It has been the 203rd day of Ukraine’s resistance to the russian military invasion.

Ukraine briefly

Here is operational information from the General Staff of the Armed Forces of Ukraine as of 6pm:

The enemy continued to focus its efforts on trying to completely occupy Donetsk Oblast, holding the occupied territories and disrupting the offensive actions of the Defense Forces in certain areas. The enemy is firing at the positions of our units along the entire contact line, trying to restore the lost position, moving its troops and conducting aerial reconnaissance.

Also, the enemy continues to terrorize the civilian population of Ukraine, violating the laws and customs of warfare. The infrastructure of more than 15 settlements, including Bilohorivka, Spirne, Verkhnekiamenske, Stepove, Sukhyi Stavok, Bilohirrka, Bezimenne and Mala Seideminukha, suffered from air and missile strikes. At night, the enemy launched missile strikes on the civilian infrastructure of Mykolaiv and Kramatorsk. In total, during the current day, there were 8 missile and 4 air strikes as well as 15 attacks from enemy multiple launch rocket systems. There is a constant threat of air and missile strikes throughout Ukraine.

Towards Volyn and Polissia, the situation has not changed significantly.

Towards Siversk, the enemy fired tanks, mortars and artillery at the areas of the settlements of Bleshnia and Senkivka in Chernihiv Oblast and Novovasylivka and Stepne in Sumy Oblast.

Towards Kharkiv, intensity of enemy shelling has decreased significantly. The settlements of Basove and Kupiansk came under fire.

In other directions, the enemy shelled military and civilian infrastructure from tanks, mortars and artillery, namely:

towards Kramatorsk, Bilohorivka, Dronivka, Kryva Luka, Raihorodok, Siversk, Spirne,Tatianivka,  Verkhnekamianske, Yaremivka,and Zvanivka;

towards Bakhmut, Bakhmut, Bakhmutske, Bilohorivka, Hryhorivka, Mykolaivka, Mykolaivka Druha, Niu York, Soledar, Vesele, Yuriivka Yakovlivka, and Zaitsevo;

towards Avdiivka, Avdiivka, Krasnohorivka, Marinka, Opytne, Pervomaiske,  Vodiane, Umanske, and Novomykhailivka;

towards Zaporizhzhia, Bohoiavlenka, Huliaipole, Mali Shcherbaky, Novopil, Neskuchne, Orikhiv, Pavlivka, Poltavka, Vremivka, Velyka Novosilka, Vuhledar, Zhaliznychne and Zelene Pole;

towards the South Buh, the settlements of Andriivka, Arkhanhelsk, Bilohirka, Blahodatne, Kamiane, Myrne, Partizanske, Sukhyi Stavok, Tavriiske, Ternovi Pody, and Vysokopolia, Zarichne.

As a result of successful actions of the Defense Forces and destruction of a large number of invaders, their moral and psychological state is extremely low. The command of the occupying forces is trying to force the personnel to participate in hostilities, threatening to send them to the leading edge positions without weapons. As a result, up to 50 mobilized servicemen of the occupying forces from the city of Horlivka wrote reports on the refusal to further participate in hostilities.

To preserve certain samples of military equipment, the command of the enemy’s air defense units is trying to organize evacuation of air defense systems deep into the temporarily occupied territories and to the russian federation. Thus, on the night of September 11-12, in Luhansk Oblast, columns with S-300 and Buk complexes were seen moving from the settlement of Lutuhyne towards the russian-Ukrainian border.

Towards Donetsk, the enemy does not stop trying to advance deep into our territory. The defense forces repulsed enemy attacks in the areas of  Maiorsk, Novomykhailivka, Odradivka, Spirne, Soledar, Vesela Dolyna, Vodiane and Zaitseve.

To support the actions of ground groups, aircraft of the Defense Forces carried out 11 strikes – six positions and buildups of enemy manpower and equipment, three positions of anti-aircraft missile systems were hit, one enemy aircraft was shot down.

Units of the Rocket Forces and Artillery attacked the control points, buildups of enemy manpower and military equipment. It is confirmed that four Grad multiple launch rocket systems in Kherson Oblast and a food warehouse of the occupiers in Dokuchaievsk were destroyed on September 12.


Deputy Minister of Defense of Ukraine Hanna Maliar reports that in Kharkiv Oblast, Ukrainian troops managed to liberate about 388 settlements and 150K people. She also added that this information should be perceived in the general context of the war, since the front line is 2500 km, and active hostilities are taking place on the 1300 km line.

The government is developing a plan according to which the technical part of the negotiations on Ukraine’s accession to the EU can take only two years. This was emphasized by Prime Minister of Ukraine Denys Shmyhal. “After all, what other country could answer the questionnaire in just three weeks? And for what other country the period between applying for the candidate status and its obtaining lasted only 3 months? However, when I talk about the possibility of very quick negotiations with the EU, I am not only based on this speed. The government has already developed a roadmap that outlines how to get this way in two years, fixes our bottlenecks and determines how to get through them. This gives me grounds for such optimism,” he explained.


Eastern regions

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, russian troops shelled Basove, Kamianka, Kharkiv, Kupiansk and Lozova.

The Institute for the Study of War claimed that for the first time after the invasion in Ukraine, kremlin actually accepted a defeat in Kharkiv oblast. The report said that kremlin officials and propagandists of the national media are widely discussing the reasons for russia’s defeat in Kharkiv oblast, which is a notable change from their previous pattern of news coverage.

The de-occupation operation in Kharkiv oblast is continuing. More than 300 settlements, home to about 150 K people, were liberated. Normal life is gradually returning to the liberated territories. Demining and restoration of critical infrastructure continue. People who have spent almost half a year under occupation are getting humanitarian assistance.

After the meeting with the President, Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that about 6% of Kharkiv oblast’s territory remains under occupation, whereas before the Ukrainian counter-offensive, 32% of the oblast was occupied. 16 communities were completely and seven were partially de-occupied.

Under the chairmanship of President of Ukraine, Volodymyr Zelenskyy, Commander of the Ground Forces of the Armed Forces of Ukraine, Oleksandr Syrskyi, solemnly raised the Ukrainian flag in Izium.

Minister for Communities and Territories Development, Oleksii Chernyshov, said that Kharkiv plans to provide additional power generators to restore power supply throughout the city. The city will also receive UAH 400 million to restore critical infrastructure damaged by russian shelling.

Head of the Kharkiv RMA, Oleh Syniehubov, informed that there was no shelling of Kharkiv and Kharkiv oblast settlements the previous night. The enemy shelled the settlements of Chuhuiv, Izium and Kupiansk districts.

According to the Emergency Medical Centre,  1 person was hospitalized in the Chuhuiv district, 1 in the Izium district and 1 in the Kupiansk district.

Ukrposhta arranged movable branches that come with all the necessary equipment. They started delivering pensions to residents of de-occupied villages of Balakliia and Chkalovske communities in the Chuhuiv district.

More than 50 tonnes of food and hygiene products were delivered to Chkalovske and Shevchenkove communities.

The General Staff of the Armed Forces of Ukraine claimed that there is less shelling in Kharkiv oblast. The invaders hit Basove village, the Zolochiv community, and Kupiansk.

Donetsk oblast

Referring to the General Staff of the Armed Forces of Ukraine evening report, russian troops shelled military and civilian infrastructure in Donetsk oblast with tanks, mortars and artillery. They did not stop trying to advance deep into the territory of the region. Ukrainian troops repelled the invaders’ attacks in Maiorsk, Novomykhailivka, Odradivka, Soledar, Spirne, Vesela Dolyna, Vodiane and Zaitseve. About 50 servicemen mobilized from Horlivka wrote reports of refusal from further participation in combat operations.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that russians killed 5 civilians in in Bakhmut. Another 16 people were injured. 

The russians shelled all the districts of the oblast where the front line lies.

In the Volnovakha district, Prechystivka was under fire. One person was injured and one house damaged.

Avdiivka was massively shelled once again in the morning, in particular the old and central parts of the city. Information on casualties and damage is being established. In Novoselivka Persha, the Ocheretyne community, 3 residential buildings, a shop, an administrative building and an agricultural enterprise were damaged by the shelling. In Myrnohrad, a school was hit by shelling – window frames and part of the roof were damaged. There is no information about casualties.

In the Kramatorsk district, the russians struck Kramatorsk and Mykolaivka – three houses and a sports complex were damaged, there were no casualties.

Toretsk, the Bakhmut district, was shelled in the morning – one building was damaged, no casualties.

In the morning, children in educational institutions of the occupied Ilovaisk and Khartsyzk were evacuated due to information about the allegedly bomb threat.

Luhansk oblast

According to the Luhansk Regional Military Administration, our troops successfully repelled invaders’ attacks in Avdiivka, Bezimenne, Maiorsk, Novohryhorivka, Odradivka, Spirne, Vesela Dolyna and Vodiane settlements.

The enemy shelled the infrastructure with tanks, mortars and artillery, particularly towards Kramatorsk – Bilohorvka, Dronivka, Hryhorivka, Kryva Luka, Raihorodok, Siversk, Spirne, Tetianivka, Verkhnokamianske, Yaremivka and Zvanivka settlements; towards Bakhmut – Bakhmut, Bakhmutske, Mykolaivka Druha, Mykolaivka, Niu-York, Soledar, Yakovlivka, Yurivka and Zaitseve settlements.

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that russian occupation authorities in Luhansk oblast cut off mobile Internet allegedly to improve security.  He also noted that the invaders continue transporting looted property to the russian federation.

Haidai added that russian troops had never fully controlled Bilohorivka and that the settlement is now completely under the control of the Armed Forces of Ukraine.

A school in occupied Perevalsk was under fire. One child was killed and another six children and a teacher were injured.

Northern regions

Kyiv oblast

President of the European Commission Ursula von der Leyen will visit Kyiv to meet with Volodymyr Zelenskyy. At the meeting, it is planned to discuss the issue of Ukraine’s entry into the free roaming zone in the EU. After such a decision, Ukrainians who are in the EU will be able to use mobile communication services of their mobile operators and not pay extra for calls to their homes. The same should apply to those who call from Ukraine to the EU. 

Deputy Chairman of the Kyiv RMA Vitalii Vlasiuk met with a delegation of the Czech Republic headed by Deputy Foreign Ministry of the Czech Republic Marek Svoboda. The issues of providing assistance to Kyiv oblast from the Czech Republic both in the short and long term were discussed. Czech partners are ready to transfer generators for heat and electricity generation, as well as medical equipment to healthcare and social infrastructure facilities in Kyiv oblast.

Mayor Vitalii Klitschko reports that Kyiv will provide funds for reconstruction to those communities of Kyiv oblast that suffered the most from the occupation by the russian army – Baryshev, Byshiv, Bucha, Makariv, Nemishaiev and Borodiansk. The funds will be used to repair damaged infrastructure, buildings and help residents.

Near Kiev, military medics are testing unmanned tracked transporters THeMIS, for the capture of which the russian federation has promised a reward of 1 million rubles. 

Kyiv Contact Center 15-51 received more than 1600 calls to a free hotline for people with PTSD – post-traumatic stress disorder. Psychologists provide assistance to people with panic attacks, anxiety, psychological trauma due to hostilities.

Since February 24, Kyiv oblast has become home to over 300K migrants from hot spots. Some of them settled in the vicinity of the capital with the help of the government program Refuge. Since the end of March, it has been used by more than 55K people in 64 territorial communities of the oblast. 

A teaser trailer for the film “Bucha” was presented in Kyiv, which will tell about the events during the occupation of Bucha, Irpen, Vorzel and Hostomel in February and March. 

Zhytomyr oblast

Zhytomyr rescuers of the State Emergency Service teach schoolchildren how to behave properly in emergency situations. The training session Unified Safety Lesson continues in schools. Together with school children specialists pack alarm suitcases, conduct training evacuations to shelters, tell how to act if the enemy uses chemical weapons. 

355 IDPs from Donetsk, Kharkiv, Kherson, Luhansk and Kyiv oblasts got jobs in Zhytomyr oblast through local employment services. Most displaced Ukrainians became employed in Zhytomyr, Novohrad-Volynskyi and Andrushivka. 

Volunteers of Zhytomyr oblast make trench candles and send them to the front. These candles help keep food warm and heated in the cold, and give less light and burn for much longer than the normal ones. Volunteer girls urge everyone to join the initiative, because a simple candle can warm and make life easier for our soldiers in the trenches.

Children from the Olevsk community raised more than UAH 4K  for the soldiers of the Armed Forces of Ukraine in 4 days. Students of grades 5-6 of one of the microdistricts of the city of Olevsk made an improvised checkpoint, where they raised funds, and then transferred them to the city council to direct the money to the needs of the army.

Sumy oblast

On September 14, Khotyn and Znob-Novhorodske communities of Sumy oblast came under enemy fire. As reported in the SBGS, more than 10 explosions were recorded.

Head of the Sumy RMA, Dmytro Zhivytskyi announced that 4,180 food kits will be sent from Sumy to the de-occupied territories of Kharkiv oblast to help local residents. This is a food reserve that was created in the regional humanitarian headquarters in case of a difficult autumn-winter period. Of course, this reserve will need to be replenished, and it will be done, because there is still time for it. In addition, 28 railway carriages with food that arrived in Sumy oblast from the international charitable organization World Central Kitchen were redirected to Kharkiv oblast.

The Sumy RMA reports that a meeting was held with Alyona Verbytska, Adviser and Representative of the President of Ukraine on issues of ensuring the rights of defenders of Ukraine. The topic of the meeting was assistance to the families of missing, captured and dead defenders. Currently, it is about creating consultation centers for relatives of defenders, where they will be able to receive informational, legal, psychological and other types of support. The SSU and the SBI, which took part in the discussion, assured that the families of the missing, captured, and dead will be provided with full information without delay.

New professional equipment and a car were handed over to the Department of Explosive Service of the State Police in Sumy oblast. Every day, employees of explosives teams work to enhance the safety of citizens, examining the territories of the Sumy oblast.

To facilitate and secure the work of police sappers, the National Police of Ukraine received a new car and professional equipment – an X-ray scanning device, metal detectors, special blasting machines, hydrators, tactical flashlights and protective elements.

The Swedish-Ukrainian PROSTO project Supporting Availability of Іervices in Ukraine works in partnership with the Ministry of Digital Transformation of Ukraine and the Ministry of Development of Communities and Territories of Ukraine to support local self-government in the field of providing accessible and quality services in communities. On the occasion of the 10th anniversary of the creation of ASCs, a congratulation week was held, which was implemented with the support of the PROSTO project Supporting Availability of Services in Ukraine. ASCs from different parts of Ukraine took part in the congratulations week. As a result, teams from the cities of Sumy, Romny, Korsun-Shevchenkivskyi, Berdychiv and the town of Znob-Novрorodske will each receive two webcams to provide even more comfortable and high-quality services to residents.

Chernihiv oblast

Over the past day, the Horodnyanka and Semenivka communities of Chernihiv oblast came under enemy fire. As reported in the SBGS, the enemy inflicted fire damage using mortars and barrel artillery. More than 40 explosions were recorded.

An online meeting of representatives of the Mensk City Council with the mayor of the Latvian municipality Olaine Andris Bergs and his team took place. The municipality of Olajna region is one of the leaders in the Republic of Latvia in terms of investment attractiveness, development of industry, education, culture, and sports. The population in the community is almost the same as in Mensk one. There was a discussion of the future agreement on partnership in the implementation of joint projects, attraction of investments, energy efficiency, introduction of various forms of cooperation in the field of education, culture, tourism, sports, communication with youth activists of communities and many other things.

Head of the Chernihiv RMA Vyachechlav Chaus announced that residents of the modular town in Novoselivka, the Kyselivka community near Chernihiv, who lost their houses due russian aggression, received washing machines and detergents. assistance came from the  International Charitable Foundation Caritas of Ukraine and Procter & Gamble as part of the implementation of the project of free social laundries Caring for Families.

Central regions

Dnipropetrovsk oblast

Fires, mutilated buildings, damaged networks and shells in their own homes; the enemy continues terrorizing the residents of the region. At night, the Nikopol district came under attack.

Three dozen shells were fired by the russian occupying forces at Nikopol. Two fires broke out in the city: a garage and a private house were on fire. A total of 18 residential buildings where civilians were sleeping, 9 farm buildings, 5 power lines, two gas pipelines, a car, a transformer substation and an unused store were damaged.

The russian occupation army fired eight cruise missiles at Kryvyi Rih. Russian troops aimed the maximum number of their weapons at the hydrotechnical structures. According to Kyrylo Tymoshenko, Deputy Head of the Office of the President, their goal is to create an emergency situation.

Vinnytsia oblast

In Vinnytsia, with the support of Switzerland, psychological rehabilitation is being carried out for internally displaced persons and people who suffered as a result of the July 14 rocket attack on the city.  Psychologist Tetyana Okayevych informs that the course is organized by Anna Stepanenko from Vinnytsia, who currently lives in Switzerland. She also helped financially. The goal of the psychotherapy course Wave of Goodness from Switzerland is to restore psychological stability and provide support.

Kirovohrad oblast

Kirovohrad Oblast joined the initiative of providing food aid to populated areas of Kharkiv Oblast liberated from the russian occupiers. Head of the Kirovohrad Regional State Administration Andrii Raikovych reported that they sent the essentials: flour, cereals, stew, pasta, sugar, condensed milk, and cookies. Almost 500 tons have been delivered. 

Poltava oblast

 First Deputy Head of the community Valerii Parkhomenko says that the Poltava community has increased the amount of food packages given to internally displaced persons given by international organizations to provide everyone with a sufficient supply of food. A package is now over 12 kg instead of 7 kg. 

Cherkasy oblast

Head of the Cherkasy State Administration Ihor Taburets reports that in Cherkasy oblast, 6 more all-terrain vehicles were handed over to one of the units of the Naval Forces, which is fighting the enemy towards Kherson. The cars were provided by the All-Ukrainian Agrarian Council. Since the beginning of the war, they have transferred more than 400 units of equipment to the front.

Southern regions

Zaporizhzhia oblast

The situation towards Zaporizhzhia has not undergone significant changes. The enemy concentrates its main efforts on holding the occupied positions.

The occupiers shelled civilian infrastructure in Poltavka, Stepove, Orikhiv, Huliaipole, Bilohiria, Zaliznychne, Omelnyk, Burlatske, Kamianske, Mali Shcherbaky, Temyrivka, Novodanylivka, Olhivske, Dorozhnianka, Uspenivka, Charivne, Chervone, Yablukove, Shcherbaky, Malynivka.

Tonight, the enemy hit the outskirts of Zaporizhzhia with two rockets. According to preliminary information, there are no victims.

The police received 67 reports of destroyed infrastructure in Zaporizhzhia oblast over the past two days.

The Russian military damaged the territory of two infrastructure facilities as a result of a rocket attack on the regional center. Houses in Orikhiv and Huliaipole were the most affected. The buildings in several villages in the Polohy district were also damaged. Stepnohirsk were subjected to russian aggression. Fragments of exploding shells damaged up to ten houses and the territory of a farm.

An 83-year-old woman was killed in the Polohy district as a result of a fire caused by russian enemy shelling.

The Security Service of Ukraine detained an FSB agent with the call sign “007” in Zaporizhzhia. Posing as a volunteer, the woman gathered information about the deployment of units of the Armed Forces. She collected data on the participants of the partisan movement in the south in the temporarily occupied territory. Currently, the investigators informed her about the suspicion of treason.

The Security Service of Ukraine in Zaporizhia oblast announced in absentia the suspicion of treason under martial law to Oleksandr Radzehovskyi, a resident of Enerhodar. The perpetrator voluntarily collected and transmitted information about the deployment of the Armed Forces in Zaporizhzhia oblast, law enforcement officers, military personnel, activists and volunteers from Enerhodar, as well as their addresses to russian military personnel.

1,169 people, including 296 children, were evacuated from the temporarily occupied territory.

Mykolaiv oblast

The enemy hit Mykolaiv with S-300 anti-aircraft missile systems. An educational institution, objects of industrial and social infrastructure were partially destroyed, residential buildings were damaged in several districts of the city. 2 people were killed, 6 were wounded.

The outskirts of Shyroke village were also shelled at night. Yesterday, Chervona Dolyna, Poliana, Shyroke and the territory of the Bereznehuvate community came under shelling. Residential and agricultural buildings were destroyed. 

Odesa oblast

16 warships are maneuvering in the Black Sea near the Crimean coast, including 5 Kalibr cruise missile carriers with 36 missiles on board and 3 large amphibious ships.

 

In Odesa, people in a minibus detained a woman having noticed her filming military objects on her phone. The patrol officers found infrastructure facilities pictures in her phone. She was taken to the police station.

Kherson oblast

The situation in the South Buh direction is tense and dynamic, but its development is under the control of the Defense Forces.

Artillery shelling continued during the night, 1 air strike and 1 missile strike were launched on the positions of our troops and rear areas with civilians.

On September 13, the enemy aviation launched 18 airstrikes on our positions.

The forces of the anti-aircraft missile units destroyed the Su-24M bomber and the Mi-8 helicopter of the occupiers near Davydiv Brid.

Ukrainian missile and artillery units struck columns of enemy equipment, the Kakhovskyi bridge and the pontoon crossing near the Antonivskyi bridge. The pontoon crossing in Darivka is damaged, its further use is excluded.

The buildup of enemy forces and equipment in the area of Hola Prystan, Dudchany and Milovo was struck. An ammunition warehouse was also hit in Dudchany.

Ukrainian defenders struck 3 control points in Urozhainyi and Kherson.

Confirmed losses of the enemy are 121 occupants, 5 tanks, 9 other armored vehicles, 3 “Msta-B” howitzers, 2 “Gvozdika” self-propelled howitzer, 2 “Pantsir-S1” anti-aircraft gun-missile complexes, a command and staff vehicle, a radio electronic warfare station and 4 warehouses with ammunition in various settlements of the Kherson district.

In the settlements of the Chaplynka Territorial Community, Kherson oblast, russian soldiers are quartered in the homes of local residents. Some owners are kicked out of the house.

The russian occupiers are trying to strengthen their group near the temporarily occupied Kherson at the expense of “available reserves”. For this purpose, they plan to redeploy four battalions of the so-called ‘Kadyrovites’. But currently, according to the intelligence, these units are significantly understaffed. Most of the personnel are not Chechens, but mercenaries from the poorest regions of the russian federation.

The police opened 27 criminal proceedings regarding the crimes of the russian army and their accomplices in Kherson oblast.

In particular, the police exposed 3 collaborators. Two of them took ‘positions’ in the occupation authorities. A private notary from Kherson also switched sides.

Last night, the russians shelled the Visokopillia community in the Beryslav district with artillery. There are wounded civilians as a result of the shelling. Houses, farm buildings, cars and roads were damaged in populated areas.

The Security Service of Ukraine established identities of six collaborators who joined the “main department of the Ministry of Internal Affairs in Kherson oblast” created by the occupation authorities. The pseudo-formation fulfills the occupiers’ task to suppress resistance and intimidate local residents.

 

The situation in the de-occupied settlements of Kherson oblast is extremely complex. 100% of the houses were damaged or destroyed in Kniazivka, in Visokopillia – 80% as reported by the Kherson RMA.

 

Western regions

Volyn oblast

In Lutsk, a meeting between the employees of the National Centers for Economic and Social Development, heads of territorial communities of Volyn and Dnipropetrovsk oblasts was held. The purpose of the meeting is to exchange experience in providing administrative services under martial law.

The director of the Rozhyshche Veterinary College Oleksandr Davidiuk reported that in the city of Rozhishche in Volyn, an old student dormitory was de-conserved. The building was put in order and 60 displaced persons were settled there.

The RMA reported only 39% of schools in Volyn oblast teach online.

Mayor of the city of Lutsk Ihor Polishchuk reported that in the city UAH 800K was allocated for the arrangement of a shelter in a music school.

Vladyslav Onishchuk, a Hero from the Liubeshiv community, was posthumously awarded the For Courage Order.The award was presented to the mother of the fallen Hero, Tetyana Onyshchuk.

In Novovolynsk, they consecrated the memorial plaque installed in memory of the fallen Hero Serhii Vlasyuk.

Director of the Lutsk Zoo Ludmila Denysenko reported that the campaign Brave Hryvnia, launched by the National Bank, was supported in the Lutsk Zoo. Zoo workers installed two boxes: in one they collect money for the development of the zoo, in the other – for the needs of the Armed Forces. 

A Volyn entrepreneur established a creative line of PATRIOT coffee to help the Armed Forces. UAH 16 from the sale of each package will go to the needs of the military.

Zakarpattia oblast

The RMA reported that in the rating of the Ministry of Statistics, Zakarpattia came first among other oblasts to provide the maximum number of services to forcibly displaced persons.

The RMA reported that in Uzhhorod, it was forbidden to hold mass entertainment events at night during the period of martial law.

During the working trip, Head of the Zakarpattia RMA Viktor Mykyta inspected communally owned objects in the Khust region, which are arranged for the temporary stay of forcibly displaced persons.

Ivano-Frankivsk oblast

In the RMA, a coordination meeting with international donors was held. They discussed supporting internally displaced people living in the Carpathians.

The RMA reported that in the Carpathian region, command and staff exercises on readiness to perform civil defense tasks during martial law are held.

Lviv oblast

The RMA reported that the Department of Economic Policy of the Lviv Regional Government continues to inspect objects that can potentially be equipped for the housing needs of IDPs. During the week, the possibility of rapid restoration of 9 social facilities in Mykolaiv, Medenytsia, Drohobytsia, Hnizdychiv, Zhydachiv, and Sambir communities was checked.

Additional phone numbers are available for relatives of soldiers of the 80th Separate Airborne Assault Brigade to receive information about them. The servicemen are at the front and not always able to answer calls.

Non-governmental organization Shopsky Foundation sent 4 cars to Ukrainian defenders on the front line. The cars were sent within the framework of the 1K Freedom Cars initiative.

A 10-day MASHAV course called Rehabilitation of People with Disabilities. Available Environment. Ukraine  was completed in Israel for representatives of Lviv oblast.

A chess tournament was held in Mykolaiv. The purpose of the event is to raise funds for the purchase of an off-road vehicle for a brigade of fighters from the village of Hirske.

Taras Yanush, a vocational technical student in Lviv oblast, developed a machine for the Armed Forces. Buggy “Tyrex” is a self-made model of a four-wheel drive vehicle for passing very difficult road sections, in particular, mountain ones. The car has already been tested and is planned to be sent to the front.

Employees and volunteers of the Home of Rescued Animals in Lviv evacuated 171 animals from the Zaporizhzhia Children’s Railway. To accommodate new wards, including large animals, 16 new temporary  menageries were arranged during the week.

Rivne oblast

Head of the Rivne RMA Vitalii Koval reported that 57K internally displaced persons have already received housing assistance. The total compensation amounts to UAH 285.9 million.

The city council reported that 24 relocated enterprises operate in the Rivne community.

Head of the Rivne RMA Vitalii Koval announced that Rivne oblast has strengthened preparation for possible emergency situations. There are 84 mobile power stations of the State Emergency Service in the oblast for uninterrupted power supply of critical infrastructure facilities.

Mayor Oleksandr Tretiak reported that in Rivne, in case of heating and electricity outages, a separate facility is being prepared for mothers with small children, where they will be able to warm up.

The Department of Culture and Tourism of Rivne oblast reported that the process of decommunization continues in Rivne oblast. Since March, 29 monuments of cultural heritage of the soviet period have been removed from the state register and dismantled. About 600 streets of Rivne oblast have been renamed.

Five pyrotechnicians from Rivne oblast were part of the combined detachment of the State Emergency Service, which arrived in Kharkiv oblast. The rescuers will carry out emergency rescue operations, recovery work and clearance of explosive devices in the newly liberated areas of the oblast.

Institutions of the trade union of Rivne oblast received household appliances – refrigerators, microwaves, boilers, freezers, etc. The equipment was received as part of the EU4Skills European program.

Ternopil oblast

The RMA reported that Ternopil oblast is 92% ready for the heating period.

The RMA reported that the road infrastructure of Ternopil oblast is 82% ready for winter.

The I – Mariupol center was opened in Ternopil. Internally displaced persons can apply here for social, legal, medical, psychological and humanitarian assistance. A children’s play corner was also set up in the center.

A coordination center for issues of missing persons operates in Ternopil. At the Center, relatives of persons whose fate is unknown will be able to receive legal advice. The center employs a psychologist who will support families of missing persons.

Chortkiv Secondary School #2 organized a charity fair. The UAH 5K collected will be used by the students to purchase the necessary materials for weaving camouflage nets for the military.

Khmelnytskyi oblast

The RMA held a meeting with Head of the military hospital Serhii Melnyk. They discussed problematic issues and needs of the facility where Ukrainian military personnel receive treatment.

An emergency drill was held at the Khmelnytskyi NPP. The purpose of the exercise is to practice the procedure in the event of a radiation accident at the Khmelnytskyi NPP and to check the readiness of all services and authorities that will eliminate the consequences.

Chernivtsi oblast

Head of the Chernivtsi RMA Ruslan Zaparaniuk announced that the readiness of the Krasnoilsk checkpoint is 90%. It is planned to be launched in the test mode at the beginning of October.

 International support

President Volodymyr Zelenskyy announced that the International Monetary Fund allocated 1.4 billion dollars of additional support to Ukraine.

The US is preparing a new aid package for Ukraine worth 600 million dollars.

Austria will build three medical facilities in Ukraine for €600 million.

Ursula von der Leyen stated that the European Commission will allocate 100 million euros for the reconstruction of Ukrainian schools.

The Ministry of Defense of Bulgaria reported that Bulgaria will provide medical kits for 35K soldiers of the Armed Forces.

The General Staff reported that with the participation of instructors from Canada, the Netherlands, New Zealand, Ukraine, and the United Kingdom, nearly 5K Ukrainian servicemen successfully completed the Interflex training.

The Ministry of Defense of Bulgaria reported that Bulgaria will continue the training of the Ukrainian military in military educational institutions.

The IMF will develop a new long-term lending program for Ukraine. In the coming weeks, the Fund’s mission will discuss this with the economic group of Ukraine.

Bulgaria extended the program of accommodation of Ukrainian refugees in hotels until October 31.

Head of the European Commission Ursula von der Leyen v that Ukraine will join the free roaming area and the EU single market.

President of the European Commission Ursula von der Leyen visited Kyiv to meet with President Volodymyr Zelenskyy.

President of Ukraine Volodymyr Zelenskyy had a phone conversation with Managing Director of the IMF Kristalina Georgieva. They discussed future cooperation to strengthen Ukraine’s financial stability.

First Lady Elena Zelenska was invited as a guest of honor to this year’s EU State of the Union program event.
