Russian troops in Donbas are trying to take offensive actions in Lyman and Bakhmut directions.

Much of Ukraine’s south and east is under occupation. The situation with food and medicines is aggravating. The occupiers’ protégé in Berdiansk, Zaporizhzhia oblast, has announced partial transition of the city to the ruble zone from May 25.

Head of Luhansk RMA Serhii Haidai re-assured that the russian military did not block the highway Lysychansk-Bakhmut and did not cut off Luhansk oblast from the rest of Ukraine.

LYSYCHANSK-BAKHMUT HIGHWAY

Ukraine briefly:

Towards Donetsk, the enemy launches artillery and air strikes in the areas of Lyman and Komyshuvakha, Donetsk oblast, and Severodonetsk and Novozvanivka in Luhansk oblast.

The enemy tried to take offensive and assault actions in Severodonetsk and Bakhmut directions in the areas of Berestovo, Lypove and Nyrkove. They failed retreating to previously occupied positions.

Towards Avdiivka, the russian invaders conducted unsuccessful assault actions in the areas of Krasnohorivka, Kamianka, Avdiivka and Pisky.

The enemy carried out air strikes and artillery shelling in the areas of Maryinka, Mykilske, Poltavka and Orikhiv.

In addition, Russian invaders continue to actively prepare for offensive actions in Novopavlivsk and Zaporizhzhia directions.

In Dnipropetrovsk oblast, russian invaders shelled Kryvyi Rih district several times during the day. They also hit Velyka Kostromka and Marianske.  A kindergarten, a church and some houses were damaged.

In Kharkiv oblast, the russians are conducting an intense fire attack on the positions of Ukrainian units. The occupation forces fired artillery at Krasnopillia, Sumy oblast, as well as Ternova, Ruski Tyshky, Dovhenke and Nova Dmytrivka, Kharkiv oblast.

Towards the South Bug, the russians tried to improve their tactical position, moving towards Mykolaiv to reach the administrative borders of Kherson and Mykolaiv oblasts. The invaders shelled residential buildings of Novooleksandrivka, Trudoliubivka, Novopavlivka, Blahodatne and Posad-Pokrovske.

In Volyn, Polissia and Siversk directions, no significant changes occurred.

In the South Bay of occupied Sevastopol, Kalibr missiles are being loaded onto submarines of the Black Sea Fleet. 

At the end of May, at the training grounds in Brest, Vitebsk, Grodno, Minsk and Mogilev oblasts, drills of the units of the Armed Forces of Belarus are planned.

Russian president vladimir putin has signed a decree on simplified admission to russian citizenship of residents of the occupied territories of Kherson and Zaporizhzhia oblasts of Ukraine.

The russian invaders informed Mariupol locals that they could obtain russian citizenship without intermediate citizenship of the so-called DPR.

Next year, certificates of complete general secondary education for school graduates will be available electronically in Diia. In particular, for those who changed schools after being forced to move because of the war.

The United States has provided $4 million in a new aid package within the programme of clearing Ukrainian territories of russian mines and unexploded bombs.

In the temporarily occupied territories of Ukraine, russians began withdrawing Ukrainian books with “extremist content” from libraries, schools and other book funds. “The so-called “military police” removes Ukrainian fiction and historical literature from libraries in the territories of Luhansk, Donetsk, Kherson oblasts,” said Liudmila Denysova, the Verkhovna Rada Commissioner for Human Rights. “Since the beginning of the war, russians have damaged or destroyed almost 60 Ukrainian libraries. Almost 4,000 libraries were in the temporarily occupied territory. The condition of 20 libraries in Mariupol is not known at all,” says the Ombudsman.

Chernihiv Library for Youth, Donetsk Library for Children, Makariv Public Library, Korolenko Library in Kharkiv suffered the most severe destruction as a result of russian shellingn. 

In Ukraine, the procedure of simplified EIT (External Independent Testing) has been launched, students abroad and from the occupied territories will be able to make it.

Since the beginning of the war, the naval blockade of Ukrainian ports has already caused a global increase in prices. The blockade prevents commercial shipping from carrying out operations in the area. Ukraine’s land exports are unlikely to replace the shortage of shipping capacity. As a result, significant supplies of Ukrainian grain remain in short supply without being able to be exported.

Due to the war in Ukraine, there are global wheat reserves sufficient only for 10 weeks, according to the UN. Food security has reached levels not seen since the 2008 financial crisis, and it will only get worse without aggressive intervention.

During the day, pyrotechnic units of the SES were involved 223 times. 1095 explosive objects and 8 kg of explosives, including 1 air bomb, were found, extracted and disposed. The area of 353 hectares was examined. Most often pyrotechnicians worked: in Kharkiv oblast – 4444 oblast, Kyiv oblast – 2,371, Mykolaiv oblast – 1327, Chernihiv oblast – 1308, Cherkasy oblast – 761, Sumy oblast – 538.

At the Ukrainian Breakfast in Davos, Volodymyr Zelenskyy says that China remains aloof from the conflict, and Ukraine accepts it. “It’s better than China’s support of russia, anyway. I want to believe that China will not pursue a different policy behind it,” – said the Ukrainian President.

Eastern regions

Kharkiv oblast

Today, the employees of the State Emergency Services in Kharkiv together with utility workers carried out salvage operations and cleared the debris of multi-storey buildings damaged by shelling. Using special vehicles, rescuers dismantled the dangerous constructions with fall hazards. 

Kharkiv Heating Network is not idle: 26 main networks with a diameter of 219 mm to 1020 mm, 21 intra-quarter networks, as well as 12 hot water supply pipelines are being replaced.

According to the head of Kharkiv Regional Military Administration Oleg Syniehybov, hostile russian troops shelled Balakliia. They don’t allow opening humanitarian corridors. 

Maxim Khaustov, Director of the Department of Health of Kharkiv Regional Military Administration informs that one person was killed, seven injured in the shelling. According to him, only a 9-year-old girl was taken from Balaklia to Kharkiv. She is in stable serious condition. She and her father are in a Kharkiv hospital.

“The enemy shelled Rubizhne and Ternove. They tried to launch the counter-offensive towards Ternova, Ruski Tyshky and Pytomnyk”, the Ministry of Defense spokesman Oleksandr Motuzniak informed at his briefing on May 25.  

The aggressor’s units fired on civilian infrastructure in the districts of Dovhenke and Nova Dmytrivka in  Kharkiv oblast. The enemy is trying to improve the tactical position of its units in Izium.

In the village of Mala Rohan, which was liberated from occupation, the power supply was restored.

The invaders freed from captivity the adducted head of Dvorichanska village council Galyna Turbaba. There is no information about her condition.  

Donetsk oblast

The occupier attempted assault and offensive operations in the Bogorodichne district of Donetsk region. They were not successful and withdrew with losses.

On May 25, the Mariupol mayor councilor Petro Andriuschenko commented on the passport system for our Ukrainians: “the so-called DPR gave the green light to issuing russian passports to residents of Mariupol and residents of other occupied territories without receiving DPR passports. Mariupol annexation is underway.”

Relying on Radio Svoboda news coverage, The satellite also recorded the presence of ships in the port of Mariupol, which the occupiers are likely to use to export metal and grain. According to photos from Planet Labs, the ships have moved to berths, where, according to the Mariupol City Council, products are usually shipped. According to Mariupol Mayor Vadym Boychenko, the occupiers are resuming the port operations and plan to remove everything they can from there.

On the morning of May 25, the russian military launched two missile strikes on Pokrovsk. Four civilians were hospitalized. According to Pavlo Kyrylenko, head of the Donetsk Regional State Administration, three infrastructure facilities were damaged.

The russian military launched a missile strike on residential areas and the private sector of Kramatorsk. Kramatorsk Mayor Oleksandr Honcharenko informs that there were no casualties.

Businessman Rinat Akhmetov will sue russia over the destroyed Azovstal plant. He will also demand compensation for all losses for his other enterprises, partially or completely destroyed.

Luhansk oblast

As of May 25, 10 am, 6 civilians were killed, 8 wounded by russian troops in Luhansk oblast. It is hard to estimate the scope of damages caused to housing facilities in Severodonetsk, Novodruzhkovka, Vrubovka, Toshkivtsi, Komyshuvakha, Zolote, Katerynivka, Hirskii. 

In Severodonetsk, six people were killed and at least eight wounded, most near bomb shelters. The city holds the line. Currently, supported with artillery, the russian occupiers are attacking the regional center.

The last gas distribution station was shut down in Luhansk oblast. One employee of the station was injured. There is no gas supply in the region. 

Head of Luhansk Regional Military Administration stressed that the Lysychansk-Bakhmut highway is not closed. “The highway is exposed to fire. However, we were able to bring humanitarian aid today”, he specifies. According to him, as of 13:00 movement along the road is hampered. 

Rescuers have shipped 1.5 tones of drinking and 32 tones of service water, food supplies to Lysychansk residents. 

The rubble clearing is underway. The fires are being extinguished. The territory is being demined. 

Northern regions

Kyiv oblast

Roads are being repaired in liberated settlements of Kyiv oblast. First of all, the works are carried out within the settlements (Bucha, Gostomel, Borodyanka, Dmytrivka, Makariv, etc.). The road between Moshchun and Gorenka, which was damaged during fighting, is being actively restored.

In the territory of Kyiv oblast 310 suburban and intercity public bus routes were resumed, involving about 425 vehicles. All districts of Kyiv oblast are provided with public transportation.

Thanks to the cooperation of Kyiv and Warsaw, more than 4,500 people have found safe shelter in Polish cities. The Ukrainian capital received more than 3,500 tons of humanitarian aid, delivered by return runs.

In Kyiv, on the basis of the temporary shelter “Exhibition Center”, a training was held on providing animals with emergency care during the war. Doctors of Kyiv City Veterinary Hospital helped to train everyone who wants to help animals in difficult situations

To support the Armed Forces of Ukraine, the Ivan Honchar Museum has launched an online exhibition “Ukraine and Ukrainians” with pictures of Ukrainians in traditional attire from past centuries from the museum’s archives.

Chernihiv oblast

On the morning of May 25, between 3am and 4am, russian troops fired on the Chernihiv border. There was mass shelling for about 40 minutes towards Lyubechane (Russia) – Zarichchya. They fired mainly from 120-millimeter mortars and barrel artillery. The information on casualties and destruction of buildings is being clarified.

During the briefing, head of the Chernihiv Regional Military Administration Viacheslav Chaus informs that during the period of active hostilities in Chernihiv oblast, more than 500 people died and more than 1 500 were wounded. These are rough estimates. The work is still underway. 3 700 buildings were destroyed and damaged. 3 400 are housing stock (high-rise buildings and the private sector of Chernihiv and suburbs, villages in Nizhyn and Pryluky districts). 

The rubbles of the Ukraina Hotel began to be removed in Chernihiv. Currently, law enforcement officers are conducting investigative actions. Rescuers are helping remove the debris. Experts found the wreckage of a russian missile, which will be sent for examination. A spokesman of the hotel owner claims that there were no casualties as a result of the bombing. No one was living in the hotel during shelling.

The explosive devices are being detected in the fields of Tupychev village, which was occupied by russian troops, so that farmers can work and graze cattle. Tractor drivers pulled out shells from the ground with their own hands before sowing. More than thirty shells from Tornado and Grad multi launch rocket systems are stored at the enterprise. The military of the humanitarian initiative “The Armed Forces of Ukraine are lending a hand” is helping find the shells left in the fields.

SunPower, one of the most powerful American companies specializing in solar panel production, is ready to provide Chernihiv oblast with 90 sets of solar panels. Some panels will be transferred to the SES reserve, some of them – to communities where there is an urgent need.

Sumy oblast 

The occupiers continue to fire on the border of Sumy oblast. 

Last night, 6 missile strikes were recorded: 2 in the area of ​​the village of Gudovo and 4 in the vicinity of the village of Shaligine. The missiles were fired from two Su planes that took off from Russia. There are no casualties among personnel and equipment. The information on casualties among the locals and damage to civilian infrastructure is being clarified.

At about one o’clock in the morning, the enemy launched airstrikes on Krasnopil from russia. Previously the launch was made by an aircraft that did not cross the state border. About 20 houses of civilians and power lines were damaged. There is a power outage in half of the village. There is no information about casualties.

Central regions

Dnipropetrovsk oblast

During the day, the enemy fired on the territory of Kryvyi Rih district several times.

In the morning, the enemy fired 3 missiles at the Kryvyi Rih industrial plant, causing severe damage. No one was killed or injured.

Shirokivska and Apostolivska communities in Kryvyi Rih district were shelled by Uragan multi launch rocket systems. People were not injured. There was a partial power outage in Apostolovo.

The enemy struck Velyka Kostromka with artillery. The territory of the kindergarten and the church came under fire, and the houses were damaged.

In the afternoon, the enemy hit the village of Maryanske. A house and a gas pipeline was damaged. No one was injured.

Poltava oblast

Microsoft has transferred 1250 license packages of Office 365 E3 software to Poltava oblast. The software was distributed among district military administrations, communities, and military personnel.

In other regions of Central Ukraine the situation did not change.

Southern regions

The russian president putin has signed a decree on a simplified procedure of granting the russian citizenship to residents of Kherson and Zaporizhzhia oblasts. The document was made publicly available on May 25 on the official russian portal of legal information. The decree comes into effect at the moment of signing it.

Zaporizhzhia oblast

Today, on May 25, 2022, at 05:30 o’clock in the morning, russian military launched four cruise missiles on the city of Zaporizhzhia. One of the missiles was brought down by the Ukrainian air defense system. Other three hit civilian facilities of Shevchenkivskyi district and the mall in Oleksandrivskyi district. At least 62 houses in the private sector were damaged. One person was killed and 3 wounded.

In Zaporizhzhia, the public organization HEROU was created. It helps Ukrainian servicemen and their relatives to communicate with public authorities. As usual, people ask the same questions. For instance, when a military brigade without proper training and equipment could be sent to fulfill military tasks or hold territory. HEROU also helps missing servicemen’s families.

Yesterday, on May 24, in the temporarily occupied Melitopol, russians blocked cellular services. It might be related to redeployment of military equipment. A large russian military convoy moved along Bohdan Khmelnytskyi Avenue and pushed forward towards Kherson oblast. The convoy had about 40 tented “Urals,” field kitchens, etc.

According to the information provided by Ivan Fedorov, the mayor of Melitopol, occupiers captured Olesya Dorokhova, acting director of the Melitopol Multidisciplinary Center for Vocational Education. She organized the Center where locals could receive aid.

Kherson oblast

According to the Operational Command “South”, in Kherson oblast, russian soldiers shell the occupied settlements and try to accuse Ukraine. They attempt to launch the air attack using aviation. 

The invader’s authorities and the russian army are trying to force locals to collaborate and consent to occupation. Relying on the available information, they intend to draft Ukrainians into military service in the occupied territories of Kherson oblast to go to war against Ukraine.

About 90% of pharmacies in Kherson and the region are closed. Some pharmacies plan to terminate their activities in the region. Medicines are delivered from the occupied Crimea and russia. There is an acute shortage of kids’ medicines, especially of antifebrile drugs. 

Vegetables and fruit, shipped from Kherson oblast, are sold in the annexed Crimea. Strawberries, cucumbers and potatoes are sold in the occupied Sevastopol.  

Mykolaiv oblast

Late on May 24, Mykolaiv was struck with artillery from Tornado-S multi launch rocket system. One person was injured. The multi-storey building was damaged. 

Zeilen van Vrijheid Charity Fund sent two ambulances to Mykolaiv regional hospital. 

Russian soldiers, dressed up in Ukrainian military uniform, were trying to seize the checkpoint in Mykolaiv oblast. They also attempted to push forward in the north east of Mykolaiv oblast towards Kryvyi Rih. Ukrainian defenders repelled the attack. Russians retreated, sustaining losses. 

As of May 25 since the russian invasion of Mykolaiv oblast obegan, 3678 civilian facilities were partially damaged or destroyed. 3449 households don’t have gas supply. There is no power, water supply or wastewater disposal in 88 settlements of Bashtanka and Mykolaiv regions. 

Odesa oblast

The situation is stable and controlled. 

The Security Services of Ukraine detected the local who was expressly spreading pro-russian propaganda in social networks. The man defaced the Armed Forces of Ukraine and overtly supported the bloody russian war against Ukraine. He was given the notice of suspicion of an offense. 

6 large assault landing ships and 2 missile launching ships are spreading terror in the south western part of the Black Sea. 

Russian invaders found and pulled out of  the sea bottom the debris of Serna assault boat and Raptor boat. Led by the rescue team, five boats and a self-propelled floating crane helped pull out the debris. 

Odessa port plant can’t produce the chemical products. The administration planned to relaunch the operations on June 01. It was delayed as a result of shelling. The enterprise faced financial difficulties and unstability.

Western regions

Social service employees in Ternopil, Lviv and Ivano-Frankivsk oblasts received tablets from UNICEF and the Ukrainian Education Platform within the “JOINT” project.

Volyn oblast

Since the beginning of the war, 66 909 internally displaced people have arrived in Volyn. Last night, 193 people were resettled in the region.

Last week, the Volyn Regional Coordination Center received 25 requests. In total, since the war broke out, citizens have filed 1 817 requests and proposals to call center operators. 1 613 appeals were processed.

To address these requests, the regional military administration together with “In arms” (“V obiimakh”) Charity Foundation handed over humanitarian aid (diapers, baby formulas, hygiene products) to internally displaced people in Volyn.

In addition, the other day the region received humanitarian and medical cargo from Special Caritas Lutsk St. Peter and Paul Parish. So now it is being sorted and unloaded to be sent to those in need.

Zakarpattia oblast

16 pallets of humanitarian aid were handed over to communities of Zakarpattia in the village of Volosyanka, Uzhhorod district. Products for IDPs were brought by 2 trucks from Poland.

Lviv oblast

Due to salt shortage, Drohobych Saltworks has increased its production capacities. Since the war unleashed, the company has almost doubled its production.

Before the full-scale war began, the Drohobych saltworks produced up to 22 tons of salt per month, now – up to 55 tons per month. However, such production volumes in Drohobych cannot meet the demand of Ukrainians. Therefore, in addition to Ukrainian-made salt, residents will be able to buy salt supplied from European countries.

Ternopil oblast

In Ternopil oblast, more than six hundred people from other regions have the status of unemployed and receive unemployment benefits. More than a hundred migrants have already found work through the employment service.

The Ternopil Regional Military Administration presented certificates to 30 psychologists of the Inclusive Resource Centers trained in crisis psychological assistance. The course was developed by experts of the Israeli Coalition of Injuries.

Each course participant will be able to render aid to children and adults in the centers for internally displaced persons.

Khmelnytskyi oblast

It was calm in the Khmelnytskyi oblast. The situation is controlled.

Using Netishyn city budget funds in Khmelnytskyi oblast as well as the funds raised by volunteers abroad, the local community bought 20 cars for the Armed Forces of Ukraine. The cars are shipped from Latvia and Germany. They are provided to military units that are on the front line.

The Security Service of Ukraine has detained a 54-year-old Khmelnytskyi resident who helped the russian occupiers in carrying out sabotage acts against Ukraine.

According to the available information, he provided photos and video materials on functioning and protecting military units located in the regional center, dislocation of Ukrainian servicemen, routes for moving equipment of the Armed Forces, the information about fortifications around Khmelnytskyi.

The agent was caught red-handed during a photo shoot for “instigators” of one of the city’s critical infrastructure facilities. The russian military planned to launch missile strikes on it to block the supply of foreign weapons to the war zone.

The detainee was declared a suspect in treason within the criminal proceedings. 

Chernivtsi oblast

The parishioners of the Church of the Nativity of the Blessed Virgin in Chernivtsi prepare canning for the military since the full-scale war began. In three months, almost 18,000 cans of stew were sent. Military chaplain Vasyl Hasynets delivers canning to the soldiers.
