What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

The russian federation constantly intends to destroy the critical infrastructure of Ukraine and continues to hit civilian targets and residences.

The russian army launched 2 missile strikes and 23 multiple rocket launchers’ attacks.

Ukraine is still under threat of further russian attacks on civilian targets.

The russian army is focusing its key efforts on offensive operations on Kupiansk, Lyman, Bakhmut, Avdiivka, and Novopavlivka directions. Russians are reinforcing their grouping of troops on Lyman and Bakhmut axes. Russian aircraft are actively striking at the positions of Ukrainian troops.

Towards Volyn, Polissia, Siversk, and Sloboda,  no signs of forming russian offensive groups were detected. The russian army shelled the vicinities of 13 settlements. Among them are Novovasylivka, Vovkivka, Kindrativka, Velyka Rybytsya, Zapsillya, Sumy oblast, Vovchansk, Ambarne, and Dvorichna, Kharkiv oblast.

Towards Kupiansk and Lyman, the russian army fired mortars and artillery at the vicinities of 17 settlements. These are Kyslivka, Kotliarivka, Pishchane, Berestove, Kharkiv oblast, Novoselivske, Makiivka, Nevske, Dibrova, and Bilohorivka, Luhansk oblast.

Towards Bakhmut, Spirne, Vasiukivka, Paraskoviivka, Zaliznyanske, Chasiv Yar, Bakhmut, Klischiivka, Donetsk oblast, were shelled with tanks, mortars, and artillery. In total, 20 settlements were hit.

Towards Avdiivka and Novopavlivka, the russian army fired from tanks, mortars, and artillery at the vicinities of 21 settlements. Among them are Tonenke, Avdiivka, Pervomaiske, Nevelske, Krasnohorivka, Marinka, and Bohoiavlenka, Donetsk oblast. 

Towards Zaporizhzhia, the vicinities of Vremivka, Novopil, Donetsk oblast, Huliaipole, Stepove, Novodanylivka, Novoandriivka, Mala Tokmachka, Zaporizhzhia oblast, and Nikopol, Dnipropetrovsk oblast, were hit.

Towards Kherson, the russian artillery fire hit Kherson, as well as the vicinities of 14 settlements, including Mylove, Zmiivka, Vesele, Mykilske, Antonivka, and Dniprovske.

The russian army is terrorizing the residents of temporarily occupied territories of Kherson oblast. Russian troops are pressuring the most vulnerable group, pensioners, to receive russian passports, threatening to stop paying any pensions.

The Ukrainian Air Forces launched 2 air strikes on the buildup of russian personnel and military equipment. Missile and artillery units hit 8 buildups of manpower, 1 air defense position, and 2 ammunition depots of the russian army.


The Ministry of Healthcare of Ukraine Viktor Liashko reported that as a result of large-scale russian invasion, 1218 healthcare facilities were damaged in Ukraine. In total, 173 hospitals were completely destroyed and can’t be renovated, 540 are partially destroyed. Renovating and rebuilding all facilities to the same condition they were before February 24, 2022 is worth 1 billion dollars. 

According to the Prime Minister of Ukraine Denys Shmyhal, due to constant hits and occupation of some energy facilities, Ukraine temporarily lost 44% of its nuclear power  generation, 75% of capacity of thermoelectric power stations and 25% of combined heat and power stations. Every other station of Ukrenerho was attached within the last 4 months.  

According to the Station Service of Emergencies of Ukraine, the Ukrainian rescue team in Turkey, where the powerful earthquake has recently occurred, managed to clear out 72 rubble sites, inspected 159 buildings and pulled out from the rubble the bodies of 4 people. On February 10, 53 rescuers of the second team of the joint department of the State Service of Emergencies of Ukraine and 10 units of machinery arrived at the destination in Turkey. 

Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, at least 15 settlements were under aviation, artillery, rocket and mortar attacks yesterday.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that yesterday, at about 11:15 pm, the enemy launched another missile attack on Kharkiv. One of the enterprises was damaged. A large-scale fire broke out. Nova Poshta depot was also hit. A 35-year-old civilian man was injured and hospitalised in a moderate condition.

Yesterday, the enemy shelled border settlements of Chuhuiv and Kupiansk districts with artillery, mortars and aircraft. At least 15 settlements were targeted.

Head of the Kharkiv RMA, Oleh Syniehubov, informed that as a result of massive shelling and an airstrike on Vovchansk, 13 residential buildings and outbuildings were destroyed and the National Police building damaged. There were no casualties.

Minister of Energy of Ukraine, Herman Halushchenko, noted that Kharkiv oblast has been added to the list of Ukrainian oblasts with the worst electricity supply situation. Due to the constant russian shelling, there were significant hits to generation and the corresponding substations.

Donetsk oblast

Referring to the General Staff of the Armed Forces of Ukraine, last night, the anti-aircraft missile units of the Eastern Air Command of the Armed Forces of Ukraine destroyed 4 Shahed-136/131 kamikaze attack drones. In addition, sky defenders destroyed an Orlan-10 operational and tactical UAV.

Towards Volnovaka, there was periodic shelling of Vuhledar and the outskirts of the community. There was no information about casualties.

Towards Donetsk, there were loud explosions in Kurakhivka community: Veselyi Hai village was shelled, 9 buildings in Kurakhivka and 3 buildings in Hostre  damaged. At night, shelling of Marinka community continued: Krasnohorivka, Mariinka and Novomykhailivka. Russians also shelled a residential area of Avdiivka with artillery.

Towards Horlivka, 1 person was killed and 2 injured, an administrative building and 2 private buildings damaged in Bakhmut. In Soledar community, 1 building in Fedorivka, 4 in Minkivka and 4 in Vasiukivka were damaged. 1 person was injured in Stupochky of Kostiantynivka community.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, reported that towards Lysychansk, a two-story building and private buildings in Siversk were damaged. A building in Stavky in Lyman community was destroyed. Terny, Torske and Zarichne were under numerous attacks.

Luhansk oblast

Russians are reinforcing their grouping towards Bakhmut and Lyman.  Yesterday, the enemy launched air strikes near Chervonopopivka, Dibrova and Zhytlivka.

Defence Forces units repelled enemy attacks near Bilohorivka and Serebrianka forestry.

Towards Kupiansk and Lyman, enemy shelled Bilohorivka, Chervonopopivka, Dibrova, Kreminna, Makiivka, Nevske, Novoiehorivka, Novoselivske and Serebrianka forestry with mortars and artillery. 

Based on the information provided by the Luhansk Regional Military Administration, yesterday Aviation Forces of Ukraine launched 19 attacks on enemy buildups and 2 attacks on anti-aircraft missile systems. 

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported on telegram channel Telegram  that russian invaders withdrew from Kreminna after significant losses. 

What is happening now in the north of Ukraine

Kyiv oblast

Enrollment in the Offensive Guard brigades continues at 8 Administrative Service Centers in Kyiv oblast. The Kyiv regional police reported that about 400 volunteers have applied online for the police brigade ‘Lut’ (‘Rage’), and almost 300 of them were invited for an interview. These people will be trained by respective specialists with combat experience, including foreign experts

Border guards of the Kyiv border guard company are being trained in combat first aid in Kyiv oblast. They are learning to do risk assessment when providing medical help, determine the condition of the wounded and prioritize the treatment procedures, use individual first aid kits, stop bleeding, and evacuate the wounded. The classes are delivered by combat medicine instructors from the Hospitallers Medical Volunteer Battalion.

The first international forum “War in Ukraine. The Battle for Culture” took place in Ukraine. The forum became a large-scale informal platform for communication between those fighting on the cultural front. For two days, more than 150 participants from Ukraine and abroad discussed the challenges of preserving cultural heritage and summarized the results of the challenging year of war that has passed.

Bucha Mayor Anatoliy Fedoruk visited Vilnius to personally thank Lithuanian partners for their assistance in the reconstruction of Bucha. He thanked his colleague from the city of Palanga, Sharunas Vaitkus, for humanitarian supplies, generators, radios and drones for the Ukrainian military. Anatoliy Fedoruk also discussed with Lithuanian entrepreneurs the construction of a new kindergarten in the Nova Bucha neighborhood.

An Invincibility Tent will be opened in Makariv by the Caritas Makariv Charitable Foundation in cooperation with the ‘Mudra Sprava’ Charitable Foundation of the Ukrainian Greek Catholic Church. The tent is warm and cozy, with reliable Internet and electricity supply. It is an excellent place for work and distance learning, with a mother-and-child area, a mini-library, and a collection of board games.

The exhibition “Art in the Time of War” has opened in Kyiv. Its exhibits include shell casings, stoves, shell boxes, rocket engines, and many other military artifacts, painted in 15 different types of Ukrainian folk ornaments. Among its exhibits are the Igla MANPADS tube used to shoot down a deadly enemy cruise missile from the roof of a Kyiv building on December 29, shell casings from a Ukrainian projectile of the unbreakable defenders of Bakhmut, and an Uragan missile flying to destroy the residents of Sviatohirsk. The exhibition will run until February 25 at the Art Gallery of the Mykola Rudenko Library.

Trainees of the Kyiv Children’s Railway have purchased a drone, and have recently handed it over to the military of the Armed Forces of Ukraine. To raise funds for this, the students worked hard to collect and deliver waste paper. In three months, they handed over 20 tons of waste paper worth UAH 140K. 

Zhytomyr oblast

90% of students in the oblast are attending lessons in full-time and mixed formats. Over the past year, 4,393 shelters were arranged in schools in Zhytomyr oblast. The regional military administration and communities have allocated more than UAH 320 million for this purpose.

According to the Zhytomyr Regional Military Administration, in 2023, nearly 1,100 children were evacuated from Zaporizhzhia, Mykolaiv, Donetsk, Luhansk, and Kyiv oblast will receive education in Zhytomyr oblast.

A center for safe behavior training was opened in gymnasium # 11 in Berdychiv. It is equipped with visual aids and locations in the areas of civil defense, fire and mine safety, road safety, and first aid. Safety education became fun thanks to riddles, puzzles, and coloring books provided by UNICEF in Ukraine.

Sumy oblast

The State Border Guard Service reported that Myropillia, Znob-Novhorodske, and Shalyhine communities were under enemy fire. The enemy fired from mortars and barrel artillery. In total, there were over 50 incoming shells.

In Sumy community, the decision has been made to reduce the number of volunteer battalions from nine to four. The Land Forces Command of the Armed Forces of Ukraine stated that these volunteer battalions were combined to perform assigned combat missions without changing the number of personnel. According to Sumy Mayor Oleksandr Lysenko, last year UAH 160 million was allocated from the community budget to pay volunteers and arrange positions. This year, it is planned to allocate UAH 246 million.

Over 300 residents of Sumy oblast applied to join the ranks of the Offensive Guard during the first week. These numbers were given by representatives of the National Police, the National Guard and the State Border Guard Service at a briefing in the Sumy Administrative Service Centre. Volunteers can sign up for assault brigades at administrative service centers in Sumy, Bilopillia, Shostka, Konotop, Romny, and Okhtyrka.

A pilot project to exchange old incandescent lamps for new LED lamps continues in Sumy oblast. According to the Sumy Regional Military Administration, 457K light bulbs have been distributed to the oblast, 300K of which have already been received. The lamp exchange process in Sumy is almost complete. The exchange in the cities and districts of the oblast continues. Starting from February 26, LED lamps will be delivered to villages through Ukrposhta mobile offices.

A program to provide targeted financial assistance to residents whose homes were damaged as a result of russian aggression continues in Bilopillia region. The program is being implemented by the French humanitarian organization ACTED for people who are still living in the community. The amount of financial assistance is UAH 2,220 per month for each family member and is paid in a lump sum for all household members for a period of 3 months.

Chernihiv oblast

The enemy is shelling the border areas of Chernihiv oblast. According to the State Border Guard Service, on February 11, an artillery shell exploded on the territory of Semenivka community, fired by a russian self-propelled artillery unit from the area of Azarivka settlement.

Chernihivoblenergo reports that no blackouts will be imposed in Chernihiv oblast on February 13. Specialists will survey the real power consumption and demand of consumers in the oblast. Such surveys will make it possible to consider the relocation of enterprises, population migration, and actual changes in the overall level and structure of demand when setting new limits.

Ambassador of France to Ukraine Mr. Etienne de Poncins visited Chernihiv oblast. On February 10, the French delegation visited the Citadel of Baturyn Fortress and the Palace of Hetman Kyrylo Rozumovskyi. The National Reserve “Hetman’s Capital” statement says that the discussion was about the common history of Ukraine and France, France and Baturyn, the personalities that unite us, and the projects related to this.

The Chernihiv Regional Military Administration reported that 60 pallets or 58 thousand liters of drinking water were transferred to shelters for educational institutions and the Invincibility Centers of Chernihiv, Koryukivka, Mena, and Sosnytsia communities. Assistance was provided by the Ukrainian Food Foundation “Food Foundation UA” in cooperation with AB InBev Efes Ukraine.

A 5-year program to promote volunteering was approved in Nizhyn. According to the city council, its goal is to create a favorable environment for volunteering in Ukrainian communities, strengthen the potential of volunteer and civic initiatives to work together and interact with local authorities, IDPs, youth, and vulnerable groups. The project was developed with the involvement of experts, volunteers, and local government representatives from all over Ukraine.

The book “Chernihiv. The Quadrangle of Unity” by Daria Bura was presented. More than two hundred pages are filled with stories of civilians, volunteers, local authorities and the military who defended the city and the oblast with their unity. The book features the memories of combat operations in Chernihiv by the commander of the “North” Operational Command, Major General Viktor Nikoliuk, and the commander of the 1st Separate Tank Siversk Brigade, Colonel Leonid Khoda.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to the head of Dnipropetrovsk RMA Serhii Lysak, the aggressor shelled Nikopol from barrel artillery in the morning. A 53-year-old woman was killed. Previously, there was also a victim, an 87-year-old pensioner. She has a shrapnel wound. In the city, four high-rise buildings, a water utility, and a college building were damaged.

Kirovohrad oblast

Volunteer centers from Kropyvnytskyi, Znamianka, Dmytrivka, and Oleksandrivka took part in the “Cropcraft” tasting fair. All funds received from the sale of volunteer products will be used to support the military and development of volunteer initiatives.

Poltava oblast

A charity fair and concert took place in the Cultural and Community Center of Pyriatin. The collected money, 100 thousand UAH, will be used for the needs of Ukrainian defenders.

Poltava-based artist Anna Sinelnyk joined creation of the documentary film “Defender of Mariupol”, released in the USA, and developed animation based on graphic illustrations.

Cherkasy oblast

A volunteer from Cherkasy established production of a vitamin mixture for the military. In the public organization “Democratic Ax”, they produce ginger-honey-lemon mixture to strengthen the immunity of the military men and women. 

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not significantly changed. The enemy concentrates its main efforts on holding the occupied borders. Yesterday, the enemy launched 142 strikes on the positions of Ukrainian defenders, using tank weapons, rocket and barrel artillery along the entire line of contact.

Yesterday, the occupiers shelled the settlements of Vilniansk, Novodanylivka, Kamianske, Druzheliubivka, Huliaipole, Zaliznychne, Charivne, Chervone, Orikhiv, Mala Tokmachka, Mahdalynivka, Olhivske, Novoandriivka, Bilohiria, Temyrivka, Malynivka, Shcherbaky, Stepnohirsk, Stepove. The police received 16 reports about the destruction of houses (apartments) and infrastructure objects as a result of russian shelling.

Mykolaiv oblast

Yesterday, at 12:18 p.m. and from 11:00 p.m., the enemy launched artillery strikes on the water area and the populated area of the Ochakiv community. A residential building was damaged. Also yesterday, at 3:50 p.m. and 11:10 p.m., the enemy shelled the outskirts of the Kutsurub community. There are no casualties.

During the week, from February 5 to 12, the russian military damaged 124 civilian facilities on the territory of Mykolaiv oblast. Most of the destroyed buildings are residential houses.

As of February 2023, the main concentration of russian troops in Mykolayiv oblast is inside the temporarily occupied Kinburn Peninsula, far from the Defense Forces of Ukraine. The russian army deployed firing positions on the edge of the Kinburn spit, closer to Ochakiv.

Electricity supply has been restored in almost 85% of the reclaimed settlements of Mykolaiv oblast. Since the beginning of November, power has been restored in 72 out of 85 settlements that were without electricity supply for more than eight months.

Odesa oblast

As of February 12, there have been 12 enemy ships on combat duty in the Black Sea, including 2 missile carriers with 8 Kalibres on board. There is 1 enemy ship in the Sea of Azov. 10 enemy ships are on combat duty in the Mediterranean Sea. Among them are 5 Kalibr cruise missile carriers with a total salvo of 72 missiles.

Kherson oblast

As of this morning, the enemy shelled the territory of Kherson community 14 times. One person was injured. The Ostriv microdistrict and the village of Antonivka were mostly under enemy shelling. Private houses and two cars were damaged. In the morning, the enemy once again struck the building of the regional state administration.

Yesterday, russian invaders shelled the territory of Kherson oblast 49 times. Peaceful settlements in the region were attacked with artillery, anti-aircraft guns, mortars, tanks, and also with missiles. The russian army shelled Kherson 11 times. Residential buildings were damaged by enemy shells in the city. One person was injured by russian shelling.

A car carrying civilians blew up on a mine left by the russian occupiers in Kherson oblast. The tragedy happened near the village of Novoraisk, Beryslav region. Two men, 45 and 48 years old, were driving a car along a country road, where many russian mines remained. Both men died on the spot from the injuries.

Natalia Humeniuk, head of the coordination press center of the South security and defense forces, reported that the Defense Forces destroyed russian ammunition depots in Kakhovka, fuel and lubricants in Oleshky, machinery, boats and a checkpoint in the temporarily occupied Kherson oblast. These days, the Ukrainian troops hit and damaged more than five units of large-caliber artillery, three units of automobile equipment of the russian army, as well as two boats used by russian subversion and reconnaissance groups to conduct reconnaissance in the Dnipro delta.

According to the General Staff, the occupiers are trying to take away housing from the local population in Brylivka and Novokyivka, the temporarily occupied territory of Kherson oblast. Russian servicemen actively go to houses and check residence permits and home ownership documents. Abandoned houses are sealed with notices that the premises have become the property of the so-called occupying “local administration”.

Latest news for today in the western regions of Ukraine

Volyn oblast

The State Emergency Service in Volyn oblast reported that in Lutsk security locations were operating in the Port City shopping center. Rescuers told how to feel safer in today’s world.

Zakarpattia oblast

Ukrenerho informs that consumption restrictions will be completely removed for one day in each oblasts in turn. This study allows determining exactly how much each oblast consumes under the condition of normal operation of the energy system. The electricity will not be turned off in Zakarpattia oblast on February 13.

Ivano-Frankivsk oblast

Adviser to the Prime Minister of the Slovak Republic, Eduard Buras, visited Prykarpattia. They discussed investment programs to attract financial resources for development of the oblast.

One of the regional health and recreation facilities received bicycles, sports equipment, stationery, hygiene products, toys, a refrigerator, a boiler, etc. The aid was provided by the CF Vector Mercy and partners from Poland Borys Boczko and Grzegorz Sikorski. Today, over fifty children who arrived in Prykarpattia from Kharkiv live there.

Lviv oblast

The Children’s Service of the Lviv RMA and the CF Relatives signed a Memorandum of Cooperation to support persons willing to adopt or foster kids.

In Lviv, the flag of Turkey was flown at half-mast as a sign of support and mourning for  people who suffered huge losses. The seven-day mourning for the victims of the terrible earthquake, which claimed over 25K lives, is coming to an end.

Rivne oblast

The RMA reported that the Rivne NPP is operating at maximum capacity. Yesterday, the fourth power unit was connected to the network. This will reduce the duration of power outages.

In the RMA, a meeting with Minister of Energy Herman Halushchenko and management of the Rivne NPP was held. They discussed the operation of the nuclear power plant.

Ternopil oblast

The RMA reported that schools in Ternopil oblast received humanitarian aid from UNICEF. These are boilers and heaters that will be used in educational institutions of 30 communities of the oblast.

Khmelnytskyi oblast

The RMA reported that during the week, 5 288 food kits were handed over to IDPs of the Khmelnytskyi district and 3 672 food kits to IDPs of the Shepetivka district.

The RMA reported that during the week 102 Invincibility Centers are ready to be opened.

The RMA reported that 300 heaters from UNICEF were delivered to the oblast for the needs of IDPs.

Chernivtsi oblast

The RMA reported that the Ukrainian representative office of the UN agency on migration provided humanitarian aid for the establishment of Invincibility Centers in Chernivtsi oblast. 

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The Economic Times reported that Pakistan increased military supplies to Ukraine through a German port by shipping over 10K rockets for Grad anti-aircraft missiles.

Minister of Defense of Ukraine, Oleksii Reznikov, had a phone conversation with head of the Pentagon, Lloyd Austin. They discussed the priorities for the next meeting in the Rammstein format, which should take place on February 14 at the NATO headquarters in Brussels.

The UN prepared a draft resolution for the war anniversary, emphasizing the need to achieve peace that would ensure “sovereignty, independence, unity and territorial integrity” of Ukraine.

The press service of the Ministry of Agrarian Policy reported that dairy farms from four oblasts of Ukraine received humanitarian aid to ensure production hygiene within the framework of the Swiss humanitarian project.

The Metropolitan Museum of Art in New York (USA) recognized Ilia Riepin, Ivan Aivazovskyi and Arkhyp Kuindzhi Ukrainian rather than russian artists. For example, the portrait of the writer Vsevolod Harshyn (1884), exhibited in the museum gallery, now states that it is the work of the Ukrainian artist Ilia Riepin. The landscape artist was born in Chuhuiev, then still in Kharkiv province.

The colors of Berlinale-2023 are blue and yellow. The 73rd Berlin Film Festival will start on February 16, and at the same time, the European film market EFM will return after two years of the coronavirus pandemic.
