It has been the 265th day of the Ukrainian resistance to the russian military aggression.

Spokesman Piotr Müller said that Polish Prime Minister Mateusz Morawiecki urgently convened the Committee on National Security and Defense due to the “crisis situation”. He added that more details will be provided after the committee meeting.

A number of Polish media reported on the explosion in Hrubieszów region, which is located near the border with Ukraine – about 8 km from it to the explosion site. Two people were killed. 

Senior Captain Marcin Lebedovich, Spokesman for the County Headquarters of the State Fire Service in Hrubieszów says that the cause of the explosion is still unknown.

“Estonia is ready to defend every inch of NATO territory,” the Estonian Foreign Ministry responded. “Latvia also expresses full solidarity with Poland and will support any actions that Poland considers appropriate. Russia will bear full responsibility for all the consequences,” said the Latvian Foreign Ministry.

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm:   

The occupiers are trying to hold the temporarily occupied territories, focusing their efforts on restraining the actions of the AFU, and erecting defensive constructions on the left bank of the Dnipro. At the same time, they continue to launch offensive operations towards Bakhmut, Avdiivka and Novopavlivka. 

The enemy launched a massive missile strike on the military and civilian infrastructure of several oblasts of Ukraine. The results of the work of air defense systems of the Defense Forces of Ukraine and consequences of enemy strikes on critical infrastructure are currently being clarified. In addition, the occupiers do not stop shelling the positions of our troops and settlements along the contact line.

The situation did not significantly change towards Volyn and Polissia. The Republic of Belarus continues to support the armed aggression of the russian federation against Ukraine, providing it with infrastructure, territory and airspace. There is a constant threat of launching missile and  air strikes from the territory and airspace of the republic of belarus.

In other directions, the enemy fired towards:

Siversk from barreled artillery, in the areas of the settlements of Ryzhivka, Kindrativka, Slavhorod, Sumy oblast;

Sloboda from mortars, barreled and rocket artillery, in the areas of the settlements of Starytsia and Bochkove;

Kupiansk and Lyman from the whole range of artillery, in the areas of the settlements of Nevske, Kyslivka, Rozdolivka, Ploshchanka, Makiivka, Spirne;

Bakhmut from tanks, mortars, barreled and rocket artillery in the areas of Bakhmut, Bilohorivka and Niu York;

Avdiivka from artillery of various types, in the areas of the settlements Novomykhailivka, Vodiane and Nevelske;

Novopavlivka and Zaporizhzhia from mortars, barreled and rocket artillery, in the areas of Prechystivka, Pavlivka, Vremivka, Zaliznychne, Stepnohirsk, Mali Shcherbaky;

Kherson from mortars, barreled and rocket artillery, near the settlement of Dobra Nadiia.

As a result of fire damage in the area of Kreminna, Luhansk oblast, russian invaders have lost control of individual units. The personnel of these units plan to escape from their positions and withdraw to the city.

In the city of Kadiivka, Luhansk oblast, the occupiers walk around houses and carry out forced mobilization of the local population. In some areas of the temporarily occupied territory of Luhansk oblast, there are cases of money extortion for the possibility of avoiding mobilization. Thus, in the Starobilsk region, representatives of local ‘law enforcement agencies’ propose to avoid mobilization for a monetary reward of up to 15 thousand dollars.

The results of enemy fire damage were confirmed. In the area of Blahoveshchenka, Zaporizhzhia oblast, the death toll of the occupiers amounted to 10 people. Also, 5 units of military equipment, an ammunition depot were destroyed, and 35 invaders were wounded. In Melitopol, the enemy lost more than 50 people wounded.

In Skadovsk and Henichesk regions, some occupation units leave settlements heading to the temporarily occupied Crimea.

Units of rocket forces and artillery of the Defense Forces affected 4 buildups of enemy manpower, weapons and military equipment, 2 ammunition depots and one important military target of the russian occupiers.

President of Ukraine Volodymyr Zelenskyy announces that russia has launched a massive terrorist strike on Ukraine. Mostly strikes targeted energy facilities. Mr. Zelenskyy also added that 85 missile strikes had been launched, another 20 could be expected.

Heads of the RMA and mayors of cities in a number of oblasts report that Khmelnytskyi, Rivne, Volyn, Lviv, Zhytomyr, Vinnytsia, Dnipropetrovsk, Kirovohrad, Poltava, Kharkiv oblasts, as well as Kyiv were subjected to missile strikes. Mostly there were strikes on energy facilities, in Kyiv several residential buildings were damaged. Currently, emergency blackouts have been introduced throughout Ukraine. 

The Ministry of Defense of Ukraine reports that Minister of Defense of Ukraine Oleksiy Reznikov took part in the meeting of EU Defence Ministers online. Reznikov shared information about destruction and looting in Kherson during the russian occupation of the city.

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, invaders shelled at least 14 settlements.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that russians launched missile strikes on critical infrastructure: 4 S300 missile strikes in the Chuhuiv region and 2 in Kharkiv region. Power engineers are establishing the extent of damage and working to restore the networks. There is virtually no power supply in the settlements of the oblast. Accordingly, there are disruptions in water and heat supply, all specialised services are working on the site.

Head of the Zolochiv community, Viktor Kovalenko, informed that russian troops shelled Ivashky and Perovske villages. According to him, the attacks continue for the fifth day in a row. The invaders are shelling the community with projectiles with destructive elements.

Kharkiv Regional Police Chief, Volodymyr Tymoshko, said that the number of officers will be increased in the region to prevent panic and looting.

The enemy continued to terrorize civilians in cities and settlements of Chuhuiv, Kharkiv and Kupiansk regions near the contact line and the border with russia with shelling.

In Vovchanski Khutory village of the Chuhuiv region, several private buildings were damaged as a result of shelling. In Boldyrivka village of the Kupiansk region, warehouses with grain burned due to the shelling.

According to the Regional Center for Emergency Medical Care, 2 women aged 66 and 62 and a man aged 50 were injured in the Kupiansk region.

Pyrotechnics of the State Emergency Service continue de-mining the territory of the oblast. 141 explosive ordnance were defused. However, the mine danger is still very high.

Yesterday, near the Tsupivka railway station in the Derhachi community of the Kharkiv region, 3 railway workers ran over a mine. They were hospitalised with injuries, doctors describe their condition as moderate.

Near Bezruky village, at around 3 pm a car of the Kharkivoblenerho JSC blew up on a mine, a 41-year-old electrician was injured. His condition is average.

Donetsk oblast

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 1 civilian in Sieverne. Moreover, law enforcers found the bodies of 3 civilians killed during the occupation in Nove. Another person was injured.

The night in Donetsk oblast was relatively calm. However, russians continued shelling civilians in certain areas of the frontline.

Towards Volnovakha, there was an air strike and intense artillery shelling of Vuhledar. Pavlivka and Prechystivka were under fire on the territory of the community – without casualties.

Towards Donetsk, at night there were isolated air strikes on the old and central parts of Avdiivka, and in the morning, the downtown city was under massive shelling. There was no information about casualties.

Towards Horlivka, there was shelling near Soledar, Svitlodarsk and Toretsk communities. According to preliminary information, there were no casualties.

The Mariupol City Council informed that the invaders plan to demolish more than 900 apartment buildings, which is more than 50 K apartments. People in the city are already freezing and will have to spend the winter without heat or electricity in half-ruined houses.

Luhansk oblast

According to the General Staff of the Armed Forces of Ukraine, as a result of the shelling near Kreminna, russian invaders have lost control over some units. Personnel of these units are planning to escape from their positions and retreat to the city.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that in Kreminna and Rubizhne residents hear echoes from the front, which means that the Armed Forces of Ukraine are moving forward. According to him, the invaders are losing motivation, because there is almost nothing to steal in Luhansk oblast, and they do not receive the promised financial support from their military leadership.

Enemy attacks were repelled from Novoselivske.

The invaders shelled Makiivka, Nevske, Novoselivske, Ploshchanka and Stelmakhivka with tanks, mortars, barrel and rocket artillery towards Kupiansk and Lyman.

What is happening now in the north of Ukraine

Kyiv oblast

Head of the Kyiv oblast Police Andrii Nebytov reported that 10 buildings were damaged in Kyiv oblast due of another terrorist missile attack. At the same time, according to him, thanks to the successful work of the Air Defense Forces, there were no casualties among the civilian population.

The KCSA reported that russian missiles hit several residential buildings in the Pechersk district in Kyiv. In one of the houses hit by the rocket, the rescuers found the body of the deceased. Rescue and search operations are ongoing.

Head of the Kyiv City Military Administration Serhiy Popko reported that anti-aircraft defense shot down 18 out of 21 russian missiles in the Kyiv area.

Ukrenergo announced emergency power outages in the capital and the oblast to balance the energy system and avoid equipment accidents. Mobile operators warn about instability of mobile communications due to the shelling and power outages.

The Minister of Foreign Affairs of the Netherlands was sheltering in Kyiv during the russian missile attack. The minister’s press secretary, Tessa van Staden reported that Vopke Bastian Hoekstra planned meetings with his colleague Dmytro Kuleba and President Volodymyr Zelenskyyi to discuss the war in Ukraine and the Netherlands’ support for Ukraine.

Irpin Mayor Oleksandr Markushyn said that Irpin has become a partner city of Miami in the USA. The sister city plans to help rebuild the buildings destroyed by russian aggression in Irpin. Currently, the final stage of an unprecedented initiative has taken place – the transfer of small arms to Ukrainian colleagues, the collection of which was initiated in June by the Miami police as part of the Guns 4 Ukraine action.

In the Irpin Mriya Academic Lyceum, the educational process will continue steadily, and teachers and children will not experience any inconvenience – solar panels are being installed there. As reported in the Kyiv RMA, the lyceum has completed major repairs after the destruction caused by the occupiers.

Ukrzaliznytsia has resumed passenger rail service with Mykolaiv. The first passenger train from Kyiv since the beginning of the war arrived in Mykolaiv. Its first passengers were journalists and volunteers.

Employers of Kyiv oblast concluded 18 contracts with employment centres on the organization of socially useful works in the conditions of martial law. The Kyiv RMA reported that 139 unemployed people have already joined them. The unemployed can be involved in socially useful works in accordance with the initiative of the Ministry of Economy. At the same time, they receive payments from the state in an amount not less than the minimum wage.

Almost 400K people voted for the return of historical names to 32 more capital objects, according to the survey results in the “Kyiv. Digital” application, which lasted from November 4 to 13. As the KCSA noted, they are completing the process of decolonization of toponymy in Kyiv and getting rid of the system imposed by the totalitarian regime for decades.

Activists are planting gardens in Bucha, Irpin and Borodianka. The non-governmental organization Garden City invites everyone to join and promises to provide tools and seedlings. They plan to create a lilac grove in Bucha, a dogwood grove in Irpin, and a viburnum grove in Borodyanka.

Zhytomyr oblast

Zhytomyr was left without electricity due the missile attack. Zhytomyr Mayor Serhiy Sukhomlyn said that two strikes on the energy infrastructure were recorded in the city. Energy workers of Zhytomyr oblast are working to restore power to critical infrastructure facilities.

The water supply has been restored and the boiler house is gradually being connected to the power supply in Zhytomyr. The city council informed that currently, the inclusion of the third risers, which will ensure normal pressure, is expected. The residents of the city were also asked to stock up on drinking and technical water in case of a critical situation.

The Zhytomyr City Council reported that public electric transport will not operate in Zhytomyr. 10 communal buses will operate on trolleybus routes.

Sumy oblast

Head of the regional military administration Dmytro Zhivytskyi said that 143 enemy shells, mines, and rockets exploded on the border areas of Sumy oblast. The russians shelled seven communities of the oblast – Krasnopillia, Seredyna-Buda, Yunakivka, Znob-Novhorodske, Khotyn and Myropillia. Houses of civilians were destroyed and people were injured due the enemy attacks.

The enemy does not stop shelling. Khotyn and Bilopillia communities of the oblast came under enemy attacks. As a result of the shelling, residential buildings, motor vehicles, farm buildings, and electric poles were damaged.

Head of Sumy RMA, Dmytro Zhivytskyi reported that only on the territory of one border village, the enemy fired 17 mines, 43 artillery shells and 27 shells from self-propelled guns. A local farm was also affected, on the territory of which 11 explosions of large-caliber shells were recorded. According to preliminary calculations, farmers suffered losses of more than UAH 2 million.

The Sumy RMA reported that emergency blackouts have been introduced due to massive enemy attacks on infrastructure facilities in Sumy and the oblast. Stabilization measures are being taken in Sumy to restore the operation of water intakes cut off due to the lack of power in the power grids.

Chernihiv oblast

The State Border Service reported that the Semenivka community came under enemy fire. 13 hits from 120 mm mortars were recorded.

Chernigivvodokanal warned Chernihiv residents about possible water cuts. In connection with the massive missile attack of russia and problems in the power supply, emergency stops of the pumping equipment are possible.

The Sumy RMA reported that recently, the oblast is expecting several batches of important equipment: tents, mobile heating points and additional batches of powerful generators. Checking of available generators in the shelters is also underway.

The RMA reported that the oblast is considering the possibility of equipping pedestrian crossings and places of increased emergency with autonomous lighting from solar panels, This is caused by an increased number of road accidents over the past month due to emergency lighting shutdowns on the roads.

The rescuers of Chernihiv oblast continue to provide assistance to citizens whose houses were damaged and destroyed due to numerous cases of enemy shelling this spring. At present, work is underway to dismantle destroyed and emergency structures of residential buildings in the villages of the Kyinka Territorial Community for their further restoration.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

At night, Marhanets, Nikopol, and Chervonohryhorivka communities were again shelled with heavy artillery and MLRS.

Head of the Regional Council Mykola Lukashuk says that in Nikopol, shelling damaged a dozen private houses and outbuildings, power grids, and an enterprise. 

According to Head of the Dnipropetrovsk Regional State Administration Valentyn Reznichenko, in the afternoon, russians targeted missiles at an energy infrastructure facility in Kryvyi Rih. There is serious destruction. 

Vinnytsia oblast 

The RMA reported hitting an object of critical infrastructure in Vinnytsia oblast. Also, air defense was on alert in the oblast.  

Vinnytsiaoblvodokanal informs that due to missile attacks in Vinnytsia oblast, one of the water pumping stations was de-energized. 

Almost two million hryvnias of their one-day earnings were transferred to the defenders and colleagues from the frontline territories by foresters of Vinnytsia oblast. In addition, wood is also delivered: from cobblestone to firewood. Volunteers also cook stews, and collect humanitarian aid.

Kirovohrad oblast

According to Head of the Kirovograd Regional State Administration Andrii Raikovych, in the oblast, 2 explosions were heard. The objects of energy infrastructure in the Kropyvnytskyi region were affected.  

Humanitarian aid from Poland arrived in Kirovohrad oblast. Clothes, pillows, mattresses, medical devices, antiseptics, candlesticks, gastronomic carts were provided by the International Organization to further direct it to internally displaced persons. Humanitarian aid is distributed among all territorial communities of the oblast, in proportion to the number of IDPs living.

Poltava oblast

Head of the Poltava Regional State Administration, Dmytro Lunin, reported that a missile hit an infrastructure facility in the Kremenchuk region. Air defence was on alert in the Myrhorod community.

According to Head of the Poltava RSA, Dmytro Lunin, another 400 potbelly stoves were sent to our defenders and communities. The soldiers received 200 stoves, the other 200 are necessary for heating points in Poltava oblast.

Cherkasy oblast

Head of the Cherkasy Regional State Administration, Ihor Taburets, air defence was on alert and emergency blackouts were applied due to missile attacks on the critical infrastructure of the country.

The representative of the Sich public organisation, Illia Yastreb, said that Cherkasy volunteers make power banks from used electronic cigarettes. They are sent to Ukrainian soldiers on the front line to be used for  recharging phones, radios and Starlink.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not undergone significant changes over the past day. The enemy concentrates its main efforts on holding the occupied borders.

Oleksandr Starukh, Head of the Zaporizhzhya RMA, announced that around 4am on November 15, the occupiers launched a missile attack, preliminary with S-300 missiles, on the suburbs of Zaporizhzhia. According to him, no injuries or damage were recorded.

The russian military launched more than 60 strikes on the settlements of Huliaipole, Orikhiv, Zaliznychne, Novodanylivka, Novoandriivka, Novoivanivka, Shcherbaky, Mala Tokmachka, Malynivka, Bilohiria, Dorozhnianka, Temyrivka, Olhivske, Poltavka, Charivne, Mali Shcherbaky.

Only residential infrastructure was a target for armed aggression. The police recorded the destruction of private houses, utility premises, yard areas, fences, greenhouses, etc. in Orikhiv and Huliaipole regions. A 21-year-old man died in intensive care from mine-explosive injuries and numerous shrapnel injuries as a result of the artillery shelling of Mala Tokmachka.

According to the General Staff, the occupiers lost up to 10 dead people near Blahovishchenka, Zaporizhzhia oblast. Also, 5 units of military equipment, a warehouse of ammunition were destroyed, and 35 invaders wounded. The enemy lost more than 50 people wounded in Melitopol.

IAEA Director General Rafael Grossi said that the Ukrainian ZNPP continues operating due to external power from the only surviving line. The russian occupiers are putting pressure on the station’s employees. This could adversely affect nuclear safety and security and increase the risk of a nuclear accident.  Currently, six reactors at the ZNPP receive external electricity for cooling and other critical nuclear safety functions from the only surviving external 750 kV transmission line. The russian occupiers brought even more of their personnel to the Zaporizhzhia NPP.

As announced by Mayor of Melitopol, Ivan Fedorov, an explosion occurred in the temporarily occupied Melitopol. As a result, collaborator Dmytro Trukhin was injured. The collaborator was taken to hospital in critical condition.

Zaporizhia artist Vadym Mitkov transforms fragments of russian missiles into art objects. The artist painted more than 30 wrecks over three weeks of work. All of them are found in Zaporizhzhia and the oblast. All these art objects will be presented at a charity auction to help the Armed Forces. Preparations are currently underway.

Mykolaiv oblast

As announced by Head of Mykolaiv Regional Military Administration Vitalii Kim, on November 15, no strikes by the russian army were recorded on the territory of Mykolayiv oblast. For the first time since July 6, russian troops did not shell the region during the day. 

After yesterday’s attacks on the Ochakiv community, investigators recorded hits on two warehouses, a weighing complex and two private cars. There was no information about the victims.

Ukrzaliznytsia has resumed passenger rail service with Mykolaiv for the first time since the beginning of the full-scale invasion. The appropriate permission from the Mykolaiv Regional Military Administration and the Ukrainian military was received. The first train to Mykolaiv from Kyiv has arrived today. The last long-distance passenger train arrived in Mykolaiv on February 24.

Mykolaiv authorities are actively working on the infrastrucutre restoration in the de-occupied Snihurivka. Thus, as of November 14, Mykolaivgaz inspected the Snihurivka gas distribution station. Its technical condition was confirmed, which makes it possible to restore gas supply in the near future. Since November 14, the work of the emergency ambulance has been resumed in Snihurivka and other newly reclaimed territories. Road services have begun to restore the roads at the entrance to Snihurivka. On November 15, pensions started to be issued. Also, five vans with the necessary help were brought to Snihurivka. Specifically, residents received construction materials, food and hygiene kits, food products, warm clothes, blankets, sleeping bags, fuel generators, solar lanterns, water containers, etc.

The Mykolaiv plumbers have begun to restore the third segment of the Dnipro-Mykolaiv aqueduct, damaged by the russian military, through which water was supplied from the Dnipro River to Mykolaiv. Dismantling works have been completed. According to the plan, this section of the water pipeline will be repaired by the end of the week.

Odesa oblast

There are 11 enemy ships and boats on duty in the Black Sea, maneuvering along the southwestern coast of the temporarily occupied Crimea. The enemy fleet Includes 1 missile carrier, namely a submarine, equipped with 4 Kalibr cruise missiles.

Head of Odesa RMA Maksym Marchenko announces that Air Defense Forces shot down eight Shahed-136 kamikaze drones and one Kalibr missile over Odesa oblast on November 15.

There is no electricity in Odesa and some areas of the region due to the massive russian missile attack on Ukraine. Specifically, the city of Izmail was left without electricity and water. Currently, work on their restoration is ongoing.

Kherson oblast

The situation towards the South Buh and Tavriai is complicated, but controlled. Stabilization measures by the Defense Forces in the newly reclaimed settlements of Kherson and Mykolaiv oblasts on the right bank of the Dnipro continue. Besides, our units are inflicting fire damage on the enemy on newly equipped positions on the left bank.

The enemy continues firing at the positions of our units and settlements adjacent to the contact line, namely on the de-occupied right bank. According to Head of the Joint Coordination Center of the Defense and Protection Forces of the South, Natalia Humeniuk, russian troops are setting up positions at a distance of 15-20 km from the left bank of the Dnipro not to be maximally affected by the artillery of the Defense Forces.

During the night, the enemy attacked the positions of our units and settlements adjacent to the contact line in the Beryslav region using MLRS, artillery systems of various calibers and mortars.

The enemy used up to 40 drones of various modifications, including reconnaissance and kamikaze drones, in various directions. In the middle of the day, the enemy attacked the newly reclaimed settlements in the Beryslav region with 4 Lancet-type attack drones.

Our rocket and artillery units performed 50 fire missions, hitting buildups of enemy units, weapons and equipment buildups, and a warehouse with ammunition in Oleshky. The destruction of a S-300 launcher, a Tor-M2 anti-aircraft missile system and 3 units of armoured vehicles was also confirmed.

The police recorded 35 war crimes committed by the russian army against civilians in Kherson oblast. The police records shelling of the civilians, damage to the civilian population by unexploded shells or mines, arbitrary settlement of russian military personnel in local houses, disappearances and illegal detention of people.

While retreating across the Dnipro River, the russian armed forces destroyed an energy facility in southern Ukraine. It provided power supply for a large part of Mykolaiv oblast and the entire right-bank Kherson oblast. As of November 15, Ukrenerho is working out options to restore power supply in Kherson oblast using facilities in two neighbouring oblasts.

Head of the National Police of Ukraine, Ihor Klymenko informs that about 400 hectares of territory have been demined in Kherson oblast, including 50 square kilometers only in the city of Kherson and its surroundings. There are currently 10 groups of explosive technicians working in the oblast. The number of bomb squads will be increased to 25 by the end of the week.

A Humanitarian Headquarters was created in Kherson to coordinate the work of volunteers and international organizations that help residents of the reclaimed Kherson oblast. According to Head of the  Kherson RMA, Yaroslav Yanushevych, the regional military administration is compiling a list of the residents’ needs.

According to Head of the city’s military administration, Halyna Luhova, 160 tonnes of humanitarian aid arrived in Kherson. Humanitarian points, where the aid will be distributed, have been created in every district of the city and in community centers. 

Healthcare facilities in Kherson operate as usual and are provided with necessary medicines. 45 thousand tonnes of humanitarian aid have been delivered to the city. Medicine dispensing points are organized on the basis of hospitals. Also, on November 15, Doctors Without Borders worked in the city on Svobody Square and at the railway station, examined the people of Kherson and dispensed medicine. Emergency medical assistance is also available.

Volyn oblast

In some areas of Lutsk, at about 6 p.m., the supply of cold water disappeared. According to Head of Lutskvodokanal Viktor Humeniuk, the water supply was suspended due to the de-energization of the Dubno pumping station.

In Lutsk, servicemen receiving treatment after being wounded attended archery classes at the Lutsk Falcons club. According to trainer Oleh Duchyminskyi, archery as part of the rehabilitation process allows you to adjust and correct lots of different problems that bother the fighters. First, the theoretical part is voiced to the fighters, then they have practical training.

Mayor of Kovel, Ihor Chaika reports that due to the lack of electricity, the air-raid warning will be issued by the locomotives of the railway. At the beginning of the air alarm, the signals (horns) will sound for 3 minutes, and 1 minute when the alarm is off.

As a result of today’s attack, an energy infrastructure facility in the Kovel region was damaged. Yuriy Pogulyajko, Head of the RMA said there were no casualties. According to him, an emergency blackout was applied throughout the region. Work is currently underway to restore power supply by Volynoblenerho services. All necessary stabilization measures are also introduced.

Zakarpattia oblast

 Vysochyna Region (Czech Republic) will renovate one floor of the dormitory of the Academy of Culture and Arts in Uzhgorod, where IDPs will be housed. The agreement on charitable assistance in the amount of UAH 5.5 million was signed by the heads of the regional council, the Academy of Culture and Arts, and the VIZA Charitable Foundation.

The rescuers held the  Prevent, Save, Help action in an educational institution of the village of Onok of the Vynohradiv community. The schoolchildren were reminded of fire-control measures, main reasons that can cause a fire at home. The fighters of the State Emergency Service demonstrated how they use specific equipment, and students tried to put out the fire on their own with a fire extinguisher.

Ivano-Frankivsk oblast

According to Head of the Ivano-Frankivsk OVA Svitlana Onyshchuk, Prykarpattia received 5 more generators from Hungary, namely from the Kes Holding joint-stock company for business development and property management. Last week the region received 11 generators of different capacities from the Union of Ukrainians in Romania.

A charity fair was held in Kaluska Lyceum No. 6, the purpose of which was to purchase heaters for the soldiers of the Kalusa Territorial Defense of the Armed Forces of Ukraine. UAH 37,250, which were managed to be collected at the sweet fair, were directed to the Armed Forces. Initially, the organizers planned to purchase heaters, but it turned out that this need was quickly covered by other volunteers. Therefore, it was decided to transfer the money to the #SaveUkraineNow (SUN) Center, which helps the people of Prykarpattia on the front lines. The urgent need of the Kalusa Territorial Defense Battalion of the Armed Forces of Ukraine was warm things. Therefore, the #SaveUkraineNow (SUN) Center, to which Kalush residents transferred the funds, doubled the amount collected by the children and purchased the necessary items.

In the afternoon, about half of the populated areas of the region were left without electricity as a result of the attack. Within two hours, it was possible to restore electricity supply in the Tlumatsk, Horodenkiv, Nadvirnian, Kolomiy, Yaremchan zone, and Sniatyn electric utility services. This was reported in the Ivano-Frankivsk OVA. 90% of power supply was restored in the regional centre. Power workers continue restoration work.

Lviv oblast

An online meeting was held at the RMA with Chairman of the Federal Land of Styria (Austria) Christopher Drexler and Extraordinary and Plenipotentiary Ambassador of Ukraine to Austria Vasyl Khymynets. During the meeting, the parties discussed cooperation as part of the current Agreement on Cooperation between the Lviv oblast and the Land of Styria, Austria.

A humanitarian cargo from the Lviv oblast was handed over to soldiers of the 103rd Territorial Defense Brigade of the Armed Forces of Ukraine. Specifically, 1,000 balaclavas, 42 sleeping bags and approximately 300 pairs of winter armed shoes of various sizes will go to the front.

Humanitarian aid was also sent from Lviv oblast to Kremenchuk. The cargo includes hygiene products, medical and warm clothes, baby diapers, first aid kits, blankets, and food products. The aid was collected and sent by the coordination center for the provision of humanitarian aid in the Lviv oblast.

The International Medical Corps started active work in the Drohobych region in various directions. The organisation handed over 700 blankets and 175 heaters to IDPs living in the Drohobych region. In addition, it finances the purchase of building materials for repairs of one of the shelters where IDPs live, and in the others – carries out repairs independently.

Citylights and digital screens with a QR code, which a person can use to go to the Safety Alphabet, have been placed in Lviv. The alphabet details the rules of conduct for civilians during active hostilities and much more. The information campaign was developed jointly with the Eastern Europe Fund as part of the Civil Protection Program, which is implemented in partnership with Hala Systems Inc. at the expense of the EU.

The match of the 13th round of the Ukrainian Premier Football League between Lviv “Rukh” and Zakarpattia “Minay” took place at Arena Lviv. On the eve of the match, 8-year-old volunteer Yurii Napora performed the national anthem of Ukraine. The boy was also instructed to perform the first symbolic kick on the ball. It should be noted that Yurii Napora is known for the fact that he collected almost UAH 1.4 million by singing on the streets of Lviv oblast. The young volunteer transferred this money to the needs of the Armed Forces of Ukraine.

Rivne oblast

A message was received about the mining of several schools and the Zlata Plaza shopping center in Rivne. People were evacuated. Lessons in schools were cancelled. Emergency services went to the scene. No explosive objects were found.

The rescuers of the joint unit of the State Emergency Service in Rivne oblast together with their colleagues from Lviv oblast and Khmelnytskyi oblast are carrying out recovery work and demining in the newly reclaimed territory of Kherson oblast.

Doctors from Great Britain, Australia, Canada, Sweden, Norway and Italy will work in the war veterans hospital for several months. Foreign specialists will teach Rivne specialists how to better rehabilitate wounded Ukrainian soldiers.

The Rivne Regional Clinical Hospital has completed  more than 7K first-aid kits. Most of them have already been sent to the front line for defenders. According to the doctors, these first-aid kits contain a tourniquet, hemostatic agents, scissors for cutting clothes, a thermal blanket, an antibiotic, antipyretic, pain reliever, etc.

Ternopil oblast

Housing for IDPs will be built in Ternopil. At the session meeting of the city council, a decision was approved to grant permission for a land plot and develop technical documentation with the land management of an area of 15.8500 hectares.

A train with evacuees from Pokrovsk, Bakhmut region arrived in Ternopil. IDPs who left their homes because of the war were met by rescuers and psychologists of the Main Department of the State Emergency Service of Ukraine in Ternopil oblast.

Khmelnytskyi oblast

Mayor of Khmelnytskyi, Oleksandr Symchyshyn, reported that the first humanitarian cargo was sent from Khmelnytskyi to Kherson. It includes powerful generators, bread, over 4 tonnes of food, bottled water (over 16.5 K litres), hygiene products and household chemicals. Next week the cargo is planned to be sent to Izium.

Head of Khmelnytskyi Regional Military Administration, Serhii Hamalii, said that russia launched a missile strike on the territory of the region. There were two hits on the Khmelnytskyi community. There is no electricity supply in some areas of Khmelnytskyi.

Chernivtsi oblast

The Chernivtsi Regional Council reported that memorial plaques to the fallen defenders were installed on the facade of the Molnytsia school in the Hertsa community.

According to the press service of the City Council, in downtown Chernivtsi, the restoration of the wall near the cinema will be completed soon. They plan to paint a patriotic mural there. Citizens of Chernivtsi are offered to choose what it should be by writing to the City Council.

Head of the Chernivtsi Regional Cardiology Center, Ruslan Zaparaniuk, reported in his telegram channel that a patient with a heart attack was successfully operated in the Chernivtsi Regional Cardiology Center. It was a ‘special’ operation, performed when the power was cut off in the oblast due to the enemy attack on energy objects of Ukraine. At that time, a generator was on in the medical institution.

Mayor of Chernivtsi, Roman Klichuk, said that emergency blackouts were announced throughout Chernivtsi oblast. However, the situation in the city is under control. Because of the massive strike, the power system of Ukraine is in critical condition. Certain lines are disconnected automatically. Water and sewage systems are working normally. Electricity should be supplied as soon as possible.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

According to EU High Representative Josep Borrell, Ukraine received €8 billion in military aid from the EU.

The EU officially announced the Military Assistance Mission for Ukraine.  The website of the European Council informs that the purpose of the EUMAM Ukraine mission, which was formally established on October 17, is to develop the military capabilities of the Armed Forces of Ukraine in order to enable them to protect the territorial integrity and sovereignty of Ukraine within its internationally recognized borders, as well as to protect the civilian population.

EU High Representative Josep Borrell says that all EU member states will participate in the EU auxiliary military mission for Ukraine, which will soon train up to 15K Ukrainian servicemen. 

Minister of Defense of Germany, Christine Lambrecht says that in Slovakia, Germany will repair the weapons used in hostilities in Ukraine so that they can be used again.

President of Ukraine Volodymyr Zelenskyy spoke at the G20 summit and emphasized that it is now important not to let russia wait, build up its forces, and then start a new series of terror and global destabilization. He noted that it is necessary to exchange prisoners “everyone for everyone”.

G20 leaders agreed on a draft statement condemning russia, despite differences. Agreement was reached only verbally, and G20 leaders have yet approved the final wording.

Poland decided to withdraw Gazprom’s stake in Europolgaz, the operator of the Polish part of the Yamal-Europe gas pipeline.

Germany has announced nationalization of Securing Energy for Europe (SEFE), a former subsidiary of the russian energy giant Gazprom, previously known as Gazprom Germania.

IAEA Director General Rafael Mariano Grossi informs that in the coming weeks, the IAEA will send nuclear safety missions to three operating nuclear power plants in Ukraine, as well as to Chernobyl. 

Minister of Foreign Affairs of Estonia, Urmas Reinsalu says that Estonia offers to increase aid to Ukraine to 1% of the EU GDP. 

During a meeting with Chinese President Xi Jinping on the sidelines of the G20, French President Emmanuel Macron said that Paris and Beijing should join forces in the fight against the russian-Ukrainian war.

A three-day symposium dedicated to preservation of the cultural heritage of Ukraine despite its systematic and purposeful destruction by russia was held in Stockholm. The participants talked about the importance of restoring monuments damaged by russian missile and artillery attacks.
