War in Ukraine today: latest news, April 28, 2023 (photo)

It has been the 429th day of the Ukrainian resistance to the russian military aggression.

What happened in Ukraine today:

Here is operational information of the General Staff as of 6 pm:   

On April 28, the russian federation launched yet another massive missile attack on civilian facilities and residential buildings. Unfortunately, there were hits that killed and wounded civilians. Having failed to achieve the desired results on the battlefield, the russian aggressor cynically continues to use tactics of terror in gross violation of the rules of International Humanitarian Law.

The enemy launched a total of 23 Kh-101 and Kh-555 cruise missiles. Ukrainian defenders destroyed 21 cruise missiles and 2 operational-tactical UAVs. The cities of Uman (Cherkasy oblast), Dnipro, and Ukrainka (Kyiv oblast) suffered from russian missile terror. According to preliminary information, more than 20 civilians were killed, including 3 children. More than 10 apartment buildings and other civilian infrastructure were damaged. The enemy also launched 28 air strikes and 11 MLRS attacks.

There is still a threat of launching missile and air strikes across Ukraine.

The enemy is focusing its main efforts on offensive operations towards Lyman, Bakhmut, Avdiivka, and Marinka. The invaders conducted more than 40 attacks in these areas of the frontline. Bakhmut and Marinka remain at the epicenter of the fighting, Ukrainian soldiers are bravely holding the line.

Towards Volyn and Polissya, there are no major changes in the operational situation. No signs of an offensive group formed were detected.

Towards Siversk and Sloboda, the enemy continues to maintain military presence in the areas of russia bordering Ukraine. There were air strikes on the settlements of Semenivka and Leonivka. The invaders shelled the settlements of Halahanivka, Leonivka, Buchky (Chernihiv oblast), Romashkove, Vilna Sloboda, Iskryskivshchyna, Volfyne, Obody (Sumy oblast), Morokhovets, Lyptsi, Hatyshche, Volokhivka, Nesterne, and Budarky (Kharkiv oblast) with mortars and artillery.

Towards Kupiansk, the enemy did not conduct any offensive operations, actively using UAVs to spot artillery fire. Krasne Pershe, Novomlynsk, Fyholivka, Dvorichna, Zapadne, Lyman Pershyi, Synkivka, Kyslivka, Berestove (Kharkiv oblast), and Novoselivske (Luhansk oblast) were shelled.

Towards Lyman, the enemy conducted unsuccessful offensives towards Bilohorivka. The invaders launched air strikes on the settlements of Nevske, Bilohorivka, Torske, Serebrianka, Spirne, and Ivanivka. Makiivka, Nevske, Dibrova, Bilohorivka (Luhansk oblast), Terny, Verkhnokamianske, and Spirne (Donetsk oblast) were shelled with artillery.

Towards Bakhmut, the enemy continues its offensive operations. Battles in the city of Bakhmut continue. In addition, the enemy conducted unsuccessful offensive operations towards the settlements of Bohdanivka and Chasiv Yar. Vasiukivka, Orikhovo-Vasylivka, Bakhmut, Hryhorivka, Ivanivske, Kostiantynivka, Oleksandro-Shultyne, Pivdenne, Nelypivka, and Niu York (Donetsk oblast) suffered from enemy shelling.

Towards Avdiivka, the enemy conducted offensive operations in the vicinities of Avdiivka, Sieverne, and Pervomaiske (Donetsk oblast), without success. The invaders shelled the settlements of Novobakhmutivka, Novokalynove, Avdiivka, Vodiane, Pervomaiske, and Nevelske (Donetsk oblast).

Towards Marinka, Ukrainian defenders repelled enemy attacks in the vicinity of settlements of Marinka and Novomykhailivka. At the same time, Krasnohorivka, Marinka, Heorhiivka, Pobieda, and Novomykhailivka (Donetsk oblast) were shelled by the enemy.

Towards Shakhtarsk, the enemy did not conduct any offensive operations. The invaders launched airstrikes on Vuhledar, Prechystivka, and Shakhtarske (Donetsk oblast).

Towards Zaporizhzhia and Kherson,  the enemy continues to defend. Yet, russian forces shelled more than 40 settlements, including Huliaipole, Zaliznychne, Huliaipilske, Bilohiria, Vysoke (Zaporizhzhia oblast), Mylove, Beryslav, Odradokamianka, Vesele, Antonivka, Kherson, and Bilozirka (Kherson oblast).

The enemy continues to use educational institutions of the temporarily occupied territories, having them re-purposed as military facilities, hiding behind a human shield of schoolchildren and the teaching staff.

For example, russian occupation troops are stationed in the building of a local school in the settlement of Lubianka (Luhansk oblast). The personnel are stationed in the buildings of educational institutions, as they force the teaching staff to continue the educational process, with the attendance of children and teaching staff being mandatory.

The occupiers re-purposed the local hospital in Kalanchak (Kherson oblast) into a military hospital, where a large number of gravely wounded russians were brought to on April 27. The enemy used a KAMAZ-based medical truck to transport the casualties.

During the day of April 28, the Ukrainian Air Force launched 4 air strikes on buildups of occupiers’ troops and military equipment.

Ukrainian rocket and artillery troops hit 3 command posts, 1 ammunition depot, and 4 buildups of enemy manpower.


Ihor Klymenko, Head of the Ministry of Internal Affairs, informs that a russian missile attack in Uman, Cherkasy oblast, killed 22 people, including three children. One missile also hit the private sector in Dnipro. A 2-year-old child and a woman were killed. 

According to the Children of War platform, since the beginning of the full-scale invasion, the russians have killed 471 children. Also, 952 children received injuries of varying severity. Most children were affected in Donetsk oblast – 452, Kharkiv oblast – 275, Kyiv oblast – 128, Kherson oblast – 94, Zaporizhzhia  oblast – 89, Mykolaiv oblast – 88, Chernihiv oblast  – 68, Dnipropetrovsk oblast – 67, and Luhansk oblast – 66.

Valeriy Zaluzhnyi, Commander-in-Chief of the Armed Forces of Ukraine, reported that russia attacked Ukraine with Tu-95 strategic aircraft near the Caspian Sea. Air Defense Forces destroyed 21 of 23 cruise missiles of the Kh-101 and Kh-555 types, as well as 2 drones.

Recent war events in the east of Ukraine

Kharkiv oblast

The General Staff of the Armed Forces of Ukraine reported that at least 20 settlements in Kharkiv oblast were shelled with artillery and mortar fire by russian forces over the last day. Towards Kupiansk, russia actively used drones to adjust artillery fire.  

The press service of the regional prosecutor’s office said that the russian army hit the roof of a kindergarten in Vovchansk around 06:30. As a result of the shelling, the building of the kindergarten was partially destroyed.

The regional rescue department reported that a fire broke out during the shelling of Petropavlivka, Kupiansk region, and was extinguished in two hours. 

The Eastern Regional Directorate of the State Border Guard Service reported that in Kharkiv oblast, border guards shot down a russian kamikaze drone with automatic weapons.

Kostiantyn Loboiko, head of the city hospital, says that two of the four employees of the power company whose car hit a mine in Derhachiv community yesterday remain in hospital in Kharkiv. According to him, one of the power engineers is in intensive care and needs additional surgery, while the other has an eye injury, but no surgeon’s intervention is required.

The Canadian architectural firm WZMH Architects has announced a competition for a project to quickly restore North Saltovka in Kharkiv. About 25 K residential buildings, including 13 K apartment buildings, were destroyed or damaged due to russia’s full-scale invasion of Ukraine.

Tenth-graders opened a movie theater in Eskhar near Kharkiv. The first two sessions were attended by about 400 people.

During the occupation of the village of Borshchivka, 11 kilometers from Balakliia, the Russian russian military stole fuel, equipment and wheat, and damaged grain storage facilities by shelling. For half a year, the occupiers placed their equipment and weapons in the yard of the agricultural enterprise and tortured some of the employees during interrogations, electrocuting them, using a stick, and putting a gun to their temple. Before and after the occupation, the territory was shelled. The farmers managed to clear some of the fields of mines, sowed winter wheat last autumn, and returned to the fields in the spring. 

Yesterday, russian occupiers continued to shell the border and frontline settlements of Kharkiv, Chuhuiv and Kupiansk regions. In particular, Liptsy, Buhaivka, Kozacha Lopan, Vovchansk, Kamianka, Petropavlivka, Dvorichna, Lyman Pershyi and other towns and villages were under enemy fire.

The shelling of Lyptsi village, Kharkiv region with 120-mm mortars damaged 3 private houses and a 2-storey apartment building.

In Petropavlivka village of Kupyansk region, shelling damaged private households, destroyed a garage and a tractor. There were no casualties.

Mine danger remains high. Yesterday, in Tokarivka village, Kharkiv region, a Kharkivoblenergo vehicle hit an explosive device while repairing power lines. The 54-year-old driver of the car died on the spot. 4 employees, aged 51 to 29, were injured. One of the wounded is in serious condition, the others are in moderate condition.

Over the past day, pyrotechnic units of the State Emergency Service examined almost 14 hectares of territory and defused 75 ordnance.

Donetsk oblast

Towards Kupiansk and Lyman, Ukrainian troops eliminated 32 russian soldiers and wounded 82. Over the course of the day, the Defense Forces destroyed two mortar crews, two cannons and a Murom-M observation system.

Sky News reported that Irish volunteer Finbar Kefferkey was killed in the fighting near Bakhmut in eastern Ukraine.

Over the past day, the occupiers fired over 20 times at Avdiivka, using artillery, multiple rocket launchers and aircraft. The positions of the Defense Forces in the area were shelled over 300 times. 

Towards Volnovakha, 2 houses, an outpatient clinic and a shop were damaged in Novoukrainka of Vuhledar community.

Towards Donetsk, there were sporadic attacks on Avdiivka. In the morning, there was a massive shelling of Kurakhove community, damaging an infrastructure facility.

Towards Horlivka, there were 2 damaged multi-storey buildings and 1 destroyed building. Kostiantynivka was shelled twice: 1 person was wounded, a kindergarten, 3 medical institutions, 6 private houses and 6 high-rise buildings were damaged. Two more houses were damaged in Ivanopillia. Sporadic shelling took place in Chasiv Yar, Toretsk and Soledar communities.

Pavlo Kyrylenko, Head of Donetsk Military Administration reports that over the past day, russians wounded one civilian in Kostiantynivka.

Luhansk oblast

The enemy attempted to advance towards Dibrova and Serebryany forestry, but faced resistance from the Defense Forces and was forced to stop its attempts. However, the russians used artillery to press along almost the entire front line. 48 explosions occurred near Novovodiane, Nevske and Makiivka due to massive enemy fire. The occupiers were aiming at fortifications of our fighters. Fortunately, there were no casualties. No significant damage was recorded either.

Novoselivske, Dibrova and Bilohorivka came under fire over the past day. It should be noted that towards Kupiansk, russians used UAVs to adjust artillery fire.

To replenish losses in manpower, the occupiers continue to actively recruit people with a criminal record or those facing criminal charges, including terrorism.

The Luhansk Regional Military Administration reported that in the temporarily occupied Sievierodonetsk, russians demolished the pedestal to Oleksandr Radiievskyi, who liberated the city from russian occupation in 2014. The major general was killed a day after the liberation of Sievierodonetsk, during the battle for Lysychansk.

In the temporarily occupied village of Lubianka, Luhansk oblast, russian military personnel moved into a school. The occupiers are forcing teachers to continue teaching and have obliged children to go to school.

The ‘administration’ of the temporarily occupied Horlivka in Donetsk oblast plans to take all schoolchildren to russia at the end of the school year. The russians intend to transport the children due to ‘evacuation’, and their parents will have to go to russia as well.

What is happening now in the north of Ukraine

Kyiv oblast

Serhii Popko, Head of KCMA  announced that russian troops launched another massive missile attack on Kyiv at night. Air defense forces shot down 11 cruise missiles and two UAVs. There were no casualties among the civilian population and no destruction of residential facilities or infrastructure. As a result of falling debris in Obolon district of the capital, a local power line was cut off and the road surface was damaged. He noted that the last missile attack on the capital took place on March 9, 2023, 51 days ago.

In the town of Ukrainka, Obukhiv region, fragments of a russian rocket hit a multi-story building, as a result of which two people were injured, including a 13-year-old girl. Kyiv RMA reported that the strike damaged the apartments, and the fire extinguished.

President of Ukraine Volodymyr Zelenskyi held meetings with the President of the Czech Republic, Petr Pavel, and the President of the Slovak Republic, Zuzana Chaputova, who are visiting Kyiv. In the morning, the leaders of the two countries visited Bucha and Borodianka in Kyiv oblast, which suffered due to russian aggression.

Ruslan Kravchenko, Head of Kyiv RMA,  informed about the meeting with Matsuda Kuninori, Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine. According to him, the priority task for today is reconstruction of multi-apartment buildings, which will provide housing not only for residents of Kyiv oblast, but also for internally displaced persons, of whom more than 300 K people are registered on the territory of the oblast. It was also about rebuilding critical and social infrastructure and children’s safety.

Participants of the Summit of North and South American Cities in Denver discuss the issue of restoring peace and supporting Ukraine. This was announced by the Mayor of Kyiv Vitaliy Klitschko, who is participating in the event. Such an event is being held for the first time at the initiative of the US State Department and with the support of USAID. The mayors of many cities of the Western Hemisphere gathered to strengthen cooperation and exchange experience in the development of local self-government.

The photo project Unbelievable was presented in Kyiv – stories of women border guards who inspire. The project is designed to reveal the fates of female military servicemen, each of whom is a unique example of courage and loyalty to the Motherland. The project was implemented at the initiative of Kyiv separate checkpoint and with the support of the founder of the Business Woman Club, Anna Krysyuk.

An interactive exhibition about russian propaganda was opened in the lobby of the Golden Gate station in Kyiv. The goal of the project is to teach people to distinguish between manipulation and propaganda, to be able to protect their own information environment and to debunk fakes. The exhibition will last until May 24, 2023.

Zhytomyr oblast

A special regional program, which will allow funds from the sale of communal property to be used to  purchase housing for the military, is being created in Zhytomyr oblast. Such a decision was made by deputies at a session of the regional council.

Zhytomyr RMA reported that students of the oblast mastered the basics of military affairs. The instructors of the 199th Training Center of the Airborne Assault Troops, which has vast combat experience in battles with the enemy, demonstrated to the students and teachers of the Polish National University features of military service in today’s conditions.

Sumy oblast

The russians carried out 27 shelling attacks on border communities. Territorial communities of Seredino-Buda, Znob-Novhorodske, Esman, Shalyhine, Svesa, Bilopillia, Yunakivka, Khotin, and Myropillia were under enemy shelling. There were more than 130 strikes from mortars, artillery, grenade launchers, as well as 8 rocket launches from the territory of the russian federation.

The State Emergency Service reported that rescuers of Sumy oblast were involved in liquidation of the consequences of enemy strikes twice last night. In particular, dry vegetation caught fire in Seredino-Buda region due to russian munitions hit, and a fire broke out in the residential sector in Myropillia community, which was promptly extinguished by fire and rescue personnel.

8 explosive objects were discovered and destroyed on April 27 in Sumy oblast by pyrotechnics of the State Emergency Service of Ukraine. Four artillery shells of different calibers, a mortar mine and three grenade launcher shots were found in Sumy, Okhtyrka and Konotop regions.

Representatives of the  charitable organization Elevate Ukraine (Texas, USA) delivered Starlinks for Sumy oblast police officers who perform duties in border communities. Due to constant russian shelling in communities, there is often no communication. As Sumy RMA reported, philanthropists from Elevate Ukraine have been actively helping since the beginning of the russian invasion and participating in humanitarian aid projects for Ukraine for many years, taking out refugees, delivering goods, and taking care of orphaned children.

Chernihiv oblast

The SBGS reported that the russian military shelled Semenivka community six times with Grad MLRSs and 120 mm mortars.  There were 45 explosions. Along the border of Novhorod-Siverskyi territorial community, the enemy opened fire from self-propelled artillery installations. There were 19 explosions.

The ‘North’ Operational Command reported that russian aviation has carried out an airstrike on the border of Chernihiv oblast once again. 1 airstrike was carried out on the settlement of Semenivka, probably FAB-500. A local enterprise was affected. The occupiers struck the village of Kostobobriv with three aerial bombardments, probably by the KAB. The State Emergency Service reported that due to the impact, eight residential buildings were damaged, two caught fire.

The branch of the Forests of Ukraine State Enterprise reported that the russian military dropped a guided aerial bomb on Novhorod-Siverskyi forestry. As a result of the air attack, the processing shop where the products were located was damaged, and the power line was also damaged. The message states that the total amount of damage to the branches of Chernihiv oblast is more than UAH 2 mln – this amount is indicative, because part of the forests are still mined and need to be examined.

Serhii Serhienko, Head of Novhorod-Siverskyi RMA, announced that the occupiers destroyed a bridge across the Sudost River, which connected the border village of Muravyi with the village of Hremyach in Starosty region. According to him, the russian military has been shelling the bridges across the rivers of Novhorod-Siverskyi community for several weeks, which makes it impossible to provide the local population with the necessary services, food and free access to administrative institutions.

Chernihiv Regional Emergency Service reported that over the course of a day, sappers of the oblast removed 25 ordnance. Explosives technicians made six trips to discover explosive objects in Chernihiv and Koriukiv regions, and to the cities of Snovsk and Chernihiv.

Mattresses, bed and kitchen sets, as well as other things necessary for a comfortable life, arrived in the oblast from the Representation of the International Organization for Migration in Ukraine (IOM). Modular towns in Novoselivka, Rivnopillia and Staryi Bilous, where about 400 people who lost their homes due to russian aggression, currently live, received help.

Recent events in the central regions of Ukraine

Dnipropetrovsk oblast

According to  Mykola Lukashuk, Head of the Regional Council, a 31-year-old woman and a two-year-old child were killed in a nighttime russian missile attack on Dnipro. Four people were also injured – two men aged 58 and 31, and women aged 57 and 70.  The missile strikes caused three fires – at a private enterprise, in a hangar, and in a private house. The buildings were destroyed.  The military from the ‘East’ Air Command managed to shoot down seven missiles over Dnipropetrovsk oblast.  The occupiers also fired heavy artillery at Chervonohryhorivka community in Nikopol region at night.

Volodymyr Orlov, First Deputy Head of the RMA,  reported that 2 people are in grave condition.  They are in  hospital with burns to their hands, feet and faces.  Another wounded man is currently undergoing surgery. 

Vinnytsia oblast

​​ According to Pavlo Myhun, teacher and head of the lyceum’s volunteer centre, UAH 100K was raised at a charity fair at Vinnytsia Lyceum No. 29. Goodies, handicrafts, and other items were sold to raise money for a drone for the 14th Brigade of Chervona Kalyna to buy a Mavic 3T drone for the defenders.

Kirovohrad oblast

Kropyvnytskyi City Council reported that a race was held to support Ukrainian soldiers held in russian captivity.  The event was initiated by Natalia Velhun, Director of an educational institution, at the request of family members of Ukrainian POWs. More than 180 people took part in the race to support them.

Poltava oblast

According to Dmytro Lunin, Head of Poltava Regional Military Administration, 2 minibuses were sent to the front for the defenders from Poltava oblast. The vans were purchased by a socially responsible business and volunteers.  

Cherkasy oblast

According to Igor Taburets, Head of the Cherkasy Regional Military Administration, the russians attacked Cherkasy oblast this morning. There were two cruise missile strikes on Uman, hitting a 9-storey building and a warehouse. Nine families have already been placed in temporary accommodation that was prepared in advance for internally displaced persons. 

As of the evening, the missile strike on the high-rise building resulted in 23 casualties, including four children, two of them are 10-year-olds. According to the Ministry of Internal Affairs of Ukraine, search operations are ongoing.

Latest news from the front of the southern regions of Ukraine

Zaporizhzhia oblast

Yesterday, the occupying army launched 90 attacks using drones, artillery, and multiple rocket launchers. The enemy attacked Orikhiv, Huliaipole, Zaliznychne, Novodanylivka, Novoandriivka, Mala Tokmachka, Olhivske, Charivne, Chervone, Malynivka, Bilohiria, Poltavka, Preobrazhenka, Temyrivka, Huliaipilske, Zatyshshia, Staroukrainske, Shcherbaky, Zelenyi Hai, Kamianske, Stepove, and Mali Shcherbaky. In total, the police recorded 13 destroyed residential and infrastructure objects. There is no information about any injured citizens.

The General Staff reported that 20 occupiers died on April 24 due to poisoning from an unknown substance in one of the enemy units located in Melitopol region.

A blood donation event was held at the blood service center in Zaporizhzhia oblast. The main goal of the event was to replenish the blood bank for the needs of the military, internally displaced persons, and groups of people who require it.

Mykolaiv oblast

On April 27, at 08:54 and 10:40, the enemy carried out artillery strikes on the waters of Ochakiv community. According to Mykolaiv RMA, there are no casualties.

The ‘South’ Operational Command reports that the Ukrainian anti-aircraft defense forces shot down two missiles launched from strategic aviation aircraft over Mykolaiv oblast at night on April 28. 

Mykolaiv utility services continue working at the sites of the previous shelling. There are more than 100 damaged objects. Utility crews cover windows with OSB boards, clear the area of debris and garbage, remove fallen trees, and install new road signs.

UNICEF, supported by the European Union and the Republic of Korea, has delivered 10K tablets and laptops to Ukrainian students who study online. About 560 K units are urgently needed. 

Odesa oblast

On the night of April 27-28, a three-hour air raid siren was sounded in Odesa oblast, but it passed without shelling. However, the threat of missile strikes and kamikaze drone attacks remains high for the oblast, as there was activity recorded from enemy warships in the Black Sea waters in the morning. The number of missile carriers during an air attack has increased by one unit. Currently, three missile carriers are on combat duty, and the number of Kalibrs missiles has increased to twenty-four units. According to the ‘South’ Operational Command, there are 16 russian ships in the Black Sea.

A large delegation of heads of diplomatic missions from the Baltic and Scandinavian countries visited Odesa. The conference was attended by foreign ministers of Latvia, Denmark, Estonia, Iceland, Lithuania, Norway, Sweden, as well as the Deputy Secretary of State of the Ministry of Foreign Affairs of Finland. Odesa was chosen not by chance, as the city plays a key role today not only for the region but also for the whole world. The diplmat talked about general support for Ukraine in the war, both military and humanitarian. Diplomats assured that their countries are steadfast in supporting Ukraine and will continue to help fight russian aggression and rebuild the country.

Odesa joined the all-Ukrainian action “Everything is Ukraine. Everything is a victory. Everything is the Armed Forces of Ukraine”, initiated by the women’s association Dream Team from Zaporizhia, which includes educators, volunteers, and officials. A 12-meter Ukrainian flag was unfurled in the City Garden, which is traveling around the country. For the first time, Ukrainian women unfurled this flag on the top of Hoverla mountain (the highest peak of Ukraine) and signed it with victorious wishes. The flag has already been to Zaporizhia, Lviv, Rivne, Ternopil, Chernivtsi, Ivano-Frankivsk, and Mykolaiv oblast. It was taken to  Odesa oblast from Mykolaiv. The organizers say its mission is to travel across Ukraine, from heart to heart, with sincere words of respect, support, and unity.

Kherson oblast

russian military continue to shell the right-bank part of Kherson oblast. After today’s attacks, there are wounded in Kherson oblast, particularly in Kizomys and Stanislav, and local residents’ houses have been destroyed.

On April 27, russian occupiers shelled peaceful settlements in Kherson oblast 61 times, shelling 356 shells from artillery, MLRS, mortars, tanks, anti-tank missile systems, drones, and aviation. The russian military dropped five guided bombs on Kizomys village and attacked the city of Beryslav with drones. russian forces attacked Kherson six times, firing 39 shells at the city. The russian army targeted residential quarters of settlements in the oblast. Two people were killed and three others wounded to varying degrees due to russian aggression.

Police opened 24 criminal proceedings for war crimes committed by the russian army in Kherson oblast. A burial of a 71-year-old woman who was killed in September last year during artillery shelling was found in a private residential area in the village of Mala Seidemynukha during stabilization measures. The village was occupied at that time.

Ukrainian missile-artillery units struck at a buildup of enemy personnel and equipment in Kakhovka region. The enemy losses were 12 occupiers, 14 units of weapons, and equipment. The first and only private volunteer surgical hospital BRASS in Ukraine operates in the oblast. Currently, 14 servicemen are being treated and rehabilitated here. Three soldiers from Chervonohrad region, namely, Yurii Lipkevych, Vasyl Osinchuk and Volodymyr Vavrychuk, were posthumously awarded with the 3th degree Order of For Courage. They were handed over to the relatives of the fallen Heroes during the session of the Lopatynsk settlement council.

Rivne oblast
