The world can’t be safe with russia in the UN Security Council”, Ministry of Foreign Affairs of Ukraine Dmytro Kuleba claims. 

Here is operational information of the General Staff as of 6 pm:   

Russian troops launched 1 missile, 3 air strikes and 5 MLRS attacks on the positions of Ukrainian troops and the civilian infrastructure of the populated areas.

Ukraine is still under the threat of missile and air strikes.

The russian army continues to violate the laws and customs of war and use terror tactics against the civilian population.

Towards Kupiansk, Lyman, Bakhmut, Avdiivka and Marinka, the russian army is concentrating its efforts on conducting offensive actions. The settlements of Bilohorivka, Bakhmut, Avdiivka, Mariinka remain at the epicenter of hostilities. 47 russian attacks on the specified axes were repelled.

Towards Volyn, Polissia, Siversk, and Sloboda, the operational situation has not changed significantly. No signs of formation of offensive groups have been detected. Russian troops shelled Hirsk, Chernihiv oblast; Novovasylivka, Nova Huta, Stukalyvka, Iskryskivschyna, and Volfyne, Sumy oblast; as well as Hraniv, Kozacha Lopan, Vovchansk, Zybyne, and Budarka, Kharkiv oblast.

Towards Kupyansk and Lyman, russian troops conducted unsuccessful offensive actions in the area of Stelmakhivka, Kuzmyny, and Berestovo. The settlements, namely Dvorichanske, Zapadne, Dvorichna, Kupiansk, Krokhmalne, Kharkiv oblast; Novoselivske, Nevske, Bilohorivka, Luhansk oblast, as well as Kolodyazi, Torske, Siversk, and Spirne, Donetsk oblast, were subject to artillery fire. 

Towards Bakhmut, the russian army makes further attempts to seize the town of Bakhmut. However, Ukrainian soldiers courageously hold the city, repel numerous russian attacks. Russian military conducted unsuccessful offensive actions in the Orikhovo-Vasylivka, Donetsk oblast. Minkivka, Orihovo-Vasylivka, Druzhkivka, and Bakhmut, Donetsk oblast, were shelled.

Towards Avdiivka and Marinka, the russian army attempted the offensive in the vicinities of Novobakhmutivka, Novokalynovy, Stepove, Avdiyivka, Severne, Vodyane, Krasnohorivka, and Marinka, Donetsk oblast, with no success. Russian forces shelled Novokalynovka, Berdychi, Avdiivka, Nevelske, Krasnohorivka, Marinka, Heorhiivka, Kurakhove, and Novomykhailivka, Donetsk oblast.

Towards Shakhtarsk, russian military bombarded Vuhledar, Prechistivka, Zolota Nyva, Shakhtarsk, and Velika Novosilka, Donetsk oblast.

Towards Zaporizhzhia and Kherson, russian soldiers  shelled the Vremivka and Novopil, Donetsk oblast, Malynivka, Hulyaipole, Zaliznychne, Huliaipilske, and Mali Shcherbaki, Zaporizhzhia oblast, Marhanets and Nikopol, Dnipropetrovsk oblast, Zolota Balka, Havrylivka, Berislav, Vesele, Burhunka, Antonivka, and Berehove, Kherson oblast, and Ochakiv in Mykolaiv oblast.

The Ukrainian Air Force launched 6 air strikes on buildups of russian troops and military equipment. Ukrainian missile and artillery troops attacked 2 concentrations of troops, weapons and military equipment, and 2 ammunition depots.

According to the deputy of Ukraine Taras Melnychuk, the Cabinet of Ministers ratified staff replacements. Andrii Vitrenko was dismissed from the post of first deputy of the Ministry of Education and Science and Iryna Mykychak was dismissed from the post of deputy of the Ministry of Health Care. 

The Ministry of Agricultural Policy states that grain export almost reached pre-war times. In 9 months of marketing year, Ukraine sent 283k tons of food products to Kenya and 293.3K tons of grain to Ethiopia.

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russia shelled at least 10 settlements during the day.

Oleh Syniehubov, head of the Kharkiv Regional Military Administration said that at the meeting with the Swiss delegation headed by the Ambassador, Deputy State Secretary, Head of the Peace and Human Rights Division of the Federal Department of Foreign Affairs of Switzerland Simon Geissbühler, they discussed the security situation in the region and humanitarian aid.

Kharkiv Mayor, Ihor Terekhov, reported another the enemy attack with S-300 missiles. As of 11:27 pm, there were six hits. They are shelling from the direction of Belgorod. A private building and two cars were damaged.

In Kolisnykivka village, Kupiansk region, a 13-year-old girl was injured. She was hospitalized in moderate condition.

Yesterday, the enemy shelled settlements of Kharkiv, Chuhuiv and Kupiansk regions with artillery, mortars and other weapons. Specifically, Kupiansk, Vovchansk, Strilecha, Udy, Dvorichna, Kolodiazne and other settlements were under enemy attack. Residential buildings and outbuildings were damaged.

In Podoly village, three women were injured and hospitalized. In Vovchansk, Chuhuiv region, an infrastructure facility was damaged by shelling. There were no casualties.

Mine clearance is ongoing. Yesterday, pyrotechnics of the State Emergency Service examined more than 8.5 hectares of territory and defused 156 explosive ordnance.

Volunteers evacuated 20 people from the psycho-neurological boarding school in Pisky-Radkivski, which is located 30 km from the frontline. The institution in Pisky-Radkivski is currently overcrowded: after a russian missile hit the Oskil boarding school last year, some of the residents were transferred there.

Donetsk oblast

Near Bakhmut, Ukrainian troops destroyed a russian ammunition depot and military equipment with a single shot.

Border guards also eliminated two assault groups of the invaders, 6 russian soldiers were eliminated and 8 injured.

Oleksandr Marchenko, deputy mayor of Bakhmut said that fighting continues almost in downtown Bakhmut as russian troops try to cut off the entrance to the city, where more than two thousand residents remain. The Armed Forces of Ukraine are helping to evacuate people from the city.

Volodymyr Rybalkin, head of the Civil-Military Administration informed that a memorandum of sisterhood has been officially signed between Sviatohirsk, Donetsk oblast and Easton, Connecticut (USA). The cities are currently developing contacts for future cooperation.

Vadym Liakh, head of the Sloviansk CMA said that the number of damaged buildings as a result of the fighting has exceeded 600. Some of them have been completely destroyed.

In the middle of the night, russians launched a missile attack on Kutuzivka in Dobropillia community, damaging two buildings. Another missile hit Druzhkivka, damaging a building.

Towards Donetsk, there were isolated attacks on Avdiivka. Marinka, Krasnohorivka and Yelyzavetivka in Mariinka community were shelled and two fires broke out in the last. Kurakhove community was shelled 4 times, including 2 times with Uragan and cluster munitions, 2 buildings in Kurakhove and 2 buildings in Ostrovske were damaged.

Towards Horlivka, 4 civilians were injured and 2 apartment blocks damaged in Bakhmut. In Soledar community, Orikhovo-Vasylivka, Minkivka, Fedorivka and Rozdolivka were attacked. It was noisy in Chasiv Yar community.

Towards Lysychansk, a building was damaged in Zakitne of Lyman community and there were isolated attacks in Siversk community.

Pavlo Kyrylenko, head of the Donetsk Regional Military Administration noted that yesterday, Russians killed one civilian in Chasiv Yar. Another 5 people were injured.

Luhansk oblast

According to the Luhansk Regional Military Administration, the enemy attempted to attack near Stelmakhivka yesterday, but had no success. Stelmakhivka, Nevske, Kuzmyne and Bilohorivka were shelled with artillery.

Luhansk RMA added that since March last year, representatives of the occupation authorities in Starobilsk region have been forcibly forcing farmers to register their farms with the relevant authorities of the so-called “Luhansk People’s Republic”.

Luhansk RMA noted that a law has been introduced for consideration by the State Duma of Russian Federation, according to which during the “first elections” in the so-called “LPR” by the decision of the “election commission of the subject of russian federation” polling stations may be formed outside the territory of the “subject of russian federation”, where such voters have an active voting right, which opens up significant opportunities for manipulating the results.

The invaders are also in a hurry with the forced issuing of russian passports. They are opening mobile points of registration for russian passports at enterprises and institutions. The other day, such an office was operating in Luhansk Geriatric Nursing Home, where documents were collected from 315 residents of the institution, whose average age is 85 years.

Roman Vlasenko, head of the Sievierodonetsk District State Administration said that russian troops are using almost all civilian medical facilities in Luhansk for their own purposes. For example, in Novopskov, Starobilsk, Markivka, Lysychansk and territories occupied in 2014. This indicates significant enemy losses. There is not enough space in mobile hospitals for the injured. Almost half of Sievierodonetsk’s housing foundation is occupied by russian military.

Serhii Cherevatyi, spokesman of the Eastern Group of the Armed Forces of Ukraine reported that our defenders destroyed russian Stryzh electronic warfare station, a Tulip self-propelled mortar and an ammunition depot were destroyed towards Lyman and Kupiansk. 301 times during the day, Russians attacked with various types of artillery. During the fighting, 37 invaders were eliminated and 100 more injured.

Lysychansk community provided the Defence Forces of Ukraine with drones of various modifications. According to the Lysychansk City Military Administration, these drones were purchased jointly with the regional authorities.

The White Angels of Luhansk Police evacuation group is starting to work in the de-occupied settlements. The decision to create a specialized group was made in view of the complexity of the situation in settlements in Luhansk oblast, which are under daily enemy fire.

What is happening now in the north of Ukraine

Kyiv oblast

The Kyiv Oblast State Administration reported that a presentation of a community reconstruction plan was conducted in Bucha. The event was carried out as part of the “Bucha Build Back Better” project, supported by the Partnership for a Strong Ukraine Foundation. Representatives of embassies, international organizations and members of the Parliament took part in the event. It was followed by a panel discussion regarding tools and formats required to rebuild Ukraine in the post-occupation period.

“Muromets” park in Kyiv will be open to visitors starting from early April for sports training, cycling and other active events, in particular. At the same time, the Kyiv City State Administration noted that the ban on visiting forests and entering them by any means of transport is still in force in the capital.

According to the regional police, law enforcers found an anti-tank grenade in a woodland in Vyshhorod region, where fighting with the russian military took place last year. Experts performed controlled disposal of the munition.

The Kyiv City Council reported that Kyiv and Taipei, the capital of the Republic of China, signed a memorandum of cooperation between the cities. Cooperation in infrastructure development, education, culture and information technology is being considered as part of the memorandum.

According to the Mayor Vitali Klychko, four more new modern fire trucks were delivered to Kyiv by German and Polish partners. He noted that the fire trucks were handed over to Kyiv by the German twin city of Leipzig, financed by the Federal Ministry for Economic Cooperation and Development of Germany, and manufactured by Polish partners as quickly as possible.

Kyivteploenergo received 8 generators as part of the UNICEF humanitarian aid programme. Four of them are of ultra-high power (500 kVA). According to the Kyiv City State Administration, generators will be used as alternative power sources for Kyiv boiler houses in case of power outages.

According to the Kyiv Regional Military Administration, a contact center is operating in Kyiv oblast to receive appeals from citizens. Residents and guests of the oblast can ask for help or advice regarding the work of the structural units of the administration, response to any emergency or incident in the oblast.

List of “100 Acts of Responsible Citizens” was announced in Kyiv. The project was introduced by the Centre for Democracy and Rule of Law at Ukrinform. Experts said the list consists of nine categories: country, community, planet, work, security, society, development, family, and health. The project was supported by ambassadors from 19 cities of Ukraine. As part of the initiative, 21 workshops were held to provide training on how to put responsible actions into practice.

Zhytomyr oblast

Ukrenergo informed that power supply limitations are still in effect in Zhytomyr oblast. Due to the significant amount of damage to equipment caused by russian missile attacks, the power grid has not yet been fully restored. Power engineers are doing everything possible to complete the work as soon as possible.

Estonia continues to rebuild the Zhytomyr oblast, a project to build a new kindergarten in Ovruch and reconstruct the bridge in Malyn destroyed by russia is in progress; 42 buses and other equipment were handed over to communities and institutions in the oblast. Currently, plans to implement the following infrastructure projects are being discussed.

Training of candidates for foster parents, guardians, trustees, adoptive parents, foster carers started in Zhytomyr oblast. A good start for this training programme was achieved thanks to the trainers of the Zhytomyr Regional Centre for Social Services and a specialist in the field of social protection of orphans and families with children from the Grow Up in a Family charity organization.

Sumy oblast

The Sumy Regional Military Administration reported that the russians shelled the territory of 4 communities: Bilopillia, Znob-Novgorod, Shalyhine and Seredyna-Buda. In total, there were 20 mortar bombs, 38 shells from barrel artillery, and 29 rounds fired from AGS.

Enemy troops continue shelling the border areas of Sumy oblast. According to the “North” operational command, there were 13 mortar bombs fired near Rozhkovichi village. As a result of the shelling, a granary and a private house were damaged.

In Sumy, police emergency call buttons are being installed, which automatically call the response team when pressed. In addition to medical facilities, such buttons should appear in public places and crowded areas. Anyone can use the panic button in case of a dangerous situation by using a special pointer-sticker.

Volunteers of the NGO “Sumy Women’s Battalion – TIL” handed over generators from German benefactors to Sumy community. In total, the Blau-Gelbes Kreuz (Blue-Yellow Cross) handed over 17 devices to Sumy, which were distributed among children’s educational institutions, schools, medical institutions, and military units.

Chernihiv oblast

According to the State Border Guard Service of Ukraine, Snovsk and Semenivka communities of Chernihiv oblast came under enemy fire yesterday. Russian military opened fire from grenade launchers and machine guns on the border of Semenivka community. There were six explosions and machine gun bursts. 4 artillery shells were recorded on the territory of Snovsk community.

According to the Office of the Prosecutor General, a russian serviceman charged with violation of the laws and customs of war, combined with premeditated murder, will be brought to trial. It has been established that on 1 April 2022, russian servicemen in Haivoron village illegally imprisoned three local residents. The suspect, by prior conspiracy with his fellow servicemen, took the men out of the basement and shot two of them with automatic weapons.

Photo exhibition dedicated to athletes who died as a result of russia’s full-scale invasion of Ukraine has been opened in Chernihiv. About 200 photos were exhibited in the art museum. The photographs show world and European champions, multiple winners of national competitions in Olympic and non-Olympic sports, sports veterans and children whose lives were cut short by the russians. This is the eighth photo exhibition of the project launched in Kyiv.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to head of the regional council Mykola Lukashuk, the russians shelled the Marhanets community in the Nikopol region in the evening.

Five new ambulances are handed over to the Ukrainian military by the aid ship fund. They will be received by military units and one of the hospitals of the front-line Dnipropetrovsk oblast.

Vinnytsia oblast

​​A documentary about the dangerous work of military journalists during the war is being presented in Vinnytsia. The film “Effect of Presence” is dedicated to the memory of military journalist and Major Oleksii Chubashev, who died in June 2022 during the fight for Severodonetsk.

 

A large-scale forum “Information Front of Ukraine: Vinnytsia” was held in Vinnytsia. The issues of information security and the latest trends in the field of mass information, effective practices and methods of countering russian propaganda were discussed. The forum was attended by Yurii Ihnat, the spokesman of the Air Force of the Ukrainian Armed Forces, Ukraine’s ambassador to the United States, and Valerii Chalyi, the head of the board of the Ukrainian Crisis Media Center.

Kirovohrad oblast

The staff of the Mukhin Specialized Medical College in Kropyvnytskyi purchased military equipment for almost 50,000 hryvnias for their graduate who stood up for the defense of Ukraine.

Poltava oblast

According to Dmytro Lunin, head of the Poltava Regional State Administration, 12 communities of Poltava oblast received charging stations from international partners. The equipment was purchased and delivered within the framework of the UN Development Program project financed by the Embassy of Japan.

The press service of the Uman City Council reported that Evacuation crews of the  “Vostok SOS ” charitable foundation arrived in Uman community. Representatives of less mobile population groups were evacuated. There are more than 200 such people in the community. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

According to the report of the National Security Service in Zaporizhzhia oblast, the russian army shelled civilian infrastructure in the area of  the settlements of  Huliaipole, Charivne, Zaliznychne, Mali Shcherbaky, Huliaipilske, Novodanylivka, Mala Tokmachka, Novoandriivka, Bilohiria, Olhivske, Chervone, Malynivka, Orikhiv.

At night on March 30, russian servicemen shelled Orikhiv community with Grad rocket launchers. The houses of local residents were damaged.

In Orikhove, as a result of an air strike and artillery shelling, houses were destroyed and the territories of households were damaged. In Huliiapole, one person was killed and two wounded. 

Today, the UN Atomic Energy Chief visited Zaporizhzhia NPP. The purpose of the visit was to assess the nuclear safety and security situation at the facility. Grossi said that the number of troops in the area of the nuclear power plant has “significantly increased” and it is “impossible to protect it anymore”. This was reported by Sky News.

Evacuation trains continue to form and depart from Zaporizhzhia. In March 2023, 26 evacuation flights were made, which were used by 2618 people. In total, 159,000 people have been evacuated by train since the beginning of the full-scale invasion. Evacuation trains are free of charge. This was reported by Zaporizhzhia Regional State Administration.

Mykolaiv oblast

The Mykolaiv Regional Military Administration reported that on March 30, at 1:10 am, the enemy launched mortar attacks on the coastline of the Ochakiv community. No one was injured during the shelling.

In Ochakiv, Mykolaivgaz employees repair gas pipelines under fire every day. Employees of the company record and timely repair hundreds of damages to above-ground gas pipelines.

Mykolaiv is actively establishing new contacts with international partners. The city is already actively looking for donors and building new international ties to implement pilot recovery projects. As a reminder, five projects are being developed as part of the preparation of the Master Plan by the #UN4Mykolaiv working group, established under the auspices of the United Nations Economic Commission for Europe (UNECE).

Odesa oblast

As “South” Command reported, the night of March 29-30 was relatively calm in Odesa oblast, with no air raid warnings and no shelling. However, despite the stormy weather in the Black Sea, Odesa region is still being threatened by enemy “calibers” and the danger of mines and explosives has not disappeared. In the morning, the russians deployed six ships to the Black Sea along with support vessels. Among them there is one submarine missile carrier that can be equipped with four “calibers”. 

Japan will provide Odesa with a mobile hospital and modern medical equipment. An agreement to transfer a modular hospital from Sansai, which will have a modern mammography machine, X-ray, ultrasound machine and fibrogastroscope, to Odesa was signed in mid-March this year. While the hospital is being prepared, Japan is donating a stand-alone modular computed tomography scanner.

Volunteers of the Odesa-based charity foundation Ajalyk are helping the Ukrainian Armed Forces in cities where fierce fighting with the occupiers is ongoing. Currently, Odesa volunteers are trying to help the defenders of Bakhmut. It has been reported that the benefactors have sent heaters and other items to the city’s defenders. All necessary items were purchased and delivered thanks to the financial support of patrons from Estonia.

Kherson oblast

According to the Kherson Regional Military Administration, russian aviation shelled the village of Lvov, Kherson oblast, with guided missiles. The enemy attack damaged about ten houses of local residents. There were no casualties.

Russian troops struck the Kherson embankment, one person who was near the river port was wounded.

Today in Kherson oblast, near the village of Velyka Oleksandrivka, a car exploded on a russian mine in a forest. One man was killed and another was hospitalized. The man is in a serious condition.

The situation in the Askania-Nova National Reserve is currently critical due to the control of the occupation administration. There are fires, roadblocks, construction of fortifications, and deployment of military equipment. The staff partially left their jobs. But in general, the most acute situation now is with collection of ungulates, which is a national treasure. Its value is global. According to the director of the reserve, the occupation authorities may begin to export the animals.

Generators from the Austrian Embassy and the Southeast European Cooperative Initiative (SECI) were handed over to Kherson healthcare facilities by Red Cross volunteers.

The Kherson City Military Administration constantly cooperates with foreign benefactors. As a result of this cooperation, the Department of Culture of the Kherson City Council received supplies for creativity and development – albums, coloring books, paints, brushes, felt-tip pens, pencils, board games, puzzles, plasticine – from Piotr Śniegocki and the communes of the friendly people of Poland.

Volyn oblast

The RMA held a meeting with a delegation from the Lublin Voivodeship. They discussed arranging the checkpoint “Adamchuky-Zberezhe”. This will make it possible to relieve the load on existing crossing points, increase their carrying capacity and increase the volume of export of agricultural products and import of strategic goods.

Zakarpattia oblast

The delegation of the Zakarpattia Regional Council met with Eduard Heger, Prime Minister of Slovakia. The meeting took place in Kosice as part of the forum “Cluster meets regions: European clusters integrate Ukrainian clusters and companies into European value chains.”

Ivano-Frankivsk oblast

The children of defenders who gave their lives for Ukraine went on an interesting excursion to the Vyhoda territorial community. It was with this meaningful trip that the “Dreams come true” project organized by the public organization “Ivano-Frankivsk Regional Union of Family Members of the Fallen and Missing in the Anti-terrorist Operation Zone” began.

Lviv oblast

30 families of IDPs living in Yavoriv region received humanitarian aid, namely folding beds, pillows, bedding, hygiene products, kitchen sets, flashlights, from the “Right to Protection” CF.

Hygiene kits, first-aid kits, protective masks and 2 boilers were sent to preschool educational institutions of the Brody community from UNICEF with the assistance of the “Intelligent Organization” CF and USAID.

Rivne oblast

The city council of Rivne held a meeting with a delegation from the German city of Essen and with representatives of the “Lemberg Vir Komen” society. The German delegation handed over aid to the city’s children’s hospital and one of the children’s preschool educational institutions.

The Rivne RMA has started preparation for the Program of Comprehensive Reconstruction of the Oblast for 2023-2025. The program is designed for the recovery and development of the oblast and communities in the post-war period.

The RMA reported that military servicemen of 104 Territorial Defense Brigade of the Armed Forces of Ukraine from Rivne improved hand grenade handling skills. After repeating the theory and safety rules, the soldiers practiced throwing a projectile at a hypothetical enemy from the trenches under the watchful eye of the instructors.

Ternopil oblast

The city council of Ternopil reported that a FordTransit truck and almost a thousand sets of summer military uniforms were sent to the front.

Mykola Maistruk, a soldier of the 10th Airborne Assault Brigade from the Vyshnivetsk community, received the 3rd degree Order “For Courage”. The defender is currently in the hospital being treated after the wound he received in the fighting near Bakhmut.

An extraordinary meeting of the executive committee of the city council of Chortkov decided that soviet symbols will be removed from city buildings.

Khmelnytskyi oblast

The RMA held a meeting with representatives of the Department for the Protection of Children’s Rights and Ensuring Equality Standards. An assistance to IDP children was discussed.

Chernivtsi oblast

Bukovyna defenders received 6 generators and cultural institutions received 5 generators from the German non-governmental organization “Lebensfahrten e. V.

Bukovyna received 14 500 W-hours charging stations thanks to the cooperation of the Chernivtsi RMA, the UN Development Program and the Government of Japan.

On March 28-29, the UNFPA and the Department of Social Protection of the Ukrainian People’s Republic of Ukraine conducted the training “Combating domestic and gender-based violence in conditions of war”. It was attended by 30 social workers and specialists who provide services to victims of domestic and gender-based violence.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Germany approved EUR 12 billion in military aid for Ukraine. The decision was made by the budget committee of the German Bundestag. The additional funding includes EUR 3.24 billion this year, as well as a credit line for the period between 2024 and 2032 for an amount of approximately EUR 8.82 billion.

The US listed a grant in the amount of $1.25 billion to the state budget of Ukraine. The grant funding will be directed to partial reimbursement of state budget expenditures, specifically to pension payments, support of certain state social assistance programs (aid for IDPs), provision of wages for employees of state bodies, employees of the State Emergency Service and employees of higher education institutions.
