War in Ukraine today: latest news, November 04, 2022 (photo)

It has been the 254th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm: 

The enemy is trying to keep the temporarily captured territories, focusing efforts on restraining the actions of the Defense Forces in certain directions. At the same time, the enemy launches offensive operations towards Bakhmut and Avdiivka.

The enemy is firing at the units of the Armed Forces along the front line, erecting defensive constructions in some directions and conducting the aerial reconnaissance. They continue to hit the critical infrastructure and civilian homes by violating the International humanitarian laws, conventions and customs of war. 

The enemy launched 3 missiles and 5 air strikes, 2 multi rocket launcher attacks. Settlements of Lviv, Kharkiv, Dnipropetrovsk and Zaporizhia regions suffered from enemy strikes. The territory of Ukraine is exposed to the threat of new strikes and use of attack UAVs, specifically from the territory of the republic of belarus.

The situation did not significantly change towards Volyn and Polissia.  The republic of belarus continues to support the russian armed aggression against Ukraine. 

In other directions, the enemy fired towards:

Siversk with barrel artillery, in the area of  settlement Tymonovichiv, Chernihiv oblast;

Sloboda with mortars and barrel artillery, in the areas of Ambarne, Bolohivka, Stelmakhivka, Vovchanski Khutory, Hlyboke, Dvorichna, Zelene, Hatysche and Chuhunivka;

Kupiansk and Lyman with artillery of various types, in the areas of settlements Novoiehorivka, Siversk, Verkhniokamianske, Vedmezhe and Bilohorivka;

Bakhmut with mortars and barrel and rocket artillery in the areas of settlements of Bilohorivka, Bakhmut, Andriivka, Klishchiivka and Ivanhrad;

Avdiivka with tanks and all the types of artillery in the areas of settlements of Avdiivka, Maryinka, Novomykhailivka and Paraskoviivka;

Novopavlivka with artillery of various calibers in the areas of settlements Vodiane, Uhledar, Pavlivka, Vremivka and Velyka Novosilka;

Zaporizhzhia with mortars and barrel and rocket artillery in the areas of settlements of Poltavka, Huliaipole, Zaliznychne, Huliaipilske, Dorozhnianka, Novoandriivka and Olhivske.

Settlements along the front line towards the South Buh along the front line were hit. The settlements of Trifonivka, Kherson oblast, and Nikopol were hit with rocket and barrel artillery.

The occupiers are being eliminated in Ukraine. The information on the enemy’s losses resulting from shelling of the administrative building in Hola Prystan, Kherson oblast, has been confirmed. 18 russian invaders were killed, 2 wounded.

In addition, on November 2, S-300 anti-aircraft missile system and an ammunition truck were destroyed. About 20 invaders were wounded with various degrees of severity in the area of the city of Enerhodar, Zaporizhzhia region.

On November 3, in Melitopol, the enemy’s command point, located in the building of the industrial zone, was struck. About 50 invaders were wounded and up to 10 pieces of military equipment were destroyed. In addition, about 80 units of various types of military equipment, stored in hangars, were damaged.

According to the available information, in the settlement of Kamianka, Zaporizhzhia region, the enemy moved its units’ personnel, closed checkpoints and the commander’s office.

The personnel of the enemy units, stationed in Zaporizhzhia region, have low morale and psychological state. It is caused by poor living conditions, faulty equipment, constant delays and incomplete payments of financial support, as well as contemptuous attitude of the military leadership towards subordinates.

Aviation of the Armed Forces of Ukraine launched 4 strikes. 2 areas of buildup of weapons and military equipment, a support point and 2 positions of the enemy’s anti-aircraft missile systems were hit.  In addition, air defense units shot down 2  “Shahed-136” UAVs.

The rocket and artillery forces of the Armed Forces of Ukraine hit a control point, 5 areas of buildup of manpower, weapons and military equipment and a number of other important military facilities of the enemy.

According to mayor of Melitopol Ivan Fedorov, russians nationalize the property of Ukrainians. Gauleiter Yevhenii Balytskyi is compiling an inventory list of state, communal, private enterprises, houses, apartments, and cars in the temporarily occupied part of Zaporizhzhia oblast. As Ivan Fedorov noted, properties of 47 city health care facilities are included in this list. 

Based on the website of the official web resource of the President of Ukraine, Volodymyr Zelenskyy supported the petition banning russian citizens from carrying out any creative activities on the territory of Ukraine. In addition, the broadcast of television and film content, created with the participation of russians in Ukraine, is proposed to be banned.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff, the invaders continued shelling the settlements with mortars and artillery. Chuhunivka, Dvorichna, Vovchanski Khutory and at least seven other settlements were attacked.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that today, 64% boiler houses are already operating. Heating was supplied to almost 40% of residential buildings. In 7 communities, 100% of apartment buildings have heat supply. 97% of healthcare institutions are provided with heat supply, in 19 communities 100%.

When it comes to liberated territories, gas supply has been restored in Kupiansk, electricity is being restored. In Izium, 9 out of 22 boiler houses are planned to be launched. One will heat the hospital, 8 boiler houses 64 residential buildings. In Balakliia, 6 boiler houses will be connected to heat 106 residential buildings. In Vovchansk, 17 boiler houses are ready to operate on alternative fuel. Gas supply, provided from the territory of russia, was stopped. However, Syniehubov noted that due to constant shelling the population is gradually leaving. According to preliminary information, 4K people remained there, before the war there were 17K. Now they are deciding whether it makes sense to connect houses to centralized heating.

The crossing of Siverskyi Donets river, bypassing the destroyed bridge in Izium, was built.

This is an important logistics route for restoration of the region and transport connection between Donetsk and Kharkiv oblasts.

Head of the Kharkiv RMA, Oleh Syniehubov, said that in Martove settlement, a bridge is already being repaired in the Pechenihy reservoir. It was destroyed by russian troops during their withdrawal. It is also a key object for the community livelihood since it is used to supply humanitarian and medical aid. Due to russian attack on Ukraine, 24 bridges were destroyed in the region.

Based on the information provided by Kharkiv Regional Prosecutor’s Office on the night of November 4, the invaders shelled Shevchenkove. The rockets hit the territory of two agricultural enterprises, damaging two elevators.

The invaders struck again at the settlements of Chuhuiv, Izium and Kupiansk regions.

In Kupiansk, an outbuilding of a residential building was on fire as a result of shelling. After  shelling at 11 am, a fire broke out on the roof of the administrative building of a farm in Kupiansk.

Around midnight, the invaders hit a private building in Savyntsi community of Izium region. There were no casualties.

Today around 4 am in Chuhuiv the open territory was hit 4 times. No casualties were reported.

Pyrotechnics defused 471 explosive ordnance. Mine danger remains. Yesterday a 69-year-old man stepped on a mine in Izium. He was hospitalized with moderate injuries.

Rescuers extinguished two fires in Kupiansk caused by russian shelling. A private and an unused administrative building were on fire.

Commissioner of the Kharkiv Regional Center for Recruitment and Social Support, Volodymyr Arap, said that persons liable for military service from de-occupied territories of Kharkiv oblast will not be forcibly mobilized. According to him, some people who survived the occupation came to the military commissariat of their own free will.

Donetsk oblast

The invaders continue to attack Ukrainian positions in Bakhmut, Maiorsk, Pavlivka, Pervomaisk, Soledar and Vodiane. Ukrainian troops are holding the line causing losses to the enemy.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that yesterday russians killed 8 civilians: 5 in Bakhmut, 1 in Krasnohorivka, 1 in Nelipivka and 1 in Pokrovsk. In addition, law enforcers found the body of 1 civilian killed during the occupation in Krymky. 14 people were injured.

Pokrovsk suffered the most from russians, missile strikes damaged a school and at least 22 buildings. One civilian was killed, 6 injured.

Vuhledar was attacked in Volnovakha direction, a substation was destroyed, 5 buildings damaged.

There were no casualties in Donetsk direction. In Marinka community, Maksymilianivka, Marinka, Kostyantynivka and Krasnohorivka were targeted. In Ocheretyne community, the outskirts of Pervomaisk were shelled. In Avdiivka, there were isolated hits at night, and in the morning – artillery and Grad shelling of the downtown.

In Horlivka direction, in Bakhmut, russians killed at least 3 people and injured 5. 9 private and 1 apartment buildings were damaged. In Toretsk, 1 building was damaged. There were no casualties. In Soledar community, it was loud near Bakhmutske and Yakovlivka, in Svitlodarsk community – at Maiorsk station.

Massive shelling of Torske and Zarichne in Lyman community continues.

The Rapid Reaction Brigade of the National Guard of Ukraine reported that Ukrainian guards destroyed a group of russian servicemen in Bakhmut direction. They filmed the video of the successful attack with a drone.

While residents of occupied Mariupol hang up posters that they are freezing, asking for help, the invaders put up photos of those who turned the city into ruins at the bus stop.

Luhansk oblast

The situation remains difficult. Russians have gathered a large number of personnel near Kreminna and Svatove. The enemy troops blocked the entrance to the occupied Kreminna district. According to the Luhansk RMA, people cannot get to either Kreminna or Nova Krasnianka.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that russian troops have built up significant numbers of soldiers in Luhansk oblast, mostly newly mobilized, who are constantly attacking the positions of Ukrainian troops. According to him, the invaders have been continuously shelling the positions of our soldiers for several hours. After that soldiers are sent to the platoon being killed on the way to the Ukrainian positions.

Units of the Armed Forces repelled attacks of russian invaders in Marinka, Novomykhailivka, Pavlivka, Spirne, Verkhnokamianske and Vodiane settlements.

The following settlements were shelled with various types of weapons:

  • in Bakhmut direction – Avdiivka, Bakhmut, Ivanhrad, Klishchiivka, Kurdiumivka, Maiorsk, Opytne, Ozarianivka, Soledar and Zelenopillia;
  • in Kupiansk and Lyman direction –  Miasozharivka, Novoiehorivka, Rozdolivka, Serebrianka, Siversk, Verkhnokamianske, Yampolivka and Zvanivka;
  • in Slobozhanske direction – Berestove, Bilohorivka, Chuhunivka, Hatyshche, Stelmakhivka, Udy and Veterynarne.

According to the Luhansk Regional Military Administration, in Pisky village of Novopskov community, representatives of the so-called military commandant’s office conducted filtration measures against the residents. About 30 citizens were kidnapped and taken away in an unknown direction.

What is happening now in the north of Ukraine

Kyiv oblast

Kyiv Mayor Vitaliy Klychko met with German Minister of Justice Mark Buschmann in the capital. They discussed financial, military and humanitarian assistance to Ukraine, specifically in regards to restoration and protection of critical infrastructure.

The head of the National Police of Kyiv region, Andriy Nebytov informed that law enforcers have identified two russian servicemen who shot at civilians’ cars and threatened to kill them during the temporary occupation of Ivankiv village, Vyshhorod region. One of the suspects is facing up to 12 years in prison, the other is put on the international wanted list.

The mayor of Kyiv Vitalii Klychko announced that due to the overload of the central power grid of the country, stabilization shutdowns are being carried out in Kyiv. 450K Kyiv residents are left without power supply.

Places for 528 heating stations have been allocated in the capital, and their installation is currently underway. According to the head of KCSA Serhiy Popko, the heating points will have autonomous power sources and will be equipped with special boilers. In total, more than 1000 stations are planned to be installed in Kyiv.

Industrial space heaters will be delivered to Kyiv to provide additional heating for residents of the capital in winter. They will be installed if there is no heating in the houses due to russian attacks on critical infrastructure. In case of emergencies, about 1000 heating stations will be deployed in the city.

Oleksiy Kuleba, the head of Kyiv Regional Military Administration, informed that damaged educational institutions in Kyiv oblast are being restored and shelters are being prepared. In the village of Havrylivka, the repairs are underway at the Veselka kindergarten, hit by enemy shells three times. Restoration works are financed by international partners.

The Mayor of Irpin Oleksandr Markushyn announced that the International Committee of the Red Cross will provide over UAH 45 million for reconstruction of the Irpin sewerage network and other economic facilities of Irpinvodokanal damaged as a result of russian aggression.

State Border Guard Service of Ukraine reported that border guards of Kyiv oblast received modern equipment worth more than UAH 1 million from representatives of the International Organization for Migration in Ukraine. The assistance came as part of an international technical assistance project funded by the US Department of State.

The special issue of the Crimean Bridge Stamp was presented in Kyiv on the pedestrian and bicycle bridge, hit with the russian missile on October 10. The stamp circulation is 300K stamp sheets or 2.1 million stamps.

Kyiv is among the finalists of the World Smart City Awards and claims to be the “smartest” city in the world. As noted on the competition’s website, “in the face of russian military aggression, Kyiv authorities are demonstrating how digital technologies help cities to remain resilient focusing on public safety, mobility systems and working to bring all services for citizens online.”

Zhytomyr oblast

Vitaliy Bunechko, the head of Zhytomyr RMA, informed that there was a meeting with the Ambassador of Germany to Ukraine Anka Feldhusen. During the meeting they discussed the supply of modern equipment and specialized engineering equipment to strengthen the borders in the north of Zhytomyr oblast. With the support of the German government, a new powerful excavator was purchased; this excavator is already being used by border guards in the north of the region.

Chudniv hospital in Zhytomyr oblast received a new German-made generator with a capacity of 33 kW. This will be enough to power four pumps in the boiler room in case of a prolonged power outage, providing the hospital with light, heating and water.

Athletes from Zhytomyr Maksym Stramtsov and Maksym Synenko plan to run a charity ultramarathon from Zhytomyr to Kyiv in 16 hours. The purpose of the event is to collect donations to buy gifts for St. Nicholas Day for children who lost their parents as a result of russian full-scale invasion of Ukraine.

Sumy oblast

The State Border Guard Service reported that 8 communities of Sumy oblast were under fire from the enemy’s barrel and rocket artillery, mortars and UAVs. The following communities were under enemy’s attack: Bilopillia, Esman, Znob-Novhorod, Krasnopillia, Khotyn, Shalyhine, Yunakivka, and Seredyno-Buda communities. As a result of russian strikes in the settlements, the local Community Hall, private houses, agricultural machinery of the agricultural enterprise and the building of the railway station were damaged.

According to the Sumy Regional Military Administration, the enemy is systematically shelling Myropillia community. As a result of shelling by the russian military on November 2, residential buildings were damaged in the community. Mortar shells and strikes from self-propelled artillery systems exploded in the most populated streets, walls were pierced through, windows were smashed, roofs were damaged, and the property of local residents was destroyed.

The Sumy City Council has announced the creation of the award “Defender of Ukraine. Hero of Sumy.” This award will be given “for personal courage and selfless actions, for work achievements in protection of state sovereignty, territorial integrity, in strengthening the defense and security of Ukraine.”

The restoration continues in the city hospital of Trostianets, badly damaged during the shelling by russian tanks and small arms. External construction works in the infectious diseases department and outpatient clinic have been completed at the expense of the reserve fund of the State Budget, and the repair of the inpatient department continues.

Chernihiv oblast

The State Border Guard Service of Ukraine reported that the territories of three communities of Chernihiv oblast were attacked. Russian troops shelled Novhorod-Siverskyi, Semenivka, and Horodnya communities of the oblast.

Chernihiv oblast received help from residents of the German city of Landsgut. Nearly 300 school desks and chairs will be given to educational institutions of Chernihiv and the oblast to equip bomb shelters. Also, children’s clothes for large families and children from boarding schools have been donated. Humanitarian aid was delivered by volunteers of the charitable foundations “Light Purpose” and “We are from Ukraine.”

Radio stations purchased at the expense of the sale of the flag signed by the Commander-in-Chief of the Ukrainian Army Valeriy Zaluzhnyi were sent to the military in Chernihiv. The auction was held by Suspilne Chernihiv together with the “This is my city” foundation. In total, the volunteers of the foundation managed to purchase five radio stations.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

8 enemy kamikaze drones were shot down over Dnipropetrovsk oblast late yesterday night by the “East” air command.

Head of the regional council Mykola Lukashuk reported that the occupiers hit Nikopol district several times with heavy artillery and Grad MRLS at night. 

Marhanets, Myriv, Chervonohryhoriv communities and Nikopol were attacked. Half a dozen private residential buildings, an outbuilding, a car, a gas line, and electricity networks were affected in  Chervonohryhoriv community.

Vinnytsia oblast

The head of the sports committee of the city council, Serhii Kraevskyi, emphasized the importance of consistent support of Ukrainian defenders and informed that Vinnytsia sports community sent a generator, two walkie-talkies and a quadrocopter to territorial defense fighters.

Vinnytsia band “Pan Karpo” performs abroad and raises funds for the needs of the Armed Forces of Ukraine. This time, together with the City Palace of Arts, with the help of an online concert lottery, they are collecting donations for a pickup truck.

Kirovohrad oblast

In Oleksandriia, Kirovohrad oblast, the photo exhibition “putin’s crimes” was opened in the local history museum. The director of the museum Tetiana Otchenashko advised that the photos by Ukrainian and foreign photographers showing the consequences of the full-scale russian invasion into Ukraine are shown there. 

In Kirovohrad oblast, rescuers are increasing the level of work efficiency.  Head of the Kirovohrad Regional State Administration Andriy Raikovich informed about the upgrade of the control center of the state emergency department in the region. The system of monitoring the current situation in the region is significantly enhanced. From now on, employees of the State Emergency Service will be able to assess the situation at the scene of an emergency much more quickly, find out whether there are people, dangerous chemicals on the site and assess the threat of their spread. 

The adviser of the patronage service of the apparatus of the Kirovohrad regional military administration, Halyna Pastukh, informed that more than six thousand internally displaced children (IDPs) are studying in the schools of Kirovohrad oblast. There are 909 IDP children in kindergartens.

Poltava oblast

Dmytro Lunin, the head of the Poltava Regional State Administration, announced a new postage stamp “Crimean bridge encore!”. The author of the sketch is a local painter Yurii Shapoval. At the presentation, the postal set was stamped with the regional stamp “Poltava Oblast is the land of love”.

Cherkasy oblast

In Cherkasy oblast, Ostchem Holding purchased and handed over anti-drone defense systems to the Air Defense Forces of the Armed Forces of Ukraine. The main element of this system is the American-Australian anti-drone device. Thanks to the artificial intelligence system, the system detects drones at a distance of up to 4 km.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

At night, the russians launched an attack with S-300 missiles on populated areas of Zaporizhzhia district. As a result of hitting one of the missiles, a gas pipe was damaged, and a fire broke out. According to the head of RMA Oleksandr Starukh, the fire was put down by rescuers.

The third rotation of IAEA experts, who stayed at the plant for four weeks, took place at the Zaporizhzhia nuclear power plant. This was announced by IAEA Director General Rafael Mariano Grossi. As previously reported, as a result of russian shelling on November 2, last two high-voltage communication lines of the ZNNP with the power system were damaged. Grossi also noted that the inspectors completed the audit at the request of the Ukrainian Government. The agency has not detected any signs of undeclared nuclear activity or material.

The occupiers are carrying out a forced “population census” in Enerhodar. It was reported by the mayor of Enerhodar, Dmytro Orlov. Occupiers go around apartments, stop people on the street, demand to provide passport data and phone numbers. There are cases of searches of apartments and checks of the mobile phones content.

According to Melitopol mayor Ivan Fedorov, the occupiers terrorize students in schools in Melitopol: they lock them in rooms, do not let them out for breaks, search them, force them to learn by heart and sing the russian national anthem, and have introduced the study of alternative history of russia and Ukraine.  In addition, the occupiers take children to the russian federation or the temporarily occupied Crimea, supposedly for vacation, but do not return them home. More than 300 children are currently on the territory of russia and it is  unknown when they will return.

Mykolaiv oblast

Enemy troops shelled one of Mykolaiv districts with S-300 missiles. Warehouses were destroyed and damaged. The administrative building and cars were damaged. 20 firefighters were engaged in extinguishing the fire.

The settlement of Pervomaysk community was attacked by the russians. Two residential buildings were damaged. The shelling of Bereznhuvate and Shyroke communities continues. According to Mykolaiv RMA, missiles hit previously destroyed buildings.

In total, 41 civilian objects were damaged during the day, and during the invasion 13 066. The mayor of Mykolaiv noted that the number of pipe bursts in the city increased 20 times due to numerous rocket attacks.

149 people, including 2 children, were killed in Mykolaiv by russian shelling. This was reported by the mayor Oleksandr Sienkevych. As of today, 698 townspeople, including 10 children, have been seriously injured. In total, during 254 days of the full-scale invasion, russian troops did not shell Mykolaiv for only 44 days, the mayor noted. Also, the city’s population has halved.

The South Ukraine Nuclear Power Plant reduced the capacity of one of three reactors by half. This was reported by the IAEA. The NPP is located in the steppe zone of Mykolayiv oblast, which is often attacked by enemy troops.

Mykolayiv Region received over 1 700 Chromebooks for education from Google and the United Nations. The gadgets will be given to the children of IDP from other regions who currently live in the region.

Also, the region received more than a thousand mattresses from a Korean company. This was reported by the head of the Mykolaiv Regional Council, Hanna Zamazeieva. They will be distributed to social facilities and heating points.

Odesa oblast

According to “South” Operational Command, air defense forces were on alert in the region. The situation is under control, but the threat of enemy missile and drone attacks remains very high. The enemy fleet in the Black Sea consists of 7 warships, but today without missile carriers. However, deployment of forces at sea can change. Missiles can be launched. Despite all threats in the Black Sea, the functioning of the “grain corridors” according to the Istanbul Coordination Center plan continues. 

In addition, the “Danube Grain Route” will also be operational in Odesa oblast, as agreed by the Ukrainian Danube Shipping Company with its Romanian partners. Now, agricultural products will be transshipped immediately from the river port to a large-tonnage sea vessel. This was announced by the General Director of the Ukrainian Danube Shipping Company, Dmytro Moskalenko. This will speed up the caravan turnover process by about 30%. So cargo owners will not suffer losses due to waiting in the terminal queue.

Kherson oblast

According to the General Staff of the Armed Forces, the russian troops are abducting residents of Kherson oblast from settlements located near highways. There are cases of kidnapping along the Oleshky Nova Kakhovka highway. People are taken away by the russian military in an unknown direction.

The russian invaders created an environmental threat in the temporarily occupied Kherson oblast by blowing up ships near the piers and moorings of the Dnipro River. This was reported by the Operational Command “South”. The command noted that tons of fuel are leaking from the damaged vessels and heading downstream into the Dnipro delta towards the protected area of the Nizhniodniprovskyi National Nature Park.

According to the General Staff, up to 300 russian soldiers settled in a local school and kindergarten in Topolivka, Nova Kakhovka community, where military equipment was located. Also, the russian military looted and took away property from the captured territories of Beryslav district. Property is stolen from power grid maintenance companies.

According to Kherson RMA, 29 diesel generators were delivered to liberated settlements of Kherson oblast with the assistance of UNICEF and USAID. Generator will be used to restore water supply and ensure operation of medical facilities in communities where about 12K people live. In addition, generators are also needed to support emergency and rescue services.

The Ukrainian Intelligence noted that the occupiers announced an “audit of solar power generation facilities” in the occupied areas of Kherson oblast. Thus, if the owners of the property do not appear within the specified time, the property will be stolen and taken to the territory of the russian federation.

The illegal deportation of Ukrainian citizens from the right bank of the Dnipro continues. Local residents are forcibly evicted from their apartments and houses, their cars are confiscated. Soldiers of the russian federation dressed in civilian clothes move into the vacated housing.

Children were taken from boarding schools in Kherson to the territory of Crimea. Today, they are placed in one of the psychiatric hospitals of Simferopol. Prisoners of the Kherson colony were also transported to the territory of Crimea.

Volyn oblast

The spokeswoman of the communal enterprise Lutskvodokanal, Olha Fedorenko, reported that there is no water supply in some micro-districts of Lutsk. This is due to the blackout of a large part of the regional center.

Mukachevo region joined the All-Ukrainian charity project Mother’s Spring. The initiative is aimed at supporting mothers and widows who lost their children, husbands, and brothers in the war with the russian invaders since the beginning of 2014. During the event, a park of 80 fruit trees was planted on the territory of the local school in memory of the fallen heroes.

Ivano-Frankivsk oblast

Head of the RMA, Svitlana Onyshchuk, reported that during 254 days of the full-scale war, there were 229 air raids in Ivano-Frankivsk oblast.

Head of the RMA, Svitlana Onyshchuk, took part in the Coordination meeting chaired by Prime Minister of Ukraine Denys Shmyhal with the UN system and the US Agency for International Development (USAID). They discussed the situation in the country within the framework of cooperation with international partners.

Ivano-Frankivsk oblast received 11 generators of different capacities from international partners – the Union of Ukrainians in Romania. The generators will be sent to the regional reserve.

Ivano-Frankivsk farmers will receive UAH 29.5 million. The Ministry of Agrarian Policy has approved the list of recipients within the framework of the program for supporting small agricultural producers financed with the funds of the EU.

As part of the last exchange of prisoners, the Carpathian warrior, senior soldier Mykhailo Nestoruk, returned home. The fighter was captured while performing a combat mission in Luhansk oblast. Now, the soldier is undergoing a full medical examination and in the future –  rehabilitation.

Lviv oblast

Head of the Lviv RMA, Maksym Kozytskyi, announced that forces of the “West” Air Command shot down an Iranian kamikaze drone Shahid over Lviv oblast. There were no damages or casualties in the oblast.

Within the framework of the Without barriers project, the CF Smart Medical Aid sent technical support for rehabilitation such as verticalizers, children’s orthopedic chairs, a chair for sitting with an electric drive and a pediatric mobile chair to the regional rehabilitation center for children and persons with disabilities. 

The Lviv Regional Clinical Perinatal Center received a “humanitarian booster”, an ambulance for the mobile gynecological brigade. The car was sent at the initiative of Minister of Foreign Affairs of Spain, Jose Manuel Albarez, and the UN Population Fund in Ukraine UNFPA Ukraine.

The city council reported that in Lviv, residents of high-rise buildings will be reimbursed 50% of the cost of purchased electric generators. At the same time, compensation will not exceed UAH 30K. The nominal power of the generator should be from 3 kW.

Building materials and products were sent from Lviv oblast to the community in Vinnytsia oblast, which suffered as a result of a rocket attack on October 31. Houses of some residents of the village of Lypivka were left without windows and doors, with destroyed roofs.

Rivne oblast

The international UNFPA program of the UN Foundation in the field of population is implemented in Rivne oblast. Thanks to the project, over UAH 3 million were allocated to improve services for female victims of domestic violence. Financial support provides for arrangement and repair of crisis centers, purchase of equipment, training and partial payment of workers.

Ternopil oblast

President of Ukraine, Volodymyr Zelenskyy, awarded the Ternopil 44th Separate Artillery Brigade named after Hetman Danylo Apostol with an honorary award For Courage.

Khmelnytskyi oblast

Units of the Ministry of Internal Affairs of Ukraine in Khmelnytskyi received 12 new specialized vehicles. They will help law enforcement officers reach even the most remote corners of the oblast without obstacles. Experts of the Khmelnytskyi Scientific Research Expert Forensic Center received another car, which will allow for select and conduct molecular genetic research of blood samples.

Khmelnytskyi farmers received humanitarian aid. The Food and Agricultural Organization of the UN (FAO) together with the Ministry of Agrarian Policy and Food of Ukraine, with the donor support of the governments of Canada and Japan, as well as the Australian charitable organization Minderu Foundation, purchased means for temporary grain storage (sleeves) with a 200 ton capacity for farmers.

Chernivtsi oblast

In the RMA, a meeting with representatives of the Bukovyna office of the international non-governmental humanitarian organization ACTED (France) was held. They discussed the new SEED project, which will be implemented in Bukovina. Its purpose is to support women and young people who want to develop, educate, start their business and enhance their expertise.

The US announced a new $400 million aid package to Ukraine. It includes, among other things, 45 T-72 tanks, Phoenix Ghost drones, M1117 armored personnel carriers, armored boats and the Hawk air defense system. In addition, together with the Netherlands, the US will finance the repair of 90 Czech T-72 tanks.

Volodymyr Zelenskyy met with the President of Greece, Katerina Sakellaropoulou. They discussed further Greece assistance to Ukraine in restoring its territorial integrity and sanctions policy against russia.

Volodymyr Zelenskyy held a phone conversation with President of Moldova, Maya Sandu. They discussed the current energy and security challenges for both countries and russian air terror, which has now also affected Moldova.

SpaceX crew chief Jared Isaacman donated $100K through UNITED24 for ambulances for Ukrainian doctors. The American military jet pilot supported the initiative of his friend, astronaut Scott Kelly, who recently became a UNITED24 ambassador, to develop the field of medical care.

As part of the international technical assistance project funded by the US State Department, border guards of Kyiv oblast received modern technical equipment, including 60 special protected tablets. Assistance was provided by representatives of the International Organization for Migration in Ukraine. The amount of assistance is over UAH 1 million.

The SkyUp airline has become a partner of UNITED24. The first aircraft has already received the branding of the initiative and is performing its tasks in support of Ukraine. The plane flies in Europe, Asia and Africa.

Minister of Family and Social Policy, Marlene Malong, announced that about 650K Ukrainians found work in Poland under a simplified procedure.

Bulgaria plans to provide military aid to Ukraine. They note that the draft law on providing military aid to Ukraine from the pro-European parties Democratic Bulgaria and GERB passed the committees. It is now expected to have sufficient support in the plenary session.

President of Greece, Kateryna Sakellaropoulou, reported that Greece will support all claims of Ukraine against russia in the Hague.

Head of the Pentagon, Lloyd Austin, expressed confidence that Ukrainian troops can liberate the right bank of Kherson oblast. “I certainly believe that they can do it,” he said.

The European Parliament called on the russian federation to compensate for the damage caused by the war, arguing that russian assets frozen as a result of sanctions “should be lawfully confiscated in accordance with international law.”
