Here is operational information from the General Staff of the Armed Forces of Ukraine regarding the russian invasion as of 6pm:

Towards Volyn, Polissia and Siversk, the situation has not changed much. The enemy shelled the village of Starykove, Sumy oblast. Aerial reconnaissance of the borderline area in Chernihiv and Sumy oblasts by using UAVs continues.

Towards Ukrainian Sloboda direction, enemy units continue to deter the Ukrainian Defense Forces from moving deep into the temporarily occupied territory by all available means.

Towards Kharkiv, the enemy carried out fire damage from barrel and reactive artillery in the areas of Bazaliivka, Cherkaski Tyshky, Husarivka, Kharkiv, Malynivka, Ruski Tyshky, Ruska Lozova, Udy and others. There was an airstrike near Verkhniy Saltiv.

Towards Sloviansk, the enemy shelled Dibrovne, Velyka Komyshuvakha, Nova Dmytrivka and others with artillery. Near Bohorodychne, the enemy reconnaissance group tried to detect weaknesses in the defense of our troops. The enemy was eliminated.

Towards Donetsk, the occupiers continue to focus their main efforts on Bakhmut and Kramatorsk. There are attempts to establish control over the territory of the Vuhlehirsk TPP.

Towards Kramatorsk, Hryhorivka, Kramatorsk, Riznykivka, Verkhnokamianske, Vyimka, Zakitne, and Zvanivka were subject to shelling. There was also an airstrike near Spirne.

The invaders used assault actions from different directions to improve the tactical position near Verkhnokamianske. Ukrainian soldiers suppressed the enemy’s attacks with dagger fire and inflicted significant losses. The invaders withdrew in panic.

Towards Bakhmut, the enemy is trying to create favourable conditions to launch the offensive on Bakhmut. There was shelling with tanks, barrel and rocket artillery in the areas of Bilohorivka, Rozdolivka, Semihiria, Soledar, Travneve, Yakovlivka and other settlements. Pokrovske and Novoluhanske were struck from aircraft.

The invaders again tried to onslaught the Vuhlehirsk TPP from different directions, yet failed again and suffered losses.

Enemy reconnaissance groups tried to detect weaknesses in the defense of our troops in proximity of Soledar and Pokrovske. They were discovered and eliminated.

Towards Avdiivka, Novopavlivka and Zaporizhzhia, the enemy systematically shelled civilian and military infrastructure in Bilohiria, Mala Tokmachka, Novobakhmutivka, Novosilka, Opytne, Pisky, Vodiane, Shevchenko, Zelene Pole, and many others. They carried out airstrikes near Krasnohorivka and Kamianka.

Towards South Buh, the main efforts of the enemy focus on preventing the advance of our troops. High intensity of reconnaissance is maintained by using unmanned aerial vehicles. Mutual shelling from barrel, rocket artillery and tanks along the entire contact line continues.

In the units of the russian occupation troops, cases of desertion and open disobedience to the command are increasing.


The EU condemns the russian strike on the port of Odesa, which occurred less than 24 hours after russia signed an agreement to unblock Ukrainian grain exports by sea. “Whatever russia promises, it will always find ways not to do it,” President of Ukraine Volodymyr Zelenskyy commented on the shelling of the port of Odessa. On the morning of July 23, russia hit the port of Odessa.

358 children were killed as a result of the russian armed aggression in Ukraine, as stated in the message of the Office of the Prosecutor General. These numbers are not final. Bombing and shelling also damaged 2188 educational institutions, 221 of which were completely destroyed.

The Ministry of Internal Affairs reports that Ukraine introduces new rules for obtaining a driver’s license. From now on, those wishing to obtain a driver’s license must first undergo a theoretical training course at the automobile school and successfully pass the test. After mastering traffic rules, students will be able to start an applied course and use a vehicle.

The famous band Imagine Dragons will raise money for restoration of Ukraine. The musicians became ambassadors of the fundraising platform United24 and will help collect donations for Ukraine.


Eastern regions

Kharkiv oblast

During the day, russians struck Bohodukhiv, Chuhuiv, Izium, Kharkiv and Osnova districts.

The enemy hit a two-storey residential building in Kharkiv. There were no fatalities, an injured man is in satisfactory condition. The building is almost fully destroyed.

The invaders hit the yard of the Kharkiv National University of Urban Economy. There were no casualties. According to preliminary police reports, the shelling was from a Giatsint-B cannon.

According to the Regional Prosecutor’s Office, a private enterprise was partially destroyed as a result of rocket attacks in Rohan settlement, Kharkiv oblast.

According to the head of Zolochiv community, Viktor Kovalenko, russian invaders shelled Dovzhyk, Zolochiv community, with artillery in the morning. The lyceum was significantly damaged. A 74-year-old woman was killed and 4 people injured.

Russians destroyed 30 new Turkish Karsan buses and dozens of trolleybuses in Kharkiv. The shelling outcome of the depot was shown by communal services. 58% of the trolleybus park with 91 new Bohdan buses were damaged.

Despite shelling, workers of municipally owned corporation Kharkiv Thermal Network are preparing heating thermostats and internal quarter networks for the heating season.

The invaders destroyed 30 hectares of wheat in the Zmiiv community. Farmers and residents extinguished the fire on their own.

Donetsk oblast

The situation remains tense throughout the region. The enemy is waging a war to destroy people and infrastructure.

Russian invaders carried out 20 strikes on Donetsk oblast – shelling 13 settlements in the region. 52 civilian objects were destroyed and 9 people were injured. Since the start of russian full-scale invasion of Ukraine, 637 people were killed and 1 650 injured in Donetsk oblast. The exact toll of killed and injured in Mariupol and Volnovakha cannot yet be verified.

Russian invaders shelled Avdiivka, Kostiantynivka and Toretsk overnight and in the morning with artillery. 1 person was killed.

Sloviansk is again under attack by russian invaders – residential areas of the city were shelled. 3 people were injured and six five-storey buildings and several private houses were damaged. According to preliminary information, the invaders fired cluster munitions at the city.

According to  Mariupol City Council, in occupied Mariupol, basic food products are sold with a 200-300% markup.

Up to 18K houses in Donetsk oblast had their power supply restored during the day, with 326 settlements still without power. The most difficult situation is in Avdiivka, Bakhmut, Marinka, Toretsk and  Sloviansk.

Luhansk oblast

During the day, Ukrainian troops repelled two attacks by the invaders toward Siversk and Verkhnokamianka. Russian ammunition depot near Slovianoserbsk was destroyed.

From Lysychansk, the enemy is constantly attacking different sections of the administrative border between Luhansk and Donetsk oblasts.

In the temporarily occupied territories of Luhansk and Donetsk oblasts, there are specialized prisons where residents and russian soldiers who refuse to fight are detained.

According to the head of Luhansk Regional Military Administration, Serhiy Hayday, in Lysychansk, the Armed Forces of Ukraine blew up the invader’s headquarters in the courthouse. A meeting was held when the building was struck. Around 50 enemies, who were in the building at the time, were killed.

Lysychansk is completely out of centralized communications. According to the head of the City Military Administration, Valeriy Shybiko, 10-12 thousand people are currently staying in the city.

In the occupied Luhansk oblast, to move around the region, one must receive a pass from the invaders. It is issued after being checked and doing fingerprinting.

According to the Center Coordinator, Oleksandr Striuk, since 8 July, 3 634 residents of Sievierodonetsk and surrounding communities received humanitarian aid from humanitarian headquarters.

Northern regions

Kyiv oblast

The first lady of the Republic of Latvia Andra Apine-Levite and the first lady of the Republic of Lithuania Diana Navesdenė visited Kyiv oblast as part of the First Ladies and Gentlemen’s Summit. During their visit, the guests saw completely destroyed residential buildings of Irpin and laid flowers at the memorial cross at the site of mass graves in Bucha.

The curfew in Kyiv oblast will be in effect daily from 11:00 a.m. to 5:00 a.m. Temporary restrictions have been extended by the order of the head of the Kyiv Regional Military Administration until July 31.

According to the Kyiv Military Administration, a tractor blew up on an anti-tank mine in Bucha region. It happened during agricultural activities near the village of Andriivka. The tractor driver was not injured.

According to the Kyiv City State Administration, over 270K internally displaced people have moved to the capital since 2014. Since February 24, nearly 100K more have registered in Kyiv, with more than 15K of them being children. The majority moved from Donetsk and Luhansk oblasts, as well as from Kharkiv, Sumy, and Zaporizhzhia oblasts.

Modular towns are functioning in Bucha, Borodianka, and Makarov. According to Kyiv RMA, 1,000 people who lost their homes due to military hostilities have found temporary shelter there. At present, construction of similar houses and their connection to the utilities continue in Irpin.

Thanks to the “Moye serdenko” mental-health initiative, 236 children and 278 parents received help in Fastiv. The project was launched in partnership with the Center of Pediatric Cardiology and Cardiosurgery of the Ministry of Health of Ukraine and the international organization Doctors Without Borders. There are plans to open a diagnostic treatment department shortly.

An art center in honor of Ukrainian artist Maria Prymachenko will open in Ivankiv in Kyiv oblast, informed the head of the Kyiv RMA Oleksiy Kuleba. The art space will be set up on the premises of the Ivankiv Local History Museum, which was partially destroyed by russian missiles on February 25. All Prymachenko’s paintings and some other exhibits were saved.

The Museum of Kyiv History is launching a creative project called ‘Stolen Art or Recounting Culture’. This is a series of lectures designed to tell the story of the brilliant Ukrainian artists whose work has been appropriated by russia since the 18th century.

Zhytomyr oblast

More than 1,200 citizens who were forced to change their place of residence due to hostilities have applied to employment services in Zhytomyr oblast. Most of them are from Donetsk and Kyiv oblasts, as well as Luhansk, Kharkiv and Kherson oblasts. 244 internally displaced persons have found employment with the help of employment services.

A series of first aid training courses for police units has started in Zhytomyr oblast. These classes are taught by experienced teachers, medics and volunteers. The Human Rights Department of the National Police of Ukraine and The Ukrainian Red Cross Society helped organize the sessions.

Another batch of humanitarian aid arrived this week in Berdychiv, Zhytomyr, Korosten and Novograd-Volynskyi regions. According to Zhytomyr regional military administration, UNICEF has provided around 12K mattresses to arrange temporary shelters for displaced people.

Educational institutions in the oblast have received more than 200 bomb shelter packages from the Humanitarian Headquarters of the Regional Military Administration.

Oleksandr Nikitenko, a Zhytomyr resident, won the competition for the best installation for the Ozdemer Bayraktar National Technology Centre. His victory was announced by the competition organizers. A detailed design for further implementation is planned in the future. Architects plan to donate part of the money to the Ukrainian Armed Forces.

Sumy oblast

The SBGS reports that during the day the enemy shelled the Putivl and Shalygine communities of Sumy oblast with artillery.

The Sumy RMA reports that Yunakive, Myropillia, Bilopillia, Khotyn, Krasnopillia and Mykolaiv communities of Sumy oblast were affected by enemy shelling. A farmer died in the Bilopillia community due to a direct impact of an artillery projectile on a tractor.

The head of Sumy RMA Dmytro Zhivytskyi reported that in Shostka, there was an explosion at one of the city’s enterprises, there were injured people. He noted that the explosion was not related to hostilities. Five people were injured, one person died in the hospital from burns.

Head of RMA thanked gas industry workers for their responsibility and selfless work in the most difficult conditions of the war. Since the war began in Sumy oblast, the enemy has damaged gas networks in 100 settlements.

In Sumy oblast, volunteers make trench candles for the military from old cans, corrugated cardboard and paraffin. Volunteers reassure that such candles can resist humidity and cold, with their help it is easy to light a fire even in wet weather.

Chernihiv oblast

The SBGS reports that russian troops continue to shell the Ukrainian border. Over the course of a day, the Novgorod-Siverskyi and Semenivka communities of Chernihiv oblast came under enemy fire.

The russians fired barrel artillery and mortars at the territory of the Semenivka community 3 times. There were 32 explosions. The enemy shelled the Novgorod-Siverskyi community with barrel artillery. There were 45 explosions. The enemy also used an automatic grenade launcher. About seven dozen explosions were recorded.

The State Border Service of Ukraine reported that another cache of weapons of russian invaders was discovered in Chernihiv oblast. The hiding place was found by border dog handlers during planned counter-sabotage measures. Belonging to the armament of the russian army is indicated by the marking applied to the weapon.

To reduce maintenance costs of sewage treatment plants, fountains, road repairs, water is supplied to fountains and redistributed to the installation of observation points and emergency restoration work in the residential sector. This decision was made by the Chernihiv City Council in wartime conditions.

A charity fair was held in Novgorod-Siverskyi, organized to collect funds for the needs of the Armed Forces. The weekly fair was started by military wives. At the sale, you can buy craft items made by local artisans, goodies made by the wives of soldiers, as well as home-made aromatic oil.

Central regions

Vinnytsia oblast

About 50 Vinnytsia residents joined the all-Ukrainian flash mob “Running for Azovstal” to support Mariupol defenders. Participants ran from Vinnytsia Arch to Castle Hill and back.

Serhiy Sovko from Vinnytsia won bronze at the World Championships in rowing slalom among juniors and youth up to 23 years of age, held in the city Ivrea, Italy.

Dnipropetrovsk oblast

The enemy continues shelling Dnipropetrovsk oblast. Russian occupiers hit 2 districts of the region – Nikopol and Kryvyi Rih.

Enemy shelled the Chervonogrigorivsk community with the “Hrad” MLR system. There are no victims and damage.

Power lines and a gas pipeline were damaged in the village Hannivka, Shirokiv community as a result of shelling. There are no victims.

Velyka Kostromka, Zelenodolsk community was also shelled by the enemy. Several streets remained without lights. There are no victims.

In Dnipro, mural in blue and yellow colors, dedicated to Ukrainian dissident Levko Lukyanenko, appeared at the intersection Sichovyh Striltsiv and Shevchenko streets.

Kirovohrad oblast

In the morning, the enemy shelled Kropyvnytskyi district. 13 missiles were fired. Three people were killed, 19 injured.

In Kropyvnytskyi, students of Donetsk State University of Internal Affairs were taught how to provide basic first-aid on the battlefield. Training in tactical medicine was conducted by a combat doctor of the 124th Territorial Defense Brigade with call sign “Aibolit”.

Poltava oblast

In Poltava, near the Holy Assumption Cathedral, masters of the Opishnya Art Lyceum held charity master classes on creating pottery and fabric amulet. Ceramic and textile goods were sold. The funds were collected for the military needs.

In Poltava, as in many other cities of Ukraine, a charity race “Running for Azovstal” was held to support Mariupol defenders.

Cherkasy oblast

The head of the department of the regional employment center Larisa Miroshnyk informed that in Cherkasy, unemployed people, who have not found a job within a month, will be involved in public works.

In Cherkasy region, a charity event was held to support  “Azovstal” defenders.

Oksana Postupak, an embroiderer from Cherkasy, organized the “Shirt for defenders” project. Currently, 45 craftsmen are sewing and embroidering national clothing to hand over to the Ukrainian military.

Southern regions

Zaporizhzhia oblast

In the direction of Zaporizhzhia the situation didn’t change significantly. The enemy continues shelling the positions of Ukrainian defenders using tank gunnery, artillery and MLRS along the entire contact line.

In the evening, the occupiers shelled the village of Kanivske in Zaporizhzhia oblast with 60 Grad rocket launchers. There are no losses and destruction.

The police received 2 reports of destruction of civilian infrastructure objects as a result of shelling by russian occupying forces in the areas of the following settlements: Uspenivka, Huliaipilske, Rivnopillia, Zaliznychne, Lukianivske, Novodanylivka.

1 100 people, including 250 children, were evacuated from the temporarily occupied territory.

According to Zaporizhzhia RMA, people continue to be kidnapped in the temporarily occupied territories. Currently, 415 cases of kidnapping are known, more than 170 people are still being held hostage.

Explosions were heard in the temporarily occupied Kyrylivka in Melitopol district. Mayor of Melitopol Ivan Fedorov reported about this. He also reported that after successful attacks by the Armed Forces of Ukraine on military bases in Melitopol and Myrne in Melitopol district, the occupiers began to place their military equipment in Kyrylivka.

Mykolaiv oblast

In the morning, russian occupiers launched 6 S-300 missiles at Mykolaiv. They targeted a private warehouse and the outskirts of the city. Two city educational institutions were damaged by the blast wave and debris – their windows and doors were broken.

10 fires were registered on the territory of Mykolayiv oblast, which arose as a result of the impact of enemy ammunition and debris from them. Fires broke out in Pervomaisk, Halitsynivka, Bereznehuvate and Baashtanka communities, as well as in the regional center.

According to Mykolaiv RMA, 7 819 civilian objects have been partially or completely damaged in Mykolaiv oblast since the beginning of the russian invasion.

Odesa oblast

The enemy attacked the Odesa Sea Trade Port with Kalibr cruise missiles. There was grain in the port that was to be sent for export. 2 missiles were shot down by air defense forces. 2 hit the infrastructure of the port. As a result of the missile strike, a fire broke out in the pumping station.

There are two missile carriers with 16 Calibers and two large amphibious assault ships of the russian army in the Black Sea.

Kherson oblast

The enemy continues to defend himself, trying to hold on to the occupied borders, by shelling with rocket multi launchers and launching air strikes. This is reported by the “South” Operational Command. 

A pair of enemy Ka-52 helicopters attacked the outskirts of Andriivka. No losses.

Ukrainian attack aircraft and helicopters struck 2 enemy strongholds in Kherson oblast and a concentration of enemy forces and equipment in Mykolaiv oblast.

Enemy losses were recorded in the amount of 93 occupants, a rocket multi launcher “Grad”, 3 BTR-82, 2 self-propelled guns “Pion”, 6 units of vehicles and a warehouse with ammunition. The final losses are being clarified.

According to the “South” Operational Command, the Defense Forces of the South struck 34 points and ammunition depots of the russian army over the past 10 days. 2 command posts and 10 strongholds, 7 places of concentration of forces and equipment, 15 warehouses with ammunition of the russian troops were destroyed.

After the strikes performed by the Armed Forces, the occupiers began importing ammunition under the guise of “humanitarian aid” in Kherson oblast. This is reported by the Main Directorate of Intelligence. The russian armed forces label military cargo as “humanitarian aid.” More than 20 “civilian” KamAz trucks drove to Kherson oblast. The real cargo is ammunition. The enemy is setting up new ammunition depots in cultural and educational institutions.

According to the Ministry of Culture and Information Policy of Ukraine, as of July 22, five objects of cultural heritage of Ukraine were destroyed or damaged in Kherson oblast as a result of russia’s armed aggression.

Western regions

The General Staff of the Armed Forces of Ukraine said that the security situation towards Volyn and Polissia did not changed significantly, but a strict ban was imposed on citizens visiting forests in the north of Volyn oblast. The border with belarus in guarded. In case of provocations of the Armed Forces, the Territorial Defense  and volunteer units are ready for decisive action.

Volyn

In Lutsk, immigrants’s families raising children with disabilities will receive assistance from UNICEF and the United Nations. 52 migrant children with disabilities live in the Lutsk community.

The Poles presented Lutsk firefighters with a ladder with a boom height of 37 meters. The car arrived as part of assistance from Polish firefighters from the city of Poznan.

Classes for children were held in Lutsk, where sappers told children about explosive objects.

Zakarpattia oblast

The head of Zakarpattia RMA Viktor Mykyta announced that the first group of 116 children returned home from an almost week-long vacation in the Austrian Burgenland.

At the children’s fair in Uzhhorod, UAH 23 430 was collected for a rangefinder for the Armed Forces.

An exhibition of children’s drawings on a military theme was held in Uzhgorod, where about 30 works were presented.

The Khust City Council reported that in the city of Khust in Zakarpattia, Leo Tolstoy Street was renamed to Boris Johnson Street.

Ivano-Frankivsk oblast

A sports charity flash mob “Running for Azovstal” took place in Ivano-Frankivsk. The event was organized by the Association of Defenders’ Families “Azovstal”. “Let’s run for Azovstal” is a nationwide action, supported in 9 cities of Ukraine. Today, people ran in support of Mariupol and the prisoners from Azovstal.

The mayor of Kolomyia announced that in Kolomyia, music schools will no longer study russian composers. Bohdan Stanislavskyi.

Lviv oblast

270 people were evacuated from the war zone to Lviv by two evacuation trains. 855 people traveled to Przemysl from Lviv Oblast by four trains.

Lviv RMA organized an informal meeting with representatives of the tourism industry to find out the challenges the industry faces and find the solutions. 

An initiative group of teachers organized the educational project “Conversations in Ukrainian” for internally displaced people living in the modular town “Mariapolis” and for several weeks helped them to adapt, improving their spoken Ukrainian language.

Lviv marathoner Nazar Kirik runs a half-marathon (21.1 km) every day to collect donations for the Autel evo 2 dual drone. Its value is UAH 260K.

Rivne oblast

Patrol police officers from Donetsk and Luhansk oblasts are being relocated to Dubno. This was discussed at the meeting of the head of the Rivne regional police department, Vitaliy Koval, with the head of the National Police, Igor Klymenko. 60 people will move in beforehand. Work is planned to begin at the end of August.

Ternopil oblast

A meeting of operative headquarters to provide building materials for restoration of objects damaged by the russian armed aggression took place in Ternopil Oblast. Among priority tasks of local administrations is monitoring of manufacturers of construction products and analysis of production capacity of enterprises.

Students from Spanish Madrid arrived in Chortkov to help the Ukrainian defenders. They arrived by two buses loaded with food and medicine. They also participated in cooking stew for the soldiers.

Khmelnytskyi oblast

RMA reported that civilians in Khmelnytskyi oblast are prohibited from entering the forest by all types of vehicles, except bicycle transport.

Chernivtsi oblast

In Chernivtsi RMA, they met the special representative of the Government of Bavaria in the region, Philip Blobel, a member of the “Lions Clubs International” organization. During the meeting, issues of humanitarian support were discussed. Since the war began, Bukovina has received four tranches of medical supplies from the Government of Bavaria for a total value of about 250K euros.

The regional office of the State Emergency Service reported that as part of humanitarian assistance, Vyzhnytsia rescuers received 12 handheld and 6 fixed Hytera car digital radio stations and a special mobile tent for the headquarters.

International support

Joe Biden signed a new aid package for Ukraine in the amount of $175 million. The package includes 5 more HIMARS and 580 Phoenix Ghost drones.

US Secretary of State Anthony Blinken announced that the US confirmed they are ready to provide humanitarian support and help in the post-war reconstruction of Ukraine.

The Cabinet of Ministers reported that Ukraine will receive a EUR 20 million grant from KfW for construction or reconstruction of VET.

Today in Kyiv, Volodymyr Zelenskyy met with the delegation of the House of Representatives of the US Congress.

Poland transferred 40 BMP-1 armored infantry vehicles to Ukraine.

Ukrainians in Poland will receive special electronic passports for crossing borders in the EU. This document allows them to travel within the European Union, as well as to cross its external borders.

Wounded Ukrainian soldiers will be treated in Poland. Every week, the sanitary train will transport about 30 wounded servicemen to Poland. The first group arrived for treatment on July 18, the second will leave next week.

Thanks to the help and financing of Polish partners Konwent Wspórzący Samorządowej Polska-Ukraina, shelters will be set up in the border settlements of Volyn.
