Ukraine briefly

It has been 223rd day of Ukrainian resistance to the russian military aggression. 

Here is operational information from the General Staff of Ukraine as of 6 pm: 

The enemy is attempting to hold the ground on the temporarily occupied territories and focusing its efforts on thwarting the active actions of the Armed forces in certain directions. They also launched the offensive towards Bakhmut and Avdiivka. They are regrouping. 

The enemy is firing at our defenders’ positions along the entire contact line and conducting aerial reconnaissance. They hit the civilian infrastructure and housing which violates the norms of the International humanitarian law, traditions and customs of war. 

Ukraine is exposed to the threat of the enemy’s missile and rocket strikes. The occupiers launched 5 rocket hits and 1 missile strike. They fired 15 times from multi rocket launch systems.  

Facilities and locals in over 12 settlements were affected. Kharkiv, Kramatorsk, Andriivka, Bakhmut, Zaliznychne, Voznesensk and Prydniprovske were attacked.

The situation is stable towards Volyn and Polissia

The enemy fired from tanks, mortars and heavy artillery in other directions: 

towards Siversk – in the area of Pysarivka, Sumy oblast; 

towards Sloboda – in the area of Strilecha, Vovchansk, Varvarivka, Vikhuvatka and Dvorichna; 

towards Kramatorsk, the enemy is regrouping its units.

Towards Bakhmut, the enemy fired from mortars, barrel and rocket artillery at over ten settlements, notably Bilohorivka, Bakhmut, Soledar, Bakhmutske, Maiorsk, Zaitseve and Yakolivka. 

Towards Avdiivka, the infrastructure was damaged as a result of enemy shelling of Avdiivka, Opytne, Pervomaiske, Krasnohorivka, Maryinka, Kostiantynivka and Novomykhailivka. 

Towards Novopavlivka and Zaporizhzhia, the enemy did not launch any offensive actions. 25 settlements, namely Huliaipole, Zaliznychne, Mala Tokmachka and Orikhiv, were attacked. 

Towards the South Buh, the enemy fired from artillery at over 20 settlements along the contact line. 

The partial mobilization is underway in russia. Based on the available data, the Kazan recruiting center is drafting into military service and forming three motorized rifle brigades and two artillery brigades on the basis of Kazan higher tank command college. 

Apart from mobilization, russians employ private military units in Ukraine, formed from recruited prisoners. Hence in the temporarily occupied Luhansk territory, in the so-called recruiting centres, the prisoners are being trained to be sent to the front line.

Relying on the verified data, on October 03, up to 30 enemy’s targets were hit in the south of Ukraine. The enemy is losing morale, leaving the positions, withdrawing to a safer distance, destroying the ammunition, trying to destroy bridges and crossings. They aim at slowing down the Ukrainian offensive. 

The Armed Force repelled the enemy’s attacks at Maiorsk, Vyimka, Spirne, Ozerianivka, Zaitseve, Bakhmut, Bakhmutske, Vesele, Pervomaiske and Novomykhailivka. 

Ukrainian aviation launched 12 strikes. 2 strongholds, 8 buildup of enemy’s ammunition and equipment, 2 anti missile and anti aircraft systems were destroyed. Ukrainian air defense forces brought down 2 enemy’s UAVs. 

The air defense forces and artillery hit the command point, 2 buildups of enemy’s manpower, ammunition and weapons. 

The deputy head of the President Office Kyrylo Tymoshenko informed that the Armed Forces of Ukraine liberated 1 534 settlements. The national police resumed work in 1200 settlements. 1445 humanitarian hubs were opened. Local administrations resumed their work in 1508 settlements. He also added that 502 settlements were de-mined. 

Pursuant to the President’s Decree #679/2022 and the resolution of the CNSD as of September 30, the resolution of the Council of National Security and Defense (CNSD) of Ukraine making the negotiations with the russian president putin impossible and strengthening of the country’s defense was ratified.


Eastern regions

Kharkiv oblast

According to the General Staff of the Armed Forces of Ukraine, the invaders shelled Dvorichna and Strilecha.

According to juvenile prosecutors, as of October 4, there is information about 251 children affected by the war.

During the attack on a convoy near Kupiansk, seven people managed to escape. Some of them are currently in hospital, details are being clarified.

Head of the Kharkiv Regional Military Administration, Oleh Syniehubov, reported that after midnight, the russians launched 2 missile strikes on Kharkiv, preliminarily with S-300 missiles. One missile hit an enterprise in Kholodna Hora district. Rescuers extinguished a fire of more than 600 square metres. There were no casualties. In Nova Bavariia district, a missile strike damaged critical infrastructure. A fire also broke out with an area of 80 square metres. A 46-year-old woman was killed.

The Prosecutor’s Office reported that in the morning russian federation launched a missile strike on the liberated Shevchenkove village. The strike damaged residential buildings.

The enemy continued terrorizing civilians near the contact line and the border with russia.

An anesthesiologist was killed and 2 nurses aged 53, 43 were injured as a result of the shelling of a hospital in Kupiansk district.

According to the Regional Centre for Emergency Medical Care, a 63-year-old man and a 9-year-old girl were hospitalized with injuries in Kupiansk district. Her condition is described as moderate by medics.

The State Emergency Service’s pyrotechnicians defused 473 explosive devices. However, the mine danger is still very high. In Kupiansk distict, two men aged 23 and 35 tripped over a mine, blew up, and sustained injuries.

Ukrzaliznytsia reported that as a result of the attack on Kharkiv on the night of October 4. The rail network was de-energised. Some routes may be delayed.

Deputy Head of the Office of the President of Ukraine, Kyrylo Tymoshenko, said that 483 settlements are de-occupied in the oblast. Residents of the region have received more than 300 tonnes of humanitarian aid in a week. After the de-occupation, mobile and Internet connection were returned to some cities and settlements of Balakliia, Izium, Lypetsk, Shevchenkove, Velykyi Burluk, Vilkhuvatka and Vovchansk communities. Mobile communication and Internet services were restored in Kupiansk city, Malakhove, Mykhailivka and Yurivka villages, Hohyne and Prykolotne settlement the other day. Residents of Balakliia, Izium, Shevchenkove cities and Vovchansk and Chkalovske settlements also have the connection.

Donetsk oblast

The Armed Forces of Ukraine officially raised the Ukrainian flag over the liberated Lyman. Ukrainian troops liberated the сity on October 1 and are moving on from here.

Rubtsi village near Lyman was liberated from the invaders. Stabilization measures continue in the de-occupied Korovii Yar, Rubtsi and Yarova.

According to the Donetsk Regional Police, the invaders shelled 14 settlements. The russian troops destroyed and damaged 34 residential buildings, a school, a construction base, a filtration station, and a cultural centre.

Head of the Donetsk Regional Military Administration, Pavlo Kyrylenko, informed that the russians killed one civilian in Krasnohorivka. Two more people were injured.

The russians shelled a private sector of Kramatorsk overnight. Two people were injured.

 

First Deputy Head of Bakhmut City Council, Oleksandr Marchenko, reported on the invaders daily shelling of Bakhmut, destruction of the city’ infrastructure, private and apartment buildings. A bakery is not operating there, but supplies are delivered from Kremenchuk. Every day residents of the community are provided with bread at distribution points.

Luhansk oblast

Head of the Luhansk Regional Military Administration, Serhii Haidai, reported that residents of Luhansk oblast will be asked to evacuate due to a counterattack by the Armed Forces of Ukraine.

He added that the russian troops destroyed the 150-metre-high TV tower in Komyshuvakha, which started broadcasting more than a year ago on August 22. The tower was broadcasting a signal of Ukrainian TV channels within the range of 50 km to the occupied territories of Luhansk and Donetsk oblasts.

 

The Kreminna City Military Administration signed a relevant memorandum with the Kyiv Regional Department of the SOS Children’s Cities Charitable Foundation. As part of this document, the charitable organisation can provide displaced people from Kreminna living in Kyiv with assistance in the form of warm children’s clothes, medicines, bed linen, blankets and other essentials.

Northern regions

Kyiv oblast

A round table meeting “Accommodation facilities of Kyiv oblast: prospects, threats and challenges in the field of hospitality” was held in RMA. It was about the placement of IDPs. The event was organized by the Department of Culture and Tourism of Kyiv RMA.

The RMA reported that training for sappers took place in the Vyshhorod district. Among the activities, specialists practiced the skills of extracting and liquidating explosive objects.

The Kyiv City Council reported that humanitarian aid, notably beds for the military, was delivered from Kyiv to Mykolaiv.

Damaged educational institutions are being rebuilt in Kyiv oblast, so that students can study in face-to-face format as soon as possible. Repair work is currently underway at Bucha School # 3.

As of the beginning of October, over 1 800 destroyed objects have been restored in Bucha oblast. The process is ongoing.

Zhytomyr oblast

The State Emergency Service of Ukraine in Zhytomyr oblast reported that 73 gas and smoke protection officers from district units of the SES began a 10-day professional training in Zhytomyr on the basis of a modern mobile training module. Its key goal is to provide physical and psychological load for gas and smoke protection officers to prepare them for the tasks of liquidation of emergency events or situations in an environment unsuitable for breathing.

Oleh Mazhuho, co-founder of Zhytomyr hub, advised that representatives of the hub “handed over an unmanned aerial system for the Armed Forces, purchased using donations and funds from benefactors. According to him, the drone was made in Ukraine.

Foot patrols from the volunteer territorial battalion “Sokoly Polissia” joined patrolling of the streets of Zhytomyr from the beginning of October. Now, according to the decision of the Defense Council of the Zhytomyr oblast, volunteers patrol the city’s districts only during the day.

10K euros were collected for the needs of the destroyed Lyceum # 25 in Zhytomyr during the concert in the German city of Kiel. The lyceum was destroyed on March 4 as a result of rocket attack by the russian invaders.

The Zhytomyr Regional Philharmonic joined the National Art Project “FIGHT for Ukraine”. The purpose of the event is to claim Ukrainian national cultural identification.

Nelya Kovalyuk, the Representative of the Government Commissioner for the Rights of Persons with Disabilities in Zhytomyr RMA, reported that Litao Wang, a massage therapist from China, came to Zhytomyr. A certified doctor will help residents restore their health.

Ukrainian documentary photographers Kostiantyn and Vlada Liberov published the first photoshoot of Mariupol defender Dmytro Kozatskyi (nickname “Orest”), a native of Malyn, Zhytomyr oblast. Thanks to Dmytro Kozatsky’s photo, the world learned about the situation at Azovstal.

Sumy oblast

The head of Sumy RMA, Dmytro Zhivytskyi said that the russian military fired three times on the border in Okhtyrka district. There were a total of 11 artillery hits. An agrarian enterprise was damaged due to the shelling of the Velika Pysarivka community. There were no casualties.

The commander of the combined forces of the Ukrainian Armed Forces Serhiy Naev reported that the russian federation moved the mobilized to Sumy direction. There were about 1 500 people 120 km from the state border. “Currently, they are just starting their training,” the military commander noted.

7 explosive objects were discovered by pyrotechnicians of the State Emergency Service of Ukraine in the city of Romny. Among dangerous finds are artillery shells and hand grenades. Explosives were found in Okhtyrka, Konotop and Sumy districts.

Major repairs of buildings damaged during the war begin in Okhtyrka. This was reported by the Okhtyr City Council. Three residential buildings badly damaged by the destruction require restoration.

A volleyball competition among military personnel took place in Sumy. 14 teams took part in the tournament. “This is, first of all, an opportunity to step away from the horror that is happening now,” said one of the participants, Maksym. “Sport was an integral part of my life before the war.”

Chernihiv oblast

The Novhorod-Siverskyi DMA reports that 80% of the population left the district village due to the war. From 30 to 50 residents remained in Kamianska Sloboda near the Ukrainian-russian border.

Nataliya Pesotska, a teacher from Chernihiv, received an award from the hands of the First Lady of Ukraine, the national award Global Teacher Prize Ukraine. An employee of the Chernihiv boarding school stayed with the students during the bombing of Chernihiv by the occupiers. For almost a month, the woman hid with them in the basement, soothed, fed and treated them, and then took them to a safe place.

The Chernihiv Prosecutor’s Office reported that the russian tank battalion commander will be tried in absentia in Chernihiv. During the attempt to occupy the oblast, the commander gave a criminal order to the tank gunner operator to shoot at the new building, which was not a military target and was not used for military purposes.

18 units of enemy equipment were captured by the military of the “North” operational command when defending the regional center. This was announced by the commander of the group Viktor Nikoliuk. BTR-80A, the russian armored personnel carrier, appropriated by the Armed Forces, was one of the trophies.

The Center for Transport Strategies reported that 30 destroyed road structures will be restored in the near future in Chernihiv oblast. Among them there are two bridges over the Desna River and one over the Seim.

The village of Koryukivka wants to give its firewood to more needy regions. The head of Koriukiv community addressed this proposal in a letter to Chernihiv RMA. According to him, the survey in the community showed that 93% of the residents have prepared for winter and have a sufficient supply of fuel. “Apparently, in the east, the firewood provided for our community is more needed,” the mayor added.

Central regions

Dnipropetrovsk oblast

Nikopol and Synelnykovo districts were again shelled by the enemy at night. They attacked Nikopol from Grad MRLS and heavy artillery. 4 people received blast injuries and shrapnel wounds. 2 were hospitalized. Four apartments on the 4th and 5th floors were destroyed in the city. Three dozen residential buildings, shops, a school, an administrative building, and cars were damaged. About seven thousand households were left without power. There is also no water supply in Nikopol as a result of shelling.

Marhanets and Chervonohryhorivka communities also were under attack. Noone was injured there.

In Synelnykovo district, the occupiers shelled Pokrovska community. A fire broke out in the warehouse of one of the agricultural enterprises. There were no victims. This was announced by the head of the regional council Mykola Lukashuk.

A social cafe was opened in Dnipro. A hundred people are provided with food here every day. During the full-scale war, benefactors prepared approximately 15K food servings.

Vinnytsia oblast

The Vinnytsia City Council reported that ​​100 new beds, washing machines, refrigerators, equipment and furniture were donated to internally displaced persons (IDPs) living in Vinnytsia. One of the IDP Accommodation Centers received the aid. In more than half a year, Vinnytsia shelters, located on the basis of vocational training and general secondary education institutions, received more than 45K sheltered people. 

A family of blacksmiths from the village of Zhabelivka of Voronovytska community sent 20K metal brackets for strengthening the dugouts to the defenders. Roman and Dina Trinos have been making them since March.

Kirovohrad oblast

Volodymyr Slinchenko, head of the civil protection department of the regional state administration, advised that the first shelter-stop appeared in Kropyvnytskyi. According to him, the shelter was built according to the project of protective structures of civilian defence, using reinforced concrete structures within a short period of time.

Valeriya Furmanova, head of the regional department of agro-industrial development, informed that the harvest of vegetables in Kirovohrad oblast increased by 30% compared to last year due to the All-Ukrainian project “Gardens of Victory”. The vegetables are used to prepare dry soup and borshch for the Ukrainian military in Donetsk, Mykolayiv and Kherson oblasts.

Poltava oblast

Dmytro Lunin, the head of the Poltava Regional State Administration, announced that five defenders of Mariupol and Azovstal were awarded the title of Hero of Ukraine.  Serhii Volynskyi (call sign “Volyna”), unit commander of the 36th separate brigade of marines, a native of Poltava, is one of them.

Southern regions

Zaporizhzhia oblast

The occupiers shelled civilian infrastructure in Orikhiv and Huliaipole districts. Zaliznychne and Verkhnya Tersa were affected in addition to community centers. The villages of Znachkove and Novoiakovlivka in Zaporizhzhia district were under enemy fire.

As a result of the rocket attack, a resident of Zaporozhzhia was injured. He was provided with the required medical assistance.

Oleksandr Starukh, the head of Zaporizhzhia RMA, reported that russian occupiers are setting up the so-called “state border” on the territory of the temporarily occupied Vasylivka. Russian servicemen do not allow Ukrainian citizens to cross the checkpoint for several days.

According to Melitopol Mayor Ivan Fedorov, as of October 4, the number of people at the russian military checkpoint is more than 4 500 people. People are trying to leave the temporarily occupied territory due to increased pressure from the occupiers. Yesterday, one person died in the queue.

On October 4, a parliamentary commission started investigating the use of humanitarian aid in Zaporizhzhia. This is the first field meeting on the humanitarian aid distribution in the regional center. The commission will work for half a year.

General Director of the Zaporizhzhia NPP Ihor Murashov will not manage the plant. He and his family are currently in the territory controlled by Ukraine. This week, IAEA Director General Rafael Grossi will continue consultations on creating a safety zone around the Zaporizhzhia NPP in Kyiv and Moscow. This was reported in the agency statement.

Mykolaiv oblast

In the middle of the night, the enemy launched a missile strike with 6 S-300 anti-aircraft guided missiles on Bereznehuvate community. Residential and administrative buildings and shops were damaged. There are no casualties. Also at night, the enemy shelled Inhulets and Shyroke communities.

In the morning, the enemy launched a rocket attack on Voznesensk district. The infrastructure facility was damaged. There were no losses.

Yesterday, Shevchenkove and Bereznehuvate communities were attacked. A 62-year-old woman and a 60-year-old man were injured. Private residential buildings were damaged.

As of the morning of October 4, there are 587 people in Mykolaiv hospitals who were injured as a result of shelling by russian troops.

Odesa oblast

At noon, the enemy tried to attack Odesa with a “Shahed-136” kamikaze drone. The air defense forces destroyed the unmanned aerial vehicle over the sea.

9 enemy ships are maneuvering in the Black Sea, hiding behind the Crimean peninsula from the storm and damage by the Defense Forces. There are 5 missile carriers on duty, 2 of which are submarines. They are equipped with 32 Caliber missiles.

5.5 million tons of agricultural products were shipped on 241 ships through Odesa ports from August 1 to September 30. About 40% of the cargo left the “Southern” port. 1.62 million tons of grain and processed products were exported in August, and in September – 3.9 million tons.

Kherson oblast

The situation in the operational zone in the South Buh direction is tense and dynamic. The defense forces continue active actions, entrench themselves in the liberated territories, maintain the initiative and control.

Ukrainian defenders liberated from the occupiers Arkhangelske, Visokopillia district and Myroliubivka, Beryslav district. The General Staff of the Armed Forces of Ukraine announced that Special Operations Forces of Ukraine liberated two more settlements in Kherson oblast.

The Odesa 35th Marine Brigade raised the Ukrainian flag over the village of Davydiv Brid in Kherson oblast. This was reported by the Ministry of Defense of Ukraine.

The enemy is trying to pull up reserves, including those formed from recently mobilized. At the same time, they experience disruptions in logistics, lack of ammunition and means of protection.

The enemy is shelling territorial communities along the front line and liberated territories in Kherson Oblast. The enemy is shelling Khreshchenivka, Osokorivka, and Novovorontsovka with heavy artillery. Residential buildings and electricity grids were damaged. Local residents were killed and injured.

Our aircraft launched 9 strikes on enemy positions and objects. Rocket and artillery units completed 290 fire missions. The enemy losses reached 87 occupiers and more than 60 pieces of equipment. Uragan MLRS and the transport-charger for it, the “Sani” mortar complex of 120 caliber were destroyed.

The occupiers tortured a couple for their pro-Ukrainian position in Skadovsk district. The husband was beaten, the wife was kidnapped and taken in an unknown direction. The house was blown up.

In the temporarily occupied cities, notably in Kherson and Hola Prystan, looting continues: cars, housing and ownership documents are stolen from the locals.

Residents of the de-occupied villages in Beryslav district receive financial assistance from the Red Cross Society. More than 1 500 residents of the de-occupied villages will receive financial assistance worth almost 2 million hryvnias. To date, 261 residents of Kochubeivka community have received payments.

Western regions

Volyn oblast

From Volyn, a humanitarian cargo such as powerful power banks, first-aid kits, underwear, sets of hygiene products for the soldiers of the 14th Separate Mechanized brigade named after Prince Roman the Great, who are on the front line, was sent. Humanitarian aid was sent thanks to the CF Good Deed.

An anti-drone gun was purchased in Shatsk community for country soldiers. This became possible thanks to a charity event.

In the villages of the community near Lutsk, six warning systems will be operational. The installation and connection of the equipment to the centralized automatic notification network is currently being completed.

Mayor of Novovolynsk, Boris Karpus, announced that a trophy grenade launcher was handed over to Novovolynsk. The military “trophy” was won by fighters of the 1129th Belotserk anti-aircraft missile regiment.

Zakarpattia oblast

At an extraordinary meeting of the executive committee of the Uzhhorod City Council, the simplified procedure for procurement of winter clothing for the Territorial Defense troops was supported. Previously the deputies voted to allocate UAH 8.6 million to this end.

Educational institutions of the oblast received 20 modern computers within the framework of cooperation of the Zakarpattia RMA with the United Nations Children’s Fund (UNICEF).

RMA reported that Zakarpattia can get financial assistance from the oblast budget for the accommodation of forced displaced people.

Ivano-Frankivsk oblast

From Ivano-Frankivsk, the soldiers were provided with a laptop, Epson L3100 multifunctional device, oil for two-stroke engines, hygiene products, etc.

In the city council, a meeting with the Ambassador Extraordinary and Plenipotentiary of Sweden to Ukraine Tobias Tyberg was held. The bilateral cooperation was discussed.

Lviv oblast

The Lviv City Hall signed a Grant Agreement with the International Finance Corporation (IFC). This involves financial assistance in the renovation of buildings to provide temporary housing for forcibly displaced Ukrainians. This program is also planned to be expanded to render support to Lviv medical and transport areas. 

Renovation works are being completed in the hostels of Chervonohrad region, which will provide almost 400 places for IDPs to live. Over UAH 19 million was allocated from the oblast budget to finance the program. The total cost of works in Lviv oblast is UAH 47 million.

The director of the Department of Education and Science of the Lviv Regional State Administration, Oleg Paska, announced that 706 out of 1112 schools in the oblast ensured face-to-face education, 394 had a mixed format. Students of approximately 30 educational institutions study remotely.

The Alley of Heroes project is being implemented in Stryi region. As part of the event, activists will plant name magnolias in honor of every fallen soldier from the district. Its organizers plan to create a map with a QR code and names of all fallen soldiers and the history of each named magnolia. On October 1, the first tree was already planted, a magnolia in honor of the memory of Vladyslav Palenicka.

In Lviv, the bicycle marathon Lvivska hundred.Autumn  was held. Three hundred participants from different parts of Ukraine, from Zakarpattia to Donetsk oblasts, covered the distances to test their strength and help the Armed Forces. The money collected at the event will be donated to the Return Alive fund.

During the festival-competition of folk choreography Folklorny divosvit in Sokilnyky, over UAH 143K were collected. The money will go to support the Armed Forces of Ukraine.

The development of EcoHike engineers from Lviv entered the European market. A free application that allows to mark and clean up polluted areas of nature is now available in Poland.

Rivne oblast

In RMA, a meeting with the Head of the Territorial Defense Forces West Regional Directorate, Colonel, Oleksandr Kyago, was held. They discussed the functioning of the territorial defense forces, performing tasks outside the region, and those that are in permanent deployment points.

Rivne oblast is 100% technically ready for the heating season. Municipal energy enterprises of the budgetary sphere have signed all contracts with the gas supply company Naftogaz Trading.

Mayor of Rivne, Oleksandr Tretyak, today received an award from the commander of Rivne’s 14th separate rifle battalion, Valery Bielitskyi.

Students and teachers of Dubrovytskyy Lyceum held a charity fair. They sold their own baked goodies, various sweets, a lot of jewelry and patriotic blue and yellow bracelets.  International support

The Ambassador of Ukraine to NATO Nataliya Halibarenko reported that the discussion of Ukraine’s accession to NATO at the ministerial level will take place on October 12-13.

In the Czech Republic, as part of the Dárek pro Putina (“Gift for putin”) initiative, €1.22 million was collected in one month for a modernized T-72 Avenger tank for the needs of the Ukrainian army. Activists bought not only a tank, but also ammunition for it and have already arranged delivery to Ukraine. The tank was named Tomas.

The EU and Ukraine signed a memorandum on 5 billion euros of macro-financial assistance. Ukraine should receive the first tranche in mid-October.
