War in Ukraine today: latest news, December 23, 2022 (photo)

It has been the 303rd day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6pm: 

During the day, the enemy launched 1 missile and 4 air strikes, and 16 MRLS attacks.

The enemy has increased the volume of railway transport of personnel, military equipment and ammunition to the areas of hostilities.

The invaders continued to focus their efforts on conducting offensive actions towards Lyman, Bakhmut, and Avdiivka. Towards Kupiansk, they are trying to improve their tactical position. Towards Novopavlivka, Zaporizhzhia and Kherson, the enemy is being defending. 

There is still a threat of air and missile strikes launched on critical infrastructure facilities throughout Ukraine.

The situation has not changed significantly towards Volyn, Polissia, Siversk and Sloboda. There are no signs of enemy offensive groups being formed. The occupiers plan to deploy a field hospital on the territory of belarus.

Fifteen settlements were hit by tank, mortar and artillery shelling in the Slobozhansk direction, namely Hoptivka, Kudiivka, Krasne, Zelene, Hatyshche, Vovchansk, Varvarivka, Zybyne, Dvorichna and Zemlianka of Kharkiv oblast.

Towards Kupyansk, the enemy shelled fourteen settlements, namely Vyshneve, Ivanivka, Zapadne, Kupyansk and Synkivka in Kharkiv oblast and Kislivka, Yagidne, Kotlyarivka, Kuzemivka and Kolomiychikha in Luhansk oblast.

Towards Lymansky, the occupiers again inflicted fire damage in Makiivka, Ploshchanka, Chervonpopivka, and Dibrova in Luhansk oblast.

Towards Bakhmut, the enemy shelled the areas of twenty-two settlements. Among them are Bilohorivka, Yakovlivka, Bakhmut, Klishchiivka, Bila Gora, Kurdyumivka, Druzhba, Zalizne and Vesele of Donetsk region. In addition, airstrikes were recorded near Disputed and Bilohorivka.

Towards Avdiivka direction, Vodiane, Pervomaiske, Nevelske and Marinka in Donetsk oblast suffered from enemy fire.

Towards Novopavlivka, the enemy fired tanks and artillery at the areas of Paraskoviivka, Vuhledar, Zolota Nyva and Velyka Novosilka in Donetsk oblast.

Towards Zaporizhia and Kherson, the russian occupiers continue to terrorize civilians living along the right bank of the Dnipro River. More than forty settlements were shelled by rocket and barreled artillery, namely Zaliznychne, Charivne, Orikhiv, Mahdalenivka and Kamianske, Zaporizhia oblast and Kherson, Respublykanets, Dniprovske, Yantarne, Bilozirka and Stanislav in Kherson oblast. The enemy also launched an airstrike near Kamianske.

In order to strengthen administrative and police measures in the temporarily occupied territory of Zaporizhia oblast, about 500 servicemen from the Russian Guard arrived in the city of Berdiansk.

Ukrainian aviation inflicted 7 strikes on buildups of enemy personnel, weapons and military equipment. The units of rocket troops and artillery hit 2 control points, 2 ammunition depots and 11 buildups of the invaders’ manpower. Information on enemy losses is being clarified. 

The press service of Ukrenergo informs that the shortage of capacities in the power system has decreased, but remains significant. All types of power generation are in operation. The power unit, which was connected to the power system a day earlier, also reached the rated capacity.

Representative of the government in the Rada Taras Melnychuk says that the government extended the quarantine until April 2023. Due to the coronavirus pandemic in Ukraine, the emergency regime has been extended for the unified state civil protection system throughout Ukraine until April 30, 2023.


Recent war events in the east of Ukraine

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, Defence forces repelled a russian attack near Khatnie village. 29 settlements towards Kupiansk and Slobozhanske were under russian shelling.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that today a regional representative office of the Coordination Headquarters on the treatment of prisoners of war opened – the Consultation Center of the Eastern region: Dnipropetrovsk, Donetsk, Kharkiv, Luhansk, Poltava and Zaporizhzhia oblasts.

The invaders struck Kharkiv oblast with missile and artillery strikes. Russians shelled the border settlements of Chuhuiv, Izium, Kharkiv and Kupiansk regions.

Garages were on fire in the Vovchansk community and a facility of the Central regional hospital was damaged as a result of the shelling.

4 employees, 3 men and 1 woman, of the regional hospital were injured. Another 62-year-old man also received shrapnel wounds. All the injured are in average condition, there is no threat to their lives.

The enemy shelling destroyed a residential building in Kupiansk and a fire broke out in another household. There were no casualties.

Mine danger remains high. A 25-year-old man blew up on an explosive device in the forest in Protopopivka, Izium region. He was hospitalized with injuries, his condition is average.

Donetsk oblast

The police informed that yesterday Russian troops shelled ten settlements with aircraft, S-300, Grad multiple rocket launchers and artillery. During the shelling, 9 residential buildings, a boarding school, a kindergarten, some factories, an economic enterprise, and some critical infrastructure facilities were destroyed and damaged.

Head of Kramatorsk City Military Administration, Oleksandr Honcharenko, reported about  missile strike by russians. One of the missiles hit the territory of a school in downtown.

At night and in the morning, russians continued shelling in different parts of the front line.

Towards Volnovakha, Vuhledar and the outskirts of the city were under artillery fire, there were no casualties.

Towards Donetsk, the Kurakhove community was shelled 8 times. One person was injured in Novoselydivka, 3 buildings were damaged in Kostiantynopilske. Avdiivka in the morning and Kurakhove at night were under attack – without casualties.

Towards Horlivka, 1 person was killed in Chasiv Yar. A college and a residential building were damaged in Bakhmut as a result of shelling.

Towards Lysychansk, shelling of Torske and Zarichne of the Lyman community continues – 2 buildings were damaged in Zarichne.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, reported that yesterday russians killed 4 civilians: 2 in Bakhmut and 2 in Chasiv Yar. Another 7 people were injured.

According to Mariupol Mayor’s Councillor, Petro Andriushchenko, in Russian-occupied Mariupol, the remnants of the drama theater bombed by russians on March 16, 2022, are being demolished. There were civilians hiding in the theater during the attack. According to the city council, at least three hundred people died under the rubble of the drama theater. Illegal authorities are dismantling the remains of structures to hide evidence of the bombing.  As he noted, the back and central parts of the theater are subject to complete dismantling.

Luhansk oblast

The General Staff of the Armed Forces of Ukraine informs that yesterday, units of the Defense Forces of Ukraine repulsed the attacks of the occupiers towards Andriivka, Chervonopopivka, Dibrova, Makiivka, Nadiia, Ploshchanka and Stelmakhivka.

Towards Kupiansk, the enemy carried out a fire attack near Novoselivske and Stelmakhivka. Towards Lyman, Chervonopopivka, Dibrova, Makiivka and Ploshchanka were shelled.

Head of the Luhansk RMA, Serhii Haidai, reported that near Kreminna and Svatove, the russians are on the defensive. The Armed Forces of Ukraine have very good positions there, but the weather does not yet contribute to the rapid advance of heavy equipment. 

According to him, in Bilohorivka, our Defense Forces are holding the line. There are very few surviving buildings in the liberated settlements – both administrative and private buildings. The russians are shelling them almost continuously.

What is happening now in the north of Ukraine

Kyiv oblast

The Ministry of Defense of Ukraine reported that Kyiv defense forces are preparing to defend the northern border. Soldiers of the Separate Presidential Brigade named after Bohdan Khmelnytsky practiced forcing a water obstacle, taking control of the opposite bank, transporting a self-propelled howitzer and inflicting artillery damage.

The State Bureau of Investigation detained the owner of Donetsk pawnshops, who financed the terrorist organization “dnr”. After 2014, he left for Kyiv, but continued to remotely conduct commercial activities in the territory of the Donetsk oblast temporarily occupied by russia. The man was given a notice of suspicion of financing terrorism under a previous conspiracy of persons and threatened with imprisonment for up to 10 years.

The Kyiv RMA reported that the electricity deficit in Kyiv oblast is about 50%. Restoration on the damaged power networks of the oblast continues without interruption and around the clock. Hospitals, water and heat supply systems, and other critical infrastructure facilities are prioritized.

The Kyiv RMA reported that heat and water supply is provided to all districts of the capital in regular mode due to restoration of the power system and more conscious power consumption by city residents. The city is still in the mode of emergency shutdowns, liquidation of damages in the power system of Kyiv continues.

The KCSA reported that more than 200K internally displaced persons have been registered in Kyiv since February 24. More than 35K of them are children. In total, since 2014, more than 350K forced migrants have been registered in the capital.

Heroes of the Heavenly Hundred and fallen defenders of Ukraine were commemorated in Kyiv during the Christmas Tree for Heroes campaign. The participants of the event decorated a Christmas tree about half a meter high with figurines of white and blue angels, which they created with their own hands. This action, which is taking place for the seventh time, was initiated by the families of the heroes to strengthen unity and joint support.

The Office of the United Nations High Commissioner for Refugees handed over humanitarian assistance to displaced persons and low-income people in Kyiv, namely sleeping bags, blankets, pillows, mattresses and bed linen.

The Ukrainian Veterans Fund has launched a microfinancing program for businesses of veterans and their family members. The program provides reimbursement of UAH 20K to purchase goods and equipment for running one’s own business.

Zhytomyr oblast

The Zhytomyr RMA reported that the Defense Council has banned the use of fireworks, firecrackers and firecrackers since December 23 in Zhytomyr oblast. Also, restrictions on movement during the curfew from 24:00 to 5:00 continue to apply in the oblast.

The security service collected evidence of the guilt of the parish priest of the Kyiv-Zhytomyr Diocese of the Roman Catholic Church in anti-Ukrainian activities. He publicly justified the armed aggression of the russian federation and denied the war crimes committed by the russian invaders against Ukrainians. The indictment against the priest was sent to the court.

People were evacuated from the Global Shopping Center in Zhytomyr due to information about mining. The Zhytomyr Regional State Police Department confirmed the receipt of an email about explosive objects, which also reported on the landmining of the Rye Market and the railway station.

The Zhytomyr regional employment center reported that during the 300 days of full-scale war, more than 20,500 residents of the oblast lost their jobs, about 2K of them were internally displaced persons. They noted that 10.5 K of them are already employed.

Sumy oblast

Head of the Sumy RMA Dmytro Zhivytskyi announced that russians shelled the Seredino-Buda community using self-propelled guns. 4 hits were recorded. There is no destruction.

He also noted that up to 10 russian soldiers crossed the line of the state border of Ukraine in the morning of December 22. On the territory of the Krasnopillia community, near the village of Vysoke, the defenders of the Sumy oblast entered into battle with the russian sabotage and reconnaissance group. After a short fight, two of the enemy were killed. Others fled back to russia. There were no losses from our side.

The other day, another shipment arrived in Okhtyrka from People in Need with humanitarian aid to the owners of damaged houses. This international humanitarian organization is a systematic and reliable partner of the Okhtyrka community. Soon, residents of the community, whose houses were damaged due the hostilities, will begin to receive building materials for rebuilding their houses.

Chernihiv oblast

Late in the evening, on December 22, the Novhorod-Siverskyi community came under enemy shelling. russians fired from mortars and barrel artillery: one and a half dozen artillery shells were fired from the area of the village of Pohar and another 7 mines of 120 mm caliber came from the area of the settlement of Hudovka.

Recently, Elizaveta Hrakoulova, a representative of the French city of Avranches, visited the Ichnia region on a three-day visit, before signing the memorandum on cooperation. The program of the meeting included communication with the staff of the Ichnia City Council, acquaintance with the cultural and artistic heritage. The French guest also visited the village of Krupichpole, where she saw terrible consequences of the russian invasion.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to the Head of the Regional Council Mykola Lukashuk, overnight russians attacked the Nikopol region twice. They fired from heavy artillery at Marhanets. Nikopol was attacked as well: two residential buildings, two farm buildings, and a gas pipeline were mutilated there.

In Dnipro, volunteers organized a holiday for the children of Ukrainian soldiers. Trainers of the Dnipro canine center, police officers, and basketball players came to congratulate them on New Year’s holidays.

Relying on the information provided by Head of the Dnipropetrovsk Regional State Administration Valentyn Reznichenko, the Dnipropetrovsk oblast handed over another humanitarian cargo to Kherson oblast. More than 30 tons of food for local residents was sent to the Vysokopillia community. This is the second humanitarian delivery to this community. At the beginning of December, provisions, generators, and chainsaws were handed over there.

Vinnytsia oblast

Vinnytsia Mayor Serhii Morhunov reported on a 15-tonne humanitarian cargo from the German city of Münster. The cargo contains four modular kitchens for Invincibility centers and food.

The students from Vinnytsia joined the All-Ukrainian campaign Christmas for a Hero to make Christmas wreaths and honour Ukrainian Heroes. Zoia Kuzmenko, the mother of the fallen Hero of the Heavenly Hundred, Maksym Shymko from Vinnytsia, held a knitting master class for schoolchildren. In addition, Tetiana Maiboroda, the mother of the Hero of Ukraine, military pilot Dmytro Maiboroda, also joined in.

Kirovohrad oblast

According to the Head of the Kirovohrad Regional State Administration Andrii Raikovych, Kirovohrad oblast sent New Year’s Day and Christmas gifts to the territorial defense fighters at the frontline, including warm clothes, food, and office equipment.

According to Head of the Kirovohrad Regional State Administration Andrii Raikovych, thanks to the Ministry of Education, Google and the United Nations Children’s Fund UNICEF, Kirovohrad oblast received almost a thousand Chromebooks. A large batch of gadgets was handed over to communities in the oblast. The schools hit by enemy shelling were the first to receive them.

In Kropyvnytskyi, they collected 15 tonnes of books in russian, handed them over to waste paper collection points, and transferred the collected money to purchase a car for the military.

Poltava oblast

According to the Poltava Regional State Administration, Poltava Oblast received humanitarian aid. Within the framework of the UNHCR project, the NGO Proliska handed over humanitarian aid for Invincibility Centres. 

Kremenchuk received help from the international organization Save the Children International. Kremenchuk received 3K children’s books and 1,400 coloring pages for children. In the near future, the aid will be given to children  in difficult life circumstances, those of internally displaced persons and orphans of the city.

Cherkasy oblast

Cherkasy Regional Hospital received a 160kW industrial mobile generator. It was provided free of charge by compatriots from Finland and volunteers from Cherkasy handed it over to the institution. According to volunteer Alina Honcharuk, it was purchased to supply the institution with power during outages.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not undergone significant changes over the past day. The enemy concentrates its main efforts on holding the occupied positions.

The occupiers shelled civilian infrastructure in the settlements of Kamianske, Poltavka, Orikhiv, Huliaipole, Novoandriivka, Zaliznychne, Malynivka, Charivne, Dorozhnianka, Mandalnivka, Novodanylivka, Mala Tokmachka, Olhivske, Chervone, Temyrivka, Plavni, Stepove, and Mali Shcherbaky. The police received 27 reports about the destruction of houses (apartments) of citizens and infrastructure facilities as a result of shelling by russian military personnel.

The occupiers set up a military hospital at one of the recreation bases in Berdiansk, Zaporizhzhia oblast, due to significant losses. In addition, several tourist bases in the specified settlement are used to accommodate servicemen of the occupation forces.

On December 23, around 11:00 a.m., a car exploded in the temporarily occupied Melitopol. As a result, a local policeman who collaborated with the russians was injured and lost his leg.

Mykolaiv oblast

The State Emergency Service press service reported that 1,008.1 hectares of territory were surveyed in Mykolaiv oblast since the full-scale russian invasion. As of December 23, 6,842 ammunitions were found. On December 22, a total of 19 requests were processed, ten pyrotechnic teams were involved, including 51 pyrotechnicians. Medical support was provided by two paramedics of the pyrotechnical department.

The Prague Zoo bought and sent an 80 kW diesel generator to the Mykolaiv Zoo. It will be used to provide electricity to the animal feed shop. The generator was purchased from the fees to help Ukrainian zoos, in particular with the funds of a German non-profit company. The Mykolaiv Zoo buys fuel independently.

On Monday, December 26, the Mykolaiv Regional Center of Folk Art, Cultural and Educational Work will open the New Year’s exhibition-auction “New Year’s Carol”. The festive exposition will include more than 250 original items made by talented craftsmen from Mykolaiv and the oblast. The event is held to support the Armed Forces of Ukraine, talented craftsmen of Mykolaiv oblast and preserve Ukrainian cultural heritage.

Odesa oblast

The number of enemy missile carriers in the Black Sea has increased to three ships. This is reported by the ‘South’ Operational Command. In total, the ships keep 20 Kalibr missiles on standby.

Oleksandr Lonchak, Director of the Department of Education and Science of the Odesa Regional State University informs that next year, Odesa oblast can receive UAH 60 million from the state budget to arrange 4 shelters in schools. 

Kherson oblast

Today, russian invaders shelled the Korabelnyi district in Kherson. In the morning, the occupiers targeted a kindergarten. Apartment buildings near the city center were damaged. Two people were killed.

On December 22, the russian occupiers shelled Kherson oblast 61 times. The enemy shelled Kherson 30 times, hitting the residential quarters of the city. The russian shells hit educational institutions, private and apartment buildings. As a result of russian shelling yesterday, 1 person was killed, and 2 residents of Kherson oblast injured.

The police opened 39 criminal proceedings on the facts of war crimes committed by the russian army in Kherson oblast. The police continue to receive reports on looting by the russian military during the occupation. The occupiers stole transport, hunting weapons, and household appliances during the occupation of the Beryslav region. The police officers are verifying the information regarding the murder of a 46-year-old man by the russian military.

Vodafone and Kyivstar specialists restored the operation of 5 base stations in Kherson. Currently, 167 base stations and 2 mobile stations are operating in the liberated Kherson oblast. Road clearing works are ongoing in Kherson oblast. Currently, specialists managed to clear 231 kilometers of state roads and 361 kilometers of local roads.

12 pallets of medicines and medical supplies, as well as office equipment and laptops, were delivered to the Kherson Regional Clinical Hospital. Humanitarian aid will be distributed among health care institutions of Kherson oblast.

A Safety classroom  was opened for children in Kherson. Kherson rescuers are going to teach children the self-defense rules. The room is equipped with methodical, campaigning, demonstration materials and equipment for life safety rules.

Latest news for today in the western regions of Ukraine

Volyn oblast

The regional psychiatric hospital received two generators. Over 564 people are currently being treated at the institution.

The RMA reported that Commander-in-Chief of the Armed Forces of Ukraine, Valerii Zaluzhnyi, praised the volunteers and leadership of Volyn for their support of the Ukrainian army.

Zakarpattia oblast

In Uzhhorod, a round table meeting as part of the Barrier-Free Society as an Element of Mutual Respect Between People and a Guarantee of Community Development project was held. Director of the Lviv Tourism Development Association Andrii Matseliukh and Head of the board of the NGO Rehabilitation of Persons with Disabilities Yaroslav Hrybalskyi took part in the event.

Volunteers of the Owl`s Nest ​​Center for Humanitarian Aid have provided aid, namely, 50 electric extension cords, 100 packages with necessary things for children under 3 years old, 50 kits with hygiene products and 50 food kits to displaced persons this week. Humanitarian aid was provided by PDUM Partnerschaft Deutschland-Ukraine/Moldova eV, Uzhhorod-Darmstadt Partnership Association, MONI LLC.

Ivano-Frankivsk oblast

UAH 1,811 million in aid was paid to IDPs who registered in Ivano-Frankivsk oblast. People started receiving cash payments in March this year. They make UAH 2K per adult and UAH 3K per child and person with a disability. Almost 150k people live in Prykarpattia today.

In the RMA, a meeting Head of the public organization Ukrainian Cossacks Mykola Panteliuk, Regional Chieftain of the Cossack society Prykarpatska Sich Mykhailo Oslavskyi and Head of the board of the public organization All-Ukrainian Association Ukrainians of Donbass and Crimea Larisa Panteliuk was held. They discussed the importance of national-patriotic education for raising young people.

The Ivano-Frankivsk City Council held a meeting with a delegation from Okhota district (Warsaw, Poland). They discussed humanitarian aid.

Lviv oblast

In the RMAб a meeting with Coordinator of the UN system in Ukraine on humanitarian issues Deniz Broun, was held. They discussed humanitarian aid and implementation of joint projects.

12 ambulances and 4 fire trucks were transferred from Lviv oblast to Kharkiv, Kherson, Mykolaiv, Dnipropetrovsk and Donetsk oblasts. The cars were sent as part of the initiative #1000_freedom_cars. Funds were collected under the auspices of the worldwide campaign Ukraine is Calling, which was started by the association of Ukrainians in Luxembourg LUkraine asbl together with partners.

The city council reported that Germany sent a rehabilitation complex and resuscitation equipment worth over 1 million euros to the First Medical Association of Lviv.

UNICEF provided thousands of gift sets of clothes and hygiene products for IDPs who are currently temporarily living in the Drohobych district. In total, UNICEF sent 4K packages, which were distributed among all the institutions of the district where IDPs currently live, according to their humanitarian needs.

The Novoiavorivsk hospital received a 200 kW generator from the Office of the UN High Commissioner for Refugees for the invincibility centre arranged in the hospital.

The city council reported that Lvivvodokanal received a generator from benefactors of the Czech Republic and special equipment from the Water4Ukraine initiative.

The renovation of the Novorozdil Polytechnic Vocational College was completed. 50 rooms  were arranged there for IDPs. Over 2,4K registered IDPs are living in the Novorozdil territorial community.

In Velyki Hrybovychi a permanent shelter  was opened for IDPs. Families of military personnel defending Ukraine from the russian occupier, widows and orphans of soldiers who fell in the war will live there.

20 bags of cans were sent to volunteers by an employee of Lvivspetskomuntrans to manufacture trench candles for defenders. Such a candle burns from 3 to 8 hours, helps to warm up, dry clothes and heat food.

Rivne oblast

The RMA reported that the Ukrainian diaspora from Toronto sent 2 SUVs, sets of winter tires and other humanitarian aid to Ukrainian servicemen.

Ternopil oblast

Medical and educational institutions of Ternopil oblast received 70 boilers for the needs of IDPs from UNICEF Ukraine.

Over the course of two and a half months, the participants of amateur artistic activities held a number of charity concerts in the villages of the community, collecting funds for the needs of military personnel. The collected UAH 300K will be used to purchase the necessary equipment for the soldiers.

Khmelnytskyi oblast

Generators  will be placed in Khmelnytskyi for public use. They will be located all around the city to supply electricity for 24 hours or more.

Khmelnytskyi received humanitarian aid, namely 50 generators, 540 sets of winter thermal clothing, over 650 pairs of winter socks and over 430 winter thermal jackets for the military from the Lithuanian city of Shauliai.

Chernivtsi oblast

The City Council of Chernivtsi signed an agreement with a German bank for a EUR 16.4 million grant. This funds will be used to reconstruct the water supply and city networks.

In the RMA, a meeting of the public council was held. The participants discussed the specifics of the approved 2023 budget and the prospects for its implementation under martial law.
