It has been the 267th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The enemy launched 5 missiles and 25 air strikes, 10 multi rocket launcher attacks.

By violating norms, traditions and customs of the International humanitarian law, the russian occupiers hit the civil infrastructure facilities in the settlements of Dnipro, Odessa, Bakakleia, Kharkiv oblast, Nikopol, Dnipropetrovsk oblast, Ochakiv, Mykolaiv oblast.  

Based on the verified information, the Ukrainian troops shot down 2 cruise missiles, 2 guided air missiles and 5 Shakhed-136 UAVs. 

The situation didn’t significantly change towards Volyn and Polissia

In other directions, the enemy is firing towards: 

Sloboda from tanks and other types artillery at the settlements of Ambarne, Hlyboke, Dvorichna, Zemlianky, Kolodiazne, Krasne, Kupiansk, Starytsia, Strilecha and Fyholivka, Kharkiv oblast; 

Kupiansk and Lyman from various types of artillery at the settlements of Berestove, Kyslivka, Krokhmalne, Pischane and Tabaivka, Kharkiv oblast; Hrekivka, Novoselivske, Ploschanka and Stelmakhivka, Luhansk oblast, Kolodiaz and Torske, Donetsk oblast;  

Bakhmut from mortars, barrels and rockets at the settlements of Andriivka, Bakhmut, Bakhmutske, Verkhniokamianske, Zelenopillia, Klischiivka, Opytne, Rozdolivka, Soledar andYakolivka, Donetsk oblast; 

Avdiivka from different types of artillery at the settlements of Krasnohorivka, Mariinka, Nevelske, New York and Pervomaiske, Donetsk oblast;

Kryvyi Rih from mortars, barrels and rockets at the settlements of Kachkarivka, Mykhailivka, Osokorivky, Kharkiv oblast;

Kherson from artillery at the settlements of Antonivka, Zelenivka, Mykolaivka, Kherson and Chornobaivka, Kherson oblast. 

The draft law is being prepared in russia stipulating that in spring 2023 all Ukrainian citizens can be legally drafted into military service in the occupied, temporarily occupied territories and obtain russian citizenship. 

Based on the verified information, about 650 prisoners were recruited to go to war in russian colonies. They were sent to rostov region for further training. The medical aid will be rendered to these persons in case of wounds and injuries will be rendered only at medical facilities in the temporarily occupied territories. 

The enemy intensified administrative and law enforcement measures in some settlements of the temporarily occupied Luhansk oblast. Hence all entries to the settlement of Rubizhne were closed towards Kreminna and Varvarivka.  Any movements of civilians are being restricted in the city, filtration measures reinforced. 

In Mariupol, the occupiers plan to deploy the forces of russian guard, special operations command and emergency response troops totalling 400 soldiers. 

The russian invaders are forcibly evacuating Ukrainian civilians and taking away the property items from the temporarily occupied territories of Kherson oblast. Hence, late on November 16 the occupiers were evacuating the civilians from Novokyivka.

In addition, the central city hospital is no longer operational since all medical equipment and ambulances were stolen and taken towards the temporarily occupied republic of Crimea. 

The rocket troops and artillery of Ukraine hit 3 command points, 17 areas of buildup of manpower, weapons and equipment, 5 ammunition depots and 3 other key enemy’s targets. 


According to the Dnipropetrovsk regional head, Valentyn Reznichenko, during the russian terrorist attack on Ukraine 2 infrastructure facilities were struck. 23 people were wounded following the attack on Dnipro. The industrial enterprise, houses, trolleybus, and the residential street were damaged. 15 injured civilians were hospitalized, 1 person is in grave condition. 

The Minister of Digital Transformation Mykhailo Fedorov stressed that there are connection issues in nine regions of Ukraine. 3K cell sites were restored in Kharkiv and Zhytomyr oblasts.  The energy sector employees make every effort to resume services as soon as possible. The situation is as follows: there are 38% od networks operational in Odesa oblast, 67% – in Mykolaiv oblast, 69% – in Khmelnytsk and Volyn, 77% – in Chernihiv oblast, 78% – in Kyiv oblast, 79% – in Zakarpattia oblast, 81% – in Lviv oblast, 82% – in Vinnytsia oblast. Moreover, Fedorov recommended to use in the meantime the national roaming and Wi-Fi connection.  

The Hague trial found Serhiy Dubynskyi, Ihor Hyrkyn, Leonid Kharchenko guilty in shooting down Malaysia Airlines Flight 17 Boeing in Donbas by murdering 298 civilians. The trial also adjudged the prosecutors’ charge that Boeing of Malaysian airlines was shot down using Buk anti missile and anti aircraft system which was launched from Pervomaisk, Luhansk oblast which was under control of terrorists.  The judges also acknowledged that at that time russia exercised the substantial ‘impact and control’ over the occupied territories and other territories of the so called Luhansk and Donetsk People’s Republics. The guilty persons were given life sentence and payment of compensation to the families of deceased passengers. The total amount of recompense is 16 million euros. President of Ukraine Volodymyr Zelenskyy reacted to the judgment that those who ordered this crime should be brought to trial as well. The Minister of Foreign Affairs Dmytro Kuleba also positively commented on the first steps in the case of shooting down Malaysia Airlines Flight 17  in July 2014 “This is the result of tremendous collaborative efforts of Ukraine, Netherlands, Belgium, Australia, Malaysia. These decisions signal russia that any lies won’t escape justice. All russian offenders on all levels should be made accountable”, Kuleba writes in his Twitter. 

According to the Minister of Digital Transformation Mykhailo Fedorov, Ukraine is looking to render services in the meta world. Currently, making the option of getting married and divorced available online is being investigated. “Our mission is to make Ukraine the most comfortable and user friendly country in terms of public online service available at the mouse click. There is one more important task on the most cutting edge protection system within the mission, since it is impossible to discuss the most comfortable country when missiles fly over your head. Security technologies is a new trend which will be in great demand in Ukraine for many years to come”, Fedorov stated. 

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, at least 6 settlements were attacked: Ambarne, Berestove, Krokhmalne, Kupiansk, Kyslivka and Starytsia. Enemy missile strikes hit the infrastructure of Balakliia community. The invaders shelled 16 settlements with tanks and artillery.

Head of Kharkiv Regional Military Administration, Oleh Syniehubov, reported that currently, about 20K residents in the region remain without electricity. This is part of Izium and Kupiansk districts. Restoration works continue.

The invaders launched missile attacks on Izium district. Critical infrastructure was hit, gas production facilities damaged. Four employees of the company were injured and hospitalized. During the site inspection, russian troops launched another missile attack on Izium district: four policemen were injured. The fragments of X-101 cruise missiles were removed.

Yesterday, the enemy shelled Kupiansk and Vovchansk and other settlements of Chuhuiv and Kupiansk districts near the front line.

The Regional State Emergency Service informed that in Kupiansk, warehouse buildings were damaged. In Vovchansk, at least 12 private buildings were damaged, outbuildings destroyed and several fires broke out. Rescuers also found the remains of a russian missile in a field in the territory of the Natalyne community, Krasnohrad region.

According to the Regional Center for Emergency Medical Care, 2 men aged 63 and 52 and a woman aged 73 were hospitalized with injuries in Kupiansk district.

According to the Prosecutor’s Office, a woman was killed in Kupiansk as a result of russian shelling. The enemy shell hit a house.

Pyrotechnic units of the State Emergency Service continue de-mining works. 349 explosive ordnance were defused.

Deputy Head of Kharkiv Regional Military Administration, Yevhen Ivanov, said that the material damage caused by russian shelling to the agro-industrial complex and ecology of Kharkiv oblast reaches billions of hryvnias. According to him, as a result of the war and occupation, more than 30% of agricultural machinery was destroyed or stolen, farms, elevators, warehouses damaged or destroyed.

Donetsk oblast

Deputy Chief of the Main Operational Directorate of the General Staff, Brigadier General Oleksii Hromov, informed that the situation on Donetsk front remains the most complicated. Over the last six days there were more than five hundred armed clashes between the Armed Forces of Ukraine and russian troops in the region.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians injured 4 civilians: 3 in Bakhmut and 1 in Pereizne. Moreover, law enforcers found the body of one civilian killed during the occupation in Sosnove.

The night in Donetsk oblast was relatively quiet, but there were casualties. In Donetsk direction, last night russians shelled Avdiivka twice with Grad multiple rocket launchers and there were isolated attacks on the old part of the city. The outskirts of Mariinka and Ocheretyne communities were shelled.

In Horlivka direction, Bakhmut suffered the most – 3 people were injured and the building of the state enterprise damaged. In Soledar community, 3 buildings were damaged in Paraskoviivka, there was isolated shelling near Bakhmutske and Rozdolivka. The outskirts of Svitlodarsk and Toretsk communities were shelled.

Chasiv Yar was hit by an MRLs. There were 6 hits, significantly damaging the city. A kindergarten, a boiler house and at least 9 buildings were damaged. Three people were injured.

Head of the Donetsk RMA, Pavlo Kyrylenko, said that about 60% of Bakhmut infrastructure is damaged or destroyed. Out of the 16 schools that have been restored in the city since 2019, only one remains untouched.

Luhansk oblast

The General Staff of the Armed Forces of Ukraine reported that the enemy intensified administrative and police measures in some settlements of the temporarily occupied territory of Luhansk oblast. Specifically, the entrances to Rubizhne from Kreminna and Varvarivka are closed. The invaders have intensified filtration measures.

The press service of Luhansk Regional Military Administration informed that according to preliminary information, losses from hostilities in Luhansk oblast amount to 6.4 billion hryvnias.

Recently, the occupation authorities of Lysychansk announced the creation of a maneuverable housing fund. The addresses of vacant apartments were published in the city, where they plan to settle people. The owners are offered to come to the so-called “administration” within 10 days with documents confirming the ownership of the apartment and declare their agreement or refusal to settle strangers. It is unclear how the owner should find out this information timely and get to Lysychansk. The situation is similar to that in Rubizhne and Sievierodonetsk.

According to the head of the Luhansk Regional Military Administration, Serhii Haidai, fierce battles continue in two directions – Svatove-Kreminna and Bilohorivka. He added that in the first area the Armed Forces are gradually pushing the enemy back. In Bilohorivka, rashists are constantly attacking, trying to regain the territory of the settlement, which is completely destroyed.

Yesterday, units of the Armed Forces of Ukraine repelled enemy attacks in Bilohorivka and Stelmakhivka.

Russians shelled Andriivka, Hrekivka, Makiivka, Nevske, Novoselivske, Ploshchanka and Stelmakhivka in Kupiansk and Lyman directions with tanks and artillery of various types.

What is happening now in the north of Ukraine

Kyiv oblast

The Kyiv RMA reported that 4 missiles and 5 “Shahed” UAVs were destroyed over Kyiv during the air alert.

The situation with electricity supply in the oblast remains tense. According to the decision of Ukrenergo, emergency power outages continue in Kyiv oblast. Kyiv RMA reported that the duration of shutdowns will depend on the security situation and how fast infrastructure will be restored.

The head of the regional military administration, Oleksiy Kuleba reported that reconstruction works are ongoing in the village of Plesetske after a barrage of rocket attacks on November 15. A woman was killed there and 15 residential buildings were damaged due to shelling. A commission is working on the site to examine the destruction, and local residents are being provided with the necessary assistance.

The mayor of Kyiv Vitalii Klychko announced that the city community will hand over passenger buses, generators, ambulances, ventilators and food kits to Kherson. The Kyiv City Council will also consider the possibility of allocating financial aid to Kherson in the amount of UAH 50 million.

They are collecting evidence about the crimes of the russian army during hostilities on the territory of the Irpin community. Written and oral testimonies of the victims, objects that prove the war crimes of the russians are accepted in the department of culture, nationalities and religions of the Irpin City Council. This evidence and proofs will be used in local history research, exhibitions, presentations and writing books on the history of the city.

The “Irpin Reconstruction Summit” (IRS) project will be presented at the UN climate conference COP27 in the city of Sharm el-Sheikh (Egypt). The mayor of Irpin Oleksandr Markushyn will be one of the panel speakers. The presentation will take place in the very first Ukrainian pavilion in the history of the conference.

Ukrzaliznytsia reported that 2 500 tickets to Kherson and occupied Mariupol, Donetsk, Luhansk and Simferopol have already been sold as part of the “Tickets to Victory” project. Today, the sale of symbolic tickets for the first run to Sevastopol was additionally opened. Tickets can be used immediately after the liberation, and the money will be spent on the purchase of last-mile transport to connect the freed territories with the nearest railway junctions.

Zhytomyr oblast

The head of the Zhytomyr oblast Vitaly Bunechko reported that schedules of emergency power outages have been introduced in more than 400 settlements of the oblast. According to him, more than 170K consumers were left without electricity. These schedules are required to stabilize the power system of the oblast and the state.

There is no electricity in five preschools in Zhytomyr, but children are ready to be accepted in 17 other kindergartens in the city. As reported in the city council, parents can choose the kindergarten closest to them and bring their child there without unnecessary paperwork.

The mayor of Zhytomyr Serhiy Sukhomlin said that there will be no mass celebrations on New Year’s Eve in the regional center. According to him, if there is no critical situation, a live Christmas tree will be decorated with a garland in the city center and a projector with installations will be turned on. Using the saved funds, they plan to buy New Year’s gifts for all children of preschool and primary school age.

Every sixteenth child born in Zhytomyr oblast in 2022 is premature. These are more than 400 babies out of almost eight thousand. Due to the stress experienced due to the full-scale invasion of russia and health issues of mothers, cases of childbirth at the 35th and 36th weeks of pregnancy have increased.

An express course on learning the Ukrainian language was organized for migrants in Zhytomyr. Classes are held at the House of Ukrainian Culture twice a week and will last until the end of December. At the courses, teachers help migrants from the east to master Ukrainian for everyday communication.

Sumy oblast

The head of the Sumy RMA Dmytro Zhivytskyi announced that the occupiers shelled the Shalygine community. A total of 10 machine gun bursts were recorded.

The Shostka City Council reported that there are already 11 heating points in the city. Most of the points are arranged in medical institutions and social service centers.

The Sumy RMA called residents of Sumy oblast to stock up on water and food. Emergency disconnection of consumers from electricity supply continues. It is impossible to predict whether the situation will improve due to regular enemy shelling of the energy infrastructure.

The international organization AVSI helps educational institutions in the city of Trostianets, Sumy oblast. The non-profit organization provided financial support for the repair of classrooms in two schools in Trostianets, and also decided to donate stationery sets to students.

Chernihiv oblast

The spokeswoman of the Chernihiv border detachment, Halyna Shekhovtsova reported that the Semenivka community was shelled. The occupiers fired artillery from the village of Lypytsia, Bryansk region.

The “North” OC reported that the border area of ​​Chernihiv oblast suffered again from enemy attacks: the village of Leonivka of the Semenivka community was attacked. Border guards recorded 18 shots, probably from barrel artillery. As a result of the shelling, several private houses caught fire. An electrical substation was damaged: 742 subscribers in nine settlements were left without power.

The head of the Chernihiv RMA Viacheslav Chaus announced that Chernihiv oblast received two trucks of humanitarian aid from Denmark, which will help the residents survive the cold season. The ROCKWOOL company sent awnings, generators, as well as warm and moisture-resistant sleeping bags. First of all, these things will be used to equip stationary and mobile heating points in large communities.

The Ripky City Council reported that one of the communities in Chernihiv oblast organized a collection of vegetables for the residents of Kherson. The urban village of Ripky decided to help compatriots who were under occupation for 8 months. Everyone was invited to join the action.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

Nikopol region was shelled at night. The invaders struck civilian communities  Chervonohryhorivka, Marhanets, Myrove and Nikopol with Grad MRLs and heavy artillery.

In Nikopol, russian shells destroyed two dozen residential buildings, outbuildings, a college, two cars, power lines and a gas pipeline. The energy infrastructure facility was also damaged, due to which the pumping station was de-energized. About 40K people are without water, about 6 K – without electricity. A 20-year-old boy was injured. He injured his leg and is treated at an outpatient hospital department.

Russian missiles hit two districts of Dnipro. The invaders struck at industrial and private enterprises. 23 people were injured, including a teenage girl of 15 years old. The oldest patient is 83 and a woman had a heart attack. People suffered various injuries, mostly cuts and concussions. 9 victims remain in hospitals. Three people were saved by rescuers. Rescuers took another 50 people to a safe place from the territory of the industrial enterprise.

Head of the Dnipro Regional Council, Mykola Lukashuk, informed that as a result of enemy attacks in different districts, about fifteen apartment buildings, three two-storey buildings were damaged, a private building was partially destroyed and another one damaged. A school, a college, a dozen cars, trailers, public transport, contact networks and a gas pipeline were damaged. Rescuers extinguished one fire.

According to the head of the Dnipro Regional Council, Mykola Lukashuk, DTEK employees restored electricity supply to 6K families in Nikopol after the night shelling. The power supply to the pumping station has also been restored.

Vinnytsia oblast

Chairman of Podilska Hromada Charitable Foundation, Olena Danilova, reported that volunteers collected diapers, washing powder, personal hygiene products and candles for the residents of freed Bilozerske and Stanislav communities in Kherson oblast. In total, 500 kilograms of humanitarian assistance.

The 62nd car was delivered by Vinnytsia volunteers to the soldiers on the front line. The fundraising was initiated by the Tykho charity fund. The soldiers are also provided with protective ammunition, communication equipment and medicines.

Kirovohrad oblast

Head of Kirovohrad Regional Military Administration, Andrii Raikovych, informed that Kropyvnytskyi will help Kherson. He noted that teams of electricians, communal workers and repairmen will be sent.

Poltava oblast

The “Club of Special Mothers” resumed its activities in Myrhorod. A mutual support group for mothers of children with disabilities gather weekly at the local Honcharenko Center. Currently, the women are preparing for the Christmas charity fair to raise money for the needs of the Armed Forces.

Kremenchuk City Council informed that 53 internally displaced persons will reside in dormitory rooms equipped with furniture thanks to the UN Children’s Fund “UNICEF”.

Cherkasy oblast

Deputy Mayor Anastasia Chubina said that “points of invincibility” are being created in Cherkasy. They will be located in educational institutions. The residents of the city will be able to come to a place with comfortable conditions and all amenities in case of a power outage or heat supply for a long time, or in any other critical situation in the city.

In the Bilashkiv gymnasium in Talniv region, a school-wide charity fair “Help the soldiers get closer to victory” took place. Oleh Tsymbal, the school principal, said that they managed to raise 9 258 hryvnias this way for our defenders.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

At night, russians once again launched a missile attack on Vilniansk city. Civilian buildings were damaged as a result of three missile strikes. Specifically, a two-storey residential building was destroyed. People were trapped under the rubble. Currently, 6 people were reportedly killed. Emergency services are performing rescue operations. 34 rescuers and 6 units of equipment are engaged in the debris removal.​​

Yesterday, the invaders shelled civilian infrastructure in Charivne, Chervone, Dorozhnianka, Huliaipole, Kamianske, Mali Shcherbaky, Novoandriivka, Novodanylivka, Novoiakovlivka, Novomykolaivka, Olhivske, Orikhiv, Pavlivka, Rivnopillia, Shcherbaky, Stepnohirsk, Stepove, Uspenivka, Vilniansk and Zaliznychne settlements. The police received 18 reports of destruction of apartments and infrastructure objects as a result of russian shelling.

According to the General Staff, in Enerhodar, the invaders removed all textbooks on the history of Ukraine for further destruction.

Frontline communities began to receive timber for heating as part of the national program of support for the population suffering from the armed aggression of the invaders. Thus, 37 households of Huliaipole community have already received 11 cubic meters of timber. In Zaporizhzhia oblast, the following communities can rely on such assistance: Huliaipole, Komyshuvakha, Kushuhum, Mala Tokmachka, Mykhailo-Lukasheve, Novomykolaivka, Novooleksandrivka, Orikhiv, Preobrazhenka, Shyroke, Stepne, Stepnohirsk, Tavriiske, Ternuvate, Vasylivka, Vozdvyzhivska and Zaporizhzhia.

Mykolaiv oblast

The head of the Explosive Technical Service of the National Police in Mykolaiv oblast was injured while performing his official duties. The incident occurred near Snihurivka on November 17.

As of November 17, 88 and partially three settlements of Bashtanka and Mykolaiv regions remain without electricity and water supply due to hostilities. The restoration operations of electricity and gas supply to the settlements affected by the hostilities continue.

In liberated Snihurivka, natural gas is being gradually supplied to the houses where homeowners are present. Currently, the technical condition of in-house gas supply systems in 70 apartments in Snihurivka has been inspected, 15 of them have damaged equipment. In addition, 80 gas accounting devices in local apartments were replaced free of charge.

Mykolaiv volunteers received fifty bicycles from philanthropists from the Netherlands as part of the BikesForUkraine project. The vehicles were divided among fifteen volunteer organizations. The aim of the campaign is to increase the mobility of Ukrainian volunteers and staff of critical public services during the war, to make humanitarian and other assistance more accessible to those who need it most.

Odesa oblast

At dawn, the enemy attacked the logistics facility in Odesa with Kalibr cruise missiles from the Black Sea. The surrounding buildings were damaged. A civilian was injured.

A little later, the enemy directed six air-launched missiles from Su-30 fighters towards the Odesa coast. The missiles were destroyed over the sea by air defense forces.

The enemy increased the number of cruise missile carriers to 3 units in the Black Sea. Up to 20 Kalibr missiles are ready for launch. The total number of the enemy fleet is 10 ships and boats, which continue to maneuver in the missile-safe area along the southwestern coast of the temporarily occupied Crimea.

Currently, 70% of DTEK energy company customers remain without electricity in Odesa oblast. During the full-scale invasion, the russian army damaged 41 facilities of DTEK Odesa Power Grid. The objects were restored, but to a workable state, not to the previous one. Houses and streets without critical facilities will not receive electricity until the situation is stabilized.

Kherson oblast

The situation in the South Buh and in the Tavriia operational zones is complex and tense, but controlled by the Defense Forces. The enemy is equipping defensive lines on the left bank of the Dnipro, as well as regrouping, including strengthening troop groups in other directions. It continues the logistic supply of units in territory of Kherson oblast, looking for safe ways of delivering equipment, weapons and other resources. The withdrawal of the enemy troops in order to avoid the fire influence of the Defense Forces continues.

In the course of the offensive operation, our troops crossed the line on the right bank of the Dnipro River, liberated up to 5 580 square kilometers of our territory and 198 settlements.

After effective fire damage by the Defense Forces on the enemy positions in Kakhovka district, filtering measures against the local population have been strengthened. In Kakhovka itself, russian invaders mine infrastructure and destroy cell towers.

During the night, the enemy shelled the positions of our troops and nearby newly reclaimed territorial communities in Kherson and Beryslav districts with barrel artillery and Grad MLRS. A local resident was killed as a result of the shelling of Kherson on November 16.

The police opened 18 criminal proceedings on the crimes of the russian occupiers in Kherson oblast. Civilians of Beryslav district were hit by the enemy. Russian soldiers  shelled residential quarters with mortars. As a result of shelling, local residents were injured, and many private homes became uninhabitable.

The russian military mined the territory of the solar station in Bilozerka district, which before the war was a key element of the community’s energy security. During the occupation, the russian military looted and damaged the station; now it does not work. Workers cannot yet start work on restoring the station’s activities due to mining.

There are reports of the arbitrary settlement of russian soldiers in local houses and apartments from the village of Novotroitske and the city of Nova Kakhovka. The occupiers change the locks and do not allow the owners to enter their apartments. There are reports of looting by the russian military in Kakhovka district, who are robbing houses and taking away property on military equipment marked “Z”.

According to Ihor Safronov, Chairman of the Board of Khersonoblenerho JSC, it will take up to two weeks to restore power supply in Kherson. Two brigades are working in Khersonoblenerho, Mykolaivnoblenerho and plan to help Odesa electric network DTEK.

Kyiv will hand over buses, medical equipment, special equipment and foodstuffs to liberated Kherson. This was announced by the mayor of the capital Vitalii Klychko. They plan to send 5 passenger buses, 4 trucks, a garbage truck, an excavator, 2 ambulances, 11 generators, 30 ventilators, 30 breathing apparatus, consumables, food, warm clothes and construction materials. The mayor also stressed that 50 million hryvnias of financial assistance are to be allocated for the reconstruction of Kherson.

Volyn oblast

10 Volyn communities will develop a system of voluntary fire and rescue units with the support of the USAID HOVERLA Project. The US Agency for International Development (USAID) provided the voluntary firefighting teams of the USAID HOVERLA project with protective clothing and modern equipment for work in an emergency situation.

Zakarpattia oblast

In Uzhhorod, the Alley of Life as a memory of the soldiers who gave their lives defending Ukraine will be planted in the central part of Bozdo Park.

Ivano-Frankivsk oblast

Mayor of Ivano-Frankivsk, Ruslan Marcinkiv, reported that the German city of Ingolstadt and the city of Opole gave the city a bus and a truck for snow ploughing on the roads.

The RestoPraktika conference on how to do business in Ukraine will be held in Ivano-Frankivsk. There will be lectures on how to motivate the team, open new establishments during the war, keep the food cost under inflation conditions and at the same time help the Armed Forces.

Mayor of Ivano-Frankivsk, Ruslan Martsinkiv, called on the residents of high-rise buildings to move to the village for the winter season. “Power outages can last not for hours, but for days,” he explained.

Lviv oblast

In the RMA, a meeting with the representative of the German government, Mark Vanderwitz, was held. They discussed helping Ukraine during a full-scale war, specifically to reconstruct and restore national monuments of Lviv oblast.

The United Nations Children’s Fund (UNICEF) sent 100 boilers to the city. The boilers will be installed in centers for living and working with IDPs, health care facilities and schools. The  boilers will be delivered with the financial support of the USAID Bureau of Humanitarian Assistance (BHA). This way, the cooperation continues within the framework of the strategy Community, friendly to children and youth Institute of the City and the network of youth spaces CREATE!.

St. Nicholas Children’s Hospital in Lviv received equipment for primary resuscitation of newborns. The Polish public organization Coalition for the prematurely born rendered this aid. 

Medics from the association Les Convois Solidaires will help the doctors of Lviv oblast to provide prosthetics to people who lost limbs due to the war. A delegation of French doctors has already visited regional medical institutions where prosthetics are performed.

Lviv is helping to rebuild a 5-story building in Hostomel, destroyed by enemy shelling. The building is planned to be restored by the end of the year.

Rivne oblast

The IAEA reported that the Rivne NPP stopped one of the four power units due to the loss of network access after the russian attacks.

Together with the military leadership, Head of the Rivne RMA Vitaly Koval checked the situation on the border with belarus. They also discussed areas to be strengthened with fortifications.

As part of the implementation of the Svitlodity project, the Consul General of the Republic of Poland in Lutsk, Slawomir, attended an open lesson Traffic Safety at the Rivne Regional Institute of Postgraduate Pedagogical Education. Part of the facility’s premises is home to displaced persons with children. There are classes conducted in one of Rivne’s schools. Slavomir Misyak presented the children with reflective bracelets, stickers and vests.

The Department of Social Policy of the Rivne City Council organized a culinary master class for IDP children and introduced them to the Rivne Vocational College of Economics and Business.

Ternopil oblast

The two-day All-Ukrainian educational forum New Dimensions of Security: Challenges and Solutions was launched in Ternopil. Key goals are the psychological support of participants in the educational process, safe learning conditions, distance learning challenges and the information and analytical component of education security under martial law.

Marine Mykhailo Dianov, a native of Ternopil oblast, transferred UAH 3 million to the Azovstal Association of Defenders’ Families. Ukrainians sent these funds to the defender for his treatment. Since it is paid by benefactors, the soldier decided to support children whose parents died defending Azovstal.

Khmelnytskyi oblast

The IAEA reported that the Khmelnytsky NPP stopped both power units due to the loss of network access after the russian attacks.

On the initiative of the RMA, the first volunteer breakfast was held. During the event, volunteers discussed their activities and shared ideas for the future initiatives.

Chernivtsi oblast

The Department of Social Protection of the Population of Chernivtsi oblast reported that nine children from Bukovyna went to Artek for rehabilitation. Students of the Center for Social and Psychological Rehabilitation will attend the V thematic change I know! I act! I protect!.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The US Minister of Defense Lloyd Austin reported that the participating states announced new arms deliveries to Ukraine during the Ramstein meeting: Sweden will provide air defense systems, as well as ammunition and other weapons worth $287 million; Spain – HAWK anti-aircraft missile launchers and missiles for them; Canada – $500 million in military aid, including winter equipment; Germany – $270 million MLRS installations and ammunition for artillery; Greece – 155-mm ammunition; Poland – artillery and ammunition, as well as short-range air defense.

The Minister of Defense Antti Kaikkonen stated that Finland will provide the largest package of military aid to Ukraine in the amount of EUR 55.6 million since the war began. For operational reasons and to ensure the delivery of the aid to the destination, more detailed information about it, the method of delivery and the schedule is not provided.

Canada will provide a new $34 million military aid package to Ukraine.The Ministry of Defense of Canada reports that $5million will go to providing satellite images, $18 million to additional cameras for drones, and $10 million to winter equipment.

The journalist, Andryus Tarinas, reported that Lithuanians purchased a marine drone for Ukraine for $250K. They named it PEACE Дец (pizdets (pun is used here “peace dets”) is a swear word meaning that a subject (a person) is already or about to be dead/destroyed). 12K people voted for this name.

Israel gave permission to NATO members, including Britain, to provide Ukraine with weapons containing components of Israeli-made fire control systems and opto-electronic systems. Israel also agreed to provide “strategic materials” to Ukraine.

Ukraine and Poland have started negotiations on joint border control. After signing the agreement, Ukraine will become a country that is not part of the EU, but has similar checkpoints with an EU member state.

The President of Ukraine Volodymyr Zelenskyy spoke at the Bloomberg New Economy Forum. This year, world leaders at the forum are discussing key goals of the war in Ukraine, threats to food security and total inflation.

The President of Ukraine Volodymyr Zelenskyy met with Minister of Foreign Affairs of the Kingdom of the Netherlands, Wopke Hookstra, who arrived on a visit to Kyiv. They discussed additional specific support measures from the Netherlands to strengthen Ukraine’s defense capabilities and successfully counter the aggressor.

The International Paralympic Committee suspended the membership of russia and belarus.

Spokesman of Ministry of Foreign Affairs of Poland, Lukasz Jasina, announced that the Ministry of Foreign Affairs of Poland refused to issue visas to the members of the russian delegation of the Organization for Security and Cooperation in Europe, who were supposed to participate in the session of the OSCE Parliamentary Assembly scheduled for November 24-26 in Warsaw.

In September, Poland granted the largest number of temporary protection statuses to forcibly displaced Ukrainians, namely 53 545. The following countries granted the most temporary protection statuses in September: Germany (51 980), Romania (9 715), Spain (5 745) and Ireland ( 4 925).

In Poland, on November 20, a Polish-Ukrainian charity concert will be held by the foundation for the promotion of sports, health and art PIERSI, with the support of the Folkowisko Association. The Czech group Kaputin has auctioned a famous sculpture depicting a naked putin sitting on a golden toilet. The group used this caricature of the russian president several times during mass events, at rallies held in front of the russian embassy in Prague (the Czech Republic).
