It has been the 275th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm:   

The enemy launched 4 missiles on Komyshuvakha, Zaporizhzhia oblast and 7 multi-rocket launcher attacks on our military positions and settlements. 

In Volyn and Polissia, the situation did not significantly change. No signs of forming the enemy’s assault groups were recorded.

The republic of belarus continues to support the armed aggression of the russian federation against Ukraine, providing it with its infrastructure, territory and airspace.

Towards Siversk, in the border areas of Bryansk and Kursk oblasts, the enemy continues to carry out tasks to control a section of the russian-Ukrainian border, conduct demonstration and provocative actions.

Towards Sloboda, the enemy shelled from mortars, barreled and rocket artillery in the areas of Vysoka Yaruha, Strilecha, Starytsia, Ohirtseve, Vovchansk, Ambarne, Fyholovka and Dvorichna of Kharkiv oblast.

Towards Kupiansk and Lyman, the enemy is actively defending the previously captured frontiers, shelling from tanks and barreled artillery, in the areas of Berestove, Kyslivka, Tabaivka and Vyshneve in Kharkiv oblast; Novoselivske, Stelmakhivka, Makiivka and Ploshchanka in Luhansk oblast and Torske in Donetsk oblast.

Towards Bakhmut and Avdiivka, the enemy focuses its main efforts on conducting offensive actions.  The occupiers fired from tanks and the entire range of artillery at Verkhnekamianske, Soledar, Bakhmutske, Bakhmut, Andriivka, Krasnohorivka, Berdychi, Avdiivka, Pervomaiske, Nevelske and Marinka in Donetsk oblast.

Towards Novopavlivka and Zaporizhzhia, the enemy is actively defending, firing from tanks and multi-caliber artillery at the areas of Vuhledar, Prechystivka, Neskuchne, Vremivka, Novopil and Zelene Pole of Donetsk oblast and Olhivske, Huliaipole, Huliaipolske and Charivne in Zaporizhzhia oblast.

Towards Kryvyi Rih and Kherson, the occupiers do not stop shelling in the areas of Zmiivka, Beryslav, Tokarivka, Mykilske, Antonivka, Chornobaivka, Bilozerka, Velytenske, Kherson oblast and the city of Kherson.

The enemy continues to suffer losses, including those in training centres before being sent to the area of hostilities on the territory of Ukraine. In the settlement of Derevnaya, Brest oblast of the republic of belarus, on November 22, as a result of a violation of security measures, one occupant was killed and another one injured.

In the village of Chaplynka, Kherson oblast, the invaders are looking for relatives of servicemen participating in the ATO/JFO and employees of law enforcement agencies. They are also searching for abandoned residential buildings to settle the personnel of the russian occupation forces.

The enemy continues to put pressure on the employees of the Zaporizhzhia NPP. According to available information, individual workers who refuse to cooperate with the occupation authorities are not allowed to work.

In Simferopol, the occupation authorities are informing the public about actions in case of air alarm, as well as chemical and bacteriological danger.

Aviation of the Defense Forces inflicted 9 strikes on buildups of enemy personnel, weapons and military equipment, as well as 3 strikes on the positions of enemy anti-aircraft missile systems.

Rocket forces and artillery hit a control point and 5 buildups of enemy personnel and weapons and military equipment.

Ukrenerho informs that In Ukraine, there is a significant shortage in the energy system. Currently, the deficit is 30% of the consumption required. Repair crews work around the clock. The capacity available in the system is sufficient to alternate consumer restrictions in each region and the city of Kyiv.

The IAEA reports that 4 operating nuclear power plants of Ukraine, including the russian-occupied ZNPP, were connected to the national energy system. The IAEA Director General stated that the IAEA had completed a week-long mission of experts on nuclear and physical security in Chernobyl, including that in the exclusion zone, which was established around the station after the 1986 accident. The mission will help modernize and improve the nuclear safety systems of the plant.


Recent war events in the east of Ukraine

Kharkiv oblast

the General Staff of the Armed Forces of Ukraine informs that Dvorichna, Vovchansk and at least 6 villages in Kharkiv oblast were shelled by the russian military. Towards Kupiansk, the occupier is defending on the previously captured frontiers. During the day, the Russian military shelled at least 12 settlements in Kharkiv oblast.

The occupiers continue to shell the settlements of Kupiansk, Kharkiv, and Chuhuiv regions with artillery. They struck Vovchansk with artillery, a residential building was damaged. A 66-year-old man was hospitalized with injuries. 

At night and in the morning, the russians struck S-300 missiles at Kupiansk. There are hits on the territory of the kindergarten and medical institution. No casualties.

In Vovchansk, a 69-year-old man blew up on a mine, and was hospitalized with shrapnel wounds.

According to Head of the Kharkiv RMA Oleh Syniehubov, all consumers of Kharkiv are supplied with electricity. About 100 K consumers remain partially without electricity in the oblast: some residents of Izyum, Kupiansk, Borovsk communities, as well as part of Zmiiv, Balakliia and Shevchenkove communities. Their power engineers plan to fix the grid during the day. The repairs are underway, and now schedules are introduced in the oblast and Kharkiv with a possible increase in the time of outages to stabilize the system. 

Pervomaisk Mayor Mykola Baksheiev reports that in Pervomaisk in Kharkiv oblast, there was no electricity for almost 40 hours. This was announced by the .

Donetsk oblast

According to Head of the Kramatorsk City Council Oleksandr Honcharenko, in the middle of the day, the russians opened fire on Kramatorsk. They targeted the industrial area and damaged two administrative buildings. One person, a 71-year-old man, was wounded in the attack.

The Mariupol City Council reports that a website was launched where testimonies and evidence against collaborators and criminals from the temporarily occupied Mariupol are collected. Everyone can enter information about people who cooperate with the occupation authorities. 

Pavlo Kyrylenko, Head of the Donetsk RMA informs that the other day, russians wounded 3 civilians in Donetsk oblast: in Bakhmut, Vuhledar and Krasnohorivka.

At night, the russians fired at the front line and cities in the relative rear.

Towards Volnovakha, the villages of Shevchenko and Komyshuvakha of the Komarska community came under fire. No casualties are reported.

Towards Donetsk, the day before, the russians launched an airstrike from helicopters on a residential area of Avdiivka.

Towards Horlivka, one person was wounded in Bakhmut. The outskirts of Soledar, Toretsk and Svitlodarsk communities were also shelled without casualties.

Towards Lysychansk, 2 houses in Drobysheve were destroyed, Torske and Zarichne of the Lyman community and the outskirts of Siversk were also shelled. There was no information about the victims.

In addition, yesterday the russians struck Sloviansk with the S-300. No casualties and great destruction are reported.

Three and a half thousand houses are connected to the power supply in the liberated Lyman. The city was de-energized during the occupation by russian forces. Now power engineers are trying to fix the power grid.

Luhansk oblast

In the areas of two settlements, russian attacks on our positions were repulsed – near Dibrova and Stelmakhivka. Towards Kupiansk and Lyman, the enemy is defending. The areas of Makiivka, Novoselivske, Stelmakhivka and Ploshchanka suffered fire from the russians. Near Novoselivske, the invaders used a strike UAV.

The Luhansk RMA reports that the occupiers are handing over summonses in Khrustalne, Anthratsyt, Rovenki, Sorokine, Dovzhansk, trying to replenish losses at the front.

Spokesman of the Eastern group of troops Serhii Cherevatyi reports that the Russian military is trying to counterattack the Ukrainian military towards Luhansk to restrain Ukraine’s advance. But they do not have any success and suffer great losses.

Head of the Luhansk RMA Serhii Haidai reports that in Bilohorivka, constant attacks by the occupiers continue. The Ukrainian soldiers confidently defend themselves. According to him, the shelling is constant, so the evacuation from the de-occupied settlements of Luhansk oblast continues. Volunteers and police bring humanitarian aid and call the residents to evacuate.

Kyiv oblast

Head of the Kyiv RMA Oleksii Kuleba reports that the number of victims due the russian missile attack on Kyiv oblast has increased to seven. One more person died in the intensive care unit. A total of 30 people were injured.

The situation in the energy system after another terrorist attack by russia is extremely difficult. About a hundred crews are working around the clock to restore it. 70% of residents of Kyiv oblast remain without electricity.

DTEK reports that power will be supplied for 2-3 hours a day in Kyiv, until its amount increases.

50% of Kyiv’s housing stock operates in the emergency shutdown mode. Specialists continue to restore heat supply in the capital; a third of the houses are being heated. Water supply in Kyiv has been fully restored.

259 Points of Invincibility have already opened in Kyiv oblast. While energy workers are restoring power, residents of the oblast are coming there to stay warm, connect to Wi-Fi and recharge their phones.

Mayor of the city, Vitalii Klychko, announced that the Kyiv City Council approved the decision to award the great friend of Ukraine Boris Johnson the title of Honorary Citizen of Kyiv. He noted that Boris Johnson visited the Ukrainian capital several times – both during peacetime and the most dramatic time of our struggle against the russian aggressor.

UAH 215 million was allocated by the decision of the Kyiv City Council to reconstruct six communities – four communities of Chernihiv oblast and city of Chernihiv, two communities of Kyiv oblast and Kherson. The fund will be used exclusively for  reconstruction of what was destroyed by the russians in 2022.

Volunteers who have been defending Kyiv since February 24 will receive one-time payments. UAH 100 million is allocated from the city budget to provide 10 K volunteers with financial assistance of 13.4 thousand hryvnias.

Education in Kyiv schools is provided at the request of the parents in face-to-face, mixed or remote formats. In the offline mode, children will study during daylight hours – from 09 am to 4pm. For primary school children, extended daytime groups will work before and after lessons. All schoolchildren of the capital will be provided with reflective vests, which will be purchased at the expense of the city budget.

Zhytomyr oblast

Head of the Zhytomyr RMA Vitalii Bunechko said that about 500 K people remain without electricity in Zhytomyr oblast, the situation is the most difficult in the northern communities. Yet, critical infrastructure is gradually being restored.

Mayor of Zhytomyr, Serhii Sukhomlin reports that water supply has been restored by 90% in Zhytomyr. The amount of power is still insufficient to supply all the areas.

Zhytomyr received the first batch of generators. Some of them are handed over to the Vodokanal, the rest will be distributed among the Points of Invincibility. Another batch of high-power generators is expected to arrive from Turkey in the near future.

3 more Spilno children’s centres officially started their work in the oblast. From now on, the children of Baranivka, Olevsk and Yemilchyne will be able to enjoy their free time, and their parents will be able to talk to psychologists and take a break from household chores. Such a project has been successfully implemented in Zhytomyr and Berdychiv.

Sumy oblast

Head of the Sumy OVA Dmytro Zhivitskyi announces that on November 24, at about 10pm, the occupiers fired twice at the Seredyno-Buda community, first with artillery, and then with mortars. There were about 11 explosions near two residential buildings, two- and five-story buildings. Broken windows, damaged roof, balconies and foundation are reported. Residents of the houses managed to hide in shelter.

According to Head of the Sumy OVA Dmytro Zhivitskyi, the enemy attacked Znob-Novhorod and Shalyhinsk communities: there were 74 shells launched from MLRS on the border areas of Sumy oblast.

In the Romny region of Sumy oblast, international instructors train dogs from a canine center to rescue people from under the rubble and find them in their natural environment. The International Organization of Search and Rescue Dogs has been operating for more than 40 years and has 130 representative offices in the world, now several specialists – from Austria, Germany and other countries – have come to Ukraine to conduct a 10-day training session.

Head of the Sumy RMA Dmytro Zhyvytskyi reports that the Sumy community sent assistance to Kherson oblast: drinking water, salt, candles, nails, baby food and warm clothes. The humanitarian cargo was brought to the city of Beryslav, two weeks ago liberated from the occupiers. Sumy also helps Mykolaiv oblast: a Renault Master-based ambulance with necessary equipment and backpacks for paramedics will go to Snihurivka. 

An online exhibition dedicated to the Holodomor, which occurred exactly 90 years ago, was opened in Sumy. The exhibition is posted on the website of the State Archives in the  Information activities section and called Exhibitions on-line. Official documents from the central authorities of that time, eyewitnesses’ memoirs, acts of death of Sumy oblast residents are presented, confirming that most of the population of Sumy oblast in 1932-33 died of starvation.

Chernihiv oblast

The Latvian government provided EUR 50 K to restore windows in the Chernihiv branch of the society of the deaf that suffered in March from a Russian air bomb that fell on the stadium. With the money received, 75 windows were installed. The Ambassador of Latvia personally visited Chernihiv and assured that the Latvian government would continue to help Chernihiv oblast.

The Chernihiv Regional Prosecutor’s Office reports that the russian military received 10 years in prison for torturing the inhabitants of Stary Bykov. The man took money from people and demanded data on the whereabouts of the Ukrainian military, threatening citizens with execution.

The National Police of Chernihiv region reports that law enforcement officers in Chernihiv oblast will notify people of an air alarm using loudspeakers in the absence of light.

Chernihivoblenerho informs that 58 villages in Chernihiv oblast were left without electricity due to icing of wires. More than 13 K citizens were left without power due to weather conditions. Restoration work continues.

Eight-year-old Chernihiv resident Serhii Moroz handed over the car for the military from the ‘North’ Operational Command. The car cost UAH 261 K and the student collected on it, singing songs. The guy handed over the keys to the car to the commander of the “North” Viktor Nikoliuk and sang him a song. It took Serhii 25 days to raise funds.

Head of the Chernihiv RMA Vyacheslav Chaus reports that for the second time in a week, Chernihiv received powerful generators from Denmark. Assistance has been transported to communities with the most critical situation. Points of Invincibility, medical and social assistance points were provided with the aid. By the end of the year, another cargo with tents and generators should arrive.

Two monks from the Netherlands came to Chernihiv to restore the destroyed houses. One of the men, Abbot Leopold, visited Ukraine for the third time to help. This time he brought another monk – brother John. Together with the organization Because we can, the men will rebuild the home of a family living in Staryi Bilous, a village in the Chernihiv region. The house was damaged in February by the explosion of the bridge during the invaders’ offensive.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Head of the regional council Mykola Lukashuk,  the occupiers fired about 80 shells from MLRSs and heavy artillery at Nikopol and the Marganets community.

In Dnipropetrovsk oblast, all the critical infrastructure and most of the settlements have already recovered. Power supply is being restored. 

According to Head of the Dnipropetrovsk Regional State Administration, Valentin Reznichenko, electric transport has been temporarily suspended in Dnipro and Kryvyi Rih to save electricity.

Vinnytsia oblast

According to the decision of the city council session, the Vinnytsia community transfers UAH 10 million to restore Balaklia’s housing and communal facilities, the social sphere of the city and prepare the community for the heating season.

The Vinnytsia City Council reported that the humanitarian cargo with tents and necessary equipment for heating stations arrived in Vinnytsia from Karlsruhe.

Kirovohrad oblast

According to Head of the Kirovohrad Regional State Administration, Andrii Raikovych, the first batch of aid from Kirovohrad Oblast formed by the Kropyvnytskyi City Council and the community of the Novoukrainka region, was received by Kalynivske, Kherson Oblast. 30 tons of building materials, food, firewood, and medicines were delivered. 

Pavlo Konopko, First Deputy Head of the Kirovohrad RMA, says that the situation with electricity supply in Kirovohrad oblast is gradually improving. Tonight an increase in megawatts by a third is expected.

Poltava oblast

n Poltava Oblast, the defenders were given 100 stoves made thanks to the funds of the residents of Kremenchuk, who had collected UAH 89,106. 

In Hadiach’s Lyceum No. 3 named after Ivan Vyhovskyi of the Hadiach City Council, trench candles are made for Ukrainian soldiers. The first batch has been handed over to volunteers.

Cherkasy oblast

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Olexandr Starukh, head of the Joint Forces Operation, said that the enemy struck again in the suburbs of Zaporizhzhia. Cluster munitions exploded near a hospital with mentally ill patients: 270 people and 60 doctors are under threat and being evacuated. A few hours before that, russian troops destroyed a maintenance station with missiles. Head of the Kushugum community Volodymyr Sosunovskyi said that the destroyed enterprise provided 30% of the village budget.

Seized in March, the ZNPP continues to be powered by the Ukrainian power grid, as the occupiers do not allow the launch power units to meet the plant’s needs and provide heat to the city. Starukh said that the enemy continues to insidiously shell the nuclear facility, which is why the generators were switched on again in emergency mode yesterday. The General Staff of the Armed Forces of Ukraine also reported that russian troops continue to obstruct the work of ZNPP employees. Specialists are not allowed to work because they refuse to cooperate with the invaders.

The General Staff of the Armed Forces of Ukraine reported in a summary that in the occupied territory of the Tokmak region, russian occupiers are forcing the citizens to re-register real estate and land under the legislation of the russian federation. According to the report, in case of refusal, the russians threaten to “nationalize,” which is to take away the property.

The military administration reported that more than 31 K consumers in 79 Zaporizhzhia oblast settlements are without electricity due to damaged power lines, poles, and equipment. According to Zaporizhhaz, in the oblast, more than 150 K consumers in 206 settlements are without gas supply. Due to damage to the main gas pipelines in Zaporizhzhia and Donetsk oblasts, 199 settlements are entirely disconnected. According to available information, 33 settlements in the controlled territories of the oblast remain without centralized water supply due to hostilities and shelling.

The Regional State Administration informed that the oblast received 9 generators within the framework of the USAID-funded Energy Security Project. An authorized representative of Tetra Tech ES handed over the cargo. These 8 gasoline generators will be delivered to the regional clinical hospital, and 1 more diesel generator will help the Bilenky village community’s residents in case of a power outage. The military administration noted that the subsequent batches of devices would be received soon. In total, within the framework of the agreement, it is planned to transfer 97 power generators that will provide power supply in healthcare institutions and communities.

Mykolaiv oblast

Head of the military administration, Vitalii Kim, said that at night the enemy struck the port area and the settlement of the Ochakiv region with MLRS. As a result, one person got a contusion. Residential buildings were damaged. One of them is a multi-story building. Detailed information is under clarification.

The military administration reported that 13,640 civilian objects had been partially or completely damaged since the beginning of the russian invasion of Mykolaiv oblast. Currently, the restoration of gas and electricity supply continues in the settlements affected by the war. More than 6 K consumers are currently without gas supply. Electricity, water supply, and sanitation in 87 settlements of the oblast have been cut off. To eliminate the consequences of the russian terrorist aggression, rescue units were engaged 9 times to identify and remove 29 explosive devices. Voluntary evacuation is being carried out in the oblast. In total, 27,663 people have been evacuated from Mykolaiv oblast.

Head of the IAEA, Rafael Grossi, said that the agency’s experts would go to the South Ukrainian NPP next week. On November 24, after the massive shelling by russia, Zaporizhzhia, Rivne, Khmelnytskyi, and South Ukrainian NPPs simultaneously lost access to external energy supply for the first time in history.

Odesa oblast

The Odesa Regional Military Administration spokesman, Serhii Bratchuk, referring to the Navy, said that up to 11 russian ships and boats are on combat duty in the Black Sea, among which no Kalibr cruise missile carriers have been spotted. He also noted that due to the regular shelling of the energy infrastructure of Ukraine in Odesa oblast, there are emergency power cuts. However, as of this morning, the critical infrastructure in the region is connected to the power grid, and the relevant services are trying to connect household consumers so that they can have electricity for at least a few hours.

First Lady of Ukraine Olena Zelenska agreed with Turkish President Emine Erdogan’s wife on evacuating two orphanages from Odesa oblast. She said this in an interview with the russian service of the BBC. It is about children under three years old who are going to Turkey in a few weeks. Olena Zelenska also noted that many projects are currently being developed, including humanitarian aid, evacuation of children from Ukraine, etc. 

Kherson oblast

Head of the Military Administration said that russian troops shelled Kherson oblast 49 times yesterday. The enemy hit private and apartment buildings, a shipyard, a building on the territory of a school and gas pipes. The invaders attacked three settlements of the oblast. Also, russians shelled Beryslav, damaging private buildings. The City Council clarified that 15 Kherson residents were killed and 35 injured, including one child. 58 people, including 22 children, had to be urgently evacuated. All of them received hot meals, shelter for the night and necessary medical care.

Evacuation from the city continues. Children who were treated in the Kherson Regional Clinical Hospital were transported to Mykolaiv. Patients of the psychiatric institution were also evacuated. 100 people will be treated in Odesa as long as hostile attacks continue in Kherson.

Spokesman of the State Emergency Service of Ukraine, Oleksandr Khorunzhyi, said at a briefing at the Military Media Center that in Kherson oblast, 450 people are involved in de-mining of the de-occupied territories, including pyrotechnics, engineers, emergency recovery, fire and rescue units, medics and about 120 units of equipment. According to him, the situation in Kherson oblast is complicated, as russian servicemen have mined the territory densely using various types of explosives. Pyrotechnics are working on 9 K square kilometers of the liberated Kherson oblast. Currently, more than 4 square kilometers of the territory have been defused. Based on the information provided by Councillor of the Minister of Internal Affairs, Rostyslav Smirnov, the invaders mined many objects and things, even children’s toys during the retreat from Kherson.

Kherson utilities received equipment from the International Committee of the Red Cross. Water utility received 4 generators and 2 diesel pumps for sewage. Oblenerho received 10 transformers of various capacities.

Latest news for today in the western regions of Ukraine

Volyn oblast

Yurii Pohuliaiko, Head of the Volyn Regional State Administration, informed that 50 Ukrainian soldiers were released from кussian captivity on November 24. One of them is Yurii Kuzminskyi, a native of Volyn oblast.

Zakarpattia oblast

The Zakarpattia RMA informed about the delivery of food, blankets, clothes, fireplaces, medicines, hygiene products, firewood and drinking water to the Tiahin community of Kherson oblast. 2 trucks were provided by communities of the Berehove region, Mukachiv region, one by  Yarema Foundation, and  loaded by Maltese Aid Service of Berehove Region.

The Zakarpattia RMA reported that the schedule of hourly blackouts has been introduced in full in Zakarpattia. Energy companies are unable to alternate lines for shutdown, so now they ensure uninterrupted power supply to critical infrastructure facilities. Special schedules of emergency shutdowns in Tiachiv and Rakhiv regions have been cancelled.

Invincibility points are functioning in Zakarpattia.

Ivano-Frankivsk oblast

Head of the Ivano-Frankivsk Regional State Administration, Svitlana Onyshchuk, informed that Prykarpattia received the permitted capacity of 220 MW from the dispatcher of NEC Ukrenerho. Prykarpattiaoblenerho primarily provides power to critical infrastructure facilities. The rest of the power will be divided into three queues, which will alternate with an interval of four hours, with a one-hour switch-on.

Head of the Ivano-Frankivsk State Administration Svitlana Onyshchuk reported on the sounds of possible explosions not during the air alert due to the military training in oblast.

Lviv oblast

Maksym Kozytskyi, Head of the Lviv RMA, reported that 70% of consumers in the region are without power supply. This is due to the fact that the area receives power from the substation hit by enemy missiles .

Due to the blackout, the police in Lviv oblast announce the air alarm through loudspeakers.

Rivne oblast

Head of the Regional Military Administration, Yaroslav Yanushevych, reported  in the telegram channel that Rivne oblast sent humanitarian aid to Kherson oblast, including food, hygiene products, medicines, warm clothes, generators, building materials and tools. Rivne oblast has also taken care of and will assist Bilozerka and Stanislav communities, Kherson oblast.

Varash received humanitarian aid from the Ukrainian Red Cross Society. Schools are provided with folding beds, mattresses, blankets, sleeping bags, children’s food and hygiene kits. All this will be used to equip the simplest shelter in one of the lyceums of the community. Such assistance will help to continue the educational process even in conditions of emergency, when there is a threat of a missile attack and children have to go to the shelter. 

Ternopil oblast

Summing up the results of the business conference Rebuild Ukraine held in Canada, Head of the Ternopil Regional Council, Mykhailo Holovko, announced that approximately USD 800 billion is expected to be provided for restoring Ukraine. One of the issues that are now widely discussed is reconstruction of the country. The opportunities that Ukrainian communities will receive after our victory and the ways of economic cooperation between the countries were discussed. The Memorandum of Understanding and Cooperation with the Canada-Ukraine Chamber of Commerce was signed to form an attractive image of Ukraine, specifically that of Ternopil oblast, in the business community in Canada and create favourable conditions for attracting foreign investment to the communities of Ternopil oblast.

The Bavovna Hub was created in Zboriv. This is a space to support military families, where private events will be held for women, children and youth whose families include Ukrainian military. The authors of the project are Power of Youth Action Charitable Foundation in partnership with other social organisations of the Zboriv community. The project was realised within the framework of the Dialogues of Victory grant, which is in partnership with the Ministry of Youth and Sports of Ukraine and funded by the Ministry of Foreign Affairs of Denmark. The space offers free coffee and tea, games for children of all ages, toys, etc. Now the team is busy providing assistance to the military and their families.

Khmelnytskyi oblast

Based on the information provided in the telegram channel by Head of the Khmelnytskyi Regional Military Administration, Serhii Hamalii, in Khmelnytskyi oblast, a significant number of consumers remain without electricity. As of the end of the previous day, the region received only 35 percent of the required power capacity. As of 8 am on November 25, electricity was cut off according to the schedule in 698 settlements. 221 K consumers were left without electricity supply. As a result, for technical reasons, 298 settlements are de-energized and 46,925 consumers are without electricity.

On November 25, 2022, as of 8 am, the operation of main and additional equipment at the Khmelnytskyi NPP (KhNPP) corresponds to the operation mode of power units and is carried out according to the requirements of regulations and operational documentation, both KhNPP power units operate within the unified transmission system of Ukraine. There are no violations of safe operation conditions of the power units. Radiation, fire and environmental conditions at the KhNPP and in the observation zone have not changed and are within normal limits. The radiation background at the plant industrial site and in the observation zone does not exceed permitted standards. Indicators are at the level that corresponds to normal operation of power units and do not exceed natural background values.

Chernivtsi oblast

According to Head of the RMA, Ruslan Zaparaniuk, there will be scheduled blackouts in Bukovyna. But due to the tense situation in the energy system of Ukraine, experts are not yet able to form schedules. This was discussed during a meeting at Chernivtsioblenerho, which was attended by Head of the Chernivtsi Regional Military Administration, Ruslan Zaparaniuk, and Chernivtsi Mayor Roman Klichuk. The specialists of the JSC noted that as soon as the regulator orders the power company to increase the power limits and apply the schedules of stabilisation blackouts, they will be posted on the website in the section “Information about blackouts”. 

The Chernivtsi Regional Military Administration reported that in Bukovyna, it is planned to establish the Council on Community Safety. Special working groups will be working on this. Deputy Head of the Chernivtsi Regional Military Administration for Defence Affairs, Andrii Kucheriavyi and Deputy Governor discussed the reform of the civilian security sector in Ukraine with representatives of the Mobile Unit of the EU Advisory Mission. Specifically, they noted that the main goal of the structure is to strengthen security in the communities of the region, taking into account their peculiarities and needs. All relevant specialists will be involved in this project.

Chernivtsiteplokomunenerho informed that powerful generators will be installed at two boiler houses of the city, which Chernivtsi received from Iași city. The generators are powerful, 120 and 160 kW, so they will easily cope with the power supply of boiler houses of two city districts in case of emergency. At the same time, stocks of alternative fuel have been made. If there are any problems with gas, backup solid fuel boilers can be activated.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The press service of the European Parliament voted for the non-recognition of russian passports issued in the occupied territories. Now the European Commission should consult with the EU member states and make a list of russian documents that will not be accepted. It is noted that refugees from Ukraine will still be able to get to the EU countries for humanitarian reasons.

The President of the European Commission, Ursula Gertrud von der Leyen, said that the European Union is working on the ninth package of sanctions against russia because of the war in Ukraine. The President of the European Commission is also convinced that the EU will soon approve a global price limit for russian oil. She added: “We will not calm down until Ukraine defeats putin and his illegal barbaric war”.

Deputy Head of the President’ Office, Ihor Zhovkva, emphasised that the ninth package of sanctions of the European Union against russia should include disconnection of the remaining banks from SWIFT, price restrictions or a ban on gas exports, a ban on ships entering russian ports and on issuing visas to russians. Sanctions against Belarus should also be expanded.

At the meeting of the Government of Ireland, deputies condemned the genocide of Ukrainians in the 1930s. The statement goes: “It is a truly historic decision of Seanad Éireann to recognize the Holodomor of 1932-1933 in Ukraine as genocide of the Ukrainian people. Ireland is among our closest friends who are not afraid to call things by their proper names”.

Israel has started to fight against Iranian arms supplies to russia. The Israeli government has recently handed over a dossier on the supply of Iranian weapons to russia to many western countries and high-ranking NATO officials. Israel hopes that the information provided will help increase western pressure on Tehran.

Taiwan’s Minister of Digital Technology, Audrey Tang, in an exclusive interview with Espreso told how Taiwanese students learn to work with information and how Ukraine’s experience in the information sphere has become instructive for Taiwan.

According to the Wall Street Journal, an American company that produces Stinger air defence systems has brought back retirees to its assembly plant to increase supplies to Ukraine. Another corporation, Lockheed Martin, is doubling the production of Javelin anti-tank missiles, which it produces together with Raytheon, and is also increasing production of Himars and GMLRS missiles by 60%. German Rheinmetall doubled the annual production of ammunition for tanks from about 70 K to 140 K units per year.

Prime Minister of Finland, Sanna Marin, announced that they will help Ukraine overcome the energy crisis by providing equipment necessary to stabilise the system.

Prime Minister of Lithuania, Ingrida Šimonytė, reported that the amount of support provided by Lithuania to Ukraine will be approximately EUR 600 to 700 million. However, there is a certain difficulty in calculation, especially when it comes to military assistance, which is about a third of the total amount. Lithuania does its best without competing with other countries in terms of assistance.  Šimonytė emphasised: “We give everything we can to Ukraine today”.

Minister of Defence of Ukraine, Oleksii Reznikov, claimed that the Government of Croatia has decided to train Ukrainian military in Croatia. A modern, well-trained army with powerful partners will definitely defeat a pack of russian murderers, looters and rapists.

The British Secretary of State for Defence urged Ukrainian troops to keep the pace and continue rapid attacks on the invaders. Ben Wallace said that in view of the superiority that Ukrainians have in training and quality of their personnel compared to the demoralised, poorly trained and equipped russians, it would be in Ukraine’s interest to maintain the pace over the winter.

The Ministry of Defence of Montenegro reported on their support of Ukraine on its way to NATO. According to the head of the Ministry of Internal Affairs and acting Minister of Defence of Montenegro Filip Adzic, Montenegro is a friend of Ukraine and will be an advocate for it not only in the Balkans, but also in the Alliance and Europe.

BBC informed that the British Secretary of State for Foreign, Cleverly, visited Kyiv and announced a new support package worth GBP 50 million. In addition to 24 ambulances, it will include 11 more emergency and 6 armoured vehicles. The package will also include GBP 3 million to help restore infrastructure.

Prague is donating hundreds of equipment units to provide heat and light for Kyiv and Mykolaiv. This includes 626 heaters – 400 for Kyiv, 226 for Mykolaiv, and 18 generators – 10 for Kyiv, 8 for Mykolaiv and medical equipment worth CZK 22 million for the Public Health Center and the Ministry of Health. Prague Mayor, Zdeněk Hřib, informed that Czech Republic would support Ukraine until its victory and during the post-war reconstruction.

The United States Agency for International Development (USAID) provides Ukraine with 80 generators. US Ambassador to Ukraine Bridget Brink said that the USAID is providing 80 generators to Ukraine. She added: “This assistance is just part of the US response to russia’s brutal and continuing attacks on Ukraine’s critical infrastructure as we continue to stand with Ukraine”.

According to Ambassador of Ukraine in the Republic of Korea, Dmytro Ponomarenko, the Korean side agreed to provide Ukraine with 20 generators of the 450-500 kW capacity and 5 DOOSAN DX17Z mini-excavators as humanitarian aid.

French Foreign Minister, Catherine Colonna, said that her country sent 100 powerful generators to Ukraine to help cope with the aftermath of russian strikes on the energy infrastructure. Colonna informed: “100 French generators are already on their way to Ukraine. We remind you that strikes on civilian infrastructure are war crimes”.

The IAEA called the shutdown of all Ukrainian nuclear power plants “unprecedented” and “extremely worrying”. They added that the complete and simultaneous loss of power off-site for Ukraine’s nuclear power plants indicates that the nuclear safety and security situation in the country is becoming increasingly fragile, complex and potentially hazardous.
