was launched in Chernihiv oblast to provide supplies to military and socially vulnerable groups of population. The production was launched to test a joint project of the ‘North’ Operational Command, the Chernihiv Regional State Administration and Regional Council. The bakery can produce 1,550 loaves of bread per day.

The first crisis response room for victims of domestic violence or gender-based violence was opened in the regional center. The initiative was jointly implemented by the regional military administration, the United Nations Population Fund (UNFPA Ukraine), the CF Initiative, the NGO League of Business and Professional Women of Ukraine with the financial support of Avon Cosmetics Ukraine. On the same day, a Memorandum of Understanding was signed between the United Nations Population Fund and the Chernihiv Regional Military Administration.

Vegetables from Chernihiv were brought to Kherson due to the local farmers’ efforts. The NGO Iskra Dobra delivered 70 tonnes of potatoes, carrots, beets, and cabbage to distribute in different districts of the liberated Kherson.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Head of the regional council Mykola Lukashuk, the russian occupiers fired about 60 shells  from heavy artillery and Hrad MRLSs at Nikopol and Marganets communities overnight.

During the day, the enemy hit two districts of Dnipro with missiles. 13 people, including a teenager, were injured. The boy’s condition is stable. Four citizens were hospitalised and provided with medical assistance. A 77-year-old woman is in critical condition.

Four private houses were destroyed by shelling, two more burned. The premises where cereals were made were mutilated: the occupiers destroyed more than a thousand square metres of the warehouse.

In addition, a church, two educational institutions, more than fifty private houses, and one high-rise building were damaged.  35 private homes were left without gas supply.

A large number of communities in Dnipropetrovsk oblast are with no electricity. Currently, they continue to search for a person who is probably under the rubble.

Vinnytsia oblast

The Vinnytsia City Council announced that additional mobile Points of Invincibility are set up thanks to the help from Germany. Tents, generators, heaters and other things were provided by the sister city of Karlsruhe.

Head of the NGO Molfar Yuliia Votcher says Vinnytsia volunteers will send ten surveillance devices to the east and south. The device “sees” up to 5 kilometers, and observations can be conducted from trenches and dugouts. 

Kirovohrad oblast

Director of the sewing company, Yaroslav Skrypnyk, reported that a sewing factory from the Kherson oblast will start work in Svitlovodsk, Kirovohrad oblast. Their customers are the power structures of Ukraine. 200 people are getting employed. 

Poltava oblast

Dmytro Lunin, Head of the Poltava Regional State Administration, announced that the Regional Humanitarian Headquarters received new aid from the International Committee of the Red Cross. These are 60 water heaters, 60 irons and 10K sets of bed linen, that  are transferred primarily to internally displaced persons staying in communities of Poltava Oblast.

Cherkasy oblast

During her working visit, Deputy Prime Minister of Ukraine Iryna Vereshchuk announced that Cherkasy oblast is ready to receive another wave of internally displaced persons. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia did not undergo significant changes. The enemy concentrates its main efforts on holding the occupied positions.

The occupiers shelled civilian infrastructure in Kushuhum, Huliaipole, Orikhiv, Zaliznychne, Novodanylivka, Shcherbaky, Chervone, Malynivka, Charivne, Kamianske, Dorozhianka, Olhivske, Bilohiria, Mala Tokmachka, Mali Shcherbaky, Kamianske, Plavni. The police received 19 reports about destruction of houses (apartments) and infrastructure facilities as a result of shelling by russian military personnel.

The General Staff confirmed the enemy’s losses on November 24 in the temporarily occupied part of Zaporizhzhia oblast. The ammunition depot was destroyed in Melitopol, about 50 people were injured. Two warehouses were destroyed in the Vasylivka region, up to 130 occupiers were injured. 7 units of military equipment were also destroyed. The number of the enemy death toll is being clarified.

A place of detention of captured servicemen of the Defense Forces and civilians accused of cooperation with the security forces of Ukraine was discovered in Polohy, located in the temporarily occupied territory of Zaporizhzhia oblast.

The enemy continues to put pressure on Zaporizhzhia NPP workers. According to available information, individual workers who refuse to cooperate with the occupation authorities are not allowed to work.

Mykolaiv oblast

The police recorded 320 war crimes committed by the russian occupiers in the de-occupied Snihurivka community. Investigators, criminologists, explosives technicians and other representatives of law enforcement agencies inspected the correctional colony in the liberated community and detected the presence of the occupying forces there.

Power engineers of Mykolaiv and Ternopil oblasts restored a high-voltage line in the de-occupied territory in the south area damaged by russian troops. This line should help restore fresh water supply to Mykolaiv and power supply in some settlements in Kherson oblast. Some objects were mined by russian troops. 

Souvenirs are made from wreckage of russian planes and missiles at the Mykolaiv-Odesa factory. Masters make paperweights, knives, tokens, keychains, etc.with elements of trophy weapons of the russian federation.  50 % of the profit goes to humanitarian aid and the purchase of equipment and machinery for the Armed Forces of Ukraine. The products are mostly aimed at foreign sales. Almost every product has the inscription – Created to Kill, Help to Survive.

Odesa oblast

On November 26, emergency power outages continue in Odesa and the region. Schedules of stabilization shutdowns are not active. People are urged to save power as much as possible, not to turn on too many electrical appliances simultaneously.

During the exchange of prisoners on November 26, two servicemen from the Odesa 35th Separate Brigade of Marines named after Rear Admiral Mykhailo Ostrohradskyi were released from russian captivity. In general, according to the coordination headquarters for prisoners of war treatment, 12 servicemen were returned to Ukraine.

On the last Saturday of November, Ukraine celebrates the annual national memorial day – the Day of Famine Victims . Izmail joined the all-Ukrainian campaign “Light a candle”. Traditionally, a symbolic cross was laid out from lamps on the square near the Palace of Culture named after Taras Shevchenko. The lit candles symbolized the memory of the victims. Today is the 90th anniversary of one of the most terrible catastrophes in the history of mankind – the Holodomor-genocide of the Ukrainian people in 1932-1933, the victims of which were almost 4 million Ukrainians. The famine became a large-scale national tragedy, intensified by resettlement, prisons, repressions, camps arranged by the Soviet government. That was retribution for the freedom-loving Ukrainian people and resistance against the system.

Kherson oblast

The enemy is carrying out fortification of positions along the coastline and in the depth of the defense towards Kherson, improving logistical support of advanced units, and does not stop artillery shelling of our troops positions and settlements on the right bank of the Dnipro River.

Over the past day, the russians shelled Beryslav and Kherson regions. The enemy fired on the city of Kherson with MLRS and long-range artillery. The enemy hit high-rise buildings, some apartments burned down and were completely destroyed. The occupiers fired at a group of people standing in line at the store, one woman was killed on the spot. Three cases of damage to gas pipes were also recorded.

A local resident was blown up on an enemy mine in the village of Liubymivka, Beryslav region, during the felling of trees in a forest plantation. The woman died on the spot.

Every day, the police receive information from the residents of Kherson about the appropriation of local residents’ cars by the russian military during the occupation of the city. According to Kherson residents, the occupiers stopped them at checkpoints and, threatening them with weapons, took away their cars. They also came to houses with illegal searches, after which the cars were taken.

Police sappers surveyed almost 450 hectares of liberated territories of the oblast and seized more than 3,500 explosive items. Thanks to the work of explosives teams in the Kherson region, it was possible to enhance the activity of police forces. Thus, 7 police units resumed work in the liberated territories of the oblast, 4 of them – in Kherson. 44 patrols are patrolling the streets of the regional center.

Traffic was restored on the road near Klapaiv and a pontoon crossing was built near Darivka in Kherson oblast. Work is also underway on local roads. There is a pontoon crossing on the Kalinindorf – Kalynivske road. In total, 14 teams of specialists are working on clearing the roads.

Latest news for today in the western regions of Ukraine

Volyn oblast

The Lutsk City Council reported that almost 300 pairs of winter tactical shoes were given to the fighters of the Lutsk battalion.

Zakarpattia oblast

In Zakarpattia, state awards were presented to the relatives of the fallen Border Heroes. The parents of Junior Sergeant Volodymyr Fratkin and the wife of Staff Sergeant Mykola Herbin received the For Courage orders. Both soldiers fell heroically while performing combat missions.

Ivano-Frankivsk oblast

As part of the last exchange of prisoners, the Carpathian serviceman, border guard Petro Didushko, born in 1994, was released. Now the soldier is returning home, undergoing a full medical examination and further rehabilitation.

The Anti-Crisis Center for Operational Response has become operational at the Ivano-Frankivsk RMA. The center’s employees will provide the population with information on issues arising during martial law on a 24-hour phone basis.

Lviv oblast

Head of the Lviv RMA, Maksym Kozytskyi, announced that the energy situation in the oblast remains difficult. 1 072 settlements are without electricity and 438 are partially de-energized.

On the Day of Holodomor Victims, the Lviv community will pay one-time financial aid (UAH 3K) to people who survived the Holodomor of 1932-1933. The total amount of funds directed to these needs is UAH 147K.

Thanks to the cooperation of the Ministry of Community and Territorial Development of Ukraine and the Polish government, the fourth modular town for IDP is being built in Lviv.

The Carlsberg Ukraine company joined the collection for state-of-the-art prostheses for civilians and military personnel, which have begun to be installed in Lviv, at the NEZLAMNI National Rehabilitation Center. Carlsberg Ukraine contributed EUR 50K.

In the city of Novy Rozdil, a new emergency medical center was set up. The repair work was financed by the humanitarian organization International Medical Corps.

For the first time, surgeons performed prosthetics on the hand joint of a military man in Lviv. This is the first such operation for endoprosthesis of hand joints at the NEZLAMNI National Rehabilitation Center. The operation was successful, the fighter has returned to the front.

The Lviv Regional Clinical Psychiatric Hospital received humanitarian cargo, namely, functional adjustable beds, mattresses, bedside tables, wheelchairs, from German benefactors. Volunteers of the NGO Strong Life delivered humanitarian aid to the hospital.

Rivne oblast

The Police of Rivne oblast reported that due to the problems with power supply, in the event of an air threat, the police will announce the alarm through loudspeakers.

A marine from Rivne oblast, who was defending Zmiinyi Island, was returned from captivity. Maksym Kruchka’s mother, Olha, reported that while she was waiting for her son’s call, she had not spoken to him for exactly nine months.

87-year-old Viacheslav Naidenov from Varash handed over UAH 10K of his own savings for the defenders to the Volunteer Headquarters of the Varash community. According to the old man, the military needs to be provided with warm clothes, because winter is coming soon.

Ternopil oblast

Head of the Luhansk RMA, Serhii Haidai, came to Ternopil oblast on a working visit. During the meeting in the RMA, they discussed humanitarian aid to IDPs from Luhansk oblast, humanitarian cargo, etc.

1K pairs of winter shoes were sent from Ternopil for the defenders of the Territorial Defense of Ternopil oblast. In total, Ternopil plans to transfer over 3K pairs.

In the operating block of the Ternopil regional psychoneurological hospital, new equipment was purchased with the funds of the Andriy Bohdanets charity fund.

The first concrete shelter was installed in the center of Ternopil near the public transport stop.

Khmelnytskyi oblast

In Khmelnytskyi oblast, in the event of a power outage, the police will announce an aerial alarm through loudspeakers.

An exhibition of posters by the famous Kharkiv artist Nikita Titov will be held in Khmelnytskyi. One of his most famous works is a poster with a red kremlin ship sinking in blood. This poster was drawn by the author after the capture of Zmiiny Island.

Chernivtsi oblast

Trolleybuses will not run in Chernivtsi on November 26-27. These are forced measures related to the critical state of the Ukrainian energy system.

The German government will provide Chernivtsi with a grant in the amount of EUR 16.4 million to reconstruct the municipal water system.

An international film festival has started in the center of Mykolaychuk. Films about war and women in war, political conflicts, aggression, loss of home and forced displacement will be shown.

Stoltenberg announced the provision of silencers against russian drones to Ukraine. Stoltenberg did not name the exact number of silencers.

Norway will partially finance the transfer of a field hospital for Ukraine from Estonia. The country will provide EUR 4.3 million.

The Council of Ministers of Belgium approved a new package of military aid to Ukraine. It will include 10 underwater drones and two mobile laboratories.

Norway will allocate over €14 million for a training mission for the Armed Forces.

Canada allocates $7.6 million for the purchase and delivery of generators for Ukraine.

President of the European Commission, Ursula von der Leyen, said that the European Commission is currently preparing to deliver aid to Ukraine as soon as possible. Lithuania will provide Ukraine with 200 medium transformers and a large autotransformer. Latvia – an average autotransformer and Romania – 40 heavy generators from the reserve. 

Germany is preparing a new aid which includes 15 fuel oil heaters, 20 large batteries, etc. 

South Korea will provide humanitarian aid to Ukraine, namely 20 450-500 kW generators  and five DOOSAN DX17Z mini-excavators. The generators should be delivered by charter flight on December 12, the date of loading the excavators is not yet known.

The Ministry of Economic Cooperation and Development announced EUR 12 million for the energy needs of Ukrainian cities, which they plan to use to purchase generators.

The Finnish Red Cross will send transformers to Ukraine.

Canada allocated about $23 million for the export of grain from Ukraine. The Ministry emphasized that funds “will help feed people from all over the world who are suffering from hunger.”

Volodymyr Zelenskyy reported that Belgium signed a declaration of support for Ukraine’s membership in the EU and NATO.

The Prime Minister of Belgium, Alexander De Croo, arrived in Kyiv to meet with Volodymyr Zelenskyy.

Heads of governments of Lithuania and Poland came to Kyiv. Denys Shmyhal, Prime Minister of Poland Mateusz Morawiecki and Ingrida Šimonite of Lithuania signed a joint statement based on the results of the meeting within the framework of the Lublin Triangle, which called on the international community to recognize the liberation of the entire temporarily occupied territory of Ukraine as a common goal.

The session of the OSCE Parliamentary Assembly in Warsaw began in the dark. As a sign of solidarity with Ukraine, the lights in the hall were turned off.

Ukraine, Estonia and Lithuania announced a boycott of the OSCE PA, which refused to expel the russian delegation. As a sign of protest, representatives of Estonia and Lithuania, together with the Ukrainian delegates, left the meeting.

Ukrainian border guards began working on the eastern border of Estonia. They help local colleagues and, if necessary, participate in the survey of those crossing the border.
