War in Ukraine today: latest news, March 27, 2023 (photo)

It has been the 397th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

During the day, the enemy launched 7 air and 10 missile strikes, as well as over 15 MLRS attacks at the positions of our troops and civilian infrastructure of settlements.  S-300 anti-aircraft guided missiles continue to be widely used for launching missile strikes.

There is still a high threat of missile and air strikes throughout Ukraine.

The enemy focuses its main efforts on conducting offensive operations against Lyman, Bakhmut, Avdiivka and Marinka. The fiercest battles continue for Bakhmut, Avdiivka and Marinka. Thanks to professional and coordinated actions, units of the Defense Forces of Ukraine repulsed 41 enemy attacks in these areas. 

Towards Volyn, Polissia, Siversk and Sloboda, the operational situation reveals no significant changes, there were no signs of offensive groups formed. The enemy shelled the areas of Bleshnia (Chernihiv oblast), Tovstodubove, Holynivske, Stukalivka, Volfyne and Maiske (Sumy oblast), as well as Timofiivka, Krasne, Ustynivka and Chorne (Kharkiv oblast).

Towards Kupyansk and Lyman, the enemy conducted unsuccessful offensive operations in the areas of the settlements of Synkivka and Bilohorivka. He carried out artillery shelling near Kamianka, Kolodiazne, Krasne Pershe, Dvorichna, Zapadne, Kupiansk (Kharkiv oblast), Stelmakhivka, Nevske, Bilohorivka (Luhansk oblas), as well as Terniv, Spirne and Vyimka (Donetsk oblast).

Towards Bakhmut, the enemy continues assault operations against the city of Bakhmut, which is held by our defenders, as well as in the area of Ivanove (Donetsk oblast). Hryhorivka, Minkivka, Orikhovo-Vasylivka, Novomarkove, Bakhmut, Kurdiumivka, Ozarianivka, Druzhba and Maiorsk were shelled.

Towards Avdiivka and Marinka, the enemy conducted offensive operations near Novokalynove, Stepove, Avdiivka, Sieverne, Pervomaiske, Nevelske and Marinka, Donetsk oblast, yet failed. There were non-lethal aerosol “tear” grenades used in the areas of Novokalynove, Lastochkine, Pervomaiske and Marinka. More than 10 settlements were shelled, namely Krasnohorivka, Stepove, Avdiivka, Tonenke, Pervomaiske, Nevelske, Marinka and Novomykhailivka (Donetsk oblast).

Towards Shakhtarsk, Vuhledar, Prechystivka, Velyka Novosilka and Vremivka (Donetsk oblast) were affected by fire. 

Towards Zaporizhzhia and Kherson, the enemy continues to be on the defend. Vilne Pole, Novosilka, Novopil (Donetsk oblast), Poltavka, Malynivka, Huliaipole, Zheliznychne, Bilohiria, Novodanylivka (Zaporizhzhia oblast), Antonivka and the city of Kherson were shelled. In addition, an airstrike targeted the civilian infrastructure of Beryslav.

Aviation of the Defense Forces inflicted 9 strikes on buildups of enemy personnel and military equipment, and an anti-aircraft missile system was hit.

Yaroslav Demchenkov, Deputy Minister of Energy, says that Ukraine will increase its ability to supply green electricity to Europe. Exports of Ukraine’s green electricity will contribute to the European Union’s transition to energy saving technologies, synchronizing the Baltic states’ power grids with ENTSO-E and increasing the EU’s sustainability.

Asako Okay, Director of the Crisis Office of the United Nations Development Program, says that the mined territory of Ukraine exceeds the size of Switzerland by 4.5 times. About 30% of Ukraine’s territories need to be cleaned from ordinance.


Recent war events in the east of Ukraine

Kharkiv oblast

According to the Armed Forces of Ukraine, Russia shelled Kupiansk and Tabaivka with artillery. Mali Prokhody, Lyptsi and Strilecha were also under attack. There was an unsuccessful russian offensive on Synkivka and at least 10 settlements were targeted.

Oleh Syniehubov, Head of the Kharkiv Regional Military Administration said that at a meeting with representatives of the UN Office for the Coordination of Humanitarian Affairs, they discussed the current situation in the region and further joint steps to support the population.

In Buhaivka village, Chuhuiv region, a 62-year-old man stepped on a mine near a pond. He was hospitalized in moderate condition.

Viktor Kovalenko, Head of the Zolochiv Military Administration informed that the invaders attacked Huriv Kozachok with two helicopters around 3 pm. There was no significant destruction or casualties.

Press service of the Regional Prosecutor’s Office reported that in Mali Prokhody of Derhachi community, the body of a 28-year-old woman who was killed during shelling in August – a russian shell fell and exploded in her yard – was exhumed.

Viktor Kovalenko, Head of the Zolochiv Military Administration, noted that in Zolochiv community, one third of the housing – about 1700 buildings – was damaged and destroyed by russian shelling. Restoration of the damaged buildings will cost billions of hryvnias.

Yesterday, russian invaders attacked at least 17 border settlements in Kharkiv, Kupiansk and Chuhuiv regions. Specifically, Kupiansk, Lyptsi, Strilecha, Ohirtseve, Tabaivka and other cities and villages were targeted.

In Kupiansk, outbuildings, a 5-storey residential building and a private house were damaged as a result of the shelling.

The enemy shelled Dvorichna with mortars and other weapons. A residential building and outbuildings were damaged. There were no casualties.

Humanitarian de-mining is ongoing. Yesterday 59 explosive ordnance were defused.

Donetsk oblast

Colonel-General Oleksandr Syrskyi, Commander of the Land Forces of the Armed Forces of Ukraine,  says that the most intense phase of fighting for Bakhmut continues. The situation is consistently difficult. The enemy suffers significant losses in personnel, weapons and military equipment, but continues to storm.

As a result of today’s shelling of Sloviansk, at least 1 person was killed, 36 wounded, 5 of them in severe condition. Administrative and office buildings, 5 high-rise buildings and 7 private houses were destroyed. At about 10:30 a.m., the city center was hit with two S-300 missiles.

At the same time, Druzhkivka was hit by a missile strike. Two S-300 missiles targeted the Druzhkovka orphanage and almost completely destroyed it. Currently no casualties are reported.

Towards Donetsk, the day before, the russians launched a missile strike on Avdiivka, a hotel and a courthouse damaged. During the day, the outskirts of Kurakhove were shelled 6 times, and the Ocheretyn community was hit as well – without casualties.

Towards Horlivka, Vasiukivka, Rozdolivka, Orikhovo-Vasylivka and Minkivka of Chasiv Yar and Soledar communities. There was no information about the victims.

Towards Lysychansk, in Zvanivka 3 houses  were destroyed and 6 houses damaged. 4 more houses were damaged in Pereizne. Several private houses were also damaged in Siversk.

Pavlo Kyrylenko, Head of the Donetsk RMA, reports that russians killed one civilian in Krasnohorivka. Another 2 people were injured.

 Luhansk oblast

Stelmakhivka, Makiivka, Nevske, Dibrova and Bilohorivka came under enemy shelling.

The Center for National Resistance informs that in the temporarily occupied territories, despite statements and promises, the occupiers did not demobilize students. More than two thousand young men still forcibly ‘serve’ in the occupying armies. 

The State Border Guard Service of Ukraine states that soldiers of the Luhansk border detachment shot down a drone of russian forces. Now it will be used to scout enemy positions. 

Roman Vlasenko, Head of the RMA, says that winter was very hard for residents of Sieverodonetsk. The sanitary situation is deteriorating, medicines and food are scarce. The employment rate is low. There are a lot of russian military around, checkpoints are being built between settlements, and territory mined.

Oleksandr Striuk, Head of the MCA, added that self-destruction of high-storey buildings, shelled during the assault by invaders, began in the city. There are interruptions in power and water supply .

The Luhansk RMA said that the Ukrainian military destroyed the enemy’s electronic warfare complex, about 100 bodies of dead russians were brought to Troitske, and residents will be fired without russian passports from July 1.

What is happening now in the north of Ukraine

Kyiv oblast

A marathon dedicated to the impact of war on women and women on war has started in Kyiv. The W2U event, or Women to Ukraine, began on March 27. It is a round-the-clock conference in which more than 70 female speakers from 15 countries are participating.

The Obolon District State Administration reported that a charging station for gadgets was installed in a Kyiv park. Residents and guests of the city will be able to charge their phones for free in the Natalka Park in Obolon.

The Ministry of Internal Affairs of Ukraine reported that a resident of Kyiv is facing up to 5 years of imprisonment for violating the ban on the use of fireworks. The man held an inappropriate celebration in the courtyard of a high-rise building and set off fireworks. The sale and use of fireworks during martial law is prohibited.

A mural was created in the capital in honor of the defenders of Azovstal. It adorns the walls of Mad Heads Coffee Roasters and reminds of the captivity of the Mariupol defenders, which lasted for more than 10 months.

An educational quest on mine safety for children took place in the city of Irpin with the participation of Patron the mine-sweeping dog and Hollywood star Orlando Bloom. Orlando Bloom, together with Ukrainian TV presenter Oleksandr Pedan and the most famous Ukrainian dog, conducted training in a playful way for 150 children.

The General Directorate of the National Police of Kyiv oblast reported that the police officers from the USA together with American writer Mitzi Perdue handed over 10 cars for the police of the oblast. Previously, the well-known writer auctioned a wedding ring worth more than 1 million dollars and donated this amount to help Ukraine.

The Kyiv RMA reported that a new modular town was established in the oblast. The town, located in the village of Dmytrivka, Kyiv oblast, will be able to receive 252 temporarily displaced persons.

Zhytomyr oblast

The Zhytomyr RMA reported that demining work is planned in Zhytomyr oblast on March 27, so they are warning about possible sounds of explosions.

Residents of Zhytomyr oblast will receive assistance from Caritas-Ukraine to restore minor damage caused by the war, including replacement of broken windows and doors, suspended ceiling, repair of walls and electricity. Assistance will go to about 250 households in Ovruch, Narodychi, Korosten, Malyn and Zhytomyr communities.

The Zhytomyr City Council informed that books are being collected for military personnel undergoing treatment in hospitals in the city. It has been organized by the local plastuns from the Chortopolokh squad, who want to collect as many books as possible for wounded soldiers.

Firefighter Viktor and his wife Alyona held a charity event “Heroes without Weapons” in Zhytomyr. They are singing in a duet, raising funds for thermal imaging devices for rescuers.

Sumy oblast

The Sumy RMA reported that the enemy shelled two border communities in Sumy oblast, firing 8 rounds of ammunition at them. The Esman community was shelled by barrel artillery – one shell, and 7 shots from the AGS were fired in Bilopillia region.

The ‘North’ Operational Command reported that the russian military continues to attack the border areas of Sumy oblast. At 11:00 a.m., there were2 hits in the village of Tovstodubove, Shostka region. Shots were probably fired from barrel artillery.

Humanitarian demining training is taking place in Konotop. The goal is to reduce the risks of contact with explosives and increase the level of awareness of residents in vulnerable regions. The classes are conducted by representatives of the international humanitarian demining organization Halo TRUST, which has been working in Ukraine for six years.

In the village of Bobryk, Romny community, Sumy oblast, a dental office that had been out of business for almost two years has resumed work. This happened thanks to local activists who applied for funding for a project to improve access to dental care in remote villages of the community. Financial support was provided by the Government of Norway.

The Bilopillia community received humanitarian aid from the Red Cross Society of Ukraine after the massive russian shelling that took place last week. Residents received about 1.5 tons of aid: food, hygiene products, blankets and other necessary items. Also, 240 m2 of tarpaulin awnings were handed over to restore damaged buildings.

New explosives were found at the site of the excavator explosion in the Trostyanets community. Sappers found 9 more explosive objects, among which was an anti-tank mine during the inspection of the territory after the incident that happened last Friday near Trostyanets and resulted in the injury of 4 people.

Chernihiv oblast

The ‘North’ Operational Command reported that Chernihiv oblast was under russian shelling for three times. After lunch, the enemy shelled the Semenivka community near the village of Karpovychi twice with mortars. One of the mines fell on the yard of a house, the explosion blew out the windows and destroyed the fence. Later, the occupiers launched a mortar attack towards Bleshnia of the Semenivka community.

The ‘North’ Operational Command  reported that the occupiers continue to attack the border area of Chernihiv oblast – 12 hits were made on Bleshnia in the Novhorod-Siverskyi region. The shelling took place from 11.00 to 11.50, probably from a mortar.

The Chernihiv RMA reported that the oblast received more than 100 solar panels from the Finnish company Kerabit Aurinkolasähkö. The equipment will ensure uninterrupted operation of the Regional Center for Emergency Medical Assistance.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Mykola Lukashuk, Head of the Regional Council,  the enemy again sent drones to Dnipropetrovsk oblast. The occupiers attacked the city of Nikopol and the Marganets community of the Nikopol region. A man born in 1972 was injured and hospitalized. As a result of the shelling, a school, a private house, and two cars were damaged.

A fragment of a mural from the building of a motor vehicle enterprise, which russian troops hit with missiles, was handed over to the retro museum in Dnipro. The exhibit will become part of the future “Victory” collection.

Vinnytsia oblast

​​Vinnytsia City Council reported that over UAH 240K, collected during the Children’s Charity Weekend, was given to the Armed Forces of Ukraine. 

The military unit of the Air Force received a car and military equipment, which were purchased by members of AhroVin Ahrocluster.

Kirovohrad oblast

A fighter code-named Sokil said that in Kirovohrad oblast, the military of the 174th Territorial Defense Battalion designed and built equipment for conducting reconnaissance during the battle, transporting ammunition to positions, and detecting land mines.

Poltava oblast

The Poltava Children’s Art School opened an exhibition of Sviatoslav Pashynskyi, a teacher killed in the war and his students on the anniversary of his death.

More than UAH 23K was collected at charity concerts in the Velyki Budyshcha community. The collected funds will be transferred to support the Armed Forces of Ukraine.

Cherkasy oblast

According to Ihor Taburets, Head of the Cherkasy State Administration, the Cherkasy RMA and Maklout, LTD are working on a new online platform for soldiers. It brings together the maximum amount of information on the search for missing persons, acquisition of the veteran status, medical assistance, rehabilitation, pension payments, etc. 

Anna Niemayer had been working at the Mariupol Drama Theater for 9 years. Now, she has been performing in Cherkasy for almost half a year. The actress had to travel thousands of kilometers to return to her homeland through russia and Europe.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not changed significantly. The enemy concentrates its main efforts on holding the occupied borders. There were 55 attacks on the positions of the Ukrainian defenders, using tank, rocket and barrel artillery along the entire contact line. The occupiers shelled civilian infrastructure in Orikhiv, Mala Tokmachka, Huliaipole, Olhivske, Charivne, Malynivka, Zaliznychne, Novodanylivka, Poltavka, Bilohiria, Novoandriivka, Chervone, Shcherbaky and Kamianske.

A series of explosions rang out in the temporarily occupied Melitopol. Ivan Fedorov, Mayor of Melitopol, reported that the building seized by the russian military was destroyed.

Today, March 27, President of Ukraine Volodymyr Zelenskyy visited Zaporizhzhia oblast, namely frontline positions of the Ukrainian military, and a military hospital. He met with IAEA Director General Raphael Grossi and held a meeting with the military command and heads of law enforcement agencies of Zaporizhzhia oblast.

Mykolaiv oblast

Representatives of Beten International, French consulting company, and INterland, the agency for architecture and urban planning, visited Mykolaiv on a working visit. Partners from France plan to participate in developing a city reconstruction strategy regarding the environment, mobility, industrial and port economy, and construction according to the principles of sustainable development.

280.8 K ha of agricultural land needs to be examined and demined in Mykolaiv oblast. Currently, 10 pyrotechnic groups of the State Emergency Service are working on demining the region. Their number will be increased in the near future, perhaps even doubled. 3 units of the National Police, the explosives service, and the State Service of Special Transport are working in the fields. 6 more military groups are expected to arrive.

Every Sunday, the children’s space in the Kazka children’s town organizes free theatrical performances for the children of Mykolaiv and those from IDP families.

Odesa oblast

Last night passed without air warning signals and shelling in the oblast. However, the threat from the Black Sea for Odesa remains relevant not only due to the detonation of enemy mines, but also due to the presence of russian submarines in the sea. According to the ‘South’ Operational Command, as of yesterday, the enemy’s naval group in the Black Sea included 12 units, including two submarine missile carriers equipped with 8 Kalibr missiles.

Today, 3 ships with food for Asian countries left the ports of Chornomorsk and Pivdennyi. ASL ILEANA bulker with 54,600 tons of wheat for Bangladesh was among them. The volume of deliveries could be increased, but the russians purposefully slow down the inspections of ships in Turkey. At the same time, world food prices are restrained from further growth thanks to the Grain Agreement and availability of Ukrainian grain on the market. Currently, 680,000 tons of agricultural products are being loaded on 19 ships in the ports of Odesa. 3 more vessels are moving along the ‘grain corridor’ for loading.

Odessa volunteers made an unusual buggy for the Armed Forces. The machine is made specifically for air defense forces and is designed to eliminate enemy drones. A unique NATO-standard machine gun mount was installed here. The mount was designed by a team of engineers who developed electric bikes in peacetime. The old VAZ-2108 car modified beyond recognition is at the heart of the buggy. As a result, a three-seater car can reach a speed of up to 140 km/h. In the coming days, the off-road vehicle named Tsunami will be delivered to the frontline.

Kherson oblast

The russian army shelled Beryslav using aircraft and artillery. As a result, three people were injured, two of them seriously.

On March 26, russian invaders attacked peaceful settlements in Kherson oblast 20 times. Almost 100 shells were fired from mortars, artillery, tanks, drones and aircraft. 4 local residents were injured to varying degrees.

The police opened 21 criminal proceedings on the facts of war crimes committed by the russian army in Kherson oblast over the past two days. The police continue to receive reports of looting by the russian military, kidnappings, and blowing up of the local population by explosive devices. Thus, 5 people were injured as a result of detonation of explosive devices left by the russian military.

Marek Shafin, Ambassador Extraordinary and Plenipotentiary of the Slovak Republic to Ukraine visited Kherson oblast. He visited the village of Posad-Pokrovske and Kherson Airport to see the consequences of russian aggression. Also, the current socio-economic situation in the region, as well as ways to restore Kherson oblast were discussed during the meeting with regional authority.

The delivery of humanitarian aid continues in Kherson oblast. Yesterday, residents of the liberated areas received 1,794 food kits, 4,000 loaves of bread and 11,040 cans of canned food. Also, 4,766 OSB letters from international public organizations, philanthropists and volunteers were handed over to people.

Latest news for today in the western regions of Ukraine

Volyn oblast

Since the war began, Volyn oblast has received 77 047 IDPs. Namely, in Lutsk district – 30 783, in Kovel district – 20 947, in Volodymyr district – 19 117 and in Kamin-Kashir district – 6,2K. 54 516 people have the status of IDPs. This amounts to 38 996 families, in which 15 956 are children.

Zakarpattia oblast

Uzhhorod plans to build a regional hospital for war veterans. According to preliminary estimates, the cost of the project for 1,7K square meters, 3 floors and over 60 medical offices is about UAH 60 million or 45 million crowns. The regional council will conduct negotiations with Czech regions, public organizations and will work on Ukrainian co-financing of the project.

Martin Netolitsky, Hetman of the Pardubice region, announced that the region is ready to allocate 5 million crowns for the construction of a rehabilitation center for military personnel in Uzhhorod.

Ivano-Frankivsk oblast

Mobile brigades to support IDPs will resume their work in the oblast this week. Employees of social protection, health care, regional employment center, psychologists, lawyers and representatives of international organizations will visit all the territorial communities of Prykarpattia.

Ruslan Martsinkiv, Mayor of Ivano-Frankivsk, reported that the city and Gubbio (Italy) signed a Cooperation Agreement.

Lviv oblast

Melinda Simmons, Ambassador Extraordinary and Plenipotentiary of Great Britain to Ukraine visited the VONA hub, operating in Lviv since July 2022. She inspected the office and talked with women who, thanks to the help of the hub, were able to find a job or open their own business.

The RMA reported that six IDPs shelters will receive food kits from local agricultural producers within the framework of the Italian-Ukrainian Bread for Peace project.

The RMA reported that one of the units of the Territorial Defense Brigade received a Mercedes Sprinter ambulance filled with food and medicines from the Przemysl community.

About UAH 120K was collected to purchase military equipment for the soldiers at the charity volleyball championship of the Drohobych region.

The Holy Procession passed through Yavorov and Buska Streets. Believers prayed for the defenders and the victory of Ukraine.

Rivne oblast

The Rivne RMA signed a Memorandum on cooperation with the Office of the UN High Commissioner for Refugees in Ukraine. Representatives of this organization work in the oblast, headed by Karolina Lindholm Billing, head of the organization.

Anti-aircraft soldiers of the Territorial Defense train to destroy enemy targets in Rivne oblast. The training of anti-aircraft fighters has a systematic approach, including fire tasks, tactical and engineering training and military topography.

The Volodymyretsk Central Administrative Court received equipment for processing and issuing passports within the framework of the project “Strengthening the resilience of communities in oblasts of Ukraine”, which is implemented by the UN Development Program UNDP in Ukraine with the financial support of the Government of Great Britain.

Ternopil oblast

Serhii Nadal, Mayor of Ternopil, reported that almost a thousand sets of summer military uniforms, made according to the standards of the Armed Forces of Ukraine, were sent from Ternopil to the front line.

On the occasion of the Day of the National Guard of Ukraine, the RMA presented awards to the best fighters of the military formation. Soldiers of the National Guard handed over the flag of Ukraine from Donetsk oblast, to the Ternopil RMA.

Khmelnytskyi oblast

The Khmelnytskyi’s executive committee approved the Families of Heroes program, which provides a number of measures, social and material support for the families of defenders who gave their lives for Ukraine. The total amount of financing of the program is UAH 139 million.

Two reconnaissance drones were sent to the fighters of one of the special forces units from Khmelnytskyi thanks to the Protect Khmelnytskyi CF.

Vocational education institutions of Khmelnytskyi received 6 new electric generators as part of the Energy Security Project funded by the USAID.

Chernivtsi oblast

At a meeting of the Defense Council, they discussed the implementation of mobilization tasks, the formation of a rifle battalion and the recruitment of volunteers for the “Offensive Guard”.

The Rukshyn community of Chernivtsi oblast and Mykolaivsk of Donetsk oblast signed a cooperation agreement on the implementation of the joint project “Provision of housing conditions for the most vulnerable categories of IDPs and residents of the Mykolaiv territorial community who suffered from the armed aggression of the russian federation.”

6 communal facilities, renovated at the expense of the regional budget for the further accommodation of IDPs, received 60 heaters and 78 sets of dishes thanks to the organization of the Red Cross Society.

Nineteen schools in Bukovyna received 137 laptops from Global Business Coalition for Education, implemented by a branch of a separate division of the World Vision International in Ukraine with the assistance of the Ministry of Education and Science of Ukraine and the Chernivtsi RMA.

The RMA reported that the Chernivtsi Regional Clinical Cardiology Center purchased a Mercedes all-wheel drive SUV for the needs of the Armed Forces of Ukraine.

The RMA reported that an informative business seminar on the topic “Business Support Programs under Martial Law: Application Practices” was held.
