It has been the 273th day of the Ukrainian resistance to the russian military aggression.

Breaking News

The Prime Minister of Moldova reported that there was a power outage in Chisinau and some regions of Moldova. Because of the russian assault on Ukraine, there was a frequency jump in the technically compatible (back from the Soviet past) power grids of Ukraine and Moldova. As a result, Moldova lost the connection with the source EU power network.

The Minister of Foreign Affairs and European Integration Nicu Popescu shared on his Twitter page that he invited the russian ambassador to Moldova to clarify and explain the situation. 

It was the seventh russian terrorist attack on energy facilities of Ukraine. Based on the  information provided by the air defense forces of Ukraine, 70 missiles were launched, 51 of them were brought down, some of them hit the energy infrastructure which triggered the emergency power cutoff in all regions of Ukraine. 

According to the permanent mission of Ukraine to the UN, today the UN Security Council will convene the emergency meeting to discuss the russian missile strikes on critical infrastructure of Ukraine. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 18.00:   

Russian occupies launched the barrage of strikes on energy infrastructure facilities of Ukraine. Based on the preliminary information, 65 X-101 cruise missiles were launched. The air defense forces of Ukraine brought down 51 of them. Residential houses, thermoelectric power stations, thermal power stations and power substations were struck in Kyiv, Kyiv oblast, Vinnytsia, Lviv and Zaporizhzhia oblasts. The information is being clarified.  

Moreover, tonight the enemy launched 2 missiles on Zaporizhzhia oblast and 5 multi rocket launcher attacks. 

In Volyn and Polissia, the situation did not significantly change. No signs of forming the enemy’s assault groups were recorded. 

Towards Siversk, the enemy shelled the settlement of Kustyne, Sumy oblast, with the multi rocket launchers.

Towards Sloboda, the enemy’s military units are still being stationed in the border areas of Belgorod region to conduct simulated warfare operations. They occasionally fire at Ukrainian troops’ positions as well as border settlements in Kharkiv oblast. 

Towards Kupiansk and Lyman, the enemy is on the defensive. They fire in the area of settlements of Kyslivka, Krokhmalne, Berestove, Kharkiv oblast and Makiivka and Bilohorivka, Luhansk oblast from tanks, mortars and barrels. 

Towards Bakhmut and Avdiivka, the enemy focuses its main efforts on conducting offensive operations. The invaders fired at the settlements of Bakhmutske, Bakhmut, Klischiivka, Zelenopillia, Avdiivka, Vodiane, Pervomaiske and Nevelske from tanks, mortars, barrels and rockets. 

Towards Novopavlivka and Zaporizhzhia, the enemy is on the defensive. The russian artillery hit the areas of about 10 settlements. 

Towards Kryvyi Rih and Kherson, the occupiers are on the defensive fighting positions. The enemy fired from rockets and barrels at the settlements of Mariivka, Dnipropetrovsk oblast and Kherson, Tokarivka, Antonivka, Dniprovske, Kherson oblast. 

The invaders sustain losses. Hence, these days over 30 seriously wounded soldiers were transported to hospitals in Horlivka from the northwestern outskirts of the city. 

The occupiers continue to forcibly resettle the Ukrainian citizens with pro-Ukrainian stance from the temporarily occupied regions of Luhansk oblast. Hence, under the disguise of counter sabotage operations, about 20 farmers were deported last week from the settlements of Denezhnykove and Shtormove, Luhansk oblast.

It was confirmed that the Armed Forces of Ukraine struck the occupiers’ manpower and equipment these days. In Luhansk oblast, the enemy’s ammunition depot was destroyed and about 50 soldiers were eliminated, 50 wounded. In Zaporizhzhia oblast, 15 occupiers were killed and 20 injured.  

Ukrainian aviation launched 4 air strikes: 3 on the buildup of manpower, equipment and weapons and 1 on the anti-missile and anti-aircraft system. The rocket troops and artillery of Ukraine hit the buildup of the enemy’s manpower, weapons and equipment and positions of the anti-missile and anti-aircraft system.


The EU parliament recognized russia the state sponsor of terrorism. 494 parliament members supported the resolution, 54 were against the decision and 44 abstained. Leaders of the EU parliament political groups have previously agreed on key resolution statements. The EU parliament voiced the “absolute resentment” and condemned the brutal assaults and atrocities and other acts which russians commit to achieve their destructive political goals in Ukraine and on the territory of other countries. 

There are emergency power outages in all regions of Ukraine. As a result of the enemy’s attacks on the energy infrastructure, power was cut off in some districts of the capital, Dnipro, Mykolaiv, Lviv, Vinnytsia, Sumy and Kharkiv oblasts. The trains might be delayed. Backup locomotives will be used. There is a blackout in the entire Kyiv region. Water supply was also cut off because of the attacks. There is a temporary power outage in Kharkiv. There is no water supply in Odesa. The pumps are are cut off from power. Two missile strikes battered the electric substations in Lviv oblast. There is a power outage in Yavoriv, Lviv and Chervonohrad regions. The Khmelnytsky Nuclear Power Plant was de-energized. The Rivne Nuclear Power Plant is operating in emergency mode. There is an emergency halt of power units in the South Ukrainian Nuclear Power Plant.

The President Office informed that “points of invincibility” have been set up where civilians can get access to power supply, the Internet, recharge their phones, warm up, get water and medical supplies. They will be free for all in all regions of Ukraine. There is enough room from 40 up to 500 people at the same time. Currently, rescuers set up over 800 points of invincibility. In a matter of hours, new additional stationary points will be open.

The President Office informs that Ukraine returned 36 prisoners of war: one civilian and 35 soldiers. Among them there are guys who defended Mariupol and were stationed at Azovstal, as well as national guard soldiers taken prisoners at the Chernobyl Nuclear Power Plant in the first days of invasion. In total, 22 national guard soldiers, 8 border guard defenders, 4 marines, one fighter of the Armed Forces of Ukraine. The freed civilian had his leg amputated.  

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff, Ukrainian defenders neutralized russian reconnaissance sabotage group which attempted to penetrate into Kharkiv oblast in the area of the village of Starytsia. 

There is no power supply in Kharkiv and Kharkiv oblast because of emergency power outages. Head of Kharkiv RMA Oleh Syniehubov advised that currently the specialists are working on restoring the power supply. Electric public transport has stopped. Stores are working on generators. 

There was another wave of russian terrorist attacks. Kupiansk was shelled. A 9-story building and a hospital was damaged. Two people were killed, a 55 year-old lady and a 68-year-old man. One man was hospitalized. Medical aid was rendered to one on the scene.  

The occupiers have been hitting the regions of Kharkiv oblast bordering the front line during the day. In Kupiansk, the private house was battered as a result of shelling. There were no casualties. After 3 pm in Vovchansk, several houses, farm buildings were destroyed. There were no victims.

The region is heavily mined. The pyrotechnics have cleared 299 mines during the day. 

Donetsk oblast

The targeted russian terrorist attack on the energy infrastructure of Ukraine caused power outages in most regions of Ukraine, including Donetsk region. There is a blackout in the whole region. Head of Donetsk RMA Pavlo Kyrylenko advised that currently 68 points of invincibility have been set up.

At night russians shelled the front areas from Kurakhiv to Lyman communities. 

Towards Donetsk, 4 houses were damaged as a result of shelling in Kurakhovo and 1 houses – in Oleksandropil, Mariinka community. Mariinka, the village of Kostiantynivka and the outskirts of Ocheretyne community, were attacked. In Avdiivka, the night was relatively quiet. There were occasional strikes in the old city. There were no casualties. 

Towards Horlivka, one person was killed and 6 wounded in Bakhmut. 2 multi storey and 1 administrative buildings were battered. There were occasional strikes near Rozdolivka, Yakovlivka and Bakhmut, Soledar community and on the outskirts of Toretsk and Chasov Yar communities. 

Towards Lysychansk, it was loud in Torske and Zarichne, Lyman community and on the outskirts of Siversk. There were no casualties. 

According to the head of Donetsk RMA, Pavlo Kyrylenko, russians killed one civilian in Bakhmut, 8 people were wounded. 

Luhansk oblast

50 russian soldiers were killed and 50 wounded. An ammunition depot was destroyed. The General Staff of Ukraine confirms that the enemy’s manpower was eliminated and equipment was destroyed these days.

According to the head of Luhansk RMA Serhii Haidai, the situation is really complicated near Bilohorovka, russia unsuccessfully is trying to break Ukrainian defense. Based on his information, russians threw 2K prisoners into the fray in Bilohorivka and Bakhmut ares. Towards Svatove and Kreminna, the Armed Forces of Ukraine are slowly advancing. Ukrainian fighters regained the initiative. 

According to the head of the city military administration Oleksandr Striuk, in Sievierodonetsk 90% of all residential houses were battered, 60% of them are uninhabitable. 60-70% of power grids were damaged, 50% of all water supply lines were destroyed. The drain system is badly damaged in some areas. All drainage collectors should be inspected. Treatment facilities are not also functional. 

Relying on the information provided by the Luhansk RMA, yesterday, russians launched an assault on Bilohirivka again and were repelled by Ukrainian fighters. In Kupiansk and Lyman, occupiers are on the defensive. They shell from tanks and artillery in the areas of settlements of Novoselivske, Stelmakhivka, Makiivka, Ploschanky and Bilohorivka. 

What is happening now in the north of Ukraine

Kyiv oblast

The head of Kyiv RMA Oleksiy Kuleba said that during the russian terrorist attack, several enemy missiles hit critical infrastructure facilities, high-rise buildings in Vyshhorod and the private houses in Chabany. As a result of the barrage of missiles in the oblast, 4 people died, 34 were injured.

There is a blackout and partially no heating and water supply in Kyiv oblast. “Point of invincibility” where there is heat, communication and alternative power are being deployed in the oblast.

The Kyiv City Military Administration reported that three people were killed and eleven injured due to a rocket hitting a two-story building in Kyiv. Among the killed is a 17-year-old girl.

Water supply has been halted throughout the city. “Kyivvodokanal” is working on its restoration. To reduce electricity consumption in the capital, street cars and the funicular were temporarily stopped.

Lieutenant-General Oleksandr Pavlyuk, commander of the Kyiv Defense Forces and Means Group, said that defense lines are being strengthened around Kyiv and the oblast. Places for shelter and accommodation of personnel are equipped at platoon and company strongholds, and long-term fire structures are installed for conducting a defensive battle. The total weight of one such structure is about 30 tons. It consists of several elements cast from special reinforced concrete.

During the search of the territory and premises of the Kyiv-Pechersk Lavra, SSU employees found citizens who, during the document check, provided passports and military tickets of the USSR. Some of them did not have original documents at all, but only their copies, or they had passports of citizens of Ukraine with signs of tampering or damage. They also found pro-russian literature there, used during studies in the seminary and parish schools, including propaganda of the “russian world”, and two million hryvnias, 100K dollars and thousands of rubles in cash.

In Hostomel, the residents of one of the buildings, using their own funds and due to their community joint work, are repairing the roof of the dwelling damaged by the occupiers. As reported in Kyiv RMA, part of the windows and doors will be installed there in the near future at the budget expense. Aout 28,000 facilities were damaged or destroyed by the russians in  Kyiv oblast.

Houses are being built in Irpin for people who have lost their homes. They use innovative technology cutting construction time in half. All house elements are factory manufactured and then assembled at the construction site. The first building will be built by the “Budova” enterprise free of charge. The apartments will be allocated to the residents of Irpin who have lost their homes.

Zhytomyr oblast

The Zhytomyr city council reported that there is no water and heat supply in Zhytomyr due to blackouts caused by enemy missile strikes on critical infrastructure.

Schools and kindergartens in Zhytomyr will continue to work as usual. In case of further lack of electricity supply, kindergartens will operate in the mode of short-term stay during daylight hours.

The head of the Zhytomyr RMA Vitalii Bunechko announced that pyrotechnicians from Zhytomyr oblast are working on demining de-occupied territories of the South. This is already the second rotation. According to him, the rescuers neutralized a lot of explosive devices. Before retreating, the enemy put explosives and stretchings under everything they saw from children’s toys to the carpet in the living room.

75 cubic meters of wood, lumber and equipment were delivered from Zhytomyr oblast for the defenders of the south. It will be used for the construction of fortifications and shelters. In general, during the war, the foresteries of Zhytomyr oblast provided the Ukrainian military with more than 18K cubic meters of forest products worth more than UAH 50 million.

Kyiv oblast

According to the Sumy RMA Dmytro Zhyvytskyi, yesterday, the occupiers shelled Esman, Hlukhiv, Putivl, Znob-Novhorod, Druzhivka and Shalynske communities. They fired from battle rifles, mortars, barrels and self-propelled guns. The power grid in Druzhbivka community was damaged following shelling. 

Humanitarian aid, ambulance and required medical equipment, was delivered to Shostka hospital from the ULIS French humanitarian organization. The aid was rendered as per the hospital needs which were previously discussed. This is the second visit of French volunteers to Shostka. Prior to this, they sent aid to the local rescuers. The representatives of this organization visited Hlukhiv hospital and supplied it with the modern ultrasound equipment and medical products.  

For over a month, pyrotechnicians from Sumy region helped clear newly reclaimed Kharkiv and Kherson regions from mines. The experts noted that they had come across for the first time “Medalion” POM-3 anti-personnel mines with distance mining. They are activated only under the impact of the weight and walking pulse of an average person. These explosives are extremely dangerous and hard to detect.

A book, co-authored with the local Dmytro Yevdokymov fallen in action when defending Kharkiv oblast, became available to the readers in Trostianets library. The book “On rights and duties. Your guide to citizenship” gives an insight into basic rules of citizenship and arrangement each civilian is supposed to have with his country. 

Chernihiv oblast 

According to the “North” Operational Command, the enemy attacked the border areas of Chernihiv area twice. The village of Hai was shelled most likely with mortars. There were 11 strikes. 

According to Chernihiv RMA Viacheslav Chaus, there was a total blackout in Chernihiv oblast due to russian missile strikes. According to him, 25 stationary points of invincibility will help locals survive in case there is a blackout in the city for a long period of time.  

The suburban train Chernihiv-Nizhyn stopped without reaching its destination at Nizhyn. It stopped because of the power outage caused by the russian missile strike. Passengers had to reach the destination themselves. 

According to Cherniv prosecutor’s office, the pre-trial investigation against the russian soldier who shot down two Ukrainian defenders of the Armed Forces of Ukraine violating the norms of the international humanitarian law was opened. The crimes were committed on March 09, 2022 during the occupation of the Ukrainian village of Sloboda.  

Chernihiv city council informed that the French city of Rains will become the partner city of Chernihiv. Chernihiv city council signed the deal with Rains officials. This is the second European city concluding such deal during the large scale war. Previously, the collaboration deal was signed with the Polish city of Rzeszów. Chernihiv authorities plan the collaboration with the German city of Aachen. 

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to the information provided by Head of the Dnipropetrovsk Regional State Administration Valentyn Reznichenko, russian troops once again shelled Nikopol district of Dnipropetrovsk oblast with Grad MRLs and heavy artillery at night. They targeted Pokrovsk and Marhanets communities. More than 30 enemy shells hit the communities in both open and populated areas. There were no casualties. Russian missiles hit the country’s energy infrastructure. Due to a sharp drop in voltage in the network, emergency power outages occurred throughout the country. Water channels are also de-energized. There are water outages, but all services are working in the region.

Oleksandr Vilkul, the head of the city’s military administration of Kryvyi Rih, said in his Telegram channel that miners got stuck in a mine due to a power outage. There was a power outage as a result of russian missile strike. A rescue operation to remove miners from the mines is underway. There is no electricity in the city. Hospitals, water intakes, pumping stations and small boiler houses are connected to generators. Currently, large boiler houses powered by high-voltage lines cannot operate.

Vinnytsia oblast

Serhii Borzov, the head of Vinnytsia  informed that russia again carried out the barrage of strikes on the critical infrastructure of Ukraine. There was a power outage due to the attack. Vinnytsia railway section was de-energized.  

Serhii Borzov, the head of Vinnytsia, informed that 193 “points of invincibility” have been set up  in Vinnytsia oblast in case of heat, water and electricity outages where there will be heat, water, lighting, the Internet, power for mobile phones, as well as a place to rest, a first-aid kit and support for mothers and children. In the future, the number of points will probably increase. Places have been created throughout the region where everyone can come in the event of a long-term power outage.

According to the Red Cross of Vinnytsia region, four mobile medical teams are currently actively operating in the region with the support of the Italian Red Cross. Every week, the medical staff performs examinations, initial diagnosis, provides recommendations and, if necessary, distributes medication. Internally displaced persons and vulnerable sections of the population in the most remote settlements of Vinnytsia have received 2,800 free services.

Kirovohrad oblast

In Kirovohrad oblast, russian missiles hit an energy facility. Energy workers crews are performing emergency electricity restoration.

In Kropyvnytskyi, experts of the Rescue Service conducted a life safety class for students of the Donetsk University of Internal Affairs. Key attention was paid to issues of life safety in the conditions of war, first and foremost, methods of providing pre-medical assistance, rules of fire and industrial  safety. The employees of the Main Department of the State Emergency Service  demonstrated cardiopulmonary resuscitation techniques for infants and adults and methods of providing assistance for limb fractures. The students also learned how to act during a fire and studied the equipment of a fire engine, as well as learned the types of radiation and chemical weapons, ways of their use and penetration of dangerous substances into the human body, first signs of injury and personal protection.

Poltava oblast

According to Dmytro Lunin, head of the Poltava Regional State Administration, up to 10 missiles were shot down over the Kremenchuk district. No one was killed or injured as a result of the attack on  November 23. 

According to Dmytro Lunin, head of the Poltava Regional State Administration, “points of invincibility” with electricity, heat, water, and internet, have been set up in Poltava oblast to provide residents with necessities in case of critical and long-term problems with energy and heating.

In the Panas Myrnyi Poltava Literary and Memorial Museum, a workshop on making trench candles for soldiers of the Armed Forces was conducted by the volunteer Liudmyla Teimurazian. Trench candles are an urgent need. They help our defenders to warm up in the winter, light the shelter and even cook food. They are used for lighting and drying clothes in the trenches. It can burn for 7-8 hours and is completely eco-friendly. 

Cherkasy oblast

According to head of the Cherkasy State Administration Ihor Taburets, almost 30 tons of humanitarian goods,  food, warm clothes, medicine and other necessities, were sent from Cherkasy to Kherson oblast. Cherkasy took over the Novovorontsovka community of Kherson oblast to help it recover after the russian occupation.

The Department of Education and Science of the Ukrainian Academy of Sciences informs that voluntary work does not stop in Cherkasy educational institutions. Every day, the students join in helping our military on the front lines. In Verkhniatska gymnasium of Khrystynivska city council, cabbage was collected and used for vitamin salads for our defenders which has already been sent to the front line. At the Budyschensky school, the teaching staff and students work to produce vitamin mixtures for defenders. The action “Keeping the educational front” is ongoing in the Kaniv Territorial Community. Teachers and students in labor training lessons and, if possible, in their free time, sew pillowcases.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

This afternoon, the enemy launched a barrage of missile strikes on the energy system in Ukraine. As a result of the attack, there was a blackout in all areas of Zaporizhzhia. There was partially no water supply. There were interruptions with mobile communications. According to Zaporizhzhia mayor Anatoly Kurtev, electricity supply was partially restored in Vozneseniv, Oleksandriv, Zavod, Komunariv and Dnipro districts of the city.

On November 23, due to a decrease in frequency in the energy system of Ukraine, which occurred as a result of russian shelling, power supply to the Zaporizhzhia NPP was stopped. The radiation background at the NPP site and adjacent territories has not changed. All indicators are normal.

At night the russian military shelled the maternity ward in Vilniansk. One of the buildings was completely destroyed. Employees of the State Emergency Service rescued the doctor from under the rubble and the woman in labor from the second floor with the help of a retractable ladder. The injured were handed over to medical workers. A newborn baby died as a result of the incident.

On November 22, on the “road of life” in the village of Kamianske the occupiers fired on a convoy of civilian vehicles. People who were heading to Zaporizhzhia got stuck on a washed-out road due to bad weather. Rescuers organized evacuation of passengers and drivers to the nearest shelters. The rescue operation lasted 3 hours, no one was injured. After the shelling, all cars continued to move to their destination. A total of 14 vehicles were towed, saving 49 citizens, including 11 minors.

According to the report from the General Staff, the enemy is on the defensive towards Zaporizhzhia. The positions of the Armed Forces and the areas of the settlements of Zeleny Hai, Dorozhnianka, Temyrivka, Poltavka, Chervone were shelled. The movement of the enemy’s additional equipment is being observed at defensive lines along the section of Kakhovka – Melitopol highway in  Kherson and Zaporizhzhia regions.

According to detailed information, on November 21, destruction of the enemy S-300 anti-aircraft missile complex and 5 units of military equipment of various types near the settlement of Polohy was confirmed. In addition, 40 servicemen were injured. An occupiers’ checkpoint was destroyed near Vesele, Zaporizhzhia oblast, and 15 servicemen were wounded with various degrees of severity. The enemy lost up to 30 people wounded in Melitopol.

Mykolaiv oblast

Automatic frequency unloading of the power grid was activated in Mykolaiv oblast due to the barrage of attacks on November 23. Power discharge helps prevent an accident in the power system. As a result, residents of the region were left without electricity. Due to a decrease in the power frequency voltage, the power units of the South Ukrainian NPP were disconnected. Electricity supply from the NPP will resume after normalization of the power system.

According to Vitalii Kim, the head of the Mykolaiv Regional Military Administration, power supply is gradually being restored in Mykolaiv. First, critical infrastructure facilities are connected to the power grid.

28 “Points of Invincibility” were opened in Mykolaiv oblast. These are the places where citizens can go in the event of a long-term power outage with heat and water supply, lighting, internet, power for mobile phones, places to rest, first-aid kits, and support for mothers and children. It is planned to equip all points with Starlink satellite communication systems.

“Ukravtodor” is restoring six bridges on the territory of Mykolaiv oblast; two more crossings are planned to be restored temporarily. According to Vitalii Kim, the restoration of the bridge in Bereznehuvate should be completed on November 23.

Odesa oblast

On November 23, air defense forces shot down two cruise missiles of russian troops over Odesa region. One commercial building in the region was destroyed by debris from the downed missile. People were not injured. The enemy attacked with both air-based missiles, type X-101, and naval type “Caliber”.

Due to the massive missile attack on the energy infrastructure of Ukraine on November 23, there is a temporary power outage in the entire Odesa oblast. This is a necessary step to protect power grids from additional technological accidents and support the power system operation. In Odesa on November 23, there is no water supply, as well as operation of all boiler houses has stopped due to the blackout of all pumping stations and reserve lines. After  restoration of power supply, the situation will stabilize.

Yokohama city will donate winter clothes and heaters to Odesa in December. Odesa and Yokohama have been sister cities since 1964.

Kherson oblast

The invaders are sustaining losses. Hence, in Kalanchak there are no beds for wounded soldiers in the local hospital. About 40 wounded soldiers were transported to the settlement of Velyki Kopany yesterday. 

According to the head of RMA Yaroslav Yanushevych, two people were killed by the russian shelling in Kherson oblast. 10 people were wounded. According to him, newly reclaimed settlements of Kherson and Beryslav regions have been shelled all day. 

Towards Kherson, russian soldiers shelled Kherson, Bilozerka, Stepanivka, Chornobaivka, Tokarivka and Zelenivka. There were also strikes near Muzykivka. The civilian infrastructure was damaged as a result of shelling. 

Moreover, residential houses in Beryslav region were damaged. Russian invaders were hitting Beryslav, Kozatske, Havrylivka, Novooleksandrivka. 

The occupiers have been shelling Beryslav region, the city of Kherson, its outskirts with multi rocket launchers and mortars all day long. The missile strikes rocked Kherson by damaging multi storey buildings, infrastructure facilities, main gas pipeline and power grids. Yesterday, two people were killed  as a result of the russian shelling in Kherson oblast. 10 people were injured. Today, the russian shelling killed a 73-year old man in Kherson. 

The police opened the criminal proceeding on theft and pick up of valuables by russian occupiers from five kindergartens in Kherson. On November 03, invaders abducted the local and his whereabouts are unknown. According to his mother, she wasn’t able to reach him. 

Russian invaders stole the equipment and looted office premises of the mobile carrier company in Kherson. They stole line switching equipment worth 10 mln UAH.  

23 crews are working to restore power supply in the newly reclaimed territories. 83 experts and 35 equipment units are involved in four directions. Four energy crews are specifically restoring the networks providing power supply to Kherson from Mykolaiv oblast.

In the newly reclaimed territories of Kherson region, provision of medical assistance continues to be restored. Disaster medicine teams of Volyn, Cherkasy regional and Kyiv city centers operate in the Kochubeiv, Visokopil, Novovorontsov, Novooleksandriv and Veliko Oleksandriv communities. During the day, specialists manage to examine more than 30 local residents. Each brigade has Starlink. So people can call their relatives if needed.

Additional humanitarian aid centers were opened in Kherson region. Local residents can get food, hygiene products and other necessary things there for free. The centers are open from 10 am to 2 pm. To receive assistance, a local should have a passport and an identity code.

Kherson received 30 tons of diesel fuel from Vinnytsia City Council. It will be used to ensure the operation of infrastructure facilities in the city. Generators and foodstuffs were delivered to the Stanislavsk community. Residents of this community received assistance within the framework of the international food program WFP (World Food Program) from the United Nations with the participation of partners “Tarylka” NGO and “Schedryk” BO.

Volyn oblast

Four kilometers of wall have already been built on the border with belarus. They are building a wall from reinforced concrete structures. Its height is three meters.

The RMA reported that 117 Points of Invincibility were deployed in Volyn.

Zakarpattia oblast

In the RMA, a meeting with Hetman of the Pardubice region Martin Netolitskyi and his team was held. They discussed organizing and providing shelter to Ukrainians abroad, humanitarian aid, etc.

About 140 Points of Invincibility have been set up in Zakarpattia. Electricity, mobile communication, Internet, heat, water and a first-aid kit are available 24 hours a day and free of charge.

President of the Ukrainian educational-scientific art complex named after Salvador Dali, Honored Artist of Ukraine, Oksana Fursa, reported that a charity exhibition-marathon Between Heaven and Earth will be opened in Zakarpattia. With this art project, a Zakarpattia cultural hub is being opened in the oblast. It is designed to unite the whole world around today’s misery and pain of millions of Ukrainians.

Ivano-Frankivsk oblast

Agricultural enterprises of Ivano-Frankivsk oblast received sleeves for grain storage. The Food and Agricultural Organization of the UN (FAO) together with the Ministry of Agrarian Policy of Ukraine provided some farmers of Ukraine with sleeves for grain storage. The project is implemented with the donor support of the governments of Canada and Japan, as well as the Australian charity Minderoo Foundation.

A commemorative plaque was installed on the facade of the Stepan Bandera Youth Patriotic Education Center in honor of Oleh Kutsyn, the commander of the 49th Rifle Battalion Karpatska Sich of the 93rd Kholodny Yar Separate Mechanized Brigade. The soldier, native of Ivano-Frankivsk, fell in action on June 19, 2022 in the Izium direction during enemy fire when defending Ukraine.

Lviv oblast

Head of the RMA, Maksym Kozytskyi, announced that russia launched two missile strikes on an electrical substation in Lviv oblast. There was a power outage in Yavoriv, Lviv and Chervonohrad regions. Due to a missile attack on an energy facility in the oblast, there were emergency power outages. Planned outage schedules are not in effect.

The budget of Lviv oblast will provide a subsidy to the budget of Kherson oblast. According to the order of Head of the Lviv RMA, Maksym Kozytskyi, it is about UAH 10 million.

The Lviv City Hall, thanks to the citizens’ taxes, sent a batch of winter uniforms to the 125th Territorial Defense Brigade and the 24th Separate Mechanized Brigade named after King Danylo.

Medics of the 103rd Brigade of the Territorial Defense Forces sent the necessary medicines to the Shevchenko Central District Hospital, located in Kharkiv oblast. Medicines will be used for the civilians, as well as for fighters who will turn to the medical facility for help.

The St. Nicholas Hospital of the First Medical Association of Lviv received anesthesia and breathing apparatus to save children who suffered as a result of the war. Funds for the equipment were collected by caring Ukrainians within the framework of the Road of Good project.

Medics of the Lviv Regional Center of Emergency Medical Aid and Disaster Medicine conducted a first aid training for 199 rescuers of the Main Directorate of the State Emergency Service of Ukraine in Lviv oblast. Basic resuscitation measures were practiced during the exercises.

The Shklo sanatorium, located in the Yavoriv district, received another batch of humanitarian aid, namely furniture sets and inventory designed for furnishing places for IDPs, from Poland’s Hotel Holding

The Center for providing psychosocial rehabilitation has become operational in the Lviv Regional Clinical Psychiatric Hospital. Comprehensive assistance and support will be provided here to all those who suffered as a result of russia’s military aggression against Ukraine.

Rivne oblast

Power units of the Rivne NPP are disconnected from the power system due to russian shelling. It happened because the automation worked.

Rivneteploenergo reported that due to the lack of electricity supply, all boiler houses in Rivne have stopped.

At the session of the Rivne City Council, deputies initiated allocation of UAH 30 million to purchase alternative power sources for critical infrastructure facilities and UAH 10 million for their installation. Deputies allocated UAH 5 million from the city budget of Rivne to aid Kherson oblast.

In Rivne oblast, for the first time, they will try to turn off electricity, guided by a new, non-standard power supply scheme used in Rivne and the oblast before. The RMA announced the schedule.

Head of the Rivne RMA, Vitaliy Koval, announced the opening of Points of Invincibility in the oblast. 132 of them are planned to be deployed. Such points will begin their work when there is no electricity in the city for 24 hours.

In the RMA, a briefing with representatives of the DNSN, Center for Hydrometeorology, Rivnegaz and Rivneoblenergo was held. They discussed the rules of fire, gas and electrical safety in everyday life during the autumn-winter period and during wartime.

Elevators were stopped in Rivne. The relevant order was signed by Mayor Oleksandr Tretyak.

The city council reported that the educational process in schools and kindergartens in Rivne has been suspended until the end of the week.

Ternopil oblast

Trolleybuses don’t operate in Ternopil. This is due to the barrage of rocket attacks and lack of power supply. As reported by the city council, buses will run instead of trolleybuses on some route. 

Over UAH 32 million were allocated from the budget of the Ternopil community for the needs of defenders. Since the war began, over UAH 12.5 million have been allocated from the city budget to the accounts of the military units formed on the base of Ternopil and where Ternopil residents serve.

In Ternopil, 10 specialized shelters will be installed at public transport stops. If necessary, the number of such shelters will be increased.

The Ternopil City Council discussed assistance for socially disadvantaged people who left their homes because of the war.

Khmelnytskyi oblast

As a result of rocket attacks on infrastructure facilities, there is no power supply in most communities of the region. In addition, part of the city of Khmelnytskyi is without water supply.

A humanitarian cargo, namely over 20 tonnes of drinking water, food products, baby hygiene products, household chemicals and generators, was sent from Khmelnytskyi to Kherson.

Chernivtsi oblast

Over 60 tonnes of humanitarian aid, namely food products, drinking water, toilet paper and hygiene products.  was sent from Bukovyna to Kherson oblast. Entrepreneurs of the oblast, volunteers, heads of communities and benefactors joined the aid collection.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Ukraine received the second tranche of €2.5 billion within the framework of the current exceptional eighth program of macro-financial assistance of the EU (MFD). The total planned financing under this program is €5 billion.

Ukraine will receive a concessional loan from France in the amount of up to €100 million. According to the terms, interest will be accrued on the loan amount at an interest rate of 1.04% per annum.

Ukraine received a soft loan of $60 million from the World Bank. $50 million was provided on preferential terms by the International Development Association. Another $10 million was received as guarantees from Latvia.

Minister of Defense of Great Britain, Ben Wallace, announced that Ukraine received one of three Sikorsky S-61 Sea King helicopters as part of a new military aid package. The Ukrainian crews have been learning to operate them in Britain for the past six weeks.

In Estonia, within the framework of EU sanctions, tens of millions of euros worth of russian assets were frozen.

The European Parliament and the European Association of Cities started the Generators of Hope initiative. Its purpose is to collect generators for Ukraine in large quantities to help alleviate difficulties arising from the constant damage to infrastructure by russian missile strikes.

Austria will provide a batch of generators for Ukraine.

Switzerland adopted the eighth package of sanctions against russia.

In the US, a group of 16 senators called on the Biden administration to reconsider its decision and still provide Ukraine with long-range combat drones.

Blinken stated that support for Ukraine will be one of the priorities at the meeting of heads of foreign affairs of NATO countries.

According to the Department of Police and Border Guard, since the end of February, 116 105 people have entered Estonia (the population of the country is 1.3 million). As of November 21, 63 069 of them remained in the country.

Pope Francis, said that Ukrainians today suffer from the “torments of aggression” and compared russia’s war in Ukraine with the “terrible genocide” of the 1930s.

Protests against russia broke out in Armenia. Protesters shout the slogan Glory to Ukraine! and hold placards No to war! and putin and lukashenko are persons non grata. They also demand the release of political prisoners in russia and condemn propagandists.

Volunteers from Scotland set up two mobile bakeries in the center of Kherson, where they prepared several types of pizza for the residents of Kherson. Here, people were given free hot drinks and sweets.
