Here is operational information from the General Staff of the Armed Forces of Ukraine as of 6pm:

The enemy continues trying to completely occupy Donetsk Oblast and hold temporarily occupied territories, conduct defensive actions on the occupied frontiers, and prevent the advance of the Defense Forces in certain areas. The positions of our troops along the contact line were shelled, and aerial reconnaissance was conducted. Strikes were carried out on civilian infrastructure and civilian homes, violating the norms of International Humanitarian Law, the laws and customs of warfare. There is a constant threat of air and missile strikes throughout Ukraine.

During the current day, the occupiers inflicted 2 missile and 3 air strikes, carried out more than 6 attacks from multiple launch rocket systems.

In other directions, the enemy shelled settlements from tanks, mortars, barreled and rocket artillery, namely:

Towards the South Buh, over 25 settlements along the contact line, including Nikopol, were shelled with tanks, mortars and barreled artillery. In order to conduct reconnaissance, adjust fire and strike civilian infrastructure, the enemy carried out up to 40 UAV sorties in this direction. 

In the russian federation and parts of Ukraine temporarily occupied by russia, so-called ‘partial’ mobilization measures continue. In remote settlements of the russian federation, the entire male population of a certain age category is subject to mobilization, despite the lack of experience in military service in the past and combat experience. There are frequent cases of mobilization of persons with disabilities, cancer patients, parents with many children and persons over sixty years old. In some regions, the population is trying to resist forced mobilization.

Poor implementation of mobilization measures was observed in Belgorod and Rostov oblasts. Thus, newly arrived personnel must purchase winter uniforms and protective equipment at their own expense.

There is a tendency for persons of draft age to search for ways to avoid mobilization. Thus, in the temporarily occupied territory of the Autonomous Republic of Crimea, men try to bribe, go abroad, find a job at a critical infrastructure enterprise or commit a petty crime.

During the current day, units of the Defense Forces of Ukraine repulsed enemy attacks in the areas of Bezimenne, Maiorsk, Mykolaivka Druha, Novomykhailivka, Odradivka, Ozerianivka, Pavlivka, Pervomaiske, Pobieda, Zalizne, and Zaitseve, .To support the actions of ground groups, aviation of the Defense Forces hit two enemy strongholds.

Rocket troops and artillery hit an enemy command post, four buildups of enemy manpower and equipment, and one repeater station.

The Cabinet of Ministers of Ukraine has allocated more than UAH 60.5 million from the reserve fund of the state budget to reimburse utility costs for May. This was reported by the Ministry for Communities and Territories Development of Ukraine. Communities that sheltered IDPs free of charge in communal and state institutions, as well as private educational institutions will receive reimbursement of utility costs. The relevant order was adopted by the government at a meeting on September 27.

President of Ukraine Volodymyr Zelenskyy signed a law that partially returns the excise tax on fuel. This was reported on the website of the Verkhovna Rada in the card of the draft law No7668-d.

The value added tax for these fuels remains about 7%. The law makes an exception for fuel for the needs of the military. If the customer of such fuel is the Ministry of Defense, the excise tax will be 0 euros per 1000 liters. The privilege will be valid for the period of martial law and a state of emergency.

Eastern regions

Kharkiv oblast

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that russian invaders shelled Kharkiv at around 9 pm, hitting the Kholodna Hora district with S-300 missiles. There were no casualties. Infrastructure was damaged.

Residents of Bohodukhiv, Izium, Kharkiv and Kupiansk districts suffered from shelling.  Hrushivka, Krasne, Senkove, Sosnivka and Strilecha were under fire.

According to the Regional Centre for Emergency Medical Care, five people were hospitalized with injuries in the Kupiansk district. In Bohodukhiv, a 16-year-old girl was hospitalized in serious condition due to shelling.

Based on the information provided by the RBC Ukraine news agency, active hostilities continue on the front lines. Pisky-Radkivski settlement, 35 km from Lyman in Donetsk oblast, was liberated. Cleansing of the settlement from the enemy continues.

State Emergency Service pyrotechnics defused 1,547 explosive objects. De-mining of the territories continues.

Referring to the Minister of Environmental Protection and Natural Resources of Ukraine, Ruslan Strilets, during the briefing, russian invaders have caused almost 83 billion hryvnias worth of environmental damage in Kharkiv oblast. According to him, three national parks were affected and the ecosystem of the reserves damaged. Shelling of water reservoirs, in particular Oskil and Pechenihy ones, led to uncontrolled water discharge.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that pharmacies are again operating in de-occupied Balakliia, Barvinkove, Malynivka and Pechenihy. According to him, pharmacies in Izium, Lyptsi and Vovchansk will open soon. This afternoon, the opening of a pharmacy in Izium was announced.

Kharkiv Mayor, Ihor Terekhov, said that on September 29, the Saltiv line of the city underground will resume its full operation. The interval will be 10 minutes. The traffic on this line was temporarily stopped on June 12 because of the threat of strikes on the underground.

Donetsk oblast

According to the General Staff of the Armed Forces of Ukraine, more than 40 communities across the country were hit, including Kramatorsk and Sloviansk, as well as Avdiivka and Marinka cities, the Pokrovsk district.

The enemy continues shelling communities with tanks, mortars and artillery of various types.

Towards Kramatorsk, Katerynivka and Staryi Karavan, the Kramatorsk district, and Ridkodub, the Horlivka district, were under fire.

Towards Bakhmut, the enemy targeted Bakhmutske, Bilohorivka, Niu-York, Rozdolivka, Serebrianka, Spirne, Vesela Dolyna, Yakovlivka settlements and Siversk city.

Towards Avdiivka, Avdiivka city, Berdychi, Karlivka, Krasnohorivka, Marinka, Opytne, Paraskoviivka,Tonenke and Vodiane suffered from enemy fire.

The russian troops killed five people and injured ten more. One was killed in Bakhmut and four in Kurakhove.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the invaders shelled a school in Mykolaivka settlement, Kramatorsk district, where civilians were hiding. At around 5 am, a preliminary S-300 missile hit the school. The premises of the three-storey building were partially destroyed. There were 12 residents in the bomb shelter, including two children and one person with a disability. The shelter sustained the impact, but it was not without casualties: later rescuers removed a woman’s body from the rubble.

Referring to the Security Service of Ukraine, a resident was detained in Kramatorsk as a suspect in spying for the russian invaders. The man was gathering information about the city’s defense.

The Security Service of Ukraine reported on suspicions of 16 organizers of the so-called ‘referendums’ in the temporarily occupied territories of Donetsk, Kherson and Zaporizhzhia. Among them is the head of the Donetsk People’s Republic, Pushylin. 

Luhansk oblast

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that the Armed Forces of Ukraine struck an echelon of just mobilized invaders. Those enemies, who joined the russian army due to mobilization on September 21, were under fire. The enemy’s losses are being estimated.

When announcing the results of the referendum, the invaders announced a number of 1.6 million voters. This number far exceeds the number of people who remained in the occupied territory and were able to vote. As Head of the Luhansk Regional Military Administration,  Serhii Haidai, points out, just over 1.8m people were included in the region’s voter lists in 2012. Since then, many residents have left: more than 320K residents left the region during the months of full-scale invasion alone.

The invaders report about 98.42%, which they believe is the percentage of voters in Luhansk oblast who supported joining russia.

According to the Luhansk Regional Military Administration, the newly opened Luhansk Medical Centre received equipment that had previously been taken from other hospitals in the territories occupied in 2022. Employees of local hospitals recognised the stolen equipment from photos on the Internet.

Based on the information provided by the Starobilsk Life telegram channel, in one of the streets of the temporarily occupied city, local partisans posted a Donetsk People’s Republic flag with the inscription ‘Manure’ on it. In such a way, the residents expressed their protest to the city’s pseudo-authorities.

Director of the Luhansk Regional Civil Protection and Territorial Defence Department, Oleksandr Chalyi, said that 1,468 Luhansk Regional Emergency Service workers are waiting for the de-occupation of the territories to complete their duties in their communities. Meanwhile, they are working in other regions in need of help. More than 75% of the total number of personnel left the occupied territories and continue to work.

The workers of the Luhansk Regional State Emergency Service extinguish fires in Kharkiv and other cities, rescue people under the rubble, carry out emergency evacuation work and transport humanitarian aid.

Northern regions

Kyiv oblast

Head of the Kyiv Regional Military Administration Dmytro Kuleba reports that a memorandum on the reconstruction of the military town in Hostomel was signed with the Minister of Foreign Affairs of France Catherine Colonna and representatives of the Neo Eco company. As part of the cooperation, the company plans to rebuild 6 residential buildings, a school, and a kindergarten. With the support of the French company, the dismantled buildings will be recycled and used for the construction of new eco-facilities.

Russian servicemen, who shot people in Kyiv oblast, have been served a notice of suspicion. On February 25, russian invaders fired at 12 cars in Hostomel using all types of weapons. The smallest number of hits in vehicles was 38 bullets, and the largest – 178. As a result, 11 people were killed and 15 were wounded. This was reported by Head of the National Police of Ukraine Ihor Klymenko. The police have released footage of war crimes committed by the russian military near Kyiv.

The Regional Military Administration reported that more than 20 residents with reduced mobility were evacuated to medical institutions of Kyiv oblast from Bakhmut, Toretsk, Avdiivka, and Volnovakha of Donetsk oblast. The emergency care workers and heads of medical institutions were waiting for the evacuation train at the railway station. Five bedridden people were taken to hospitals in the Bila Tserkva region by ambulances.

Residents of Kyiv oblast receive welfare payments on time. According to the Kyiv Regional Military Administration, since the beginning of the year, almost UAH 2.3 billion has been allocated from the state budget to provide funding for social benefits, privileges, subsidies, and compensations to residents of the oblast. In addition, there are new programs of financial assistance for citizens affected by the hostilities, as well as business support programs.

The renovations continue in the de-occupied communities. At the expense of the state budget subvention, windows will be replaced in more than 1K facilities. Currently, the structures have already been manufactured and delivered to 204 sites, and windows for another 279 sites are being manufactured.

During active hostilities in Kyiv oblast, school buses were used to evacuate local residents. As a result, 37 of them were destroyed or damaged by the invaders. According to the head of the Kyiv Military Administration, 40 new vehicles were handed over to the communities of the oblast so that children could conveniently and safely get to educational institutions.

The Ukrainian community in the Netherlands donated medical equipment to the Kyiv Regional Perinatal Center. Since the first days of the full-scale invasion, the community has been collecting and delivering humanitarian aid to the people of Ukraine, as well as to military and territorial defense units.

Zhytomyr oblast

The First Regional Forum was held regarding restoration of the territories of Zhytomyr oblast affected by the russian aggression. The forum was attended by representatives of foreign states, the Ukrainian government, MPs, and heads of the oblast communities. This was reported by Head of Zhytomyr Regional Military Administration Vitalii Bunechko.

More than 12K residents of the oblast temporarily lost their homes. More than 2200 private houses were damaged, and 169 of them were completely destroyed – they were home to 5K residents of Zhytomyr oblast. Despite the war and constant air raid alarms, the restoration works continue.

More than 770 infrastructure facilities of the oblast have been restored. Among them are private houses, high-rise buildings, schools, kindergartens, administrative buildings, medical institutions, cultural facilities, and higher educational institutions.

A trilateral Memorandum has been signed between the Zhytomyr RMA, the Ovruch community, and the Estonian Center for International Cooperation, which launches a project for constructing a new kindergarten in Ovruch.

The wreckage of a russian missile from the past shelling was found near the village of Dityntsia, the Potiivka community. This was reported by the National Police of Zhytomyr oblast. The dangerous “find” was reported to law enforcement officers by a farmer who saw it during agricultural activities in the field. The casing and several other fragments were located about 800 meters from the nearest residential building. Pre-trial investigation over violation of the laws and customs of war was initiated.

Latvian investors paid a working visit to the JSC Zhytomyroblenerho. They arrived to make sure that the company is capable of operating in case of emergencies related to the hostilities. Shareholders have also handed over Mavic 3 quadcopters to Ukrainian defenders. Since the beginning of the full-scale war, VS Energy Group has provided assistance to the Armed Forces of Ukraine in the amount of over UAH 60 million.

Thanks to the help of UNICEF representatives, 16 children from 10 communities of Zhytomyr oblast received high-quality hearing aids. These devices are small computers that will allow children to hear, adjust to society, receive a quality training at school or kindergartens, and communicate with their peers.

Sumy oblast

Over the past day, russian troops struck Seredina-Buda and Krasnopillia communities. As reported in the SBGS, 20 hits from barrel artillery and 40 shots from a 30-mm automatic grenade launcher were recorded.

The enemy continues to shell the border areas of Sumy oblast. Dmytro Zhivytskyi, Head of the Sumy RMA said that the Krasnopillia community suffered from mortar and artillery strikes. Two private houses were damaged and a high-voltage power line was partially damaged due to the shelling.

Sumy oblast is 98% ready for the heating season. Preparations are ongoing – heat and water supply and drainage facilities damaged by military operations are being restored. As reported by the Sumy RMA, installation of new equipment of the boiler house in Sumy will be completed by the end of October. As a result of Russian airstrikes there, almost 180 window units, more than 100 square meters of the roof and equipment were damaged.

Large families of immigrants and families whose houses were destroyed due to the war were given the keys to their apartments. According to the head of the Sumy RMA, 12 apartments were purchased by the branch of the State Fund for the Promotion of Youth Housing Construction (10 apartments in Sumy and 2 in Romny). Among the new settlers are families from Kharkiv, Donetsk and Luhansk oblasts. Men from many families defend Ukraine.

Chernihiv oblast

The enemy continues shelling the border line of Chernihiv oblast. In the Senkivka region, 70 explosions from AGS and 7 explosions from a 120 mm mortar were recorded, as reported by the ‘North’ Operational Command. Head of the Koriukivka military administration, Ivan Vashchenko, reported on the shelling of the Snovsk community from a Hrad MLRS.

Chairman of the National Assembly of France Yael Bron-Pivet and representatives of the delegation of the Embassy of the French Republic in Ukraine headed by Ambassador Extraordinary and Plenipotentiary of the French Republic in Ukraine Mr. Etienne de Ponsin visited Chernihiv oblast on a working trip. The guests inspected the cardiology center of the Chernihiv Regional Hospital, which was destroyed by a russian bomb strike, and dozens of destroyed buildings in the suburbs of Chernihiv.

Head of the Chernihiv RMA Viacheslav Chaus noted that France has taken Chernihiv oblast under its guardianship and plans to take an active part in its reconstruction. In the near future, another large-scale cargo will arrive from France – 6 bridges for Chernihiv oblast, building materials and other humanitarian aid.

Residents of the border area of ​​Chernihiv oblast can get free firewood for the winter. In the territories adjacent to the war zones, the authorities should provide residents with free wood so that every family has an opportunity to heat their homes during the autumn and winter period. This was reported by the Ministry of Reintegration of the Temporarily Occupied Territories of Ukraine. Costs for the purchase and delivery of wood to regional military administrations are compensated by redistributing subventions from the state budget.

One-time financial assistance from the budget of Chernihiv will be provided to 271 more owners of damaged or destroyed private residential buildings. The total amount of assistance is almost UAH 4.5 million. The decision was made at a meeting of the executive committee of the city council. 717 people have already received material assistance under the city program for a total amount of more than UAH 13.6 million. The amount of financial aid depends on the degree of damage to the houses.

440 computers for local educational institutions, donated by the Czech Children of Ukraine Foundation, went to 18 border communities of Chernihiv oblast. Earlier, two schools in Chernihiv received 60 such devices as well as stationery.

A ‘circle of support’ was organized at Snovsk School No. 2 for migrant children and their parents. Art therapy meetings are organized for them in the resource room of the educational institution. Six such meetings have already taken place, attended by a total of 90 children.

Central regions

Dnipropetrovsk oblast

At night, the enemy attacked Nikopol district four times overnight. They fired from Hrad MRLSs and heavy artillery.

The russian invaders hit the city of Nikopol three times. As a result of the shelling, a fire broke out in a private house, the area of ​​fire was about 200 square meters. One farm building was destroyed. The lyceum building, a five-story building, more than ten private residences, a bus stop, and gas stations were damaged due to shelling. Some power lines were cut, as a result of which almost 8K households were left without electricity. People are unharmed.

In the morning, the Marganets community was also attacked. No casualties.

Head of the regional council Mykola Lukashuk announced that the previous evening, an enemy Kh-59 missile was shot down by air defense forces over the Kryvyi Rih region.

Vinnytsia oblast

Volunteers from Vinnytsia handed over 680 kilograms of humanitarian aid to the fighters defending Kherson Oblast. These are medicines, food, hygiene products and other necessary things.

Kirovohrad oblast

Residents of Kropyvnytskyi and six communities of the Oleksandriia region of Kirovohrad oblast bought and sent building materials to restore houses in Kharkiv Oblast that were damaged by Russian missiles.

Poltava oblast

The Poltava regional administration, the military unit A7312 and the public movement Defense of Poltava signed a memorandum of cooperation. Thus, the participants documented their readiness to unite and create a platform for training in tactical medicine in the region. This was reported by the Poltava RMA.

Cherkasy oblast

Head of the Cherkasy State Administration Ihor Taburets announced that Cherkasy oblast received support for socially vulnerable categories of the population. This time from the people of Kazakhstan. In total, 20 tons of aid was received. 

Southern regions

Zaporizhzhia oblast

The enemy shelled Zaporizhzhia and populated areas of Zaporizhzhia, Polohy and Vasylivka districts. During the day, the police registered 20 reports about war crimes committed by the occupiers.

During the day, including this morning, the russian military shelled the residential quarters of Huliaipole. The enemy fired three S300 missiles at the city center. A historical building was destroyed, a road was damaged. Information about the victims is being clarified.

russian terrorists also shelled the town of Stepnohirsk. Citizens informed the police about broken windows, damaged roofs and walls in houses, and outbuilding territories.

The occupiers bombarded a village in Zaporizhzhia oblast with prohibited phosphorus munitions. Several houses and a school burned down.

Melitopol Mayor Ivan Fedorov reported that only 0.5% of the residents of the occupied part of Zaporizhzhia oblast took part in the occupiers’ pseudo-referendum.

Volunteers installed a body armor made of car springs weighing 2.5 tons in the center of Zaporizhzhia. The bulletproof vest was made to show the importance of the Ukrainian volunteers’ work during the war.

Mykolaiv oblast

At night, the enemy fired 5 S-300 missiles at the industrial infrastructure objects in Mykolaiv. No casualties.

A Su-35 fighter jet hit Bereznehuvate with an Kh-31 missile. The enemy projectile was destroyed in the air by air defense forces.

As a result of yesterday’s shelling of Mykolaiv, the russian occupiers damaged 56 infrastructure objects: 12 apartment buildings, 12 shops, 7 catering facilities, some office premises, administrative buildings, a pharmacy, a medical center, a bank branch, and a theater.

The police documented damage to three private residential buildings and hotel premises in Ochakiv. A 59-year-old local resident was injured as a result of shelling in Vesniane. The premises of the administration building and a bus stop were damaged.

On September 27, the enemy shelled the village of Parutyne, the Kutsurub community, with cluster shells. There are no casualties.

Villages of the Bereznehuvate community located on the front line remain under constant fire.

Since the beginning of the full-scale invasion, the russian troops destroyed more than 700 meters of water and sewage networks in Mykolaiv. As of September 28, Mykolaivvodokanal suffered losses in the amount of over 26 million hryvnias due to enemy shelling. The most extensive destruction is a damaged water pipe from the Dnipro River, which runs through the temporarily occupied territory of Kherson oblast. The cost of its restoration reaches 8.5 million hryvnias.

The Cabinet of Ministers of Ukraine renamed the Yuzhno-Ukrainian nuclear power plant in Mykolaiv oblast to Pivdenno-Ukrainian.

Employees of one of the largest Mykolaiv enterprises Zorya – Mashproekt received more than 5K food kits as humanitarian aid. Currently, due to the armed russian aggression people, who have lost the opportunity to work due to the operation suspension, need support.

Odesa oblast

The enemy launched a missile attack on Odesa oblast. Two Su-35 fighters fired 2 Kh-59 air-to-surface missiles from the Black Sea direction. Air defense forces destroyed both missiles in the air.

Ukrainian air defense shot down 22 kamikaze drones out of 32 that the russians launched in the south of the country. This was reported by the press center of the South Ukraine Defense Forces.

6 enemy ships continue to maneuver in the Black Sea along the southern coast of Crimea. 3 surface-to-air missile carriers equipped with 24 Kalibr missiles are on combat duty.

On September 28, four ships left Chornomorsk and Pivdenny ports. They have 115 K tons of agricultural products on board for the countries of Africa, Asia and Europe. MAGNUM FORTUNE, which carries 51 K tonnes of wheat for Bangladesh, and ALMERAY with 32.4 K tonnes of corn for Libya are among the vessels that departed from Odesa oblast.

Kherson oblast

The operational situation in the South Buh direction is complex and tense, but it is controlled by the Defense Forces.

Our units continue positional battles to improve and consolidate the position, as well as keep fire control of enemy facilities in the temporarily occupied territory.

Volyn oblast

The curfew time has been changed in Volyn. The curfew will last from 00:00. until 5:00 a.m.
