It has been the 298th day of the Ukrainian resistance to the russian military aggression. 

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:

The enemy is trying to restore the lost position towards Lyman. Towards Zaporizhzhia, they repair railway infrastructure to improve logistics. Invaders concentrate their efforts on conducting offensive operations towards Bakhmut and Avdiivka. In other directions, the russian army is on the defensive, focusing on restraining the actions of units of the Defense Forces of Ukraine.

Russian troops launched 4 missile strikes and about 20 MLRS strikes. The civilian infrastructure and civilians were affected.

Towards Volyn and Polissia, the situation has not changed significantly. No signs of creating offensive groups have been detected.

Towards Sloboda, a group of russian troops is stationed in the border areas of the Belgorod region. They fired at Chervona Zoria, Strilecha, Hlyboke, Vovchansk, Fiholivka, Dvorichna and Novomlynsk settlements, Kharkiv oblast from tanks, mortars and artillery.

Towards Kupiansk, the areas of Yahidne, Kislivka, Kotlyarivka, Krokhmalne and Berestove, Kharkiv oblast, and Novoselivka and Stelmakhivka, Luhansk oblast were shelled.

Towards Lyman, Makiyivka, Ploschanka, Chervonopopivka and Dibrova, Luhansk oblast were hit.

Towards Bakhmut, russian troops fired from tanks and various types of artillery in the areas of Verkhnokamyanske, Berestove, Yakovlivka, Soledar, Hryhorivka, Bakhmutske, Bakhmut, Chasiv Yar, Klishchiivka, Andriivka, Kurdyumivka, Diliivka, Ozarianivka, Pivnichne and Opytne settlements, Donetsk oblast.

Towards Avdiivka, russian military fired near Avdiivka, Krasnohorivka, Maryinka and Novomykhailivka, Donetsk oblast.

Towards Zaporizhia and Kherson, Temyrivka, Chervone, Mali Scherbaky, and Plavni settlements, Zaporizhzhia oblast and the city of Kherson were shelled. There are casualties among civilians.

The russian army is using educational institutions in the temporarily occupied territory to cover its units. Thus, in some settlements of Vasyliv region, Zaporizhzhia oblast, russian troops placed personnel in school buildings. At the same time, the educational process continues. Children attend educational institutions.

Mobilization measures are ongoing in the temporarily occupied territory of Luhansk oblast. Since December 5, military commissariats have sent registration cards to all enterprises in the region.

There is a similar situation in the temporarily occupied territory of Donetsk oblast. In the city of Horlivka, employees of communal enterprises are subject to mobilization.

Ukrainian aviation launched 6 strikes on the areas of buildup of personnel, weapons and military equipment and 3 strikes on the positions of russian anti-aircraft missile systems.

According to Melitopol mayor Ivan Fedorov, russian occupiers do not let civilians leave the temporarily occupied territories. Since 15, no Ukrainian was able to leave. Filtration measures were intensified on the alternative evacuation routes. Melitopol mayor also added that only 174 civilians were able to escape from the occupied territories of 4 regions: Zaporizhzhia, Kherson, Donetsk and Luhansk. 

Ukrenerho press service informed that Ukraine did not renew the electricity export. They claim that russia is spreading misleading information on Ukrenerho head Volodymyr Kurdutskyi’s letter addressed to the Ministry of Energy on “renewing the electricity export”. 

Recent war events in the east of Ukraine

Kharkiv oblast

The invaders attacked Kupiansk region once again. This afternoon as a result of shelling in Kivsharivka a 31-year-old paramedic was injured. He received shrapnel wounds and was rendered the necessary assistance. The hospital was destroyed and windows broken.

The invaders launched artillery strikes on the settlements of the border districts of the region, specifically: Chuhunivka, Dvorichna, Hlyboke, Novomlynsk, Starytsia, Strilecha, Volokhivka, Vovchansk and others. Towards Kupiansk, Berestove, Kotliarivka, Krokhmalne and Yahidne were under russian attack. There were no casualties.

In Hrakove village, Chuhuiv district, a 32-year-old employee of the State Emergency Service tripped on a mine, he was hospitalized in critical condition.

The enemy in Kharkiv oblast mined a large number of territories. De-mining continues every day. Since September, pyrotechnics have diffused almost 47K explosive ordnance.

Kharkiv Regional Prosecutor’s Office reported that it took three days to find men who went to graze cattle and tripped on a mine in Izium region. The drone was used to detect the bodies.  

Donetsk oblast

According to the General Staff, in the temporarily occupied Donetsk and Luhansk oblasts, military commissariats have sent draft notices to all enterprises in the region.

The night in Donetsk oblast was relatively calm, but there were isolated attacks in different parts of the frontline.

Towards Donetsk, it was loud on the outskirts of Kurakhove and at night there were 2 artillery attacks on Avdiivka. Shells landed on 4 streets. Information on casualties and destruction is being updated.

Towards Horlivka, yesterday morning a shell hit a garden in Ivanopilliia of Kostiantynivka community. There were no casualties.

Towards Lysychansk, there were numerous attacks on Torske and Zarichne of Lyman community. There were no casualties.

Russians shelled six settlements. They attacked Druzhkivka with rockets and Chasiv Yar with artillery.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that yesterday one civilian was killed in Chasiv Yar. Another person was injured.

Luhansk oblast

Luhansk children sent over 7K letters to St. Nicholas. Head of the Luhansk Regional Military Administration, Serhii Haidai, said that the only thing our children want is peace and returning home.

According to the General Staff, yesterday the Defense Forces units repelled enemy attacks in Serebrianka forestry and Stelmakhivka. Towards Kupiansk, Nevske, Novoselivske and Stelmakhivka were attacked by russians. Towards Lyman, the enemy targeted Chervonopopivka, Dibrova, Makiivka and Ploschanka.

Referring to Luhansk Regional Military Administration, the russian attack was repelled from Serebrianka forestry. Luhansk hospitals lack the most necessary medical products even for the injured, residents of the occupied territories are restricted in subsidies, people are freezing not only in the cities destroyed this year.

What is happening now in the north of Ukraine

Kyiv oblast

Kyiv oblast continues to recover after missile attacks. According to Oleksiy Kuleba, the head of Kyiv Regional State Administration, emergency power outages are introduced in the oblast. About half of the oblast is left without electricity. Currently, up to 600 thousand citizens may be left without electricity.

As a result of the recent barrage of missile strikes hammered by russians, Bila Tserkva city suffered the most. A difficult situation with electricity led to disruptions in the local infrastructure. Three powerful generators were donated by the CORE Response Charitable Organization and one by the Ukrainian Red Cross Society. Currently, electricity and heat supply have been restored in Bila Tserkva.

The Head of Kyiv Regional State Administration Oleksiy Kuleba met with Ambassador Extraordinary and Plenipotentiary of Germany to Ukraine Anka Feldhusen. They discussed the assistance to Kyiv oblast for the winter period and establishing regional ties.

Yasno CEO Serhiy Kovalenko reported that the situation in Kyiv remains “difficult and critical”. Scheduled outages are not in effect. Power engineers are working at all levels, restoring generation, repairing networks and making new power supply schemes.

Kyiv Mayor Vitalii Klychko reported that the heat supply system was fully restored in the capital after recent shelling. During the day, utility workers will be working in some houses, where there may be local problems with heating.

According to Vitalii Klychko, the mayor of Kyiv, the list of institutions that can operate on autonomous power sources in case of emergency is constantly expanding in Kyiv: shopping centers, markets, banks, medical institutions, service stations, etc. In case of total blackout, buses will be running on all city streetcar and trolleybus routes, underground subway stations will be working as shelters, heating points will be operating throughout the city, water will be available in pump rooms powered by generators.

Over 4,500 facilities damaged as a result of russian armed aggression have been restored in Kyiv oblast. Among them are over 550 high-rise buildings. This information was posted by the Office of the President. More than 550 high-rise buildings have been restored in the oblast at the expense of the state and local budgets, as well as other sources of funding, and more than 250 are still under restoration.

The mayor of the capital Vitalii Klychko reported that the pedestrian-bicycle bridge in Kyiv, damaged by a missile attack on October 10, has been reopened after renovation. 18 floor glass units and 143 railing glasses were replaced on the bridge.

The final of the National Selection for Eurovision 2023 took place in Kyiv. According to the votes of the jury and the audience, the first place was won by Tvorchi with the song “Heart of Steel”. For safety reasons, the event was held in a shelter. Viewers had the opportunity to vote through the Diia application.

Kyiv Zoo is preparing to get through this winter by providing necessary conditions for its inhabitants. Heat supply was provided thanks to two generators, 11 modern wood stoves and 15 stoves were purchased.

This year, 200 animals rescued from the war will spend the winter in Kyiv Zoo together with the permanent inhabitants. Among them tigress Delilah from a private zoo in Kharkiv, сoatis, porcupines from near Kherson and other animals brought from the occupied territories and combat zones.

Zhytomyr oblast

The Veteran Development Centre is to be opened in Zhytomyr in the near future. Such centers will allow creating an effective system of support and professional adaptation for war veterans and their families.

A 19-year-old defender from Zhytomyr oblast, who tripped on an anti-personnel mine, received a prosthetic leg in the Lviv National Rehabilitation Center “Unbreakable”. The soldier is recovering quickly and plans to return to the front again. The Government of Germany and the Ministry of Health of Ukraine support the prosthetics project for injured military personnel.

The regional hospital continues to perform transplants even during martial law. In 2022, seven successful kidney transplants from a related donor were performed there. The equipment used during the operation must work perfectly, so doctors have developed a three-level action plan in case of power outage. 

Residents of Radomyshl together with IDPs make camouflage nets for soldiers on the front line. The equipped room for the volunteers was provided by Radomyshl City Council. Volunteers have already woven 50 camouflage suits, which are now in demand.

Sumy oblast

Dmytro Zhyvytskyi, the head of Sumy Regional Military Administration, reported that yesterday the enemy fired 20 shells at three communities of Sumy oblast.

The occupiers fired at Shalyhine community with grenade launchers, machine guns, and small arms. 13 shells were fired from AGS and 8 automatic bursts. The russians attacked Seredyno-Buda and Znob-Novhorodske communities with mortars. There were 2 and 5 attacks respectively.

According to the “North” operation command, the russian military shelled the territory of Sumy oblast once again. The enemy fired 16 mortar rounds on the swamp between the villages of Bilokopytove and Zarutske.

“Christmas exhibition” of Odesa artist opened in Sumy. Yevhenia Kolesnyk’s artworks are displayed in the KosTur gallery. The admission is free but visitors can make donations to the Armed Forces of Ukraine. The paintings contain images of Ukrainian folklore and reflect the belief in goodness and salvation.

The Yampil Center for Culture and Leisure reported that residents of Yampil sent warm clothes to soldiers stationed at the frontline. A parcel with knitted balaclavas, socks and sweets was sent to the soldiers.

In Sumy, Red Cross volunteers organized a “Fairy-tale Rapid Response Unit” for children from IDP families. Members of the squad, led by St. Nicholas, are delivering gifts to children on bicycles.

800 household owners in Sumy oblast will receive a $300 voucher from the UN to purchase construction materials. New voucher programme should help farmers in communities that have suffered from the russian aggression. In total, 4380 facilities were damaged in Sumy oblast, 70% of them are private households.

The Trostianets City Council reported that the Trostianets community is organizing a charity fair to support the Armed Forces on December 19. The fair will feature sweet treats and creative products made by townsfolk.

Romny police officers congratulated children on St. Nicholas Day. Officers of the district police department headed by the chief of the unit visited Hlynka boarding school and wished the children peace and their dreams would come true. Law enforcement officers gave the students sweets, sports equipment, stationery, and games.

Chernihiv oblast

The Nizhyn City Council reported that the annual Mykolaiv Fair took place in Nizhyn: citizens preserve Christmas and New Year traditions even in war. Folk artists presented such ethnic products for sale as household items, paintings, and Christmas tree decorations. Part of the funds raised will be used for the needs of the Armed Forces of Ukraine.

A Patron EOD specialist from Chernihiv tripped a mine during demining of Kharkiv oblast. It was reported on the Instagram page of the famous sapper dog Patron. Oleksandr Borysenko, nicknamed Kraken, is currently in hospital in serious condition.

According to the Chernihiv regional territorial center of recruitment and social support, children of Chernihiv region most affected by the war received gifts from volunteers and military on St. Nicholas Day. Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to Head of the Regional Council Mykola Lukashuk,  Nikopol region again suffered from enemy shelling at night as the russian occupiers hit local settlements five times.  They struck Marhanets, Nikopol and Chervonohryhorivka communities. In Nikopol, two farm buildings were destroyed and two more were damaged due to shelling. 

Half a dozen residential buildings and the building of an educational institution were also damaged. A 59-year-old resident was injured. The man will be treated at an outpatient department. 

In the Dnipropetrovsk Academic Theater of Opera and Ballet, children celebrated the upcoming St.Nicholas Day, Christmas, and New Year with masterclasses, quizzes, contests, and the premiere of the fairy tale “Snow Queen”. Local children, children of police officers and military personnel,  and families of internally displaced persons visited the event.

Poltava oblast

Volunteers of the “Poltava Battalion of the Indifferent” are equipping “Tepla Khata” (“The Warm Hut”) heating station. Two tents with a total area of ​​over one hundred square meters were placed on the Cathedral Square in Poltava. About a hundred people at the same time can stay there.

The head of the volunteer organization “Poltava Battalion of the Indifferent” Nataliia Hranchak said that St. Nicholas’s house was opened in Poltava. Visitors are greeted by an actor playing the role of St. Nicholas. There is a sale of toys and treats, a photo area, and raising funds to the Armed Forces and children affected by the war.

Mykola Riznyk, the head of Opishnia community, said that the aid is being collected for residents of Kherson oblast. During the week, about a hundred people and local businesses joined fundraising and brought building materials and food products.

Cherkasy oblast

Valentina Kudin, the coordinator of the regional “League of high school students of Cherkasy oblast”, said that 200 boxes with gifts were collected in Cherkasy for children from the freed territories of Kherson oblast. On the eve of St. Nicholas Day, educational institutions and territorial communities of the region joined  this initiative.

In Cherkasy, a “Become a Saint Nicholas” campaign was organized for a child who was separated from his father due to the war with russia. A 12-year-old Ivan met with the Commander-in-Chief of the Armed Forces of Ukraine Valery Zaluzhny.

In the Kaniv center of primary medical and sanitary care, the office of the doctor on duty was equipped in the warehouse. The archive premises were rearranged after one of the last air raids, which lasted more than four hours.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not changed significantly over the past day. The enemy concentrates its main efforts on holding the occupied borders.

The occupiers shelled the civilian infrastructure in the settlements of Huliaipole, Orikhiv, Chervone, Malynivka, Novodanylivka, Tamyrivka, Stepove, Kamianske, Mali Shcherbaky, Zaliznychne, Dorozhnianka, Novoandriivka, Mala Tokmachka, Novomykolaivka, Bilohiria, Olhivske, Preobrazhenka, Plavni. The police received 10 reports about the destruction of houses (apartments) and infrastructure objects as a result of shelling by russian military personnel.

On December 16, several enemy’s manpower and military equipment buildups, as well as two ammunition depots, were hit by units of the Defense Forces in Zaporizhzhia oblast. Losses of personnel amounted to more than 150 wounded servicemen, 10 units of military equipment were destroyed. Information about liquidated invaders is being clarified.

The russian military command plans to introduce a 24-hour curfew in the temporarily occupied settlements of Zaporizhzhia oblast: restrictions will be introduced in Chernihivka from December 25, in Berdiansk – from December 30 to January 3.

The russians have not released a single person from the temporarily occupied territories of Zaporizhzhia, Kherson, Donetsk, and Luhansk oblast to Zaporizhzhia since December 15. Melitopol Mayor Ivan Fedorov reports about this. A week before, the occupiers released only 174 people to Zaporizhzhia.

Mykolaiv oblast

Yesterday, the enemy attacked the waters of Ochakiv community using multiple rocket launchers. There are no casualties. The day and night passed relatively calmly in Mykolaiv, Pervomaisk, Voznesensk and Bashtanka regions.

As of December 18, the water supply system was filled with water in the city of Voznesensk. The city residents have been without water supply for more than a day.  Water is to be supplied to two micro-districts by 3:00 p.m., to others after operation of all pumping stations will be resumed.

Residents of Mykolaiv are invited to join the decoration of the “Invincible Christmas Tree” in Chestnut Square on the Day of St. Nicholas. Citizens can bring their own toys with wishes, slogans, etc. written on them.

Odesa oblast

There will be no Christmas tree and festive illumination in Izmail for the sake of the citizens’ safety. This was announced by the mayor of the city, Andrii Abramchenko.

UAH 10,270,037 was allocated for the repair of a nine-story building in Serhiiivka, Odesa oblast, by a russian missile on July 1. The building must be repaired by May 10, 2023. The auction to find a contractor will start on December 27, 2022.

92 vessels are awaiting inspection by the JCC in the Bosphorus. The queue continues to grow due to the artificial restriction on registration for the inspection by the russian federation. For example, only 3 vessels out of 65 ones declared were registered for the current day. This situation leads to limitations on operations of Ukrainian ports and under-export of products of at least 3 million tons per month.

Kherson oblast

The russian occupiers again shelled downtown Kherson. 3 people were injured.

During the past day, December 17, the russian occupiers shelled the territory of Kherson oblast 54 times. The enemy once again shelled the residential quarters of Kherson. The invaders hit a medical facility, private and apartment buildings. As a result of russian shelling, 3 people were killed, 6 residents of Kherson oblast were injured.

The police opened 32 proceedings on the facts of war crimes committed by the russian army in Kherson oblast. During the occupation of the regional center, the russian military looted a military institution and a dormitory. The property was taken to an unknown destination. Information continues to come from the newly reclaimed settlements of Beryslav region on the facts of looting by the russian military, who stole people’s cars and hunting rifles.

According to Skadovsk City Mayor Oleksandr IakovlieThe russian military continues to terrorize the population and has intensified filtering measures in the temporarily occupied Skadovsk. There were many checks after the recent explosion, when one of the collaborators was blown up. The city was surrounded, it was impossible to leave or enter the city.

Ukrposhta branches and state-owned banks Oschadbank and PrivatBank continue to resume work in the liberated Kherson oblast.

During the past week, Ukrposhta resumed the work of stationary branches in 6 settlements in Kherson oblast. In general, 18 stationary and 9 mobile branches of Ukrposhta already operate in the reclaimed Kherson oblast.

6 branches of PrivatBank resumed their work in Kherson. Oschadbank accepts clients in three branches currently operating in the regional center. Another branch of the bank resumed work in Novovorontsovka.

Explosive technicians of the National Police examined 8 hectares of territory, removed 508 explosive objects, and destroyed 17 ones. Pyrotechnicians of the State Emergency Service examined 11 hectares of territory, removed and neutralized 212 explosive objects.

Latest news for today in the western regions of Ukraine

Volyn oblast

In Volyn, unemployed men are engaged in arranging defensive lines, observation points, checkpoints and strengthening civil defense structures. The works are planned to be completed by the end of the year.

As part of implementing the joint project of the Lutsk City Council and the Only Together charitable foundation, 12K sets of winter clothing and tactical footwear were sent to military personnel. The project envisages purchase of 5K such sets, for which about UAH 30 million were allocated.

Zakarpattia oblast

Mayor of Kharkiv Ihor Terekhov met with Kharkiv residents who found refuge in Uzhhorod. A lot of displaced people who were forced to leave their homes because of the war came to the city council meeting.

The mobile exhibition Together We are Europe opened in Uzhhorod. The exhibition presents original works of Ukrainian illustrators on the topic of the EU aid to Ukraine and Ukrainians under the conditions of a full-scale war.

Ivano-Frankivsk oblast

Ukrenerho allocated a night limit of 198.42 MW for the oblast, which is 20% more than the previous day’s limit and daytime 274.43 MW, which is 12% more.

With the support of Czech partners, the Lysetsk hospital received an ambulance. The car is equipped with a defibrillator, designed to monitor and measure vital functions, as well as a device for artificial ventilation of the patient’s lungs.

Lviv oblast

Associations of Rotary Clubs of Poland and the USA transferred humanitarian aid to children in children’s homes, special schools, shelters and other institutional care facilities. 30 vehicles delivered  about 18 tonnes of food (breakfasts, cereals, canned food, canned vegetables), 22 electric generators, 1K sleeping bags and almost 13K gift packages for St. Nicholas Day to 20 establishments of the oblast.

Rivne oblast

10 generators were sent from Poland for the needs of children and local residents. The aid was received thanks to Fundacja Małych Stópek and the NGO Resource Center for Support of Condominiums of Rivne Oblast.

Over 100 pharmacies in Rivne oblast are equipped with alternative sources of electricity. In the event of a power outage, institutions will work according to their schedules.

The Northern Environmental Finance Corporation provided the city with grant funds in the amount of 1 million 200 thousand euros on an irrevocable basis. These funds will be used to insulate three preschool educational institutions and to install individual heating points at eight other institutions.

The “Rivne St. Nicholas Run 2022” charity run gathered over 200 participants. Organizers will donate part of the funds from the registration to the Armed Forces of Ukraine and territorial defense.

Ternopil oblast

Khmelnytskyi oblast

In Khmelnytskyi, on the eve of the Nicholas holiday, almost 5,6K packages were handed over to the children of the city’s military, police and emergency workers. Over 2,5K children of various preferential categories, 560 children of IDPs and almost 30K children in kindergartens and students of grades 1-4 will also receive gifts.

Thanks to the non-governmental initiative European Shelter the third group of children from Khmelnytskyi returned from vacation in France.

Rivne cultural heritage has entered the Google Arts&Culture platform. All these objects can be visited virtually.

Chernivtsi oblast

An auction of the Art-Defense charity project will be held in Chernivtsi. 100% of the collected funds will be used to purchase SUVs for the Armed Forces of Ukraine.

International support of Ukraine in the russian-Ukrainian war (russia’s invasion of Ukraine)

The British Ministry of Defense reported that the United Kingdom confirmed sending Brimstone 2 high-precision missiles to the Armed Forces of Ukraine. The number of missiles and delivery details are not disclosed for security reasons.

Actor Mark Hemill, who played Luke Skywalker in the Star Wars films, purchased 10 more RQ-35 Heidrun drones for the Armed Forces.

Ukraine received 95 transformers and generators from Azerbaijan. It is planned to transfer basic electrical equipment worth about 1 million 422K manats ($837K).

Germany will help restore 8 high-voltage substations in the west and south of Ukraine. The repaired substations will be modern and automated, requiring a minimum of staff involvement, as well as complying with ENTSO-E requirements.
