It has been the 206th day of Ukraine’s resistance to the russian military agression.

Here is operational information from the General Staff of the Armed Forces of Ukraine as of 6pm:

The enemy continues to focus on conducting the defensive and holding the occupied territories, trying to completely occupy Donetsk oblast, as well as disrupting the advance of Ukrainian Defense Forces in certain areas. Invaders shell our positions along the contact line, take measures to regroup troops in certain directions, use reserves and conduct aerial reconnaissance.

The russian occupiers are shelling residential buildings and civilian infrastructure in violation of the International Humanitarian Law, laws and customs of warfare.

The enemy inflicted 4 missile and 15 air strikes, carried out more than 20 attacks from multiple launch rocket systems on military and civilian targets on the territory of Ukraine.

The infrastructure of more than 30 settlements was affected, notably of Druzhkivka, Kharkiv, Kostiantynivka, Krasnohorivka, Kryvyi Rih, Marinka, Myrolubivka, Nikopol, New York, Ochakiv, Orikhiv, Poltavka, Siversk, and Zaporizhzhia. There is a constant threat of air and missile strikes throughout Ukraine.

Towards Volyn and Polissia, the situation has not changed significantly.

In other directions, the enemy fired from tanks, mortars and artillery, namely: 

towards Siversk, Bleshnia, Chernihiv Oblast, as well as Khliborob and Kindrativka, Sumy oblast;

towards Kharkiv, in particular from the russian territory – Anyskino, Bakhtyn, Dvorichna, Hoptivka, Horokhovatka, Kamianka, Kharkiv, Kudiivka, Kupiansk, and Senkove;

towards Kramatorsk, Hryhorivka, Kryva Luka, Mykolaivka, Ozerne, Pyskunivka, Raihorodok, Siversk, Serebrianka, Spirne, Sosnove, Sviatohirsk, Shchurove, Staryi Karavan, Verkhnekamianske, Vesele, Yarova, and Yaremivka;

towards Bakhmut, Bakhmutske, Bakhmut, Bilohorivka, Maiorsk, Mykolaivka Druha,  Niu York, Odradivka, Rozdolivka, Soledar, Sukha Balka, Vesela Dolyna, Vyimka, Yakovlivka, Yuriivka and Zaitseve.

towards Avdiivka, Avdiivka, Netailove, Opytne, and Vesele.

Towards Novopavlivka, Zaporizhzhia and the South Buh, the enemy shelled along the contact line. Over 50 settlements were affected by fire, including Bila Krynytsia, Charivne, Novopil, Olhivske, Poltavka, Stepova Dolyna, Tavria, Ternovi Pody, Zaliznychne, and Zelene Pole.

Due to successful actions of the Defense Forces, the occupiers are preparing ways of retreat and disable all crossings over the Dnipro towards Kherson. In the area of the Kakhovka HPP,  they flooded 9 carriages to build a river crossing. At the same time, occupation authorities continue to force local entrepreneurs to pay in russian rubles. The invaders conduct weekly inspections and threaten to “nationalize”, i.e. take away business in case of refusal to cooperate with them.

On September 17, units of the Defense Forces repulsed enemy attacks in the areas of Bakhmut, Mykolaivka Druha, Novomykhailivka, Pervomaiske and Zaitseve.

The death toll of 180 occupiers in Kherson was confirmed. The strike was inflicted on September 10 on the building of the LLC Alkoresurs, which housed enemy personnel and military equipment. Units of the Rosgvardia and the FSB had been clearing the rubble for five days and retrieving the bodies of the dead, trying to hide the losses.

Aviation of the Defense Forces attacked ten buildups of enemy manpower and equipment and three positions of anti-aircraft missile systems. Enemy losses are being clarified. In addition, Ukrainian air defense units shot down one enemy UAV. Rocket troops and artillery inflicted fire damage on the enemy’s control point and ammunition depot.

By the end of October, the Ministry of Internal Affairs will launch the Unified Register of Weapons by making appropriate changes to departmental bylaws if the law on legalization of weapons is not adopted. According to Deputy Minister of Internal Affairs Ihor Bondarenko, this register will provide Ukrainians with the opportunity to find information about themselves, understand the relevance of deadlines for documents, and receive new services. Also, the system will document all weapon-related information: import, production, sale and destruction. This will help to avoid illegal arms trafficking.

Deputy Minister of Internal Affairs Ihor Bondarenko reports that the emergency assistance system under a single number 112 will be operational by the end of the year in a pilot mode in Kyiv and Kyiv oblast. The system aims to provide emergency assistance to the population on the single-window principle through an uninterrupted communication channel to all emergency services throughout Ukraine.

Prime Minister Denys Shmyhal announces that Ukraine received a $1.5 billion grant from the World Bank Trust Fund. These funds will be used to reimburse budget expenditures for pension payments and social assistance programs.

Eastern regions

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, the invaders shelled more than nine settlements in Kharkiv oblast: Anyskyne, Bakhtyn, Dvorichna, Hoptivka, Horokhovatka, Kamianka, Kharkiv, Kudiivka, Kupiansk, Prystin, Senkove, Strilecha, Synok Vilkhuvatka. Russians launched four missile strikes, 24 airstrikes and 72 rocket launcher attacks across Ukraine.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that around 2 am, the invaders struck Industrial district two times. The strikes caused a fire at one of the enterprises and rescuers extinguished the fire. During examination of the blast sites, a 5B55 missile type of S-300 surface-to-air missile was identified. There were no casualties.

The invaders launched missile strikes on Chuhuiv. An 11-year-old girl was injured; she was hospitalized in a medical facility, but died from her injuries. Another woman was injured and her condition is moderate.

According to preliminary information, critical infrastructure, the private sector, a business, and a petrol station were hit. All relevant services are on the scene and information is being updated.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, informed that experts of the National Police in Kharkiv oblast exhumed 59 bodies in Izium. The bodies of 16 civilian men and 26 women will be taken for further examination. 17 are military personnel. As specialists note, most have signs of violent death. Work is underway.

The mass grave in Izium counts more than 450 graves. It is a tragic and horrific consequence of the six-month occupation.

Ukrainian troops found an officer’s headquarters in the de-occupied Mali Prokhody village, where russian invaders stayed. They set it up in the private house of a Ukrainian family. The house was completely destroyed inside and their drawings were left on the walls after the russians’ withdrawal.

Investigators also discovered a possible prison in the de-occupied Kozacha Lopan. According to the Prosecutor’s Office, russian invaders created a pseudo-legal body where civilians were tortured in the basement.

Referring to the Security Service of Ukraine, law enforcers are gathering evidence about torture in de-occupied Kupiansk. Russian FSB agents tortured a resident with electric shocks and left crosses on his body with hot iron. What else is known from the victim’s testimony:

  • everyone, who was questioned by the executioners from the russian FSB, had to go through mockery;
  • the invaders “beat out” the names and addresses of ATO participants, territorial defenders and people who had a pro-Ukrainian position;
  • the civilians were threatened with execution on a minefield and violence against the families remaining under the occupation;
  • at the first interrogation, the victim was beaten for about 40 minutes with electric shocks, shot with an unspecified type of weapon and beaten with bats or iron pipes;
  • conditions were horrific: 8 people were held in a small cell meant for two people.

Such actions of russian invaders fall within the terms of torture and other cruel, inhuman or degrading treatment or punishment. This is clearly stated in the 1984 UN Convention against Torture, to which the russian federation is a member.

The Security Service is currently investigating to identify all residents of the de-occupied territories who have suffered torture by russians.

Donetsk oblast

According to the Donetsk Regional Military Administration, the military will not allow people to enter liberated territories in Donetsk oblast. Restrictions will apply until the situation stabilizes.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the russians killed 2 civilians in Bakhmut and Sviatohirsk. Eleven people were injured.

The night in Donetsk oblast was relatively quiet. There were only isolated attacks at certain points on the front line.

Avdiivka, Marinka and the villages of Komar community – Burlatske and Vilne Pole – were under artillery attack. The scope of destruction is being established. There were no casualties.

In Soledar, the russians damaged a private house without casualties.

The invaders shelled Sloviansk thermal power plant. The equipment inside was damaged. Rescuers are now dealing with the fire. Due to the shelling, the water supply in Mykolaivka city started to be disrupted.

8 people, including a two-year-old child, were injured as a result of today’s shelling in the suburbs of Kostiantynivka.

Russians hit the private sector of Kramatorsk again, using the S-300 complex. As a result of the rocket attacks, 5 people were injured, including a child, and 31 houses damaged.

Luhansk oblast

According to the Luhansk Regional Military Administration, the Defence Forces’ aviation struck the enemy. Nine areas of buildup of the enemy’s manpower and military equipment, three strongholds, a rear command post and two positions of anti-aircraft missile systems were hit.

Russians shelled the following settlements using tanks, mortars and artillery:

  • in Bakhmut direction – Bakhmut, Bakhmutske, Bilohorivka, Maiorsk, Mykolaivka Druha, Niu-York, Odradivka, Rozdolivka, Soledar, Vesela Dolyna, Vesele, Vyimka, Yakovlivka and Zaitseve;
  • in Kramatorsk direction – Bilohorivka, Donetske, Dronivka, Kryva Luka, Mykolaivka, Oleksandrivka, Ozerne, Pryshyb, Pyskunivka, Raihorodok, Rozdilne, Siversk, Sosnove, Spirne, Starodubivka, Staryi Karavan, Sviatohirsk, Tetianivka, Verkhnokamianske, Yaremivka and Yarova.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that in case of de-occupation of Luhansk oblast, it will not be possible to hold the heating season before winter because russian troops have destroyed critical infrastructure.

He also noted that the invaders were gathering equipment and troops in Svatove, the date of the pseudo-referendum remained uncertain. Russians continued to use educational institutions in the temporarily occupied territories to deploy personnel and military equipment.

Northern regions

Kyiv oblast

RMA reported that Kyiv oblast is 90% ready for the heating season. 6600 residential buildings, over 890 schools and kindergartens, over 940 health care facilities were prepared. 1270 boulder houses are ready for the winter. Some boilers were overhauled or replaced as a result of significant damages caused by the russian aggression. 

The fuel reserves, portable boiler houses, pipeline produce, generators and furnaces are planned to be created in the region. Among key tasks is providing alternative energy sources to all social facilities which will allow them to respond to any emergency. 

The rally in memory of late journalists was held near the tomb of Georgiy Gongadze in Illinsky park, Kyiv. 38 journalists were killed by the russo-Ukrainian war. Every journalist was named. Also the names of Crimean Tatar journalists imprisoned due to resistance to occupation authorities were remembered. The director of the Institute of mass information Oksana Romaniuk stated that 15 journalists were abducted, the fate of 4 of them is unknown. She thinks that all war crimes committed by russian soldiers are to be promptly investigated to hold the guilty accountable for them. 

RMA reports that a truck with medicines and medical products was sent to the de-occupied residential areas of Kharkiv oblast. After Kyiv oblast was liberated, other regions significantly helped Kyiv oblast and now it is ready to pay back. 

Kyiv City Council reported that Kyiv will be included in the UNESCO Global Network of Learning Cities by the UNESCO headquarters. Kyiv was recognized as the intellectual European centre allowing its residents to educate during their lifetimes. 

Kyivkinofilm network of cinemas is involved in the national tour Movies for the sake of victory. Starting from September 22 movies produced by Ukrainian filmmakers of different times will be available in seven Kyiv cinemas. The organisers note that this project aims at supporting the Ukrainian military, defending our country, and internally displaced people forced to flee from the horrors of war and looking for shelter in safer regions.

Zhytomyr oblast 

355 Ukrainians, forced to relocate due to the hostilities, were employed in the region thanks to the employment caters. 1509 internally displaced people applied to the employment centre since the war began. Most of them are from Donetsk oblast (357 people), Kyiv and Kyiv oblast (237 and 212 people), Luhansk, Kharkiv and Kherson (from 110 to 131 people). 

The performance group of the 30th garrison of the Officer house in Berdychev performed to one of the military units of the Armed Forces stationed in Zhytomyr oblast. The group held about 10 concerts since the war began. The tour to the hot spot is planned shortly.

Sumy oblast

The enemy continues to shell the border areas of Sumy and Chernihiv oblasts. As reported in the SBGS, the invaders inflicted fire damage using barrel artillery, mortars and large-caliber machine guns. Krasnopillia, Seredina-Buda and Khotin communities of Sumy oblast came under fire from the russian invaders. In total, about 30 explosions were recorded.

The Sumy Cadet Corps was re-registered in Khmelnytskyi due to russia’s armed aggression. Responding to the request of parents and teachers of the educational institution, head of Sumy RMA Dmytro Zhivytskyi assured the community that the cadet corps will definitely return to the city.

Ukrainian Borsch Day was held at the Sumy humanitarian headquarters. Volunteers prepared two cauldrons of borsch and invited everyone to visit. Sumy local historian Serhii Hutsan presented an exhibition of ancient food related objects. According to the organizers, such actions provide an opportunity for people to relax psychologically and unite. During the full-scale war, the Sumy humanitarian headquarters provided tons of aid to people who needed it.

Chernihiv oblast

The enemy continues to shell the border areas of Sumy and Chernihiv oblasts. As reported in the SBGS, the invaders inflicted fire damage using barrel artillery, mortars and large-caliber machine guns. The Semenivka community of Chernihiv oblast came under fire from the russian occupiers.

Joint measures to fix damage and losses caused to business by russian aggression were discussed at a meeting of entrepreneurs and officials of the Chernihiv oblast. Representatives of law enforcement agencies provided information on current forms and methods of recording the fact of loss, destruction or damage to property, determining the scope of damages and prospects for further legal proceedings. Its participants agreed that decisions of national and foreign courts will play a significant role in further compensation of losses.

In Chernihiv, cyclists were treated to free breakfast. Thus, as part of the Go Bike Chernihiv project, they started celebrating the European Mobility Week. According to the organizers, the goal of the project is to encourage people to use bicycles. The relevance and demand for bicycles among the population of Chernihiv increased during active hostilities and after, when it was not possible to use public transport.

Central regions

Dnipropetrovsk oblast

Yesterday evening, the enemy shelled the Nikopol district with Grad MRLS and barrel artillery. Russians hit Marganets community twice and the city of Nikopol. There were no casualties.

At 2 am, the occupiers hit Myrivska and Marganetska communities using barrel artillery and Grad MRLS. And in the morning they hit Nikopol again. There were no casualties.

In total, more than ninety shells were fired at the communities last evening and night. This was announced by the head of the regional council Mykola Lukashuk.

Vinnytsia oblast

According to Kalynivka City Council, the Kalynivka Central District Hospital received an ambulance from German benefactors, Eli-Meir Gampel and Kudrevski Eugen.

Kirovohrad oblast

Another evacuation train from Donbas arrived in Alexandria. This was reported by Regional State Emergency Service. Rescuers and psychologists of the Department of Emergency Services in the region were traditionally among those who met and provided support to evacuees.

Poltava oblast

A charity race “Run. Donate. Save” was held in Poltava to raise funds to help the military. Andrii Yarosh, the organizer of the race, said that they collected money to make tactical first-aid kits for the military. According to Andrii, about 60 people took part in the race, the youngest participant was three years old.

Cherkasy oblast

In Cherkasy, a special cancellation of the city’s own postal stamp “Glory to AFU” took place. This is part of a charity project, raised funds will be donated to support the Center for the Rehabilitation of Armed Forces Soldiers. Oleksandr Marchenko, head of the Cherkasy directorate of Ukrposhta, announced this.

Southern regions

Zaporizhzhia oblast

The enemy launched a rocket attack on a village near Zaporizhzhia. Information about victims and destruction is being clarified.

Over the past day, the police have registered 37 reports of destroyed infrastructure in Zaporozhzhia oblast.

Orikhiv, Huliaipole, Stepnohirsk, Preobrazhenka, and Tavriiske were under enemy fire. The enemy targeted residential buildings in Orikhiv. The wounded people were hospitalized. As a result of enemy shelling, a children’s gymnasium and a cultural center in Zaporizhzhya district were damaged.

1 058 people, including 196 children, were evacuated from the temporarily occupied territory.

The Zaporizhzhia nuclear power plant is re-connected to the national grid again after engineers repaired one of four major external power lines damaged by russian shelling.

5 explosions were heard in the village of Bohatyr near the Milk Estuary. According to the Mayor of Melitopol, Ivan Fedorov, russian occupiers have relocated part of their military equipment and personnel there.

Mykolaiv oblast

The enemy attacked the port infrastructure in Ochakov. There is no power and water in some city areas. Without human losses.

Russian military also shelled Bereznehuvate and Shevchenko communities with “Hrads”.  Aagricultural land between villages was hit. There are no casualties.

On September 17, village Dmytrivka in Kutsurub community was attacked. One person was killed. Water treatment facilities and a power substation were damaged. There is no electricity in most of the settlements in the community.

After yesterday’s shelling in Bereznehuvate, the police documented six damaged private residential buildings and three warehouses.

A russian agent was detained in Mykolaiv. The agent was collecting intelligence on the deployment and movement of units of the Defense Forces in the front-line areas, and military equipment transferred to Ukraine from Western partners.

Iryna Hrachova, head of the Halytsynove local fire department, became a laureate of the All-Ukrainian action “Rescuer Hero of the Year”. The unit led by Iryna serves the district, bombarded by russian troops with various types of weapons for more than 200 days.

There are humanitarian aid distribution points in Voznesensk community. All residents permanently living in the community and internally displaced persons can get food kits. 10 kilograms of flour, 5 kilograms of rice and 5 kilograms of peas are given per family. More than 14K residents received help during the week from September 12 to 16.

Humanitarian aid was given to employees of the international airport in Mykolaiv, destroyed by russian troops in spring. The cargo was brought from Germany and Romania. The packages were handed over personally by the Prince of Bavaria, who initiated the fundraising.

Odesa oblast

11 enemy ships are maneuvering in the Black Sea near the Crimea coast, including 3 surface-to-air missile carriers equipped with 24 Caliber missiles and 4 large amphibious ships.

On September 17, 10  ships with Ukrainian food left the ports of Odesa oblast through the “grain corridor”. IKARIA ANGEL bulk carrier, chartered by the UN World Food Program, left for Africa, with 30K tons of wheat on board.

The Odesa Marine Brigade named after Rear-Admiral Mykhailo Ostrohradskyi received 15 brand new pickup trucks from the Come Back Alive Fund. The vehicles have already arrived at the front and soon will begin to perform their main tasks as part of mobile fire groups, and will also evacuate the wounded, transport ammunition, water and food.

Programmers group Technari from Odesa has developed the ePPO application, thanks to which Ukrainians will be able to report sightings of russian missiles, UAVs or explosions.

Kherson oblast

The situation in the South remains tense and dynamic. No significant changes in condition, composition and position of the enemy were noted.

Under the cover of night, the enemy sabotage and reconnaissance group tried to penetrate the rear of our sub-divisions near liberated Novovoznesenske. The group was discovered and retreated after a skirmish with losses.

The enemy continues the tactics of rocket, artillery and mortar shelling and airstrikes on our positions and on populated areas with civilians.

Ukrainian aviation launched 15 air strikes on enemy positions, and missile and artillery units fired 250 missions. Strikes were carried out on manpower and equipment buildup near Staraya Zburivka, the command post in Kherson, the electronic warfare station in Nova Kakhovka, and the alternative pontoon crossing near Sadove.

Confirmed enemy losses are 33 occupiers, 2 tanks, 152 mm howitzer “Msta-B”, 120 mm mobile mortar, 9 units of armored vehicles.

As a result of the Defense Forces actions to disable all crossings across the Dnipro towards Kherson, the russian military is preparing retreat routes. So, they flooded 9 wagons near Kakhovska HPP to construct a crossing. This is reported by the General Staff of the Armed Forces of Ukraine.

Also, the destruction of more than 180 russian military personnel in Kherson was confirmed. The blow was inflicted on September 10 against the building of Alkoservice LLC, where the personnel and military equipment of the enemy were located.

Over the past day, the police opened 18 criminal proceedings on war crimes committed by the russian army in Kherson oblast. The occupiers shelled the villages of the Beryslav district.There are killed and wounded.

The occupiers forbid harvesting grain belonging to a local resident in the Oleshkiv community.

Western regions

Volyn oblast

Volyn criminalists are working at the site of a mass burial of people near Izium in Kharkiv oblast. They help inspect the scene and record the war crimes of the occupiers.

In Lutsk, a toy Hibuki rescues displaced children from the consequences of war with hugs. The Hibuki toy is a powerful therapeutic tool in dealing with post-traumatic stress disorder and childhood trauma. The Hibuki toy came to Ukraine from Israeli colleagues as part of the Hibuki Therapy project, created by Dafna Sharon-Maksimov.

Myroslav Vataschuk, a volunteer from Lutsk, collected UAH 2 million as part of the Media-coffee project, which will help the military and the Armed Forces of Ukraine. To raise funds, the volunteer holds online auctions for the opportunity to drink coffee with famous people in the region and Ukraine.

Zakarpattia oblast

In Zakarpattia, it was reported that all schools were mined. 626 schools were examined by police officers, and the report about the mines turned out to be false.

Zakarpattia social workers received 70 laptops from UNHCR, the UN Refugee Agency.

Mariupol Drama was presented in Uzhhorod by the actors of the Donetsk Drama Theater.

Ivano-Frankivsk oblast

Waste paper collection was organized in Kolomyia. The slogan of the gathering is Hand in the russian book – help the Armed Forces. All the collected waste paper will be sent for recycling, and funds will help the Armed Forces.

Lviv oblast

Consultation and coordination centers for assistance to IDPs operate in all districts of Lviv oblast. In the centers, people can get psychological support, legal advice, financial or humanitarian assistance free of charge.

The City Council of Lviv held a meeting with the Head of the Brenthurst Foundation in Johannesburg, Greg Mills, and political leaders of African states. They discussed possibilities of cooperation.

Rivne oblast

In Rivne, schools for full-time education continue to be opened. Over half of the general educational institutions of the community already have the right to conduct the offline process. According to Head of the education department Bohdan Turovych, shelter is the main condition for resuming full-time education.

The RMA representatives got acquainted with the work of the Danish company Hjort Knudsen, which has been working in the region for a year and a half. The company plans to expand furniture production in Rivne oblast. The company manufactures designer sofas and armchairs. Exports products to Japan, Australia, Canada, the EU and the USA.

In Rivne, a flash mob in support of the captured pregnant doctor Maryana Mamonova was held.

The organizer of the event, Head of the Rivne Running Club Serhiy Yushchyshyn announced that Run to Victory in Rivne collected over UAH 50K. 129 participants joined it. The run was organized to raise money for electric generators and heaters for the military.

Ternopil oblast

In Ternopil, a rally in support of women who are in captivity was held.

Khmelnytskyi oblast

In Khmelnytskyi a peaceful march in support of the captured defenders was held. The organizers of the actions are the NGO Protection and relatives of captured Ukrainians. In a mass march under the constant slogan Bring the heroes home! over 300 people took part.

Chernivtsi oblast
