Ukraine briefly

Here is operational information from the General Staff of the Armed Forces of Ukraine as of 6pm:

The enemy focuses on trying to completely occupy Donetsk Oblast and hold the occupied territories, as well as disrupt the advance of the Defense Forces in certain areas. The invaders shell the positions of our troops along the contact line, and do not stop conducting air reconnaissance.

The enemy continues to strike civilian infrastructure and residential buildings, terrorizing civilians. There is a constant threat of air and missile strikes for the entire territory of Ukraine.

During the day, the enemy inflicted 4 missile and 17 air strikes, carried out more than 24 MLRS attacks on military and civilian targets on the territory of Ukraine, violating the norms of International Humanitarian Law, laws and customs of warfare.

The infrastructure of more than 30 settlements has suffered, including Bakhmut, Bezimenne, Bilohirka,  Kostiantynivka, Kryvyi Rih, Marinka, Myrolubivka, Mykolaiv, Neskuchne, Ochakiv,  Poltavka, Pervomaisk, Pryshyb, Spirne, Sukhyi Stavok, Vysokopollia, Vesele, Yehorivka, and Zaporizhzhia.

Towards Volyn and Polissia, the situation has not changed significantly.

In other directions, the enemy continues shelling from tanks, mortars and artillery:

towards Siversk, Shalyhyne, Volfyne, Yizdetske and Myropilske, Sumy Oblast;

towards Sloboda region, Artilne,  Dvorechna, Hatyshche, Husynka, Hlyboke, Kamianka, Kupiansk, Mikhuvatka, Morokhovets, Osynove, Sotnytskyi Kozachok, Strelecha, Vesele, and Vovchansk;

towards Kramatorsk, Bohorodychne, Donetske, Ozerne, Platonivka, Pryshib, Raihorodok, Sloviansk, Shchurove, Sviatohirsk, Sydorove, Tetianivka, Yatskivka, Yarova and Zakitne;

towards Bakhmut, Bakhmutske, Bakhmut, Bilohorivka, Maiorsk, Mykolaivka, Odradivka, Rozdolivka, Rozivka, Seversk, Spirne, Soledar, Vesele, Vesela Dolyna, Yakovlivka, Zaitseve, Zvanivka;

Towards the South Buh, more than 37 settlements were affected by fire.

The enemy is trying to keep the situation in the temporarily occupied territories under its control. In Kherson, the administrative and police regime is being strengthened, homes are being checked and local residents are under great psychological pressure.

Preparation for the so-called ‘referendum’ in the temporarily occupied territories of Ukraine has intensified. Thus, in the settlements of Kherson Oblast, representatives of the russian occupation authorities, under the pretext of high-quality distribution of humanitarian aid, are trying to obtain their personal data from local residents. So-called ‘election commissions’ are being formed.

In the city of Starobilsk, Luhansk Oblast, the occupation authorities banned the local population from leaving the city from September 23 to September 27. According to available information, the occupiers are creating armed groups to bypass their homes and force people to participate in the so-called ‘referendum’. They are preparing to film stories by the propaganda media about a kind of ‘active participation of local residents in the vote’.

In the temporarily occupied territory of Zaporozhzhia Oblast, local residents are promised a monetary reward and household appliances for providing passport data and obtaining citizenship of the russian federation.

During the current day, units of the Defense Forces repulsed enemy attacks in the areas of Kupiansk, Novomykhailivka and Zaitseve.

Aviation of the Defense Forces hit ten buildups of enemy manpower and military equipment and two positions of anti-aircraft missile systems.

In addition, our air defense units destroyed two UAVs of the occupiers.

Rocket troops and artillery inflicted fire damage at four control points, two buildups of personnel and military equipment, three air defense positions, artillery positions, as well as three ammunition depots.


Ukraine returned its Heroes home as part of the exchange of prisoners of war  with russian occupiers. This was announced by President Volodymyr Zelenskyy and Head of the Presidential Office Andrii Yermak on the air of the telethon. 215 Ukrainian defenders, including 10 foreigners were exchanged. Also among those released from russian captivity, 124 are officers and 108 Azov fighters. Viktor Medvedchuk and 55 russian occupiers were returned to russia. 5 Ukrainian commanders are in Turkey under personal guarantees of Erdogan’s protection and security.

The press service of the Security Service of Ukraine reports that in the temporarily occupied Donetsk Oblast, russian curators ordered local militants to expand the ‘electoral base’. They want to involve Ukrainian minors, including orphanages, to participate in the pseudo-referendum. Thus, the militants are trying to artificially compensate for the catastrophic lack of votes. They also want to attract families with a residence permit in Donetsk Oblast, who temporarily left for the russian federation. Ukrainian security officials identified all the organizers, established their whereabouts and documented the crimes.


Eastern regions

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russian troops hit eight settlements in Kharkiv oblast: Hatyshche, Hlyboke, Kamianka, Kupiansk, Morokhovets, Osykove, Strilecha and Vovchansk. Defence Forces units repelled an attack by russian invaders near Kupiansk. Towards Kharkiv, Dvorichna, Husynka, Sotnytskyi Kozachok and Vesele were under fire  direction.

The Kraken  special unit of Kharkiv revealed information about casualties during a counterattack in Kharkiv oblast. Nine servicemen were killed during the liberation of Balakliia and Kupiansk. The list and photos of the fallen were published on the unit’s telegram channel.

The enemy continued to terrorize civilians in Kharkiv and Kharkiv oblast. Last night, the invaders shelled Kyiv district with MRLs. 7 garages on the territory of a garage cooperative were destroyed. There was a fire. No one was injured.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that Chuhuiv, Izium, Kharkiv and Kupiansk districts suffered from enemy shelling. Residential buildings and outbuildings were damaged. In Chuhuiv district, a missile strike hit the upper sluice of the Pechenihy dam. The situation at the site is under control and there is no threat of a dam collapse.

According to the Center for Emergency Medical Care, 5 people, including a 13-year-old boy, were injured in the Kupiansk district. His condition is reported to be serious. In the Kharkiv district, 1 person was injured.

Near Hrakove village, Chuhuiv district, 2 employees of Kharkivoblenerho and 1 employee of the State Emergency Service of Ukraine blew up on a mine during repair work. One of them was killed and two hospitalized with injuries.

Referring to the Prosecutor’s Office, two russian FAB-500 bombs, which the invaders dropped on parachutes in residential sectors of the city, were detected on the streets of Kupiansk.

According to the Kharkiv Regional Military Administration, two 7-year-old children and a 72-year-old woman were injured due to the russian shelling in Kupiansk.

Based on the information provided by Head of Kharkiv Regional Prosecutor’s Office, Yevhenii Sokolov, by the morning of September 22, the bodies of 387 people, including 5 children, were exhumed at the cemetery in Izium.

Donetsk oblast

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the russians killed 5 civilians: 1 in Avdiivka, 1 in Bakhmut, 1 in Karlivka and 2 in Kurakhove. Another 12 were injured.

In the Marinka community, Kostiantynivka, Krasnohorivka, Maksymilianivka and Marinka were shelled. In the Ocheretyne community, Keramika and Novokalynove were under fire. No casualties.

All night, there were isolated hits in Avdiivka, and by morning there was massive shelling of downtown and tank shelling of the old part – the aftermath is being specified.

Two houses were damaged in Dyliivka, the Konstiantynivka community, with no casualties.

In the Bakhmut community, strikes hit the private sector of Bakhmut and Khromove – 2 people injured, 6 houses damaged.

In the Svitlodarsk community, it was loud in the Maiorsk station and Odradivka – there were no casualties.

In Kurakhove, during debris removal of a collapsed apartment building, rescuers removed the body of a man reported missing. In the Kurakhove community, 16 residents were already killed, 39 residents injured, and one person is missing.

The occupied Donetsk was under fire. At least six people were killed. The occupation authorities in Donetsk blamed Ukrainian troops for the shelling.

Referring to the Security Service of Ukraine, the Donetsk People’s Republic is planning to involve children from 13 to 17 years old in the referendum. Minors should be accompanied to “polling stations” by their parents, guardians or representatives of the so-called “orphanages” in the temporarily occupied territory of the region. Mariupol Mayor’s Advisor, Petro Andriushchenko, reported that the leader of the so-called “DPR”, Pushylin, ordered to urgently organize a “referendum” in Manhush, Mariupol and Nikolske districts from September 23 to 27.

Luhansk oblast

According to the General Staff of the Armed Forces of Ukraine, in Starobilsk, the invaders prohibited the population from leaving the city due to the referendum.

Units of our troops repelled enemy attacks in Novomykhailivka, Odradivka and Zaitseve.

The Defence Forces’ aviation struck 41 enemy positions. 21 areas of concentration of the enemy’s manpower and military equipment, 4 strongholds and 15 positions of anti-aircraft missile systems were hit.

Rocket and artillery troops hit 24 enemy objects. In particular 4 command posts of different levels, 4 buildups of personnel, weapons and military equipment, 7 ammunition and fuel and lubricants depots. Warehouses, 4 anti-aircraft warfares and artillery were also hit.

The enemy shelled settlements with tanks, mortars and artillery of various calibres:

  • in Bakhmut direction – Bakhmut, Bakhmutske, Bilohorivka, Klishchivka, Krasnopolivka, Maiorsk, Mykolaivka, Niu-York, Opytne, Rozdolivka, Soledar, Yakovlivka, Yurivka and Zvanivka;
  • in Kramatorsk direction – Bohorodychne, Dibrova, Donetske, Korovii Yar, Oleksandrivka, Ozerne, Pryshyb, Raihorodok, Sloviansk, Studenok, Tetianivka, Yarova and Zakitne.

According to the Luhansk Regional Military Administration, on the eve of the cold season, the invaders evicted the residents of Honcharivka and Kuzmenivka from their homes and took them deep into the occupied Luhansk oblast. Their current whereabouts are unknown. Before the russian invasion, a total of just over two thousand people lived in these settlements.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that the russians are pulling up reserves from the direction of Svatove and Troitske.

He added that despite the liberation, the destroyed Bilohorivka is still under constant enemy shelling.

Northern regions

Kyiv oblast

40 settlements from six communities of Kyiv oblast have been digitalized as part of a pilot project. These include Irpin, Bucha, Hostomel, Borodianka, Dmytrivka, and Makariv communities. According to the interim report from the partners, the preliminary estimate of damage to these communities is almost USD 2 billion. In total, Ukraine needs USD 349 billion for reconstruction and recovery.

It is worth noting that the Ministry of Communities and Territories Development of Ukraine and the United Nations Development Program signed a Memorandum to ensure the quality and rapid reconstruction of Kyiv oblast. International partners will assess the damage to buildings and map Kyiv oblast, as well as support the development of a comprehensive geographic information system for monitoring regional recovery and development.

The Ambassador of Ukraine to Spain Serhii Pohoreltsev and the Mayor of Guernica Jose Maria Gorrónio signed a memorandum of friendship and twinning between the cities of Irpin and Guernica. This was reported by the Embassy of Ukraine in Spain. It is noted that in addition to the development of cultural ties, the signing of the memorandum opens opportunities for participation of companies in the Biscay region in projects to restore the destroyed infrastructure of Irpin.

Vitalii Klytschko addressed the Federal Minister of Economic Cooperation and Development of Germany to provide Kyiv with generators and mobile heating stations. He noted that the capital will purchase mobile boiler houses as a backup source of heat supply in case of emergency situations during the heating season. They will provide heating to hospitals, kindergartens, schools and will work in the heating centers that will be installed by the city.

Rescuers from Kyiv arrived to the de-occupied territories of Kharkiv oblast as part of a consolidated detachment of the State Emergency Service. 41 rescuers and 12 units of equipment will participate in restoration of local infrastructure. The detachment also includes 9 pieces of equipment and 11 people from the Kyiv City State Administration.

With UNICEF support, repair works continue in the shelter of the Irpin Lyceum of Innovative Technologies. After their completion, children will be able to attend the educational institution. Since the beginning of the school year, the classes have been conducted online.

The Culture Center named after Taras Shevchenko is being restored in Borodianka. According to the Kyiv Regional Military Administration, the windows are being replaced at the expense of the state budget subvention. The works are planned to be completed in a few weeks.

On September 23, the charity auction Heroes without Weapons will be held in the capital. All funds raised will be transferred to the fire rescue teams of Kramatorsk and Kharkiv. More than 100 lots were collected to be sold at the auction – works of Ukrainian artists, historical items of the Cossack era, and sports equipment signed by legendary athletes.

A Japanese blogger came to Kyiv to support Ukrainians. Since 2011, Koichi Kuwabara has been conducting the Free Hugs campaign around the world. Recently he posted a live broadcast from Maidan Nezalezhnosti.

Zhytomyr oblast

According to Head of the Regional Military Administration, Vitalii Bunechko, among the released Ukrainian POWs is Dmytro Kozatskyi, Azovstal defender with the call sign Orest, originally from Malyn of Zhytomyr oblast. Dmytro is the author of photos depicting wounded soldiers in the field hospital of Azovstal which became a symbol of the struggle for freedom of Ukrainians around the world.

The head of Zhytomyrteplokomunenergo said that Zhytomyr will start the heating season on time – heating systems of the city are 95% ready. All planned works are to be completed by October 1.

Zhytomyr patrol police detained a woman who was harassing passers-by and behaving aggressively toward them. The detainee turned out to be a citizen of russia. Also, it turned out that the woman was staying in Ukraine illegally and must be deported. The police officers handed her over to the Security Service of Ukraine.

The educational project Significant Figures of Zhytomyr Oblast dedicated to the 85th anniversary of the oblast foundation was launched in Zhytomyr. It includes webinars, which are arranged in chronological order – from the Cossack era to the present day. The project is implemented by the Department of National and Patriotic Education, Youth and Sports of the Zhytomyr Regional Military Administration.

Sumy oblast

Over the past day, the russian military shelled the communities of Bilopillia, Seredina-Buda, and Shalygine. As reported in the Sumy RMA, as a result of the shelling, residential buildings, premises of the Mental Health Service in Atynske, a substation and the power grid were damaged. There were about 170 hits from mortars, barrel artillery, grenade launchers, MLRS, as well as 5 machine gun bursts.

As a result of mortar shelling in the village of Volfine, four houses were destroyed yesterday, and grain warehouses on a local farm are on fire today. The village is located near the russian border and is under constant shelling. 21 people are still living there.

26 mortar hits were recorded on one of the border villages of the Velika Pysarivka community. There is some destruction; information about the victims is being clarified.

The regional military administration reports that three of the servicemen released from russian captivity who returned home are from Sumy oblast. These are Kostyantyn Marchenko, Oleksandr Moskalenko and Bohdan Semenets (Zarytskyi).

Head of the Sumy RMA, Dmytro Zhivytskyi said that the main areas of cooperation were discussed at a meeting with Coordinator of the UN system in Ukraine, Denis Brown, and representatives of the UN Office for the Coordination of Humanitarian Affairs. Projects related to preparing for the coming winter and the heating season, restoring housing destroyed by the enemy, helping local entrepreneurs and supporting internally displaced persons were discussed.

The Sumy Regional Employment Center reports that more than 300 participants submitted their own business projects as part of the YeRobota micro-grant program in the oblast. 42 winners have been determined, which should create 96 jobs. The total amount of grants is 9 million 700 thousand hryvnias. The programs Your Own Business that aims to create and develop a business and New Level that specializes in processing enterprises are in demand in the oblast.

Stoves for heating the Ukrainian military are manufactured at the Sumy Chemical and Technological Center of Vocational and Technical Education. According to the volunteers, during the last month, a dozen such stoves were made for heating the military. Models differ as each one considers the military’s requests. Volunteers also make trench candles and metal stands on which food can be heated for the defenders.

Sumy schools received first aid kits from the local organization of the Red Cross Society of Ukraine. 24 first-aid kits were handed over as part of the program, according to which local organizations are planned to be revived.

Chernihiv oblast

Over the past day, Horodnia and Snovsk territorial communities of Chernihiv oblast came under enemy fire. This was reported to the SBGS. There were over 10 mortar hits.

The priorities of the UN Office for the Coordination of Humanitarian Affairs in the region include preparation for the heating period, food support for liberated and border communities, reconstruction of socially important infrastructure facilities, psychological rehabilitation of the population, cooperation with local volunteer organizations and enterprises. This was announced by Head of the Chernihiv RMA after a meeting with the coordinator of the UN system in Ukraine, Denise Brown. He noted that more than 100 partner organizations cooperating with the UN operate in Chernihiv oblast.

A new award was introduced in Chernihiv – For the Defense of Chernihiv. The relevant decision was made at a meeting of the city council.

Two combat commanders were awarded with the title Honorary Citizen of Chernihiv Oblast for their contribution to organizing the region’s defense. Such a decision was made at a meeting of the regional council.

In the Horodnia community, hand pumps are installed to provide water to people in case of problems with the power supply for individual pumping stations installed by the owners in the yards that are powered by it. The English foundation SAVE THE CHILDREN provided its assistance.

Five hundred children from Chernihiv oblast visited Bulgaria and recovered after the military invasion of russian troops in Chernihiv oblast. The organizers of the trip were the Foundations of the Country charitable foundation and Head of the Bulgarian GERB party, former Prime Minister Boyko Borisov.

Central regions

Dnipropetrovsk oblast

russian occupation troops do not stop terrorizing the communities of Dnipropetrovsk region.The Nikopol district was shelled again. Late in the evening, the russians hit Nikopol  with Grad MRLS. About 20 rockets were fired. Unfortunately, one man born in 1987 died as a result of the attack. Fires caused by shelling damaged farm buildings and garages. More than two dozen residential buildings, administrative buildings, hospitals, museums, cafes, kiosks were also affected in the city. Cars were mutilated, gas pipelines and power lines were also damaged.

In Kryvyi Rih, a building caught on fire due to an enemy kamikaze drone. The fire has been extinguished, there are no casualties. This was announced by Head of the regional council Mykola Lukashuk.

Head of the Dnipropetrovsk Regional State Administration, Valentyn Reznichenko reports that russian troops also launched a missile attack on one of the agricultural enterprises of Dnipropetrovsk region. As a result of the shelling, a grain warehouse was destroyed.

 Vinnytsia oblast

The defender of Azovstal from Vinnytsia, the junior sergeant of the 36th separate brigade of marines, Andrii Rybachok, was released from russian captivity. This was reported by his mother, Kateryna Rybachok. Vinnytsia residents Viktor Tsebryk and Yevhen Dzys of Azov regiment were also released. Viktor is in the hospital today. This was reported by the defender’s mother, Iryna. She got to know about her son’s release from russian captivity from the Security Service of Ukraine. Also, military paramedic from Vinnytsia Nazarii Hryntsevich was released from captivity, according to his mother Marianna Kolos. A 19-year-old defender was captured after being evacuated from the Azovstal metallurgical plant in Mariupol. Injured, he was kept in a colony of the so-called “DPR” for more than 4 months.

The project 24 stories after February 24  was presented in the Vinnytsia hub City of Contents. These are the stories of forcibly displaced women who lived in the occupation. To escape from the missiles, they hid in basements, and left their hometowns under fire. The project was initiated by Olesia Shutkevych, a journalist from Vinnytsia, together with the  information and educational center of the Vis organization.

Kirovohrad oblast

Oleksandr Muzynskyi, a soldier of Azov regiment from Dolyna, Kirovohrad Oblast, was released due to the exchange of prisoners from russia. Oleksandr Romashchenko, a member of the Svoboda association said that he has been fighting on the front of the russian-Ukrainian war since 2014.

 Poltava oblast

8 of the 215 defenders that Ukraine returned from russian captivity are from Poltava Oblast. These are Serhii Volynskyi, Oleksii Strebkov, Serhii Pavliuk, Serhii Stratichuk, Serhii Kravchenko, Bohdan Trubichyn, Serhii Kornet, and Yevhenii Bova. Eight families from Poltava Oblast will once again embrace their closest relatives. Dmytro Lunin, Head of the Poltava Regional State Administration, announced this.

Dmytro Lunin, Head of the Poltava Regional State Administration, announced that Poltava Oblast sent another batch of humanitarian aid to the de-occupied territories of Kharkiv Oblast. Three trucks carried 50 tons of products: 20 tons of water, 20 tons of pasta, 10 tons of sugar and mattresses. These will be delivered to places where help is most needed. A week ago, Poltava sent 50 tons of the most necessary groceries and hygiene products.

Cherkasy oblast

As part of the exchange, Ukraine returned the Hero of Azovstal, Oleksandr Chepurka, from Uman. Oleksandr was captured by the russians together with his wife Yulia Maslovska (Chepurko). However, only Oleksandr’s release was announced.

 Southern regions

Zaporizhzhia oblast

After 7 a.m., the enemy shelled Zaporizhzhia.  9 rockets were fired, one of which hit a hotel in the central park.  The building was destroyed and people were trapped under the rubble. The information is confirmed by the city administration. At the moment, it is known that one person died and five were injured. The exact number of victims is being established. Rescue teams are working on the spot.

Adviser to the Minister of Internal Affairs of Ukraine, Anton Herashchenko says that rescuers from the State Emergency Service managed to rescue a German shepherd that was under the rubble of the hotel. The fighters pulled the dog out from under the debris and moved it to a safe place. The animal was injured.  First aid was given to the dog.

As a result of the shelling, the operation of the electrical substation was disrupted.  This was reported in the Presidential Administration. Communities in the south of the Zaporizhzhia district were left without electricity. Another hit damaged a local TV tower.

According to Head of the Zaporizhzhia MRA Oleksandr Starukh, residential buildings were also damaged. In total, russian troops destroyed at least 53 civilian objects in 23 settlements in Zaporizhzhia region.

The State Emergency Service of Zaporizhzhia region informs that rescuers retrieved the body of a woman from under the rubble of a residential building in one of the villages of the Polohiv district.  Yesterday, the community was shelled by the occupiers, and houses were damaged.

In Melitopol, there was an explosion at the local market.  Ivan Fedorov, Head of the Melitopol city council reports that the occupiers staged a terrorist attack in a crowded place in order to accuse the Ukrainian authorities of terror on the eve of the pseudo-referendum. Fear, terror, and elimination of the those against are three components that russia demonstrates all the time in the occupied territories. Later it became known that 6 occupiers were killed as a result of the terrorist attack.

The IAEA has started consultations with Ukraine and the russian federation on the creation of a safety zone around the Zaporizhzhia NPP.  This was announced on Twitter by Director General of the International Atomic Energy Agency, Rafael Grossi. According to him, ‘constructive and active’ consultations with the Minister of Foreign Affairs of Ukraine, Dmytro Kuleba, regarding a nuclear safety and protection zone at the NPP have been initiated.

A citizen of Ukraine and two residents of the russian federation, who were exporting grain from the Zaporizhia region to the aggressor state, were informed of the suspicion.  The information appeared in the Telegram channel of the Prosecutor General’s Office.  In the temporarily occupied territory, three criminals, one of whom is a local collaborator, under the guise of entrepreneurial activity seized elevators and confiscated grain, as well as bought it from the population at reduced prices.  In this way, more than 42K tonnes of grain were appropriated, transported to the Crimea and sold on the territory of the russian federation.  A pre-trial investigation is underway.

The occupiers call on the Armed Forces of Ukraine to withdraw from Zaporizhzhia oblast before helding the so-called referendum. This statement was made by a representative of the illegal administration in the occupied territory of the oblast and was quoted by the russian publication RIA Novosti. The soldiers are threatened that after the referendum their presence will be perceived as aggression against the russian federation.

Departure from Zaporizhzhia to the occupied territory is currently impossible, as the Luhansk regional administration informed on Facebook.  This decision is explained by the danger to citizens: there is a high risk of artillery fire from the russian military.  Due to this, the passage through the humanitarian corridor was temporarily suspended.

The MRA reports that over the past day, 793 residents were evacuated from the temporarily occupied territory of Zaporizhzhia oblast, 177 of them children.

In Zaporizhzhia, the marathon Cinema for the Sake of Victory! is underway.  The cultural event is held in 15 regions of the country.  It is aimed at supporting the Ukrainian military, who heroically defend the state, and the displaced persons who had to flee from the war.  As part of the marathon, the film “Storozhova Zastava” was filmed at the Center for Assistance to Residents of the Vasyliv District.

Mykolaiv oblast

The Mykolayiv MRA reports that at night, around 00:15, the russian military once again launched a massive shelling of Mykolaiv.  They used S-300 missiles.  High-rise buildings, windows of buildings, gas pipelines, water pipes, cinema and theater courtyards, administrative buildings were damaged.  As a result of the missile strike, the warehouse caught fire.  There were not any victims reported.  Communal services eliminate the consequences of hostile actions: they dismantle the rubble and clear roads, sidewalks, and take garbage to the landfill.

Mykolaiv and Bashtanka districts were also affected.  Voskresenska, Inhulska and Shirokivska communities came under the fire of the occupiers.

Around 8 a.m., the Armed Forces shot down an enemy drone over Mykolaiv Oblast.  Information about this came from the ‘South’ Air Command.  Military personnel of the anti-aircraft missile unit neutralized the russian unmanned aerial vehicle of operational-tactical level “Kartograph”, which was sent for espionage.

The towboat caught fire from the strikes on the city of Ochakiv by attacking drones.  This was reported this morning by the Main Department of the State Service for Emergency Situations in Mykolaiv Oblast.  The enemy used an Iranian kamikaze drone of the Shahid-136 type. The fire covered an area of ​​50 square meters and was extinguished by two fire departments.  A total of three UAVs were launched, two were shot down by the Armed Forces of Ukraine.

According to the Mykolaiv Regional Prosecutor’s Office, a spy who informed the russians about locations of the Ukrainian military was exposed in Mykolaiv oblast.  A resident of Mykolaiv transmitted information about the movement of the Armed Forces and equipment through a specially created Telegram channel. The article provides imprisonment from 8 to 10 years for such actions.

At least 10 religious buildings have been destroyed in Mykolayiv oblast since the beginning of the russian invasion.  Data on this are displayed on the interactive map of the State Service of Ukraine for Ethnopolitics and Freedom of Conscience. Since February 24, about 270 religious objects of Ukraine have been destroyed.

In the regional center, work is underway to install shelter stops. This was announced by Head of the local MRA Vitaliy Kim. First of all, such stops will appear in areas where rocket and salvo projectiles still reach. The head of the MRA noted that such shelters, although they do not guarantee protection from all threats, at least save from debris and shelling from MLRSs.

Voluntary evacuation of citizens continues in Mykolaiv. Over the past two days, the local utility company has transported 114 local residents to Odesa and Palanka.  32 people were evacuated to Germany.

Odesa oblast

The enemy ship group keeps 14 ships and boats in the Black Sea along the southeastern coast of Crimea. There are 3 Kalibr surface cruise missile carriers equipped with 24 missiles and 3 large landing ships on combat duty among them.

During the exchange on September 22, Odesa referee and neurosurgeon Dmytro Kubriak was released from russian captivity. This was announced by the president of the Ukrainian Football Association, Andriy Pavelko. Dmytro, together with a group of doctors, went to Mariupol, where he was captured. He was kept in the colony in Olenivka.

10-year-old Kateryna Kutynets donated 31K hryvnias to the Serhii Prytula charity fund. The girl offered people to play the Reverse Quiz with her and test her knowledge in geography. She received money for each correct answer. She personally handed over the collected funds to Serhii Prytula.

Kherson oblast

The situation in the South Buh direction is complex, but stably controlled. The units of the Defense Forces continue to destroy the enemy’s essential logistical routes.

The enemy tries to carry out maneuvers, tightening the defense and strengthening the artillery cover. During the night, the enemy bombarded our positions with barrel artillery and rocket MLRSs, launched 3 air strikes by helicopters.

Ukrainian aviation launched 21 air strikes against the enemy. Marines destroyed an enemy Mi-24 helicopter near Kostromka. 2 Orlan-10 spies were detected and destroyed when the enemy tried to conduct aerial reconnaissance.

Ukrainian defenders struck two command posts directly in Kherson, two command posts in Novovoskresensk and Dudchany, ammunition depots in Piatykhatki and Kherson, three buildups of weapons, equipment and manpower in Dudchany and Nova Kakhovka, as well as the Zoopark radar station in Krutyi Yar.

The Ukrainian Armed Forces stopped the occupiers’ attempt to cross the Kakhovska dam from Kherson.

Confirmed losses of the enemy are 41 occupants, 4 tanks, 12 units of other armored vehicles and the Buk-M2/3 anti-aircraft missile system.

Oleksandr Voronenko from Kherson, who defended Mariupol and was captured wounded, was released from russian captivity. According to Oleksandr, among those released, there are also people from Kherson.

The occupiers intensified preparation for the so-called “referendum” in the temporarily occupied territories of Ukraine. Thus, in the settlements of Kherson oblast, russian occupiers are trying to obtain personal data from local residents under the pretext of quality humanitarian aid distribution. The formation of the so-called ‘election commissions’ continues.

Western regions

Volyn oblast

Volodymyr Luchka, defender of Azovstal from Kivertsiv Oblast, was released from captivity.

The RMA reported that from October 17, 2022, during the curfew, a new type of passes will be valid in Volyn oblast. Old passes will need to be handed in within a month.

In the Volyn village of Liubeshiv, on the border with belarus, training on evacuation of people was held in the event of a threat of occupation troops invading the territory of the community.

For the soldiers of the 14th separate mechanized brigade named after Prince Roman the Great from Volyn, 8 powerful walkie-talkies, cell phones and antiseptics were handed over.

Employees of the Liubomla Central District Hospital donated over UAH 150K from their salaries for the Armed Forces. 6 generators were purchased with part of the donated funds, and the seventh one was given free of charge in the store. The generators have already been sent to a military of the 14th separate mechanized brigade to the front line.

A second charity canteen will be opened in Novovolynsk. Residents of the community who find themselves in a difficult situation and internally displaced persons will be able to receive hot meals. During the winter there will be a heating point in the room.

Zakarpattia oblast

The Consulate General of Hungary in Uzhhorod opened an exhibition of the works by Zakarpattia artist, director of the gallery Uzhhorod Mykola Shete.

In Uzhhorod, a charity concert We Want to Live without War! Let there be Peace on the Whole Earth! was held. The concert was initiated by the Georgian diaspora of Zakarpattia.

Ivano-Frankivsk oblast

In the RMA, a meeting with representatives of the International Organization for Migration (IOM) was held. They discussed support for internally displaced people.

Employees of the Vyhody settlement council bought a car for the military of the 10th separate mountain assault brigade. UAH 160K necessary for the purchase of a car was collected at the expense of the monthly contributions of the council staff.

Lviv oblast

In the RMA, a meeting with representatives of the Lviv Regional Department of Forestry and Hunting, the Forestry Enterprise Galsillis and three military forestry farms of the oblast was held. They discussed the problem pf firewood and lumber for construction of dugouts both on the territory of Lviv oblast and on the front line.

Head of the Verkhovna Rada of Ukraine Ruslan Stefanchuk and Deputy Head of the Office of the President of Ukraine Kyrylo Tymoshenko are in Lviv oblast.

UAH 11.5 million was allocated in the oblast for the construction of infrastructure facilities for IDPs this week. Over UAH 101 million have been transferred from the planned UAH 226 million to implement 44 projects in 29 institutions.

Saint Nicholas Hospital in Lviv received a modern biochemical analyzer with peripheral equipment and a set of consumables. The hospital received all this thanks to the CF Wings of Hope.

A 17-year-old girl from Dnipropetrovsk oblast, who was injured as a result of russian shelling, was evacuated from Lviv to Austria. 17-year-old Nastia Pryhonets was injured as a result of shelling at the Chaplyne station in Dnipropetrovsk oblast. She suffered 25% burns, a brain injury and complex mine-explosive injuries.

Rivne oblast

Head of the Rivne RMA Vitalii Koval announced that of the 215 released from captivity, four are from Rivne oblast. They were captured from Azovstal. They are medical service captain Mamonova Mariana, 9 months pregnant (a native of the Duben district), captain Dmytro Kozinsky (a resident of Rivne), senior soldier Dmytro Kozatsky (a student of the Ostroz Academy) and lieutenant colonel Vitali Danylevich (a native of the Duben district).

The Teneta volunteer center works in the Duben region. Camouflage suits (kikimoras), nets and military equipment are woven here. During 100 days of work, volunteers disguised over a hundred units of military equipment.

Ternopil oblast

Two people from Ternopil were released from captivity. It is about paramedic Kateryna Polishchuk (call sign Ptashka), marine Mykhailo Dianov and major Arsen Dmytryk. When the war began, they courageously defended the country and motivated the whole world to believe in victory.

In the Ternopil RMA, a second meeting with representatives of the UN Office for the Coordination of Humanitarian Affairs in Ukraine was held. They discussed strengthening coordination of humanitarian response in Ternopil oblast.

Defenders from Chortkov will receive a 1K turnstiles. The turnstiles will be sent by the public organization Htx4ukraine from the USA. Ukrainians living and working in the USA created the NGO to help the Armed Forces in the fight against the occupiers of the russian federation.

Medicines and 24 backpacks for paramedics were handed over for the needs of Ternopil Municipal Hospital # 2. Backpacks contain all the necessary tools and drugs for emergency medical care. Assistance was provided by the German city of Flensburg and the Polish foundation Fundacja Darem Dalej. Four backpacks have already been sent to the front line.

Ternopil entrepreneurs will be able to get free information and consultations about working under martial law. This was due to a new educational program project created by Diya.Business with UKRSIBBANK and Mastercard.

Chernivtsi oblast

International support

Germany sent 6 Gepard anti-aircraft guns and 6K ammunition for them. The transfer of 3K units of 155-mm shells is also claimed.

The Prime Minister Denys Shmyhal announced that Britain is ready to provide Ukraine with $500 million for the purchase of gas, and promote development of Ukrainian gas production.

General Director of IAEA, Rafael Grossi stated that the IAEA began negotiations with Ukraine and russia regarding parameters of a safety zone around the Zaporizhzhia NPP.

The Ministry of Foreign Affairs of Ukraine announced that Ukraine, Poland and Britain discussed countering russian aggression in the format of a tripartite alliance.

Minister of Defense of Italy Lorenzo Guerini came to Ukraine. He visited Irpin to see consequences of the military aggression of the russian federation with his own eyes.

Ministers of foreign affairs of the EU member states will hold an emergency meeting to discuss military support for Ukraine and putin’s threats to use nuclear weapons. “We will not allow ourselves to be intimidated and will continue to fully support Ukraine’s sovereignty,” said EU Chief Diplomat Josep Borrell.

The EU countries agreed to prepare the eighth package of sanctions and increase the supply of weapons to Ukraine. The sanctions will be directed against “the most important sectors of the russian economy and will continue to pursue those responsible for the aggressive war in Ukraine.”

Kazakhstan, Uzbekistan and Kyrgyzstan banned their citizens from fighting in Ukraine. Criminal liability in the Homeland is provided for this – from 5 to 10 years of imprisonment, confiscation of property is also possible.

Joe Biden stated that the US aid to Ukraine will continue as long as there is a need for it, despite russia’s energy blackmail. He also added that development of the situation in Ukraine showed that “russia does not have such competence and capabilities as many thought.”

The Minister of Foreign Affairs of Finland, Pekka Haavisto announced that Finland is preparing a decision to ban the entry of russian tourists.

President of Lithuania Nauseda called on the russians to oppose forced participation in the war with Ukraine. “The partial mobilization announced by russia is an act of desperation. It shows that Ukraine is gaining strength and is getting closer to victory,” he said.

Prime Minister of Slovakian Eduard Geger strongly condemned mobilization and pseudo-referendums announced by putin.

The Prime Minister of Canada Justin Trudeau said that russian president putin’s announcement of partial mobilization in the russian federation and threats to use nuclear weapons indicate that the russian invasion of Ukraine will fail.
