The russian federation continues its full-scale aggression against Ukraine. The enemy does not abandon its attempts to destroy Ukraine’s critical infrastructure, launching strikes on civil targets and civilian residences.
During the day, russian occupiers launched 3 air and 3 missile strikes, as well as more than 20 MLRS attacks. Civilian infrastructure was damaged in Kharkiv, Donetsk, and Kherson oblasts.

The occupiers have intensified filtration and counter-sabotage measures in the temporarily occupied territories of Kherson oblast. In Donetsk, the number of cases of particularly dangerous infections among the russian military personnel and Wagner mercenaries has surged. This may be due to the lack of proper sanitary and hygienic conditions in the locations of enemy units.
During the day, the Ukrainian Air Force launched 9 air strikes on buildups of manpower, weapons, and military equipment of the enemy, and 2 air strikes on the positions of anti-aircraft missile systems.
During the day of January 31, the rocket and artillery units of the Ukrainian Defense Forces struck 9 buildups of enemy manpower and 1 ammunition depot.
Spokesman of the Eastern Group of the Armed Forces of Ukraine Serhii Cherevatyi reports near Bakhmut, there were 42 combat clashes during the day. The russians struck our positions 197 times with barreled jet artillery.
First Deputy Prime Minister, Minister of Economy of Ukraine Yulia Svyrydenko, 784 loans were issued at a reduced rate of 3%. Under the affordable mortgage program eOselia, loans worth more than UAH 1 billion have already been issued. The state has provided an affordable mortgage loan at 3% for the military, law enforcement officers, teachers, doctors and scientists.

Kharkiv oblast
According to the General Staff of the Armed Forces of Ukraine, the invaders continue to defend the occupied borders towards Kupiansk. Russians shelled at least 17 settlements.
Yesterday, Russians fired at Dvorichna, Kupiansk, Strilecha, Vovchansk and other border settlements of Chuhuiv, Kharkiv and Kupiansk districts.
A 62-year-old man was killed as a result of shelling in Vovchansk. An 83-year-old woman was injured. She is hospitalized in a moderate condition. Apartment buildings, industrial facilities and the building of the regional department of the National Police were damaged.
Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that in Kupiansk, a transport infrastructure facility was destroyed and private residential buildings damaged as a result of enemy shelling.
The Embassy of Ukraine in Lithuania reported on Facebook that in the cities of Lithuania, drawings of Ukrainian children from the Aza Nizi Maza art studio are exhibited as part of the Shelter Diaries campaign. These are works created in the Kharkiv subway, which has served as a safe shelter for many Ukrainian families since the beginning of russia’s full-scale aggression against Ukraine.
Donetsk oblast
Russian troops shelled 10 settlements yesterday. Towards Volnovakha, Vuhledar community is suffering: 4 attacks in Novoukrainka, intense fire in Vuhledar. There were no reports about casualties.
Towards Donetsk, in Kurakhove 1 person was injured, 2 apartment buildings and 3 private buildings damaged yesterday afternoon. At night and in the morning there were 2 artillery attacks on Avdiivka, no casualties.
Towards Horlivka, russians launched a rocket attack on Ivanopillia of Kostiantynivka community, damaging 3 private buildings. Another 2 buildings were damaged on the outskirts of Chasiv Yar. In the Soledar community, 1 building in Vasiukivka and several buildings in Paraskoviivka were damaged. In Toretsk, russians hit a mine building, there were no casualties. In total, russians injured 3 residents yesterday.
The enemy continues to target Bakhmut. Today, 2 people were killed as a result of the shelling in the afternoon. One of the deceased is a minor boy. In addition, 4 civilians were injured. A pharmacy was damaged.
Luhansk oblast
Yesterday, Defence Forces units repelled enemy attacks in Bilohorivka and Novoselivske.
Towards Kupiansk, Andriivka and Novoselivske were shelled.
Towards Lyman, russians fired at Chervonopopivka, Dibrova, Kreminna, Makiivka, Nevske and Novoiehorivka.
Aviation of Defence Forces launched 4 strikes on enemy concentration areas yesterday, missile and artillery units hit 3 control points, 4 build-ups and 2 ammunition depots of the invaders.

Towards Kreminna and Svatove, the enemy is constantly shelling Ukrainian positions and gathering reserves and heavy equipment. However, the situation is the best along the frontline.
Head of the Luhansk Regional Military Administration, Serhii Haidai, informed that russians are preparing for a counteroffensive in Luhansk oblast. These days, the two-month training period for men mobilized by the russian federation is coming to an end. They are to be deployed to the east.
In Novopskov, collaborative teachers are forcing children to learn the words of the russian national anthem, russian contractors refuse to work in Luhansk oblast due to dangerous working conditions, and the forced mobilization campaign in the occupied territories has been recognized as a failure – the invaders demand its intensification.
Parents’ chats have received regular reminders from Novopskov school teachers about the need to make children learn the words of the russian national anthem to sing at school lineups on Monday. The community residents receive these messages regularly.
Referring to the Luhansk Regional Military Administration, the invaders have set up ‘field hospitals’ on the territory of the maternity ward of city hospital No. 3 and the maternity ward of the regional hospital, where they treat russian soldiers. Due to this, it is possible to give birth only in the Luhansk Regional Perinatal Centre, where there is a catastrophic lack of places and there are risks and unfavorable conditions for childbirth.

Kyiv oblast
The next stage of military exercises is starting in Kyiv oblast. According to Vadym Tokar, Head of Makariv village, the defense forces will begin their training in Makariv community on February 1. The exercise is expected to last until February 22. Due to military drills, the sounds of explosions and small arms fire may be heard in the area.
Kyiv city commandant, Major General Viktor Plakhtiy, announced that in February new permits for driving past curfew will be introduced in the capital. The system is being updated to ensure that the permits are used only by the employees of Ukraine’s security and defense sector, critical infrastructure of the city, and government agencies.
Irpin Mayor Oleksandr Markushyn announced that Ukraine’s first gas turbine power plant has started operating in Irpin. The plant has a capacity of one megawatt that can power a significant part of the city’s critical infrastructure. It operates on natural gas, which significantly reduces the consumption cost compared to diesel fuel. The project was implemented by the Austrian company INNO and its gas reciprocating engine distributor Jenbacher, as well as KTS Engineering LLC.
Oleksandr Markushyn has also reported that in Irpin, 308 multi-storey buildings and 120 private houses damaged by russian military aggression were fully restored in 2022. Another 140 multi-storey buildings and about 1,500 private sector houses need routine or major repairs. According to the mayor, volunteers and international charitable organizations are also involved in the restoration of war-damaged buildings.
The keys to the new apartments were handed over to 31 families from 9 communities in Kyiv oblast who lost their homes due to the hostilities and russian occupation. The apartments were purchased under the New Home Program from the regional budget. The previous homes of the families who received new apartments are beyond repair or reconstruction.
33% of Kyiv residents switched to communication in Ukrainian during the full-scale war. At the same time, 46% said they had been speaking Ukrainian for a long time, and 13% of respondents said they still spoke Russian. The survey was held in the Kyiv Digital app to identify tools that the city can use to offer everyone to learn Ukrainian and create a Language Concept for Kyiv.
Over 3 K Kyiv residents have visited Vcentri Hub locations this year. In January, more than fifty events were held there: first aid training, legal consultations, financial literacy training, psychological assistance, clubs for children, and photo exhibitions. The Kyiv City State Administration noted that even during the war, these institutions proved to be in demand among city residents and became a kind of unifying platform.
Zhytomyr oblast
In Zhytomyr oblast, wreckage of a missile was found on a field where it landed after strikes launched by russian troops. According to the National Police of the oblast, the fragments were found by a local resident near the village of Skochyshche in the Brusyliv region. A team of investigators was working at the scene.
The first modular boiler house was delivered to Zhytomyr and installed on the territory of Zhytomyrteplocomunenergo. In the event of an emergency, the boiler house will be transported to a hospital or school and connected to the heating network of the facility. The boiler house has a capacity of 0.7 MW and runs on wood chips or pellets.
A batch of drones and 2 trucks were delivered to the 190th Training Center of the Air Assault Troops of the Armed Forces of Ukraine by the regional military administration and volunteers of the Zhytomyr Humanitarian Hub. The new drones will become an important part of the Army of Drones, with one of its units being currently formed in Zhytomyr oblast.
Sumy oblast
The International Committee of the Red Cross helps restore Sumy oblast after russian occupation. This time, the ICRC brought about 105 sets of prefabricated greenhouses to be provided to people affected by the hostilities and family-type orphanages. According to the Sumy Regional Military Administration, these sets will be given to residents of the above-mentioned categories located in Sumy, Krolevets, Lypova Dolyna, Richky, Nedryhailiv, Boromlya, and Krasnopillia communities.
Two energy companies in Sumy oblast received 3 tons of humanitarian aid from international partners: generators and power transformers. The equipment received is needed to restore the energy infrastructure. The Ministry of Energy of Ukraine reported that employees of relevant enterprises are repairing the damage 24/7, but the enemy keeps shelling the infrastructure, including the newly restored one.
Trostyanets hospital received modern medical equipment for the physiotherapy department from the Blagomay Charity Foundation. The new equipment will help reduce pain symptoms, inflammation, improve blood flow, reduce muscle spasm, and joint contractures associated with chronic diseases.
The city council reported that in Sumy, the first stage of major repairs aimed to arrange simple shelters in the basements and ground floors of community secondary schools is nearly completed.
Chernihiv oblast
Over the past 24 hours, the russians shelled Chernihiv oblast 8 times with mortars and artillery. According to the ‘North’ Operational Command, there was no information about casualties or any damage.
Chernihivoblenergo received 7 tons of power equipment to help restore electricity supply to residents of the border regions. According to the information posted on the website of the Ministry of Energy of Ukraine, this humanitarian cargo with generators, power transformers, and materials needed for reconstruction came from Italy, Lithuania, Azerbaijan, and Sweden.
Employees of cultural institutions and the specialized department of the Bobrovytsia City Council continue to provide active support to the military. The Chernihiv Regional Military Administration reported that due to the active involvement of the volunteers, camouflage nets, trench candles, energy bars, underwear, knitted mittens and socks, pillows, food and many more items were sent to the frontline to our defenders.
Recent events in the central regions of Ukraine
Dnipropetrovsk oblast
According to the Head of the regional council Mykola Lukashuk, the enemy shelled Myrove community in Nikopol region at night. The russian occupiers fired about a dozen shells from heavy artillery. Three private residential buildings were damaged, two farm buildings and power lines were also affected.
The enemy shelled Marhanets community in Nikopol region from heavy artillery at about noon. As a result, the building of a private enterprise and power grids were mutilated. The enemy shelled Myrove community in the evening.
Synelnykovo district also came under enemy fire. The occupiers hit the territory of Velikomykhailiv community. Power lines were damaged, leaving more than three hundred families without power.
The military medics of the”East” Air Command received a special ambulance from”Swedish Rescuers” organization and with the assistance of the Dnipropetrovsk Regional Council. The vehicle is adapted to the needs of the military and will help in operational work, providing first aid to soldiers.
Vinnytsia oblast
The Vinnytsia City Council reported the Mayor of Vinnytsia participated online in the forum “Together to Victory – together with Ukraine”, which took place in Panevezys. Participants talked about the lessons of russian aggression for Europe and joining efforts for the reconstruction of Ukraine.
Kirovohrad oblast
The team of “Dnipro-Kirovohrad” regional communal production enterprise transferred its one-day earnings for December, 718,000 hryvnias, to support the Armed Forces. This is the second time the company’s employees have made such a decision since the beginning of full-scale war. In the spring of last year, UAH 753,000 were transferred to help the defenders of Ukraine.
Poltava oblast
According to Dmytro Lunin, head of the Poltava Regional State Administration, Poltava received 4 generators from the State Agency for Strategic Reserves of Poland. One with a capacity of 325 kW, the other three – 2.5 kW, 6.5 kW and 7.5 kW. Three generators will be provided to the places of compact residence of internally displaced persons, and the most powerful one to critical infrastructure facilities.

Volunteer philanthropists from Smila purchased a pickup truck, a charging station, and several dozen camouflage gowns made at local enterprises for the units of the Military Police in the combat zone. Aid has already been delivered to the military in Donbas.

Zaporizhzhia oblast
The situation towards Zaporizhzhia has not significantly changed. The enemy concentrates its main efforts on holding the occupied borders. Yesterday, the enemy launched 89 strikes on the positions of Ukrainian defenders, using tank weapons, rocket and barrel artillery along the entire front line. The occupiers shelled civilian infrastructure in Charivne, Novodanylivka, Malynivka, Huliaipole, Orikhiv, Novoandriivka, Olhivske, Bilohiria, Mala Tokmachka, Scherbaky, Verkhnia Tersa, Kamianske, Stepove, and Mali Scherbaky. 16 destructions of houses (apartments) and infrastructure facilities were recorded as a result of shelling by russian military personnel.
Representatives of the Red Cross, together with German partners, purchased a generator for Novomykolaivka community in Zaporizhzhia region. The generator will power a pumping station that supplies water to hospitals, dormitories and residential buildings. The cost of the purchased generator is about one million hryvnias. Currently, the Red Cross Society is planning to hand over another generator of this type to the SES and one of the communities of the region.
Mykolaiv oblast
Yesterday, January 30, at 08:57, 09:07, 10:38, 11:57, 12:02, the enemy launched artillery strikes from MLRS on the water area and the populated area of Ochakiv community. As a result of the attack, administrative buildings, residential buildings and farm buildings were destroyed and damaged. There are no casualties. Also, yesterday at 11:12 p.m., the enemy shelled Kutsurub community with anti-aircraft guns. There were no injuries or damage.
The International Foundation “Solidarity” delivered over 200 cubes of firewood to de-occupied Novokyivka, Shevchenkove community. The wood was already chopped and given out to the population. In total, over 100 families received firewood. Volunteers issued two cubic meters per person. This amount of firewood should be enough for about a month and a half.
Odesa oblast
As of January 31, there are 12 enemy ships on combat duty in the Black Sea, including 3 Kalibr cruise missile carriers with about 20 missiles on board. The enemy continues to control sea communications in the Sea of Azov, keeping 1 ship on combat duty.
In 2022, Ukrainian ports processed 59 million tons of cargo. More than 80% (47.8 million tons) were exported, and about 20% (6.2 million tons) were imported. In general, in 2022, maritime transport provided 54% of exports. Despite russian interference, 614 ships left the Odesa region’s ports through the “grain corridor” last year, exporting more than 16 million tons of agricultural products to 40 countries around the world. The Danube ports showed the best performance during all years of Ukraine’s independence. Reni port handled 6.5 times more cargo than in 2021, Izmail port twice as much, and Ust-Dunaisk port almost 12 times.
Kherson oblast
The enemy intensified the activities of its sabotage and reconnaissance groups in the area of islands at the mouth of the Dnipro. Yesterday, the Defense Forces of Ukraine destroyed at least five light motor boats with such enemy groups.
A man blew himself up on an enemy mine near the village of Muzikyvka. He died from injuries before the arrival of medics.
The russian occupiers shelled the territory of Kherson oblast 54 times. No civilians were injured. The russian army once again attacked the communities of Beryslav and Kherson regions with tanks, artillery, mortars and MLRS. Shells damaged or destroyed the homes of civilians, commercial buildings, walls, roofs and windows in shops, cafes and an educational institution.
Yesterday, russian troops shelled the Kherson community 11 times. In total, since November 20, 2022, the occupiers shelled Kherson community 1,739 times. During this time, 74 people were killed and 207 were wounded by the russian shelling.
The police opened 34 criminal proceedings on the facts of war crimes committed by the russian military in Kherson oblast. During the occupation of Kherson, the russian military stole 6 cars from the territory of the transport company.

Volyn oblast
The Kovel district military administration reported that training on the defense of populated areas is to be conducted.
In Horohiv region, a camouflage net was woven from 4 wedding dresses. The staff of the Buzhan Lyceum, students and girls from the Youth Council joined the weaving.
Zakarpattia oblast
A meeting of the Regional Defense Council was held in Uzhhorod. They discussed additional measures to optimize the use of electricity in the oblast. A decision was made to review the volume of electricity supply to enterprises and limit its supply to identified consumers.
Ivano-Frankivsk oblast
The Carpathian fighters received a special vehicle for transporting fuel and lubricants. The car was received with the assistance of Fundacja im. Janusza Kurtyki and Professor Fryderyk Zoll. The cost of the vehicle is PLN 200K.
Medical institutions of Prykarpattia received 3 powerful diesel generators provided by the World Health Organization with the assistance of the Ministry of Health of Ukraine. The total cost of generators is over UAH 3 million.
In the RMA, a meeting with the heads of the district military administration and territorial communities was held. They discussed the beginning of the academic semester in wartime conditions and the state of shelters in educational institutions of the oblast.
Military training began in Kalush. The fighters will have shooting training for 5 days.
To ensure the work of Invincibility Centers, territorial communities of the oblast will receive 30 Starlink terminals. The equipment was obtained thanks to the cooperation of the Ministry of Digital Transformation of Ukraine with the Institute of Telecommunications – the National Research Institute located in Warsaw.
Lviv oblast
The RMA reported that there was another cyber attack on the Lvivoblenergo website. The website and services for receiving indicators, including the personal account, work with delays.
The RMA reported that representatives of the DIL Charitable Foundation sent sleeping bags and tactical first-aid kits to the military from Lviv oblast.
Head of the Kupiansk city military administration, Andrii Besedin, announced that Lviv sent to Kupiansk (Kharkiv oblast), three units of utility equipment, namely a car crane, an excavator (JCB) and a MAZ truck. This equipment has arrived in the city and is already in use.
The Department of Education and Science of Lviv Regional State University and the charity organization Ukrainian Educational Platform signed a Memorandum of Cooperation. The first project will be the involvement of teachers of the oblast in the project Educational Program on countering Mine Danger.
A charity concert of the Vyshyvanka dance ensemble took place in Novoiavorivsk. Almost a hundred children aged 3 to 14 took part in the event. Over UAH 52K collected were transferred to the needs of the military.
Rivne oblast
The National Police of the oblast reported that they received a notification about mining of all schools in the oblast. Classes in schools were suspended due to mass mining. Special services conduct an inspection.
The RMA reported that medical institutions of Rivne oblast continue to receive wounded soldiers from the front line.
The RMA reported that the paramedics from Great Britain sent a modern resuscitation vehicle to the Emergency Department of Rivne oblast. Foreign experts will train first aid of rescuers in Rivne, Sarny and Dubno.
The RMA reported that IDPs from Kherson oblast received food packages, including, pasta, oil, tea, salt, sugar, canned goods, various cereals and cookies. In total, 70 families received aid.
In Rivne, animal rights activists organized a photo shoot for homeless cats and dogs with disabilities. Thus, within the framework of the X-Men project, money is collected for rehabilitation of injured animals.
Ternopil oblast
The RMA reported that medics of Ternopil oblast received 17 evacuation trains with citizens who needed medical assistance. These are the residents of Donetsk, Luhansk, Dnipropetrovsk, Zaporizhzhia and Kherson oblasts, who could not receive the necessary care and treatment due to damage to the infrastructure by the enemy.
At a charity evening in Kozov, over UAH 268K were collected for the purchase of three unmanned systems Valkiriie for the 44th brigade.
Khmelnytskyi oblast
On February 1, IDPs from Luhansk oblast will have the opportunity to undergo a full examination by a family doctor and receive a psychologist’s consultation in Khmelnytskyi. The project of mobile medical and psychological teams in the oblast is implemented by the Norwegian Red Cross and the Khmelnytskyi regional organization of the Red Cross Society of Ukraine.
For the soldiers of one of the military units of Khmelnytskyi oblast, a Mitsubishi SUV from the CF Always Ukraine was sent. The car has undergone technical maintenance and is ready to help the soldiers defend the borders of the state.
Chernivtsi oblast
The city council reported that in 2022, Chernivtsi received EUR 32.9 million in grant funds and financial support. This is over 30% of the size of the community budget.
The RMA reported that the oblast received and distributed 7 trucks with humanitarian aid, namely 2 680 folding beds, 3K sets of bed linen, 2 406 blankets and 2 406 pillows, from the Ministry of Reintegration.
The Sokyrian hospital received three oxygen generators, as well as medical masks. The cargo came from the Chernivtsi regional organization of the Red Cross Society of Ukraine.
Large families and IDPs living in Nedoboivsk community received humanitarian aid, namely 30 sets with products and hygiene products, provided by the Community Development Agency of Bukovyna within the framework of the SOS Children Emergency Assistance Program project of the Ukrainian Educational Platform.
The RMA reported that residents of the Sokyrian region sent three thermal imagers and 2 generators for defenders in the Kharkiv direction.
International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

Flensburger Fahrzeugbau Gesellschaft (FFG) and Pearson Engineering announced that they received a contract for the supply of special equipment to Ukraine. The equipment will consist of FFG’s Wisent 1 armored support vehicle equipped with a full-size mine dump from Pearson Engineering.
Ministers of Foreign Affairs of France, Sebastien Lecornu, and Australia, Richard Marles, announced the joint production of artillery shells for Ukraine as part of a multi-million dollar project.
French President Macron said that he does not rule out the transfer of fighter jets to Ukraine, provided that this does not weaken the French army and that Ukraine does not attack russian territory. “In principle, nothing is prohibited,” Macron said when asked about military aircraft for Ukraine.
In Lithuania, a coalition of public organizations, namely Blue/Yellow, Laisvės TV, 1K Fondas, Stiprūs Kartu and the public broadcaster LRT announced the collection of EUR 5 million for 5 air defense radars, which they plan to buy in Israel and transfer to Ukraine. The campaign was supported by the Minister of Defense of Lithuania, Arvydas Anushauskas.

The EU-Ukraine Municipal Partnership Forum was held in Vojnowice (Poland). The mayors of Ukrainian, Polish and German communities initiated 17 municipal partnerships, and some Ukrainian communities have already agreed on specific steps on the way to cooperation with potential sister communities.

The founder of the studio, Mykola Kolomiiets, worked with children in the Kharkiv underground, at the station with the symbolic name Historical Museum in September and April, rescuing them not only from bombs, but also from despair, fear, and the unknown.
